Why HCFCs need to be phased out
HCFC emission- destroy the ozone layer.
In 1989, Sri Lanka ratified the Montreal Protocol on
Substances that Deplete the Ozone. By ratifying the
Protocol and its amendments, Sri Lanka committed
to a collaborative, international effort to regulate

1. Limit the supply of HCFC
Restrict of import:
HCFC 22 :- 2013 -2025
Ban on import HCFC 22 – 2030 Ban on import of HCFC -141b and pre- blended polyols
with HCFC 141b from all applications From 1st Jan. 2015*Ban on import of HCFC blends (R 404 A, R 409 A) From

Limit the supply of HCFC Continue..
In order to restrict import of refrigerant, introduce a‘quota’ system – This is already in force for ODS. New regulations have been drafted for HCFC and cabinet approval is pending for gazzetting
1. For HCFC 22- from 1st Jan 2013 until final target achieved
2. For HCFC 141 b – maximum 5 years from 01.01.2013

2. Reduce the demand of HCFCs for manufacturing and servicing equipment
HCFC 22 use in assembly, services and installation – gradual phase out
HCFC 141 b use in foam blowing - – gradual phase out but within a short period
HCFC 141 b use for solvent application –stop as quickly as possible since many alternatives are available
Montreal Protocol identified awareness and technical
supports are needed to achieve this objective

3. Limit new demand
Sri Lanka is planning to 1.Restrict import of HCFC based new equipment > Central Acs – 01st Jan. 2013 > Room Acs, industrial Ref services – 01st Jan 20152. adopt policy for restricting manufacturing of HCFC
equipment (Room Acs), foams using HCFCs3. adopt policy for converting used HCFC equipment
imported ,before selling at market 4. Quickly promote adoption of new alternative

4. Reduce the emissions of HCFC
Sri Lanka is planning to introduce new legislations to curtail intentional venting of HCFCs to the atmosphere.
Mandatory leakage checking- depending equipment capacity.
Give more powers to local environmental protection authorities.

RAC servicing technicians should be equipped with tools and skills for efficient handling of refrigerants, especially HC and HC based ACs
promote Recovery, Recycle, Reclaim (3R)Train them in collaboration with government and

free technologiesmandatory registration of technicianstrain them to prevent leaks through good
