• Not for profit company• Registered educational charity• Set up in 1999, originally Forest of

Dean District Council with EU funding

• Now 50+ staff offices Wales and Gloucestershire

• Promoting sustainable energy and affordable warmth through partnership, awareness-raising, innovation and strategic action

A background to the Warm and Well scheme• The scheme began in 2001, 40,000 homes improved!

• Links between fuel poverty, poor health and energy efficiency

• A local partnership approach, working with 7 LAs community groups and health related organisations

• Links to other projects retrofit projects Target 2050 and exemplars

Lessons we are taking forward• Every home is different, every household is

different• Lots of factors affecting order of retrofit actions• Range of finance options needed – with simple

access• Value of local outreach, trusted intermediaries

and exemplars• Good quality advice needed throughout customer

journey from outreach to post retrofit behaviour• Importance of local supply chain

What’s changing?• move away from Local Authority grants to loans • need to target older more difficult properties • Government Green Deal framework:

– Accredited products, assessments, installers– Loans linked to electricity meter, not person– Repaid thro electricity bills: private finance – Golden Rule limitation: (modelled) savings must be

more than payments• Energy Company Obligation (ECO)

• Carbon: all homes, part funding, solid wall insulation • ECO Community: deprived areas, high % funding, all measures• ECO Affordable Warmth: vulnerable households selected

benefits mainly heating & boilers , hard to treat cavities

Warm & Well will result in work for you!

• Developed range of marketing materials • Trialling different approaches including:

• Schools, local authorities, parish councils, community organisations, adverts on back of bus, football ground, mail shots, business awards, working with local trade supplier.

• Using LA and marketing data to identify who is most receptive to different messages and marketing activities

• We have had over 2000 enquires to our advice line since 1st January 2013. Of those 1250 have been given advice and information on Green Deal.

• We have carried out over 350 Green Deal Assessments to date.
