This graduation ceremony is indeed special as the first graduation to be presided over by our new chancellor, Prof. ezra suruma. on behalf of the management of makerere university and on my own behalf, i congratulate him upon his appointment and wish him a successful term in office. in the same spirit, i congratulate Prof. mondo kagonyera upon the successful completion of his two terms as the second non-head of state chancellor of makerere university. We thank him for his tenure of service to makerere university and we wish him well in his next assignments.
The 66th graduation also comes on the heels of the excellent news of makerere university’s improved ranking to third position on the continent according to a January 2016 report by Times higher education. i take this opportunity to commend the members of staff and students whose tireless efforts have seen us reach this position. our dream to take the number one position on the continent is certainly fast approaching.
i am also grateful for the many collaborations that makerere university has entered into or renewed in 2015 with partners in the usa (mastercard Foundation), sweden (sida), germany, Turkey, nigeria and Japan, among others. many of these are in relation to supporting more research and exchange programmes for staff and students. i am glad to share that the african development bank funding has been released and construction of more lecture facilities is currently ongoing. This funding will also support distance and electronic learning and staff development, among others.
i congratulate all graduating students upon reaching this coveted milestone in your academic career. The journey has certainly not been easy but you have persevered. i also thank your parents, guardians and sponsors for the sacrifices made in getting you this far. our members of staff continue to search for new knowledge to broaden the scope passed on to students. Their dedication in preparing you for the world ahead cannot be underestimated. i sincerely thank them for the work well done.
you have heard and will continue to hear of the scarce job market. as you leave makerere university, you add onto this scarcity. Technical Efficiency and Total Factor Productivity Growth of Selected Public Universities in Africa 2000-2007
kiwanuka robert ngobi examined the relative technical efficiency and total factor productivity growth of 15 african public universities. Three models: general model, teaching-only model and research-only model were estimated. The operating environment was adjusted to ascertain the extent to which it affects the relative efficiency and productivity of the universities. universities improved in the production of doctorates and peer reviewed articles which were mainly attributed to the improvement of the research technologies rather than efficient use of research inputs. universities that were large and inefficient in their teaching or research functions should consider reducing their student enrolments or increasing graduation rates and publications to become efficient. universities that were small and inefficient in their teaching and or research functions should consider scaling up to become efficient. The study was self-sponsored and supervised by Prof. John ddumba-ssentamu and dr. bruno lule yawe.

Determinants of Value and Challenges of Older Persons in Uganda
nzabona analysed socio-demographic determinants of benefits and challenges of older persons in uganda. This study went beyond the traditional focus on the problems older persons face to examine the value they offer to society. Four districts were randomly selected and one urban area purposively chosen for the study. using binary logistic regression model, he established prevalence of engagement in income-generation, possession of indigenous knowledge, leadership of social organisations and advice on behaviour norms. This value of older persons is determined by several factors including age, education, ownership of means of transport, place of residence and land ownership. he further established prevalence of challenges of older persons including loneliness, ill-health and living in dilapidated shelters. These challenges are mainly determined by age, sex, education, marital status, place of residence, TV ownership, social protection status, land ownership and type of fuel used in cooking. several recommendations are made which include increasing learner access and retention rates in the education system, documenting and harnessing older persons’ indigenous knowledge, promoting later-life women leadership, strengthening older persons’ advisory role and establishing a special old age fund. supervisors: Professor James ntozi and associate Professor gideon rutaremwa. This study was self-funded.

Enhancing Subject access to Local Publications in Selected
Universities in East Africa: a comparative study
ms nassali’s research focused on subject access to local publications at the university of dar es salaam and makerere university in uganda. as spaces of control, libraries aim at giving users consistent access to information. however, despite the well-intentioned standard, publications outside the Western world are forced to fit under guise of universal standards to the detriment of users who are incognisant of the prescribed language. The eurocentric nature of the subject headings does not favour local publications and instead hinders access to critical research for national development. using a qualitative approach, she found out that adherence to cataloguing standards takes precedence over subject access. librarians rarely focus on the subject heading in the choice of a subject heading while cataloguing. in addition, the terms assigned to local publications are generally too broad and at times border on inappropriate to adequately represent the local publications. The situation is exacerbated by the very old subject headings, lack of documented cataloguing policies and a waning interest in cataloguing matters from the professionals. a model to improve the cataloguing process is proposed. This study was supervised by Prof. isaac m.n. kigongo-bukenya and assoc. Prof. constant okello-obura; and was funded by the makerere-sida bilateral research Programme.
