American man arrestedin Pakistani border region

PESHAWAR, 14 Oct— A 20-year-old American manwas arrested late Monday at a checkpoint near the Af-ghan border in a tribal region where Pakistani troopsare fighting Taliban and al-Qaida militants, police said.

Officers were investigating what the man was doingin the border area, said one officer, Pir Shahab. The fron-tier region has seen months of fighting between militantsand security forces and is believed to be a possible hid-ing place for Osama bin Laden and other foreign extrem-ists. Shahab said the man — identified on his passport asJuddi Kenan — did not have permission to be in the re-gion as is required by Pakistani law. He was arrested at acheckpoint trying to enter Mohmand agency, Shahab said.“He is holding an American passport, which showshim as a resident of Florida,” Shahab said.

Matiwullah Khan, the provincial police chief saidthat it happened at 9 am local time (GMT0430) whentwo armed men came by a motorbike to the 6th districtof Kandahar city, capital of Kandahar province, andopened fire at Dost Mohammad Arghestani, the pro-vincial chief of work and public affairs department.“Arghestani and one of his bodyguards were killed onspot,” Matiwullah Khan said, “their driver was alsowounded in the clash.”

He added that attackers ran away after killing thetarget and police forces had cordoned off that area andstarted investigations. The ill-fated official DostMohammad Arghestani, according to local media re-ports, is also the provincial head of martyrs and thedisabled department.

TEHERAN, 14 Oct—Iran is to scrap a number ofliquefied natural gas (LNG) projects in order to ex-pand its capacity to export gas by pipeline, the oil min-istry’s Shana agency reported on Monday.

“The country’s LNG projects whose contracts havebeen signed will be implemented. But we prefer toexpand our gas exports capacities by pipeline,” deputyoil minister for planning affairs, Akbar Torkan, wasquoted as saying.

“We prefer to change unsigned (LNG) projects togas exports plans via pipeline,” he said.

Iran has drafted several long-term LNG outlinesto export 83 million tonnes of liquefied gas from itsgiant reserves, the second largest in the world afterRussia.

But the costly projects have lingered for lack ofinvestment and have been hampered by political ob-stacles.

The costly LNG technology has only been mas-tered by a few foreign companies, whose investmentsin the Islamic republic have not been expanded in re-cent years.

Western governments have pressured firms to cuttheir ties with Iran over the country’s controversialnuclear programme, which world powers fear couldbe aimed at seeking atomic weapons — a charge ve-hemently denied by Teheran.

GUILIN, 14 Oct—Chinaon Monday began con-struction on a major re-gional railway to connectthe less-developed south-western inland GuizhouProvince with the south-ern Guangdong Province,one of the country’s eco-nomic powerhouses.

The 857-km line startsfrom Guizhou’s provincialcapital, Guiyang, runningsouthwards through Guan-gxi Zhuang AutonomousRegion and ending in theport city Guangzhou,Guangdong’s capital.

The new line is de-signed to be a double-track electrified railwayand will allow trains totravel at 200 km an hour.

With an estimated cost of85.8 billion yuan (12.6billion US dollars), theGuiyang-Guangzhou lineis scheduled to be com-plete and operational insix years.

The line is expected tohave a daily capacity of100 passenger trains andan annual capacity forgoods transportation of 35million tons.

SEOUL, 14 Oct—POSCO, Hanwha Group andHyundai Heavy Industries, South Korea’s three ma-jor business groups, submitted their final bids Mon-day to acquire a controlling stake in Daewoo Ship-building and Marine Engineering Co, the state-runKorea Development Bank (KDB) said.

GS group, which had formed a consortium withPOSCO, suddenly declared its withdrawal after thefinal submission citing the differences in opinion be-tween the two companies (GS and POSCO).

KDB, which holds 31 percent stake in DaewooShipbuilding and manages the sale, said it will selecta priority negotiator for Daewoo Shipbuilding as earlyas 25 Oct after reviewing the proposals.

KDB CEO Min Euoo-sung said the ability to helpDaewoo grow into a global player is one of the majorfactors to be considered.

He said that Daewoo was worth 8 to 9 trillion won(6.5 to 7.5 billion US dollars) including the manage-ment premium.
