All DriversYou must also remember that the roads are not always safe; therefore, it is in your best interest to prepare for whatever may come your way before you begin driving. When you begin driving, you not only take on the responsibility for your safety, but you also take on the responsibility of the safety of your passengers and all passengers in the vehicles around you. Therefore, in order to best prepare yourself to take on that responsibility, it is always wise to obtain your learner’s permit first and get comfortable on the road.

In Maine, you can obtain your learner’s permit by 15 years of age. Depending on the age of the permit holder, requirements to hold a permit and apply for a standard driving license can vary. You may be able to submit your permit application by mail, but if you have not completed a driver’s education course, you have to apply for your learner’s permit in person. You are not required to take a driver’s education course in order to obtain your learner’s permit if you are 18 years of age or older.

If you would like to understand how to obtain your learner’s permit in person, you must:

Visit a BMV office location.

Fill out the Non-Commercial Class C Application Form (MVE 64 Form).

Provide one proof of your driver education certificate of completion.

• This is optional if you are 18 years of age or older.

Bring your birth certificate.

• You can provide either the original or a certified copy with an embossed seal or stamp.

• If you 23 years of age or older, you do not need to bring your birth certificate.

Pay the fee of $35.

• Verify the method of payment with your chosen BMV office before applying for a permit, as some offices may not accept all methods of payment. Many offices accept cash, checks or money orders made payable to the Secretary of State and credit/debit cards from Visa, Discover or MasterCard.

Bring proof of residency and two forms of identification.

Mail all of these documents and fee to the following address:

After you submit the application, documentation and payment, you will receive a notice in the mail from the BMV about the written exam, if you did not already complete a driver education class. The BMV usually sends out this notice within three weeks. You will receive the testing date, and the exam will take place the BMV location closest to your mailing address. If you have any potential issues with scheduling, make sure to include that information on your permit application. You must also complete a vision exam when you go to the BMV for the written knowledge test. The vision exam at the BMV will not cost an additional fee. If you are 18 years of age or older and have not completed a driver’s education course, you have to go to the BMV office in person in order to apply for your learner’s permit. After you have obtained your learner’s permit, you need to get your juvenile provisional license if you are still younger than 21 years of age, or you can get your adult provisional license if you are 21 years of age or older.

Vision Exam

Getting your vision checked before you obtain your learner’s permit or driver’s license is essential to ensure that you are physically capable of driving. The exam is very straightforward and will only be required if you are obtaining your first Maine driver’s license, you are changing your license classification, or in certain cases, if you are older than 40 years of age.

When you turn 40 years of age, you will be required to take the vision test when you go to renew your license, and you have to retake the test every other time you go to renew your license. Once you reach 62 years old though, you must take the vision test every time you renew your license. The vision test is free of charge and you are able to take it when you go to take your written or driven examination. You can choose to do the vision screenings outside of the DMV as your preferred eye doctor. If you choose this method, you must have the physician complete the eye examination form, and you must submit the completed form during your exam for your driving credentials.

If you would like further information regarding the standards necessary to meet when taking the vision-screening test, please click here or if you would like you can also request information by mailing the BMV at the following address:

Written Exam

When it comes to obtaining your permit at first it may seem intimidating to take the exam, but once you understand how the process goes it will become easier. You have the option to take the test in eleven different languages, depending on what you require. In order to prepare for the written exam you need to review all information regarding driver safety, traffic laws and all Maine laws. All the information you need to study to prepare for the test can be found in the Maine Driver’s Manual.

Teen DriversIf you are a teenager on the brink of entering adulthood, chances are you are currently dreaming of obtaining your driver’s license. Well, we are here to help you to make that dream a reality! In each step moving towards obtaining your license, we will outline and help you to better understand each procedure you must complete. When you are a new driver, it is important that you carefully read each step and fully understand how everything operates. This is to ensure that you avoid any complications, but also to be sure that you are well prepared to take on your responsibilities on the road. So let us begin the journey!

Step 1: Learner’s permit

The first step you must take after you have finished your driver’s education is to obtain your learner’s permit. This permit will allow you to practice driving behind the wheel until you are officially ready to get your limited provisional driver’s license and, afterwards, your full provisional driver’s license.

To begin, you first need to be at least 15 years of age in order to obtain your learner’s permit. Along with being a certain age, you must have completed a driver’s education course, as well as have taken your written and vision test before you are given your learner’s permit. If you are older than 18 years of age, you will not be required to complete a driver’s education course to obtain your learner’s permit.

If you would like to find the driving school nearest to you, please take a look at all the driver’s education schools organized by county in the state of Maine here. In most cases, your driver’s education school will fill out and submit all of your necessary forms to the Maine BMV in order for you to obtain your learner’s permit. However, in the chance that your driver’s education school does not offer such service and requires that you do it yourself, you can apply by mail if you:

After you have obtained your learner’s permit, you need to get your juvenile provisional license if you are still younger than 21 years of age, or you can get your adult provisional license if you are 21 years of age or older.

Alternatively, you can go directly to a BMV office in person to apply for your learner’s permit. Once you have completed these steps, you will be given your learner’s permit and will have to wait at least six months before you can apply for your intermediate driver license. If your learner’s permit expires, you have to renew it, but you will not have to wait six months before applying for your license. No one with a learner’s permit can use a cellphone or similar device when driving.

• An immediate family member includes grandparents, parents, siblings, spouses, children, stepchildren, stepparents, step-grandparents and stepsiblings. Click here for additional groups of people considered immediate family.

May only drive a car from 5 a.m. to 12 a.m. You cannot drive between the hours of 12 a.m. and 5 a.m. is not allowed with an intermediate license.

The intermediate license has restrictions for anyone younger than 18 and these restrictions must be obeyed to maintain driving privileges. If you hold an intermediate license and you are not yet 18 years of age, you:

When you receive the intermediate license, you must hold the license for 270 days before applying for an unrestricted license. All licensees for vehicle operation are considered provisional licenses for two years after the issuance. You should note that the restrictions of this license do not apply after 270 days.

Step 2: Driver License

The next step will be towards obtaining your intermediate driver’s license. This license will allow you to continue practicing to drive behind the wheel until you are officially ready to obtain your unrestricted driver’s license once you fulfill the necessary requirements. Depending on your age, you will have different restrictions and requirements for obtaining the next step in the licensing process. Review the sections below to see what process applies to you.

Drivers Between 15 and 17 Years of Age

If you are a motorist between the ages of 15 and 17 years, you can obtain a driving license with restrictions under certain circumstances. In this age range, you can obtain an intermediate license. To get an intermediate license you must:

Complete at least 70 hours of driving practice. Click here for a driving log.

• You must complete at least 10 hours of nighttime driving.

• You must have a supervising driver who is 20 years of age or older and has held a license for a minimum of two years.

Restricted Driver’s License for Applicants 15 Years of Age

The Maine BMV also offers restricted licenses under certain circumstances. If you need a license for educational reasons or for work-related reasons, you may be eligible for a restricted license. This license has slightly different restrictions that allow you to travel outside certain hours for employment or school-related purposes. To qualify, you must be 15 years of age or older, and you must take and pass a driver’s ed course approved by the Maine BMV. You must also complete the driving log requirements of 70 hours of driving practice, including 10 hours of nighttime driving. You can receiver this license if you do not have transportation for school and/or work. For example, if you have access to transportation provided by the school, you will not be eligible for an educational restricted license. The BMV also offers a restricted medical license for all drivers when necessary for trips to and from a medical appointment. You can fill out the application here and read more about restricted license types through the Maine state statutes.

Hold a valid learner’s permit for at least six months.

Pass the driving skills road test.

Complete at least 70 hours of driving practice. Click here for a driving log.

• You must complete at least 10 hours of nighttime driving.

• You must have a supervising driver who is 20 years of age or older and has held a license for a minimum of two years.

Drivers do not need to take a driver’s education class once they are 18 years of age or older. Motorists who hold a license between the ages of 16 and 20 years have a juvenile provisional license for two years.

Drivers 21 Years of Age and Older

If you apply for a permit when you are 21 years of age or older, the steps to a standard license are far simpler. You do not need to submit proof of driving practice, nor do you need to complete a driver’s education class. You do not have restrictions on when you can apply for a road skills test. After holding a permit and applying for a standard license, your license is considered a provisional license. This provisional license period is only for one year. For all provisional licenses and permits, violations of restrictions or of laws and regulations can result in a license suspension. Once you have completed the period of restriction, you may apply for your unrestricted driver credentials.

Motorists applying for a license between the ages of 18 and 20 years are eligible for a juvenile provisional license. To get a juvenile provisional license, you must:

Driving TestTaking a driving test is necessary in order for the BMV to determine your driving skills level. The first part of the exam, which includes a safety check, will show the examiner that you have an acceptable level regarding your vehicle. When you go to take your driving test, you are required to provide a vehicle that is both insured, and passes the safety requirements. This inspection can require you to show that your lane change signal lights, your car horn and your car headlights are all in working order, among other requirements.

If you are a new resident to Maine and hold a valid out of state driver license, you may not be required to take a driving test in order to obtain your Maine driver license. In the case that you are still required to take your driving test however, you must begin by scheduling your road test with the Indiana BMV.

You are able to schedule your road test to the nearest BMV office to you by calling the BMV office at 207-624-9000, extension 52119, or you can request a road test request card, which you need to fill out and send to the following BMV office address:

Bureau of Motor Vehicles

29 State House Station

Augusta, Maine 04333-0029

Once the road test begins, the examiner will judge and grade you based on your ability to obey instructions and perform the tasks, such as:

Being able to adjust your seat, mirror, seatbelts and other car parts, properly before driving.

Obeying traffic signs and signals.

Leaving appropriate distance between vehicles.

Using your turn signals.

Going in reverse.

Parallel parking.

Observing the intersection.

Making appropriate turns.

Page 13 | Drivers-Licenses.org

Page 14: Maine Drivers License Guide - Amazon Web Servicesdrivers-licenses.org.s3.amazonaws.com/pdf/... · Driver License Services Division Examination Section 29 State House Station Augusta,

The road test will not be very long and will not require that you know anything beyond the standard knowledge and skill on how to operate a vehicle.

This test is relatively simple if you study and prepare yourself in these concepts and information. To better prepare yourself, you can find all information regarding the driving test and basic driving skills in the Maine Driver’s Manual. You may be eligible for a restricted license, especially for medical purposes. Click here for the application.

Once you have your Maine driving license, you must make sure to maintain your driving privileges. Part of this includes renewing your driving license by the expiration date stated on your credentials. A Maine driver’s license expires every six years if you are younger than 65 years of age. However, if you are 65 years or older, your license will expire every four years. Regardless, you may renew your license as early as six months before the expiration date. The Maine BMV offers in-person and online renewal for eligible motorists.

You must take a vision test when you go to renew your license after you turn 40 of age, and every other time you go to renew your license until you turn 62 years of age. After your 62nd birthday, you have to take a vision test every time you renew. The vision test is given for free at the BMV office. However, you are also welcome to take the test with a physician at your own expense.

Suspensions and revocations may require a variety of tasks for reinstatement, such as payment of fees, attendance of driving classes, court dates and more.

The requirements for reinstatement depend on the offense and the amount of times you have committed the offense. Revocation and suspension periods will also vary by offense. A suspension is temporary hold on driving privileges, whereas a revoked license can only be reinstated through a completely new license application. The BMV department will only reinstate your driver’s license if you complete all of the necessary requirements to remove any restrictions from your license.

The most important consideration to keep in mind before you begin driving any vehicle is that both you and the vehicle are well prepared for any trip you make. This means checking and making any changes to your vehicle or your behavior to make sure that you are able to drive safely at all times.

Emergency KitOne of the essentials to safe driving is having a basic emergency kit available in your vehicle at all times. This kit should include basic items such as water, extra batteries, rope, a first aid kid, matches, a whistle, etc. During winter months it is also important to carry items such as blankets, non-perishable foods, extra gloves, socks and a shovel.

Vehicle Safety Tips

Winter DrivingOne of the most dangerous times to drive is during the winter, especially if you live in an area where it snows. Therefore, it is best to consider these tips to drive safely during the winter.

Avoid Rushing

Roads are often covered in snow and ice after it snows, so instead of driving fast and risking an accident in a rush to get to your destination, try leaving a few minutes earlier than usual. This will allow you to drive slower and help you avoid rushing other drivers by not tailgating them if they are going slower.

Do Not Panic If You Skid or Slip

In the case that your vehicle skids or slips while driving, make sure you do not panic and slam down on your brakes. Instead, all you need to do is apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control.

Check Your Vehicle

Before you even leave your house, make sure your vehicle’s controls, brakes, tank, tires, antifreeze, exhaust, etc. are all working properly. It is also important that you remove all ice and snow from your car before you begin driving. This prevents the snow from blocking your view while you drive.

Drinking and DrivingEvery year, thousands are killed as a result of drinking and driving. These deaths can be very easily prevented. It only requires that you plan ahead of time by taking certain steps.

Even before you begin drinking, you should arrange for someone else to be the designated driver. In the case that your designated driver also becomes intoxicated, it is important that you arrange to take a taxi or another safe form of transportation. If you see someone who you suspect is drunk, and that person exhibits signs of intoxication while driving, such as making wide turns, weaving, swerving, braking erratically, turning abruptly, etc. call 911 and notify the proper authorities about the drunk driver. Also make sure to avoid drunk drivers on the road to ensure your own safety.

Using Your CellphoneDriving while using your cellphone is one of the most dangerous actions you can take because during the few seconds your attention is diverted to your phone, a major accident could occur. Therefore, make sure you do not text, use the internet or make calls while you drive to prevent accidents.

What to AvoidDriving is not always a relaxing experience. There are certain actions that can be both an annoyance and a danger to you while on the road driving. These issues are often avoidable if you make sure to take the necessary steps towards preventing them, as well as stopping them after you discover them.

Car Accidents

The best way to avoid car accidents is to ensure that your vehicle is safe to drive and will not cause you any problems. To do this, you only need to regularly check that your brakes are functioning properly, your tires are inflated and not worn out, and that the steering and suspensions are maintained regularly by a mechanic and will not fail while you drive, especially at high speeds.

Page 31 | Drivers-Licenses.org

Page 32: Maine Drivers License Guide - Amazon Web Servicesdrivers-licenses.org.s3.amazonaws.com/pdf/... · Driver License Services Division Examination Section 29 State House Station Augusta,

Wasting Gas

Due to the price of gas, you may begin to start looking for ways to save on expensive trips to the pump. Fortunately, saving on gas is possible if you take a few steps toward ensuring that you waste less gas.

Some of the ways you can start saving gas are by not using air conditioning, not leaving your engine running and avoiding driving above 60 mph. These actions are preventable and not necessary for you to drive. Therefore, you can quickly reduce the amount of gas you waste.

Another way to save on gas is to make sure that your vehicle is functioning properly. You can do this by checking that your tires are properly inflated and that you keep to car’s maintenance schedule.

Aggressive Driving

Aggressive driving and drivers should both be avoided to prevent any on-road aggression or accidents. Aggressive driving is categorized as exhibiting behaviors such as tailgating, verbal or physical harassment of another driver, preventing another driver from merging or passing, etc.

If you are an aggressive driver, you are putting others at risk every time you do any of the above behaviors. If you encounter a frustrating situation on the road, instead of becoming aggressive, take a moment to breathe and relax before moving on.
