1.1 What Is planning ???
Planning is deciding in advance what is to be done in
future, when, where and by whom it is to be done.
A blueprint specifying the resource allocation,
schedules, and other actions necessary for attaining
goals.
Planning is preparation for action & its a means to an end
It is a process of thinking before doing.

SP has its origin in warfare.
The word strategy‘ is from Greek word
strategos = stratos(army) and agein(conduct)
The word tactic also derived from Greek
Tactica = the art of disposing & maneuvering
forces in combat

Product-orientation - 1820
Market-orientation- 1900 and

The first period - (1955-67) Objective
Establishment of the planning institution
The restructuring of the state machinery to the needs of planning
1955 -National Economic Council was established
1957-1961- Ethiopia's First Five Year Development Plan
1962 – 1967 Ethiopia's First Five Year Development Plan
1968-1973- Third Five Year Development Objective to Increase GDP by 6%
1970 the Ministry of Planning and Development was reorganized
1974 and 1978 there was little or no national planning in the country

1977, the Commission was renamed the Central Planning Commission
Late 1978 mark the start of the Development Campaign (Zemecha) years.
1984 the Ten-Year Perspective Plan launched to propelling Ethiopia out of the
abyss of economic backwardness
2010/11 – 2014/15)- THE First GROWTH AND TRANSFORMATION
PLAN (GTPI) vision GDP growth rate of 11.2 % and attain MDGs.
2015/16 – 2019/20 - THE Second GROWTH AND TRANSFORMATION
PLAN (GTPII) vision of becoming lower middle income country by 2025
