Maine approved a teacher evaluation law during in the 2012 Legislative sessions.

The rules were determined in 2013-14 and in 2015 modified to maintain the federal ESEA waiver. The major change with the modification includes the requirement that statewide assessments be used as one factor in student learning and growth for teachers in tested grades and subjects, previously this was optional.

There is a recommended Teacher Performance Evaluation and Professional Growth (T- PEPG) system

The law and/or rules require:

Standards of professional practice;

Multiple measures of educator effectiveness, including professional practice and student learning and growth measures;

A rating scale consisting of 4 levels of effectiveness, with professional growth opportunities and employment consequences tied to each level;

A system for using information from the evaluation process to inform professional development and other personnel decisions;

A mechanism for training evaluators and for ongoing training.

A process for determining teacher of record;

A framework for observation and feedback on a regular basis;

The State of Maine has recommended that districts adopt the

Teacher Performance Evaluation and Professional Growth (T-PEPG) Model.

But will districts adopt it? And if adopted, will the model be followed?

The Points of Contact framework allows for a variety of teacher-selected and evaluator-selected interactions to provide multiple contexts for review and feedback by peers and evaluators and supply ample evidence for the evaluation of performance.

Quality AssurancesAll points of contact must be:

Person-to-person—Conversations may be formal and lengthy, or informal and concise. Conversations must take place in a reasonable period of time following the point of contact;

Documented—Every point of contact must be documented using a Points of Contact Documentation Form. Documentation is a shared responsibility between the teacher and the evaluator or peer; and

Evidence based - Evidence and feedback collected should inform a teacher’s ongoing implementation of his or her plan and be grounded in a teacher’s individual growth plan and the Core Propositions. Documentation should be directly tied to the practice
