    In attendance were representatives from international and national NGOs, Government

    (state ministries and entities), UN-agencies, and other sectors (please find attached the

    list of participants).

    Summary of Discussions and Key Actions Reached

    1. Prayers

    The meeting commenced with Opening prayers which was was done individually. This

    was followed by a brief opening renarks from the acting chairman-Mr. Balami.

    2. Welcome, Introductions and Opening Remarks

    In his opening remarks, he welcomed all the partners to the first FSWG meeting in 2017.

    He reiterated the Governemt`s continued commitment and support for the work of the

    Food Security Sector and the overall North-East humanitarian response.

    As part of the remarks, the Sector Coordinator, Mr. Abibu Tamu, also thanked partners

    for their continued commitement and support. He suggested that the FSSWG meeting

    agenda be reviewed to reflect other issues such as discussion and or presentataion on

    food security situation, as well as sharing of lessons and best practices in areas such cash-

    based transfer programming, nutrition and market price monitoing of essentail food

    items. This will further help to enrich and make the meetings useful, informative,

    educative and productive.

    3. Review of Minutes of the last Meeting, Issues and Follow-up Actions

    As Minutes of the previous meeting were shared with partners prior to the meeting, a

    quick review for corrections and follow-up on the following issues and action points was

    done, as detaled below:

    Issues:

    1. OXFAM and SCI proposed mini-co-ordination meeting to map out activties and possible gaps at LGAs or Wards level

    The scheduled mini-coordination meeting between Save the Children and OXFAM was

    held. Representatives of the Food Sector and OCHA were in attendance.. Also in

    attendance at the meeting were NGO partners such as ICRC, WFP, and ACF.

    Summary of the meeting:

    WFP and ICRC provided updates on their activities in Mongonu and Kukawa Partners` activities and gaps were to avoid duplication and identify gaps;

    Presently, partners are only active in wards in Monguno, Cross Kawa, and

    Kukawa

    2. CRS-Assessment to be finalised and shared with partners

    The report of the proposed assessment by CRS in Maiduguri was finalised and shared

    with the Food Security Sector. This has been uploaded on the FSS Website ..

    3. WFP- the issue of food basket composition used

    WFP indicated that they were presently using food basket that provides atleast

    2,100kc/day/person or 540g/person/day. The basket includes cereals, pulses, salt, and

    vegetable oil.

    4. Updates from Partners

    a. Save the Children (SC)

    Reported that they have reached about 13,975 HHs in 2016 in all its interventions,

    its major LGAs were Jere, Mafa, MMC and Biu. STC has not commenced its

    interventions for 2017, it is planning to commence this in the last week of January

    b. OXFAM

    That in-kind food distribution was in progress in Kushari targeting 700 HHs,

    and 300HHs were reached,

    That cash-for- alternative livelihoods was also implemeted targeting 390HHs in

    Yobe state

    That 2,800 HHs were registered in Damboa for food distributions which were to

    commence immediately but had to be put on hold for 3 days due to security issues

    That distribution of food in Kushari and Jakana has also been delayed due to the

    non supply of one of the items in the basket

    No challenges highlighted

    c. International Rescue Committee (IRC)

    IRC is continuing its interventions in Maisandari, Old Maiduguri, Mashamari,

    Bale Galtimari in MMC and Jere. 3,000HHs have been reached so far with CBT

    of N17,000. The fourth round will be concluded in the last week of January.

    That plans were underway with support from FFPto reach 4821 HHs in seven

    communities in Konduga in the first week of February

    That food distribution was planned to traget additioal three communities in

    MMC, and this will also take place in the first week of February

    Challenges and Action Points

    That IRC was in discussions with WFP with regards to its intervention in Konduga and that bilateral meetings were planned with Christian Aid and DRC as well

    d. JNI

    That JNI has concluded its food distribution in collaboration with FAO. JNI was in

    the process of exploring parthership with potential partners like WFP for food

    distribution/interventions to IDPs and Host communities

    Action Points

    That JNI should meet with possible potential partners including WFP and other

    international NGOs would like to work in partnership with agencies working in

    MMC and Jere especially in localities such as Old maiduguri(WFP) and

    Mashimari(CRS)

    e. NRC

    Under its EU funded project, beneficiary registration is ongoing in Bulabulin and

    Kushari. NRC will also be working closely with OXFAM to provide VCP and IGA

    inputs o 2,100HHs in these communities

    f. Christian Aid

    That some 3,237 HHs (21,043 people) were reached with food distribution in areas

    like EYN, Jerusalem, Shuhari, MMC and in Konduga LGA.

    That the total of 4,200 bags of rice or 10.5mt, 1,404bags of beans or 49.1mt tons of

    beans, and 16.3 mt of vegetable oil were didtributed.

    That registration of beneficiaries was ongoing in Shagari lowcost, and will be

    extended to cover other areas including Dikwa.. a

    Challenges and Action Points

    g. World Food Program (WFP)

    That Rapid Response Mechanism was activated in Yobe and Borno states, aimed

    at targeting hard to reach areas for the first time, for registration and food

    distribution.. Some 1,012,079 beneficiaries have so far benefitted from this rapid

    intervention.

    That WFP was also implementing CBTs and in-kind Blanket Supplimentatry

    Feeding in colaboration with NEMA/SEMA.

    That WFP`s target was reach 1.8m people by end of January 2017 with its rapid

    intervention

    h. Medecins Sans Frontieres (MSF)

    That MSF was in the process of appealing to partners to provide urgently needed

    food in communities around Old Miaduguri. Specifically appealing to partners such

    as Save the Children, WFP, PUI etc. There are new arrivals in the Custom area, the

    children are being given plumpy sup supplementation and PC4 vaccination.

    i. ZOA

    ZOA reported that it was yet to commence its programme activities for 2017.

    However, they were currently planning a CBT intervention for food in Jere and

    Maiduguri to reach 750HHs, the value of the CBT was N16,000

    j. ICRC

    ICRC reported that they have concluded Cash transfer progrmmes for 2016 and

    achieved 95% of its target caseload. An additional 12,500HHs were planned to be

    targeted in MMC with N20,000 each for 3months

    k. DRC

    DRC reported that they were aprtnering with WFP with food assistance interventions

    targeting 134,000 people with food and 17,000 with Blanket Supplementary Feeding

    (BSF) in 2017.

    It was also reported rapid food needs assessment was planned for Yobe and Bama

    LGA towards the end of January 2017.

    BOCCIMA was was interested in performing regulatory functions on its members

    who are engaged in supplies to sector partners. BOCCIMA would like to help

    partners to identify genuine vendors to conduct honest business

    m. IMC

    IMC will continue to partner with WFP and a proposal and budget has been

    submitted for distribution activities to continue until June 2017.

    Due to the increase in demand for food assistance, WFP has increased

    beneficiaries figures in all food distribution communities. Additionally,

    provision will now be made for pregnant and lactating women through blanket

    supplementary feeding in all 14 locations where underfive children were

    supported in the past three months.

    IMC/ECHO Funded Project

    Under this project IMC provides food assistance to beneficiaries in 700 households

    using food vouchers in MMC and Jere LGAs for six months. January distribution

    (6th round) took place on 20 and 21st January 2017.

    n. PUI

    PUI completed its food distribution in Bolori 11 in December 2016 reaching

    1,800HHs. The impact review of this project has been conducted.

    PUI is preparing to commence another round of food distributions via CBTs in other

    communities in Bolori 11 using the RedRose Software. The value of the CBT for

    each HHs is N17,000

    PUI organises regular mini coordination meetings for partners active in Bolori 11,

    this meetings have been very useful in helping to identify overlaps and also avoid

    duplication of efforts. A mini coordination meeting is scheduled for Wednesday 19th

    January 2017 at the PUI office.

    GWMI/CAN

    GWMI has identified 1,300HHs that are urgently in need of food in Chibok LGA,

    but has been able to reach only 235HHs. Insurgents attacked one of the remote

    villages in Chibok recently, and razed 87 homes and also completely burnt their food

    stocks.

    o. PCNI

    PCNI was trying to dril boreholes in 30 communities, it is also trying to procure

    seeds, water pumps and fertilizer to be distributed to IDPs and Host Communities.

    p. CBRDP

    That CBRDP was partnering with FAO in supporting dry-season farming

    intervention in Borno State namely; The National Programme for Food security{

    NPFS}, Third National Fadama Development Programme (Fadama 111) and IFAD

    assisted Community based Agriculture and Rural Development

    Programme(IFAD).While NPFS is implementing the intervention in Jere LGA,

    FADAMA 111 and IFAD are implementing the intervention in Konduga and

    Damboa LGAs respectively.

    CAPACITY BUILDING

    Farmers were trained on the rudimentary aspects of vegetable production. Technical

    sessions were held on:

    1. agronomic practices of vegetable production.

    2. Pest and diseases of vegetables and control measures.

    3. Post-harvest handling of vegetables.

    4 Preventive maintenance of washboreholes and water pump.

    5. Updates on the overall food security situation in the North east

    According to the Food Sector Coordinator,the Food Sector in collaboration with WFP has

    adopted a rapid response mechanism focusing on key strategies to meet the food needs of

    vulnerable people through provision of inkind food, Blanket Supplementary Feeding, and

    CBTs. The establishment of the Rapid Response Mechanism will surely go a long way in

    helping the sector to meet its HRP target of 5.1m people in 2107. Newly accessible and even

    difficult to reach areas areas will be reached by the collaborative effort of all partners,

    government and the security aganecies. Both local and International NGO partners are

    encouraged to link up with WFP and ICRC to identify hotspots areas needing quick and

    immediate intervention.

    6. AOB

    The Sector Coordinator, Mr. Abibu Tamu, in his welcome remarks, suggested that the

    FSSWG meeting agenda be reviewed to reflect other issues such as discussion and or

    presentataion on food security situation, as well as sharing of lessons and best practices in

    areas such cash-based transfer programming, nutrition and market price monitoing of

    essentail food items. This will further help to enrich and make the meetings useful,

    informative, educative and productive.

    Mini-coordination

    Partners were encouraged to form mini coordination hubs in their locations

    of interventions. This will help to ensure a quickel and more efficient, and

    more effective response to any food security situation that may arise in the

    state. The mini coordination hubs will also help to avoid duplication and

    confusion among partners.

    The 4W maps and Gap analysis will continue to be produced frequently,

    partners are encouraged to continue to send their inputs into the dashboard as

    soon as the calls for the data is made from the sector.

    Visit of WFP Executive Director to Nigeria

    The Executive Director of WFP is visiring Nigeria between the 24th and the

    27th of January 2017, she would likely want to see as many partners as

    possible, partners are encouraged to keep the dates free just in case we are

    called for a meeting with her.

    PROTECTION IN FOOD DISTRIBUTIONS

    The need for protection to be incorporateed into all partner interventions was

    again reitirated by the WFP protection officer. Donors paid improptu visits to

    one of the distribution sites and were not happy with the arrangements made

    for protection of the dignity of beneficiaries. Partners are encouraged to

    continue to show consideration to the needs and dignity of the beneficiaries

    of our interventions. A suggestion was made to include protection as one of

    the agenda items in all subsequent FS meetings.
