Cricket Ireland is the national governing body for the sport of cricket in Ireland. It is responsible for setting the strategicdirection and the national administration of cricket on the island of Ireland.

ABOUT CRICKET IRELAND

Cricket Ireland (also known as “The IrishCricket Union Company Limited byGuarantee”) was established in 1923,with a brief to organise the nationalsquad, primarily arranging fixturesagainst the Scotland and the EnglishMCC, as well as occasional visits byEnglish Counties and Test teams.

BRIEF HISTORY

Since 1792, cricket has been played inIreland, when the Military of Ireland andthe Gentlemen of Ireland took eachother on in the Phoenix Park, where thegame still thrives in one of the world’soldest established cricket clubs.By the mid-1850’s the game hadexpanded to the point where it was thelargest and most popular sport in thecountry. Its success was such that thefirst team to represent Ireland beat theirEnglish counterparts in 1855. The gamewent into decline towards the end ofthe century, largely a victim of politicsand class, although it continued in thenorth of the country and in theheartlands of central and northernDublin. Any thoughts of resurgence in

the sport was restricted greatly whenthe Gaelic Athletics Association (GAA)introduced Law 27 in 1902, banningGAA players from either participatingor even watching the so-called ‘Englishsports’ of football, rugby or cricket. Theban lasted for more than 70 years.

NATIONAL RE-EMERGENCE

Proper competitive national fixturesbegan for Ireland in 1980 with entry tothe English Gillette Cup, and while itwas a long road to becoming acompetitive side, everything changedat the national level as a result ofIreland’s performance at the 2007 ICCCricket World Cup.

Entering the tournament proper aftersuccess in the qualification stage,Ireland went on to defeat Pakistan andBangladesh, and tie against Zimbabweon the biggest stage of all – this wasseen as unprecedented for anAssociate Member country.

Subsequent appearances at the 2011and 2015 Cricket World Cups further

consolidated Ireland’s credentials as anemerging force, defeating England andWest Indies respectively along the way.

FULL MEMBERSHIP

On 22 June 2017 the ICC announcedthat Ireland had been granted FullMembership status and had become afully-fledged Test Match playing nation.This granted Ireland Test status andallowed the organisation to join the ICCFuture Tours Programme.

GOVERNANCE STRUCTURE

There are 12 Directors on the Board ofCricket Ireland, five of which areindependent. There are also fiveprovincial bodies who haveresponsibility for the game in theirrespective regions. Four standingcommittees also provide strategicoversight of the high performance,cricket operations, governance andfinance of the business.

2018 was arguably the most important year for cricket in Ireland on and off the field.

CHAIR’ S REPORT

After receiving Full Membership of theInternational Cricket Council (ICC) in2017, the subsequent 12 monthsbecame a year of great advancementfor the sport.

The Board and staff of Cricket Irelandlaunched an ambitious programme ofactivity that began to deliver on thepromise of cricket and what futureyears are set to bring Irish cricket fans.Key to achieving this had to beensuring a strong foundation for thesport – and this was achieved throughdelivering investment in infrastructure,equipment and people.

While we saw some great highlights onthe playing field, a number of keymoments stand out personally:

the senior men’s team playing itsfirst Test Match at Malahide in May;the women’s team qualifyingconvincingly for the ICC T20 WorldCup and then competing in thetournament in November;the North West Warriors claimingtheir first Inter-ProvincialChampionship; andattempting to put personal biasesaside, seeing Waringstown sweepall before them at All-Ireland andlocal levels.

I was also extremely proud to host theannual ICC Conference for the very firsttime in Ireland. This three-day eventbrought more than 200 of worldcricket’s leaders to Dublin where weturned on the sunshine and treated theattendees to a sold-out T20I againstIndia. The importance of this eventshould not be underestimated, as itsuccessfully demonstrated that theworld governing body had made theright decision in awarding Ireland FullMembership.

Decisions made throughout any givenyear by Boards are often complex,

long-term in nature and can bevigorously debated – however onething is clear for Cricket Ireland’sDirectors – our decisions are made inthe best interests, sustainability andgrowth of the sport in Ireland. There isno doubt that we have had, and willcontinue to have, growing pains as weseek to push forward with ourobjectives, but if you look back at thejourney we have taken as a sport overthe last decade, I believe we are on theright course.

However, the Board Membersrecognise that they need to ensure thesupport of the wider Irish cricket familyto deliver on the ground, and so wewould like to acknowledge:

the ICC for its continued support forIrish cricket;Sport Ireland and Sport NorthernIreland with whose support enablesus to deliver so much to localcommunities around this island;our wonderful and loyal sponsorsand commercial partners who seethe value of cricket and areprepared to back its direction andgrowth;the many members who supportour teams all year round;the army of volunteers who give sograciously of their time and effort; Warren Deutrom and themanagement team at CricketIreland who are leading one of themost proficient national cricketbodies in the sport worldwide; andthe fans of cricket on this islandwho make this all worthwhile withtheir energy and enthusiasm.

Finally, I would like to acknowledge theoutgoing President Aideen Rice, whosededication to cricket over the last 12months has been remarkable. Aideenhas almost redefined the role of thePresident and has travelled the worldover supporting our various teams.

Aideen will be succeeded by DavidO’Connor, a man with a long andengaged history within the sport, andsomeone who will undoubtedly carryon the mantle in what is set to beanother big year for Irish cricket.

2018 was one of the most important years in Irish cricket history with memorable sportingachievements on the field, and a complementary number of off-field successes that all aim toensure we are on the right path to making cricket mainstream in Ireland.

CHIEF EXECUTIVE’S REPORT

Personally speaking, I don’t think anymoment in the year could match thespine-tingling moment of Tim Murtaghbeginning his run-up to bowl the first-ever ball in Test match cricket for ourmen’s international side, albeit a daylater than planned! The emotion of themoment was a mix of nervousness,excitement and relief and it could befelt all around the ground. Many yearsof hard work and dedication bygenerations of people across the Irishcricket family led up to that moment. Itwas truly on the shoulders of giantsthat Tim released that first delivery andcreated a piece of Irish sporting history.

However, looking back, it is moreremarkable that this match – so longdreamed of by many fans – was justone of many notable highlights in a yearfull of achievements, records and firsts.

Just consider the following on-fieldhighlights:

the men’s Test match createdmoments of Irish sporting historyand drew 15,000+ spectators and aglobal TV audience;that Test, and the two-match T20International series that followedbetween Ireland Men and India Menboth featured sell-out crowds andcumulatively attracted the biggestworldwide TV audience of anyevent ever shown in Ireland (anestimated reach of 191M);the Ireland Women’s senior squadqualified for, and competed at, the2018 T20 World Cup in theCaribbean – and perhaps moreimportantly for the visibility of thesport, played in front of livebroadcast television that beamedevery ball into homes around theworld;the North West Warriors first-evertriumph in the Hanley Energy Inter-Provincial Championship, with theincreasingly quality of the

competition being driven in nosmall part by the involvement ofmore senior internationals;the Dragons convincing ToyotaSuper 3s Series win laying aplatform for many of the squad tofeature with distinction atinternational level;the Ireland Under-19s men’s teamcompeted at the ICC Under-19sWorld Cup in New Zealand; anda true first in the umpiring ranks sawMary Waldron become the firstwoman to stand in a men’s List Amatch in Ireland.

Off the field, we delivered successfullyon multiple fronts, including:

negotiating more than 140international fixtures with FullMember nations as part of theFuture Tours Programme;signing Cricket Ireland’s first-evermulti-year media rights deal;opening Stage One of the newCricket Ireland High PerformanceCentre at Sport Ireland NationalSports Campus;hosting ICC Conference for the firsttime;incorporating the Provincial Unionsand continuing to increaseresourcing and staffing of our Unionsso they can better deliver to clubs;creating a new GovernanceCommittee to oversee governance,policy and compliance mattersacross the organisation;continuing investment in staffing todevelop and deliver sustainablebusiness practices, including aSafeguarding Officer, CoachDevelopment Manager and – inpartnership with the ProvincialUnions – new game developmentpositions;signing on to the Federation of IrishSport’s 20x20 Campaign to raiseawareness and participation forwomen in sport;

announcing the first-ever women’sprofessional contracts (to bedelivered in 2019); andannouncing the development of anew girls and women’s cricketstrategy for Ireland (to be deliveredin 2019).

Delivering on these outcomes requiresa dedicated team of staff,administrators, coaches, volunteers,match officials and groundskeepersworking together with a commonpurpose and common direction. To thatend, I would like to first recognise thegenerosity and loyalty of ourcommercial partners, and the ongoingsupport of the ICC, the IrishGovernment, Sport Ireland and SportNorthern Ireland. Each of you play asignificant part in our story, and you areall a big part of our success.

To our Board, led by our Chairman RossMcCollum, the many Committeemembers and other stakeholderswithin the game who continue tovoluntarily dedicate much time towardsgrowing our sport, I simply say thankyou for your guidance and support.

To my own team in Cricket Ireland, youhave made Irish cricket what it is today,and are rightfully recognised as one ofthe best administrations in Irish sport.This is not just my assessment, but as ofthis very month I am hugely proud tosay we were honoured by theFederation of Irish Sport as the NationalGoverning Body of the Year.

I am sure we all look forward to theanother great year for Irish cricket in2019 and I hope to see many of youaround the grounds, at home andabroad.

2018 was a extensively busy year, andto support the work of thePerformance Department, a HighPerformance Committee is in place toact in an expert advisory capacity inrelation to the execution of the highperformance strategy (men’s andwomen’s) and to support thePerformance Director in any matterrelevant to the delivery of the highperformance programme.

Key highlights for the year included:

MEN’S INTERNATIONALPROGRAMME

The year started successfully as theside prepared for the World CupQualifier, with wins against Scotland(2-0) and UAE (2-0) in two ODIseries.However, the World Cup Qualifier inZimbabwe saw mixed results, andconcluded with a loss toAfghanistan which meant Irelanddid not qualify for the World Cupfor the first time since 2007. Back in Ireland, there was amomentous few days when wecelebrated the hosting of our firstever men’s Test match at MalahideCricket Club against Pakistan. Afteran understandably nervous start, itwas a competitive Test match withPakistan prevailing by 5 wickets onthe fifth and final day. This was followed by a T20International tri-series withNetherlands and Scotland, whereIreland had one win and a tieagainst Scotland, but two losses toNetherlands.Back to Malahide in June, IrelandMen hosted India in two sell-out twoT20 Internationals, and despitelosing both matches, the occasionwas memorable for the almost20,000 spectators attending thegames.

The season finished with a six-match multi-format white ballseries, which Afghanistan claimed a4-1 series win (one washout).

WOMEN’S INTERNATIONALPROGRAMME

The senior Women’s team startedthe year with a tour to Zimbabwewith an under-strength squad dueto player availability. While theweather was not kind with severalmatches being abandoned, the OneDay series was tied 1-1, whileZimbabwe won the T20I series 1-0.Back in Dublin Ireland hosted NewZealand for a T20I and a three-match ODI series. The series wasunfortunately one-sided with NewZealand winning all four matches indominant fashion, howeverdemonstrating their resilience, thesquad bounced back in a three-match T20I series againstBangladesh several weeks later.While eventually losing the series 2-1, every match went down to thelast over and gave promising signsleading into the T20 World CupQualifier in July.The T20 World Cup Qualifiers saw aresurgent Ireland defeat Thailand,Scotland, Uganda, PNG to qualifyconvincingly for the tournament.The only downside being a loss toBangladesh in the final. While little opportunity existed toplay matches prior to the WorldCup, with funding support formSport Ireland, the squad had atraining camp in La Manga, Spain inOctober, then headed to theCaribbean early to acclimatise andprepare.The warm-up games saw acompetitive match againstBangladesh and Ireland a win overSri Lanka for the first-time ever.

However, a very tough group in thetournament saw Ireland beaten byAustralia, New Zealand, Pakistanand India.

PATHWAY PROGRAMME

The Ireland Wolves and Men’sAcademy played a good amount ofgames during the year. Highlightsincluded a 2-1 50-over series winagainst Scotland, a highlycompetitive eight-match seriesagainst Bangladesh A; and a drawn4-day match with GloucestershireCCC 2nd XI.The Ireland Under-19s squadparticipated in the ICC Under-19sWorld Cup in New Zealand, endingwith a highly commendable 13thplace finish, with a 3-3 record in thetournament, competing with the eliteof the world’s up-and-coming crickettalent. The Ireland Under-17s and Under-15sin both boys and girls pathwayprogrammes performed admirably,variously beating English, Scottish andother youth international sides.

The Performance Department and HighPerformance Committee also oversawthe a number of important initiatives,including:

International fixtures programme:Management worked throughoutthe year on a new internationalprogramme of fixtures for both themen and women. The men’sprogramme is now formed aroundthe ICC Future Tours Programme(FTP) and over 140 fixtures havebeen confirmed over the next fouryears. There has been more of achallenge with the women’sprogramme as there is no FTP andnot all countries are committing tofixtures outside of the ICC Women’sChampionship.

The Performance Department has expanded over the last few years and now incorporates highperformance programmes for all environments – men’s international teams, women’sinternational teams, national academy, talent pathway and under-age international teams,international operations, both men’s Inter-Provincial and women’s Super 3s, match officials, andfacility development.

Succession Planning: Throughdiscussion and consultation withthe Committee, a new strategy fornational men’s selection andsuccession planning was agreedand approved by the Cricket IrelandBoard.Women’s contracts:With supportfrom Sport Ireland it was agreedand announced that for the firsttime ever women’s part-timeplaying contracts would beintroduced in 2019.Talent Pathway: The Committeediscussed the structure of the TalentPathway across Ireland’s YouthInternational squads. The outcomewas the approval of a new full-timeTalent Pathway Manager and Coachto oversee the entire pathway andimprove systems and structuresaround these and ensure successionplanning for our future seniorteams. Hanley Energy Inter-ProvincialSeries: Following a review of theseaon, the Committee and Inter-ProWorking Group agreed to expandthe T20 competition and includetwo festivals – one north and onesouth. The 50-over Cup has alsobeen expanded with an increasedround to take place pre-season inLa Manga, Spain. Player Eligibilitywas reviewed and a new loanagreement brought in for 2019,which can be exercised at any stageof the season. Emerging playercontracts (Inter-Pro contracts) werebrought in in 2018 for the first time,which allowed 7 players to work ontheir game and be available to trainon a more regular basis.Toyota Super 3s: The women’sdomestic competition continued toadd valuable playing time fornational team players and playerscoming through the pathway. It ishoped to increase this to four teamsin time and the Committee will belooking closely at the new Girls andWomen’s Cricket Strategy when it iscompleted.Medical support services:MarkRausa was appointed as the firstfull-time Head of Physiotherapy andMedical Services; Rob Burge wasappointed Strength & Conditioning

Coach; and Lead Strength &condition Coach Brendan Connorwas promoted to PerformanceServices Manager. These were allpart of measures to increase theresource and expertise in areas ofsports science and medicine. Thishas been further supported byservice level agreements withsports institutes in the North andthe Republic, both of whom areproviding excellent support. Theseareas work across the men’s andwomen’s senior programmes,national academy and talentpathway.High Performance Centre: TheCricket Ireland High PerformanceCentre was officially opened inAugust at the Sport Ireland NationalSports Campus. The artificial areaswere fully operational and in usethroughout the latter part of the2018 summer and early autumn.The grass outfield will be used in thesummer of 2019, however, the 16grass nets will not be operationaluntil April 2020.Coaching resources:Post-retirement, Ed Joyce was appointedBatting and Leadership Coach for6-months and added to thecoaching team. This role will berevised in 2019 more focused on thepathway.Euro T20 Slam: The Committeeconsidered the cricket andperformance aspects of the newEuro T20 Slam throughout the yearand were fully supportive of itsemergence as a means ofimproving our T20 playersdevelopment in this format of thegame.

ANTI-DOPING UPDATE

In line with best-practice governance,CI has an anti-doping code for ourplayers which is endorsed by SportIreland and the ICC. Under SIguidelines CI is required to provide ananti-doping update annually, outliningthe number of tests our playersunderwent, and the number of ourplayers provided with anti-dopingeducation. As follows:

Home internationals – Three rounds oftesting were carried out at during thehome international schedule in 2018 –including during the Pakistan TestMatch and the series againstAfghanistan.

Other Matches – In away matches in2018, testing was undertaken on twomatch days and on two training days. To date no adverse test results havebeen recorded.

From 2019, SI will also be testingplayers during the Inter-ProvincialSeries, in line with domesticcompetition testing that is undertakenin all ICC Full Member nations, andplans are well progressed to runtraining for all players in advance of theseason.

In terms of training, it is now commonpractice for ICC’s anti-doping personnelto present to the men’s, women’s andU19 squads competing in ICC events.Anti-doping information cards werealso distributed to the above squadsduring 2018 and in early 2019.

Online reporting of the Ireland men’steam’s day to day itineraries is ongoingvia the WADA/ICC ‘WhereaboutsDatabase’, as used by the major Testnations.  SI has access to the databaseso that they can use the information toplan visits to grounds in Ireland for theirown testing purposes.

PARTICIPATION REPORT

Highlights included:

PROVINCIAL UNIONDEVELOPMENT

Support to Provincial Unions continuedto increase in 2018 with furtherinvestment made to support theappointment of Cricket OperationsOfficers within North West CricketUnion, Northern Cricket Union andCricket Leinster. This coupled withProvincial Unions taking on theoperational functions of CricketDevelopment sees Provincial Unionsincrease their ability to deliver on theirown strategic purpose, supportnational objectives and form a growingsupport structure for clubs, and assistwith growing the game regionally.

SCHOOL PROGRAMMES

A key part of the national and regionaldevelopment programme activity isschool engagement and these schoolprogrammes are a primary avenue tointroducing children who otherwisewould have no opportunity to try thesport. Cricket can actively supportpromoting a healthy lifestyle andlifelong participation and love of oursport through the schooling system.

School Engagement –276 schools visited2,411 school sessions delivered21,200 children seen (11,497 boys,9,703 girls)

A FOCUS ON SAFEGUARDING

Cricket Ireland is committed to creatinga safe and enjoyable environment for allto experience and play cricket. At thevery centre of this philosophy isensuring that we all put the childreninvolved in our sport first and that is

why the safeguarding of children in oursport is of paramount importance.

In 2018 Cricket Ireland saw theintroduction of a dedicatedSafeguarding Officer to drive andimplement best practice safeguardingstandards in cricket nationally whilesupport Provincial Unions and Clubs inthis space. The year also saw thedevelopment and introduction of a‘Club Guide: Safeguarding Informationpack’, this is a collection of policiesand a guidance tool to support clubs.Its prime objective is to helpvolunteers and staff fully understandtheir duties and obligations in relationto the safeguarding of children playingcricket, and ensure clubs andorganisation are meeting thatstatutory obligations in line withlegislation and best practice withintheir jurisdictions.

INTRODUCTION OF YOUTHINTER-PROVINCIALTOURNAMENT WEEKS

2018 saw the introduction of the YouthInter-Provincials in a week-longtournament where teams play both 50over and T20 formats. Both weekswere very successful with over 120players involved across thetournaments.

The tournament weeks are to giveplayers the opportunity to excel anddevelop their skills in a safe andnurturing environment. Thetournament’s purpose is for thedevelopment of players, where winningin not the central focus.

Cricket Leinster Under-15 team won theUnder-15 tournament week outright,and the Northern Cricket Union Under-17 took out the Under-17 tournamenton Net Run Rate.

Cricket Ireland would like toacknowledge tournament sponsorsHanley Energy, host Unions, the clubswho hosted games and match officialsfor their support and making bothtournaments a wonderful experiencefor players.

COACH DEVELOPMENT

The last 12 months have seen a numberof significant developments in thecoach development area. The firstCricket Ireland Coach Education andDevelopment Strategy was launched inOctober 2018.

The strategy clearly sets out whatCricket Ireland believes about coachdevelopment and how coaches cancontinue to learn and become moreeffective. The strategy also contains thenew coach education and developmentframework, including the two newcourses being introduced in 2019 -Coaching Kids 5-11 Years, and CoachingCricket, respectively.

These courses have been developed inconsultation with the Irish cricketcommunity and will provide a greatcoaching foundation for new andemerging coaches. In addition, anotherECB Level 2 course has been delivered,this time with a new applicationprocess and a centralised deliveryapproach, supported by a home unionworkshop. In addition to theseimportant partnerships, in 2018, theSunday Independent became the titlesponsor of the T20 All Ireland Final andCricket Ireland also welcomed TestTriangle into the CI family as Official ITServices partner, and the new titlesponsor of the Inter-Provincial Series.We wish Praveen Madire and all in TestTriangle our good wishes as theirbusiness continues to grow in Irelandand we look forward to working closelywith Praveen and his team for the nextnumber of years and beyond.

GROWING WOMEN’S ANDDOMESTIC CRICKET

Hanley Energy deepened their supportfor women’s cricket further in 2018,when they extended their primarysponsorship of the Ireland Women’ssenior team up until 2021.

Devenish Nutrition continued tosupport women’s cricket in 2018 with

the continuation of their scholarshipprogramme which is helping our mosttalented players gain vital experienceabroad playing with other internationalplayers in different climates and onvaried surfaces.

Toyota again supported our domesticSuper 3’s tournament and we lookforward to Toyota’s great supportcontinuing in 2019.

SUPPORTINGINTERNATIONAL FIXTURES

Ireland’s historic first men’s Test matchwas played in May and disappointingly,the weather was the victor on Day One.

Days two and three were well attendedwith a drop-off in numbers on daysfour and five. The first ball bowled byTim Murtagh brought a tear to many aneye and attendees across the four daysincluded members of the cricketcommunity, new cricket fans, importantGovernment stakeholders, PresidentHiggins and the frontman from of oneof the biggest rock bands in the worldwho had just “rolled” into town for ashow in Croke Park.

India arrived in Dublin in June andplayed in front of a combined 20,000fans across two days. Cricket Irelandwas able to benefit from the Indiafixtures commercially through largecrowds, higher broadcasts deals forthese fixtures and an unprecedentedground rights deal with Indian basedsports agency, ITW. Cricket Irelandformed a highly successful partnershipwith the Dept. of Foreign Affairs,Tourism Ireland and the IDA to use theIrish cricket platform to promoteinvestment and tourism in Irelandacross the India T20 series.

In August, Cricket Ireland hostedAfghanistan in Northern Ireland in bothBready and Stormont. While there weremixed attendances at these matches,we are looking to build on this seriesfor 2019 with the arrival of Zimbabweand working closely with host unions togrow attendee numbers.

2018 proved to be a strong year for Cricket Ireland commercially. Longer-term deals wereagreed with international team sponsors, notably Turkish Airlines and Hanley Energy, which willnow see both sponsors remain in place until at least 2021. This is a big boost for Irish cricket anda strong endorsement in the direction Cricket Ireland are going, thanks to both sponsors fortheir deep support.

FINANCE REPORT

We have seen our revenues grow byapproximately 50% from 2017 to 2018,with major increases in ICC funding(+¤1.23m), Sponsorship (+¤908k),Broadcast Income (+¤667k) and Matchincome (+¤353k). These increasescame through a combination of newdeals, our full member status, alucrative match against India and theTest matches against Pakistan.

Commeasuring with this revenueincrease, our costs during the yearincreased significantly due to acombination of hosting ourinternational home matches (+¤1.6m)and further investment in players’salaries /benefits (+¤511k). Our adminstructure was also invested in tosupport the growing organisation andadditional demands, which the boardsaw as essential to both recognise thecentral contribution made by the

players to achieving test status and alsothe sheer increase in the number offixtures being played.

A challenge we managed during theyear, was ensuring we had enoughoperating capital to ensure wecontinued to meet our obligations. Tohelp manage this, we put in placetemporary overdraft facilities with ourbanks to cover the cash deficit andwhilst we finished the year in a negativecash position, the management areplanning to deliver a surplus in 2019 torectify this situation.

The year ended up with a deficit of¤203,347 resulting in a final reservefigure of ¤13,470. This result reflectedthe demands of being a Test nation andkey investment in core activities andinfrastructure of the organisation. TheBoard and management are planning a

surplus in 2019 to ensure that ourreserves start to build again, and thereserves return to levels appropriate tothe size of our growing organisation.

Related party transaction; during thefinancial year the company obtained ashort-term loan of ¤100,000 from itsChief Executive. The loan was fullyrepaid during the year and the balanceoutstanding at the year-end was nil.

I would like to welcome Andrew Mayon board as our new CFO who joined in2019 and thank him along with theentire finance team and the FinanceCommittee for all the hard work anddedication over the course of the year.

In 2018, Cricket Ireland had its first full year after elevation to Full Member status. This has had avery positive impact on our top line, and we have seen growth in all major revenue streams as aresult. However, the costs to fulfil our obligations as a Test nation have grown significantly and wehad competing demands for investment across the organisation, which were a challenge to meetduring the year.
