NEW COLD SUPPLY-CHAIN FACILITY IN SHEN VALLEYSHENANDOAH VALLEY| InterChange Cold Storage LLC plans to build a 250000-square-foot state-of-the-art cold storage and blast facility investing $416M in the Shenandoah Valley region and creating 88 new jobs

ldquoOur new cold storage facility will provide further opportunity to add value to the Shenandoah Valleyrsquos agricultural products and increase exports through Virginiarsquos portsrdquo said Devon Anders President of InterChange Group and Chairman of the Virginia Maritime Associationrsquos Valley Chapter

InterChangersquos facility will offer services like blast-freezing that adds value to products like processed and packaged fresh poultry

ldquoOur new cold storage facility was designed with the increasing requirements of the FDArsquos Food Safety Modernization Act to increase safety as it relates to the handling storage transport and tracking of food in the supply chainrdquo explained Anders

ldquoThis project creates vital infrastructure for the large and growing cluster of food and beverage industries in the Shenandoah Valley which in turn produce major markets for Virginia farmersrdquo said Governor Northam who approved a $300000 grant from the

Governorrsquos Agriculture and Forestry Development Fund to assist Rockingham County with the project

Rockingham County worked with the Virginia Economic Development Partnership (VEDP) the Virginia Department of Agriculture and Consumer Services (VDACS) and the Shenandoah Valley Partnersnhip to secure the project for Virginia

The Shenandoah Valley region can also expect roadway improvements and a new rail service which will improve access to Virginiarsquos ports for business like InterChange group manufacturers and others in the supply chain

MARAD AWARDS $456000 TO JAMES RIVER EXPANSION PROJECTWASHINGTON | The US Department of Transportation Secretary Elaine L Chao announced the James River Expansion Project in Virginia to be one of six Marine Highway projects awarded a portion of the $48M in grants provided by the Maritime Administration (MARAD)

The project will be able to use $456000 to grow business on the Richmond Express barge service run by the Virginia Port Authority allowing them to enhance cargo operations at Richmond Marine Terminal (RMT) and handle the increasing

cargo volumes The barge service operates three times a week between the terminals in Hampton Roads and RMT

The Port Authority will also be contributing $114000 in matching funds to purchase a piece of cargo conveyance equipment called a top-loader John Reinhart Executive Director of the Virginia Port Authority said that the top-loader will help load trucks faster get trucks on the road quicker and result in the rapid delivery of goods

VMA CELEBRATES LEGISLATIVE SUCCESSESVIRGINIA | Wersquore pleased to offer this executive summary of VMArsquos advocacy efforts during the 2018 regular session and the 2018 special session of the Virginia General Assembly During the session VMA closely monitored 32 bills of interest or with potential ramifications for our membership Our input made a significant impact on the following pieces of legislation

HB 5002 ndash 2018-2020 Biennial Budget

$350 million obtained for widening and deepening Norfolk Harbor and Southern Branch shipping channels

Thanks to our strong advocacy efforts and the coalition we built the adopted biennial budget funds $20 million for preliminary engineering and design (Item C-36) and authorizes $330 million in bond proceeds for the State and Federal share (Item C-4010) of the Norfolk Harbor dredging project to be paid upfront This will accelerate the project timeline

Amendments to HB 1091 and HB 1092 regarding local dredging projects

The VMA actively sought amendments to two bills that Delegate Hodges carried in an effort to fix a local dredging issue in the middle peninsula As introduced the bills had the unintended consequence of potentially impacting the major shipping channel dredging projects in both the main harbor and the Southern Branch of the Elizabeth River Thanks to our amendments Delegate Hodges was able to successfully setup a potential solution for his constituents while eliminating any impact to our widening and deepening projects

Reinstatement of Coalfield employment enhancement tax credit for metallurgical coal

Metallurgical coal exports account for a large percentage of ship traffic associated services and related employment in the port and supply chain VMA sought enactment of HB665 and SB378 to reinstate and reform the Coalfield employment enhancement tax credit for metallurgical coal to increase the competitiveness and exports of Virginia metallurgical coal to international markets

Other legislation warranting VMArsquos heightened attention were bills to increase the sales and use tax rate on watercraft and numerous efforts to study the Payment in Lieu of Taxes (PILOT) Both efforts did not progress VMA also provided input on legislation affecting the makeup and function of the Virginia Economic Development Partnershiprsquos International Trade Advisory Committee

ASSOCIATION IN ACTION

COMMITTEE UPDATESFUTURE LEADERS STEERING COMMITTEE (July 16 amp 30) Members of the steering committee discussed the direction of VMArsquos Future Leaders program and opportunities to sustain its growth and added value Their focus is the creation of a leadership development program catered to maritime professionals The goal is for graduates to complete the program with a comprehensive understanding of the maritime industry a network of key industry stakeholders and critical leadership skills

TOWING amp BARGE OPERATORS COMMITTEE (July 18) The committee discussed bridge issues and concerns regarding derelict vessels anchored in the Eastern Branch of the Elizabeth River Updates were provided on efforts for passage of the Vessel Incidental Discharge Act and the status of the Coast Guard Authorization Act Updates were provided on Coast Guard policies pertaining to Subchapter M vessel inspections

JOINT COMMITTEES (July 26) Members of VMArsquos navigation-oriented committees met jointly to hear from VDOT and the contractors building the new I-64 High Rise Bridge about issues affecting the design of the new fendering system and navigation for vessels transiting the High Rise Bridge Members provided input regarding current and future navigational operations and requirements

OUTINGS COMMITTEE (July 30) Planning and logistical decisions were made in connection with the annual Maritime Issues Council Golf Classic to be held September 27 at Cedar Point Country Club in Suffolk Preliminary plans were made for the Maritime Mixer to be held in November and the committee set a tentative schedule of events to be held in 2019

VMA continued to represent maritime and supply chain interests across a wide variety of subjects throughout the month of July

Our industry and the success of our port is rooted in the ability for commercial vessels to safely and efficiently navigate in our waters Protecting the commercial navigational interests VMA submitted letters responding to actions by the Bureau of Ocean Energy Management (BOEM) and the US Coast Guard (USCG) The letter to BOEM offered VMArsquos position on navigational requirements as the offshore wind industry is developed The letter to USCG explained VMArsquos support and the need to officially designate an anchorage area in the waters off Cape Charles

On the political front VMA hosted port tours for some of our elected leaders and participated in a legislative conference for General Assembly members that was held in southern Virginia VMA also joined with members of the Customs Brokers International Freight Forwarders Association and the Virginia

Port Authority in discussions of a trip to Capitol Hill to discuss industry priorities with members of Congress

VMA regularly weighs in on workforce issues In July this included our participating in the July 23 meeting of the City of Norfolkrsquos Military Economic Development Advisory Council (MEDAC) MEDAC advises the City on issues related to retaining and attracting veterans and transitioning military personnel within the local workforce The maritime industry and related agencies such as Customs amp Border Protection are a good fit for many of our veterans when they conclude their service to our country

During July VMA participated in several confidential meetings with businesses exploring opportunities associated with the port The Association is pleased to be in a position to provide business intelligence to companies exploring growth opportunities or establishing operations in Virginia

ASSOCIATION IN ACTION

COMMITTEE UPDATESFUTURE LEADERS STEERING COMMITTEE (July 16 amp 30) Members of the steering committee discussed the direction of VMArsquos Future Leaders program and opportunities to sustain its growth and added value Their focus is the creation of a leadership development program catered to maritime professionals The goal is for graduates to complete the program with a comprehensive understanding of the maritime industry a network of key industry stakeholders and critical leadership skills

TOWING amp BARGE OPERATORS COMMITTEE (July 18) The committee discussed bridge issues and concerns regarding derelict vessels anchored in the Eastern Branch of the Elizabeth River Updates were provided on efforts for passage of the Vessel Incidental Discharge Act and the status of the Coast Guard Authorization Act Updates were provided on Coast Guard policies pertaining to Subchapter M vessel inspections

JOINT COMMITTEES (July 26) Members of VMArsquos navigation-oriented committees met jointly to hear from VDOT and the contractors building the new I-64 High Rise Bridge about issues affecting the design of the new fendering system and navigation for vessels transiting the High Rise Bridge Members provided input regarding current and future navigational operations and requirements

OUTINGS COMMITTEE (July 30) Planning and logistical decisions were made in connection with the annual Maritime Issues Council Golf Classic to be held September 27 at Cedar Point Country Club in Suffolk Preliminary plans were made for the Maritime Mixer to be held in November and the committee set a tentative schedule of events to be held in 2019

VMA continued to represent maritime and supply chain interests across a wide variety of subjects throughout the month of July

Our industry and the success of our port is rooted in the ability for commercial vessels to safely and efficiently navigate in our waters Protecting the commercial navigational interests VMA submitted letters responding to actions by the Bureau of Ocean Energy Management (BOEM) and the US Coast Guard (USCG) The letter to BOEM offered VMArsquos position on navigational requirements as the offshore wind industry is developed The letter to USCG explained VMArsquos support and the need to officially designate an anchorage area in the waters off Cape Charles

On the political front VMA hosted port tours for some of our elected leaders and participated in a legislative conference for General Assembly members that was held in southern Virginia VMA also joined with members of the Customs Brokers International Freight Forwarders Association and the Virginia

Port Authority in discussions of a trip to Capitol Hill to discuss industry priorities with members of Congress

VMA regularly weighs in on workforce issues In July this included our participating in the July 23 meeting of the City of Norfolkrsquos Military Economic Development Advisory Council (MEDAC) MEDAC advises the City on issues related to retaining and attracting veterans and transitioning military personnel within the local workforce The maritime industry and related agencies such as Customs amp Border Protection are a good fit for many of our veterans when they conclude their service to our country

During July VMA participated in several confidential meetings with businesses exploring opportunities associated with the port The Association is pleased to be in a position to provide business intelligence to companies exploring growth opportunities or establishing operations in Virginia
