    Master Plan: Elevation

    Nonstructural project measures include raising a

    buildings elevation or flood proofing residential andnonresidential structures.

    We view these measures as key components ofprotecting communities, knowing that we cannot

    reduce flood risks purely by building levees.These nonstructural measures can, in someinstances, provide results more quickly than canlevees. In other cases, using nonstructural and

    structural approaches together can provide riskreduction most e#ciently.

    Interviews: Issue of Elevation

    More people want to elevate than there ismoney for.

    The biggest push back we have now is that withthe new FEMA maps, a lot of properties are beingpushed into the X-zone which makes it impossiblefor them to get FEMA funds for elevation.

    Harvey residents want to be elevated even thoughthey are behind levees because they don't believe

    that their foundation is as secure as it was pre-Katrina.

    When the elevation program started we had150 people. Only 45 qualified simplybecause they couldnt come up with thematch.

    Some type of regulations from the state levelthat would make elevation more a!ordable andregulated would be good.

    We found that the amount it costs to elevate is

    prohibitive. There is only a certain number ofcompanies that can be utilized and those aredriving the market in terms of price per squarefoot.

    We just completed 22 [elevations] using CDBGgrant funds. We also just finished ourcomprehensive plan with 10-20 year projections.It is hard to follow a plan with councilmen whomay not agree all the time.

    Politics definitely influence implementation.

    We cannot just say elevation, but need to look at the

    consequences of elevation.

    We need to look beyond elevation.

    There is no planning around community and agingaround elevation. We can talk about elevation figure out how to talk to them about that and thenwe can talk about relocation.

    There may be relocation, but there is nofunding.

    A lot of the people relocating are going to below income. No one is doing anything to setaside property.

    A lot of people are leaving with nothing tothe north and these parishes are notprepared.

    It is a NOW issue.
