Selection ProcedureThe Mainland Honor Society is a national organization that promotes appropriate recognition for students who reflect outstanding accomplishments in the areas of Scholarship, Character, Leadership, and Service. When the National Honor Society was founded in 1921, it was hoped that the organization would not only recognize and encourage academic achievement but also develop other characteristics so essential to citizens in our democracy. While Scholarship is important and considered first, the founding fathers felt that Character, Leadership, and Service were as important for "the chief business of high schools is to make the greatest possible contribution to the realization of the American ideal of democracy."While Scholarship can be defined with grade point averages, Character, Leadership, and Service are subjectively defined. This does not mean that they are meaningless. They are qualities to be encouraged, developed, and rewarded. These qualities will also be emphasized during the membership year.

A. Selection Procedure:1. A junior or senior who has a minimum of a 4.2 weighted grade point average at the end of previous year is

eligible for consideration in the National Honor Society. Eligibility for membership does not guarantee selection.

2. All juniors and seniors who are eligible are given a Student Interest and Information Form to complete. These forms are not applications for membership and eligibility does not guarantee selection.

3. All faculty members are notified of eligible juniors and seniors and invited to make comments on candidates.

4. The National Honor Society advisor makes a folder for each candidate which includes the following: all aspects of the student's selection packet, with the student’s name removed and a number written at the top of each page, additional faculty comment forms, and discipline record.

5. A Faculty Council consisting of five (5) members of the faculty appointed by the principal meets and reviews all information in each numbered folder. The committee considers leadership, service, and character in making their selection. If the majority of the committee feels that the student has demonstrated outstanding leadership, service, and character, then the student is selected for membership. Due to the subjective nature of these requirements, a Faculty Council composed of different people might produce different results.

6. At the conclusion, those students that were not selected are re-evaluated and discussed. If the majority of the Faculty Council still feels that the candidate is unacceptable, then the student is not selected for membership. The Faculty Council does not retain the working papers or information forms after they reach their decision. These papers are not considered student records and are not retained by the school. Initiation, blackballing, hazing, or the like are expressly prohibited as part of the selection process of any National Honor Society activity whatsoever. Any chapter found in violation of this regulation risks losing its charter.

B. Appeals Procedure:1. Students or parents who wish to appeal the committee’s decision can contact the principal within five (5)

days of non-selection. The principal shall be a part of the local school district appeal process for non-selection. As per the National Honor Society Handbook, parents and students must understand that no student has a right to be selected for membership.

2. The principal will share the selection process with the parents and students, but will not question the judgment of the Faculty Council in reaching their decision. Only the final score can be reviewed.

3. If, however, the principal believes that a technical mistake has been made, such as the inadvertent omission of a student's name from the list of those qualified, the erroneous adding of scores, or the like, the principal may ask the Faculty Council to reconvene to review the situation.

4. In the absence of specific evidence to the contrary, however, the principal must assume that the members of the council are exercising their discretion in a legitimate manner and with good faith.

5. The principals’ decision is final. The superintendent, Board of Education, the National Council, and the NASSP will not review the judgment of the Faculty Council regarding selection of individual members to local chapters.

6. A final appeal can be made to the Commissioner of Education of the State of New Jersey.

Guidance for Students/Parents on the NHS Faculty Council and the Deliberation Process

SCHOLARSHIPThe student achieves the standard in this section simply through meeting the minimum weighted GPA requirement of 4.2.

LEADERSHIPThe scoring of Leadership takes into consideration the quality of leadership positions the student has held throughout high school, both in-school and outside of school (i.e. paid and/or unpaid work, community service organizations, sports, activities). Students are asked to report their leadership positions that they have held and choose up to 5 leadership qualities that demonstrate their abilities in these positions in the short answer section. Students will then be given an overall score for this section using established criteria as a guide.

SERVICE MRHS Related : The scoring of Service-MRHS Related takes into consideration how students utilize their

time at Mainland Regional High School per season (Fall/Winter/Spring). In considering the different levels of commitment given to and required by the various Mainland-based clubs and activities, participation in Tier 1 sports/clubs/activities will receive the highest weighting followed by Tier 2. In combination with the details provided in the completed Service chart (MRHS Related), the student's points per year will be examined and an overall score awarded in this section using established criteria as a guide.

o Tier System: Determinations for the Tier System placements are made by Faculty Council on a yearly basis as needed

Tier 1: All fall/winter/spring sports, academic team, drama club, marching band, mock trial, NJDFL, stage crew

Tier 2: All club sports and other MRHS clubs and activities not listed in Tier 1

Community Related & Self-Initiated : (non-paid, not required by sport/club): The scoring of Service- Community Related/Self-Initiated takes into consideration the time that students have volunteered, throughout high school, to organizations and events outside of school. Students are asked to report all hours that they spent doing work that was not mandated by, sponsored by, or organized by any club, sport, activity, etc. They are activities in which the student participated for the betterment of his/her community on his/her own initiation. In combination with the details provided in the completed Service chart (Community Related & Self-Initiated), a student's total number of hours, throughout high school, will be totaled and the student will then receive an overall score for this section using established criteria as a guide.

CHARACTERThe scoring of Character takes into consideration the quality of the five (5) Character Evaluation Forms, each of which containing two (2) ratings relative to Leadership and Character, as well as the student's disciplinary history and any honor code history over the course of his/her career at Mainland Regional HS. In combination with the details provided in the Character Evaluation Forms as well as any written statements and/or essays submitted by the student within this selection packet, the student will receive an overall score for this section using established criteria as a guide.
