hile slowing to China, USA manufacturers exhibit greater interest in exporting to Brazil,

Central and South America, according to the Fall 2011 McGladrey Manufac-turing & Distribution Monitor report, authored by RSM McGladrey’s Karen Kurek.

Brazil, the world’s fifth largest country with a population of over 190 million is an attractive market for U.S. manufac-turers even though we have no FTA with that country. According to the survey it ranks highest among emerging country exports in the next 12 to 24 months.

With anticipation of FTAs with Colom-bia and Panama, interest is peaking in those countries as well.

“We are especially interested to see if the tariffs in Colombia come down from nearly 25% when this FTA comes into force” said Dan Ward, International Operations Manager, Western Forms in Missouri. “We see both Colombia and Panama, as good markets now so with the FTA we expect to do more business there.”

Canada reigns highest, with 84% of survey manufacturers responding they currently export to our neighbor to the north, Mexico is the highest ranking emerging market with 54% indicating

exports to that country. Mr. Ward said that Western Forms has been exporting to Mexico for over 20 years.

Darrel Hoelscher of Hoelscher Inc. in western Kansas said “Ours is a very small manufacturing company. We`ve export-ed some, but we I believe that we have the potential for greater export sales in 2012.” A manufacturer of agricultural and commercial products, Hoelscher sold several hay bale accumulators to an African country. Their commercial ve-hicles also have export potential as well.

Hoelscher manufactures a Bale Accumulator for export sales, along with other ag and commercial products.

The survey reports that some 71% of manufacturers say they export, and 52% cite export increases this past year. 72% expect international sales increases in the coming 12 months.

The survey reveals a degree of U.S. and world economy pessimism among all manufacturers, with it spiking next Fall. The survey indicates that in general, respondents tend to be more optimistic about their own companies and their industry compared to their views on the broader economy.

Company sales revenue is another factor affecting exports. The report indicates that of manufacturers with sales less than $25M, 64% export, while 75% of manufacturers with sales greater than $25M export.

According to the survey, these are the export industries that rank highest:

1. Biotech and Medical2. Industrial Machinery3. Textiles and Apparel

Other industries include automotive, transportation, chemicals/oil/plastics, metal fabrication, computers/electronics and energy/cleantech.

The report also indicated that 60% of companies who reported an increase in exports were ’Thriving and Grow-ing’ a significantly higher percentage than companies who reported they were ‘Holding Their Own’ or ‘Declining’. “Export sales are recognized by those thriving companies as a key driver for growth,” said Ms. Kurek.

“APEC’s core mission continues to be further integration of our economies and expansion of trade among us. We come together in APEC to pursue these goals, recognizing that trade and investment is critical to job creation and greater eco-nomic prosperity for all our economies.We further recognize that strengthening regional economic integration also plays a key role in promoting regional peace and stability.”

“We have pursued these objectives in 2011 by addressing next-generation trade and investment issues, including through our trade agreements and a Free Trade Area of the Asia-Pacific, which is a major instrument to further APEC’s regional economic integration agenda. Specifically, we will advance a set of policies to promote effective, non-dis-criminatory, and market-driven innova-tion policy to set a model for innovation in the region as the best path toward fostering innovations that will increase productivity and ensure economic growth (see Annex A). We also decided on areas of cooperation that could be included in our trade agreements to enhance the participation of small and medium-sized enterprises (SMEs) in global production chains (see Annex B).”

“In addition, we will take the following steps to further openmarkets and facilitate regional trade:

• Establish commercially useful, minimal values to exempt low-value ship-ments from customs duties and streamline entry documentation require-ments, as a key contribution to our improvement in supply-chain perfor-mance by 2015.

• Undertake specific actions to address the top barriers that SMEs face in trading in the region to boost the capacity of these companies to contribute to economic growth and job creation in our economies.

• Play a leadership role in launching negotiations to expand the product coverage and membership of the WTO Information Technology Agreement, in order to build on the contribution this Agreement has made to promot-ing trade and investment and driving innovation in APEC economies. • Launch the APEC Travel Facilitation Initiative to explore ways to make travel in the region faster, easier, and more secure.

• Implement our APEC New Strategy for Structural Reform plans by 2015 in order to reduce behind-the-border barriers and promote balanced, inclu-sive, and sustainable growth.

• Implement the APEC Cross Border Privacy Rules System to reduce barri-ers to information flows, enhance consumer privacy, and promote interoper-ability across regional data privacy regimes.

• Implement the Niigata Declaration on Food Security, and reaffirm our commitment to a standstill, first made by APEC Leaders in 2008, as it per-tains to export restrictions and other WTO-inconsistent trade measures.

• Facilitate commerce and promote economic growth by pursuing liberaliza-tion of air cargo services.”

International Index for InterMark3 and IBNews, “despite a stronger dollar and economic weakness among world trad-ing partners. Going forward, however,I think we will see some downward push on exports due to the stronger dollar.”

It’s worth noting that the dollar has in-creased 5.3% over the past two months.Nationally, new export orders were less robust in December, but still growing at 53.0, up a bit from November’s 52.0.Regionally, Imports registered no growth in December, slipping to 48.0, down

from November’s 49.5. Prof. Goss at-tributed the slackening of imports to a chronic regional business growth.

The Heartland International Index is a leading economic indicator measuring monthly changes in new export orders and imports based on a survey of Insti-tute of Supply Managers for the 9-state region of Arkansas, Kansas, Iowa, Min-nesota, Missouri, Nebraska, Oklahoma, North and South Dakota.

Despite a stronger dollar, Heartland new export orders escalated in December bringing some good news to close out 2011. The export index rose to 56.3, growing much faster than anticipated.

Fourth quarter exports averaged 52.8, slightly higher than 2010 4Q’s 52.3.

“All in all, 2011 was a good year for Heartland exporters,” said Professor Ernie Goss, Ph.D., MacAllister Chair and Professor of Economics at Creigh-ton University, who tracks the Heartland

WASHINGTON, DC — U.S. Ag Secretary Tom Vilsack made the following statement after USDA released its final tally for agricultural exports in fiscal year 2011:

“The American brand of agriculture is surg-ing in popularity worldwide. Farm exports in fiscal year 2011 reached a record high of $137.4 billion—exceeding past highs by $22.5 billion—and supported 1.15 million jobs here at home. Furthermore, agriculture continues to bolster our nation’s economy by contributing a trade surplus year after year. This year, that surplus hit a record $42.9 billion.”

WASHINGTON, DC — The U.S. Trade Representative (USTR) has posted a list-ing of markets that infringe on U.S. intellectual property rights (IPR). The Notorious Markets List identifies selected markets, including

WICHITA, KS — With the recent an-nouncement of Boeing backing away from the plant in Wichita, and from the promise of increased work on the next generation of U.S. Air Force refueling tankers, Brazil’s Embraer, along with another unnamed aircraft com-pany, is planning to take up some of Boeing’s facilities. There are hundreds of small busi-ness aircraft industry suppliers in and around Wichita that help support the local economy and indirect exports so vital to our economy.

NEW YORK, NY — The Journal of Commerce reports a lowering of its 2012 Import Forecast. Expectations of a sluggish U.S. economy led JOC Economist, Mario O. Moreno, to lower his forecast for growth in U.S. containerized imports this year to 2.8 percent from his previous prediction of 4.7 percent.

COLUMBIA, MO — The state’s International Trade & Investment Office has launched a small business dream export train-ing program – MO STEP=UP – a 12-month program to aid new-to-export exporters and new-to-export small businesses. Export train-ing includes participation in foreign trade missions, foreign market sales trips, along with workshops for export and trade finance. WASHINGTON, DC — The Export-Import (Ex-Im) Bank received another exten-sion for its re-authorization which had been set to expire on extension this past December. Congress extended its charter for another six months, presumably to see what direction President Obama’s trade agency re-org goes.

WASHINGTON, DC — House Republicans are introducing a surface trans-portation bill that calls for highway spending at current levels “for at least five years” to give states financial stability to take on long-term infrastructure projects.
