Purpose of Role:

1. Provide leadership for the organisation and contribute to major organisational projects and initiatives.

2. Provide engineering expertise in regard to:

• infrastructure planning, survey, investigation and design, engineering support, stormwater design and traffic services.

• the delivery of Council’s annual public facilities, Council depots and operational buildings maintenance, renewal and capital programs.

• workshop services including trade services.

3. Oversee asset management for all infrastructure, fleet management and procurements for Council, and within scope of responsibility, private works.

4. Meet Council’s obligations under the State Emergency and Rescue Management Act. This includes undertaking the role of Local Emergency Management Officer.

5. Take a lead role and actively contribute to the ongoing development, monitoring and review of Council’s quality systems, policies and protocols.

Contribution to the Business:

As a critical part of the Engineering Services team, the Manager Engineering Services undertakes key responsibilities associated with the day to day operation and scheduling of Engineering department employees, including managing plant and associated resources.

The position contributes to the development of strategies both at the Directorate and Organisational levels and undertakes financial accountability for the development, monitoring and achievement of the Engineering budget. It also contributes to organisation-wide projects and initiatives and positive enhancement of communication through the collective management and sharing of knowledge.

The Manager Engineering Services actively promotes a culture of excellence in customer service to ensure optimal delivery of both internal and external services.

Key Responsibilities:

In order to be performing this role effectively, the Manager Engineering Services will deliver appropriate standards of work in the following areas of responsibility: 1. Direction of works and delivery of works program

• Manage and coordinate maintenance works on local, rural and regional roads as well as Parks and Gardens and waste, including maintenance grading schedule is developed.

• Develop annual Works program for capital works. • Develop annual gravel road re-sheeting program.

• Manage quarry operations in accordance with management plan.

2. Engineering Works Budget

• Monitor maintenance budgets for engineering section. • Complete project estimates in consultation with Team Leaders and monitor construction costs for all

internally delivered capital works.

• Manage private works undertaken by day labour staff.

• Monitor and report to the DES on all financial matters related to engineering budgets, forecasts, capital and maintenance projects, fleet, and operating costs.

3. Health and Safety / Quality Control

• Manage or allocate responsibility for incidents/accidents on our Local, Regional, State roads in our LGA. • Responsible for ensuring quality controls are in place and that staff are implementing quality, safety and

environmental plans.

4. Works - Tender and Contract • Complete tender assessments and manage contracts where responsibility is allocated by the DES, including

the day to day management of Plant Hire Contract(s). • Undertake and record observations of subcontractors to ensure they adhere to all Quality, WHS and

environmental requirements.

• Arrange crushing for Quarry operations as required.

5. Employee relationships • The Manager Engineering Services is responsible for the Department positions of:

- Team Leader Construction - Waste Facility Officer in Charge - Team Leader Maintenance - Storeperson - Plant Superintendent

• Deliver and ensure effective people management within the Division. Instigate and follow through on

performance management and coaching of employees and compliance with the Code of Conduct, including disciplinary procedures.

• Provide a high level of customer service and deal appropriately with escalated matters from Team Leaders

including monitoring outstanding items in Merit for Team Leaders. • Advise the Communication and Event Coordinator on road closures, capital works and maintenance

matters.

• Coordinate day labour staff with the Team Leaders in emergency situations, including implementing directions from the LEMO and Manager, and provide reports/liaise with Media Officer and emergency agencies as required.

• Ensure appropriate pool of plant and relief operators exist and where not, facilitate or request training to

the DES. • Following approval from the DES undertake recruitment of labourers and plant operators.

• Performance review of direct reports and assist as and when required for other Engineering staff.

• Act as relief Director Engineering Services when required.

Work Health & Safety (WHS):

Managers and Supervisors are responsible and accountable to the relevant department Director or General Manager for the health and safety of all employees, contractors, visitors and volunteers at workplaces that are under their control. As a Manager/Supervisor • Comply with and ensure compliance of current and future WHS legislation, Codes of Practice, Australian

Standards and Council Policies and Procedures. • Conduct and record toolbox talks. • Develop and implement Safe Work Method Statements (SWMS) in consultation with workers. • Conduct workplace WHS inspections as required. While at work, a worker must: • take reasonable care for his or her own health and safety, and • take reasonable care that his or her acts or omissions do not adversely affect the health and safety of other

persons, and • comply, so far as the worker is reasonably able, with any reasonable instruction that is given by the person

conducting the business or undertaking to allow the person to comply with this Act, and • cooperate with any reasonable policy or procedure of the person conducting the business or undertaking

relating to health or safety at the workplace that has been notified to workers.

• Develop, implement, monitor, review and report on:

• Assist in the determination of annual and longer term operations and capital works programs and budgets in the areas of assigned services, infrastructure development, and assets maintenance and replacement. Determine annual fees and charges relating to the services activities of waste, resource recovery and roads.

• Establish measures, list government-required measures, analyse the results of Council and other established

measures, and report regularly to the Director about the results. • Sound analytical and research skills and knowledge that can be applied to the development of policies and

strategies relating to works, roads, drainage, plant and waste and resource recovery. • Demonstrated ability as an effective member of a leadership team providing input into strategies, policies,

procedures and broader organisational initiatives. This description presents the major responsibilities required for this position. • Degree in Civil Engineering or equivalent relevant tertiary qualification(s) supported by proven experience in effective contract management and management of employee resources.
