• Target Population– Low and moderate income
residents struggling to make ends meet (households earning $78,000 or less annually).
– This represents one-third of the Region’s population or approx. 364,000 residents.
– Comparable with the Canadian Centre for Policy Alternatives Living Wage Study (2015)
