    Seismic upgrades are making students safer

    For more than a decade, government has been mak-ing schools safer from earthquakes to protect stu-dents and staff. In fact, so far, weve spent over $2 billion dollars.

    Today, 145 projects are completed, 11 are under construction, nine are pro-ceeding to construction and 48 projects are in various stages of planning. By any measure, the program is an award-winning success story.

    Our seismic mitigation pro-gram is recognized world-wide. Experts from around the globe come here to learn from B.C.s work. We have worked closely with the professional engineers of APEGBC, the Association of Professional Engineers and Geoscientists of British Columbia, and our plan is safe and achievable.

    But while it is true weve made great progress, theres no question that the pace of projects in Vancouver has been too slow. Compared to other school districts, they take twice as long to get seismic work done.

    Theyve completed less than half of their seismic upgrades. Four projects that the ministry supported to proceed almost 10 years ago are stalled due to Van-couvers insufficient plan-ning. They are John Oli-ver Secondary, Sir Sanford Fleming, Sir Guy Carleton, and Sir Matthew Begbie Elementary schools.

    A fifth example, Lord Nel-son Elementary, was ap-proved only recently after we created a jointly man-aged project office to help speed up the rate of seis-mic upgrades and replace-ment projects in the district. At the rate the Vancouver

    school district was going, it would have taken them another 30 years out to 2045 - to address its remain-ing high-risk schools.

    One need only to look be-yond the Vancouver school district to see the speed of project completion in other districts. South Delta Secondary was completed within 18 months from the time that we announced support for the project. In Campbell River, Ecole Phoenix Middle school was completed within 19 months. Across the strait, in Greater Victoria, Quadra Elementary was completed within 27 months.

    Schools in Victoria are simi-lar in construction, age, and complexity. Yet, in spite of facing similar obstacles, Victoria has completed 12 out of 18 projects while Vancouver has completed just 20 out of 49.

    Whats different in Vic-toria? For one thing, the Greater Victoria board of education has worked col-laboratively with my min-istry to properly define the scope of the seismic upgrades. For another, Victoria has made effec-tive use of swing space like Richmond Elementary school to house students during upgrades at other schools, like the recently completed Quadra Elemen-tary. Theyve also used Richmond to house students when upgrades were being

    done at Margaret Jenkins and Willows Elementary as well as Central Middle school. Richmond is now being used for the upgrade to George Jay Elementary. If it sounds like theres a lot happening to make students safer in the capital city its because its true - there is a lot happening.

    Vancouver could have done the same. Vancouver has 9,000 empty school seats in the district that could be used to house students while seismic upgrades are going on. But instead,

    for reasons that defy logic, Vancouver keeps asking for portables. Its also worth keeping in mind that the Vancouver school district has an accumulated surplus of $28 million. The school district could have been us-ing this money to fund the additional work it claims it wants done to schools, like heritage preservation, while the Province has funded the seismic work.

    At the end of the day, even by the most generous as-sessment, theres no ques-tion that the Vancouver school district should have completed well over half of their seismic projects by now, instead of less than half.

    My ministry is committed to working with Vancouver and staff at the new co-gov-erned project office to move these projects forward and get the work done.

    Students deserve nothing less.

    Battle for the New BC Riding Mission-Matsqui-Fraser Canyon

    The Canadian general elec-tion to the 42nd Parliament of Canada is scheduled to take place on October 19 the date mandated by the 2007 legislation that establishes the third Monday in October as the Canadian general elections day every four years after the most recent general elections.

    The present number of MPs in the House of Commons is 308, but, as 30 ridings have been newly carved, the upcoming general elections will turn out 338 MPs to sit in the House of Commons.

    The task of re-drawing the electoral map of each province is revisited each decade by a boundary commis-sion, comprising a judge appointed by the Chief Justice of the respective province and two commissioners chosen by the Speaker of the House of Commons. The task is really delicate as several factors, such as the maximum number of voters each riding should have besides electoral quota etc, have to be considered.

    Of the 30 new ridings, B.C. has bagged 6.

    The newly carved federal riding of Mission-Matsqui-Fraser Canyon

    comprises the northernmost part of Abbotsford, the whole of Mission, Agassiz and Harrison Hot Springs, and it runs up to the Interior, and the north of Lillooet and Ashcroft. And it is home to 90,871 residents. This riding is going to be a real battle-field for potential candidates in the upcoming federal elections. More and more candidates are put-ting forth their names for the Conser-vative nomination. Joining the race for the Conservative nomination are reported to be Paul Redekopp who sits on the board for Child Develop-ment Centre in Abbotsford, Liv Gre-wal (son of Nina Grewal, the sitting MP for Fleetwood-Port Kells) who sits on the government affairs com-mittee of Abbotsford Chamber of Commerce, and the former Ashcroft mayor and businessman, Morley H. Anderson, a.k.a. Andy Anderson.

    While the Abbotsford businessman, Jatinder (Jati) Sidhu, stands already nominated as the Liberal Party can-didate for the upcoming 2015 federal election, Arthur Green from Hope will be running for the Green Party.

    Fraser Health Implements Plan to Improve Care and Reduce Use of Hallway Beds

    Fraser Health is an-nouncing a $5mil-lion investment in health care, including hir-ing more health care pro-fessionals to improve the quality of care and experi-ence for its patients and their families. This plan will help shift reliance on hospital care by prevent-ing avoidable admissions to hospital, support more efficient processes so pa-tients go home from hos-pital sooner, and increase health care supports in the community.

    Its encouraging to see the improvements that Fraser Health is making by fo-cusing to remove barriers that can impact the flow of patients and ensuring tran-sition to community care is a priority, says Health Minister Terry Lake. This aligns with the Ministry of Healths strategic focus for health care in which we are looking at ways to reduce reliance on our hospitals.

    Reducing the use of hall-way beds is a priority for Fraser Health, and these investments will help to achieve this. The health au-thority has introduced new processes and additional supports to help ensure people arent staying in hospital longer than is nec-essary, so an appropriate bed is available for those in need. As a result, Fraser Health has already seen success in some of its hos-pitals by reducing length of stay, increasing the number of patients that go home in

    the morning, and decreas-ing the time until a bed is made available for a new patient.

    Improving the experience of care for our patients and their families is a priority for all of us and I believe if we think differently we can begin to see changes right away, says Michael Marchbank, president and CEO, Fraser Health. One change we are focusing on immediately is the way we have come to rely on hospitals, including beds in hallways. We are imple-menting a plan that gets us closer to a day when we might not need to use hallway beds at all.

    Some of the investments Fraser Health is imple-menting support our Home is Best philosophy, and include:

    Adding geriatric emer-gency nurse clinicians and quick response case man-agers in more emergency departments, with week-end coverage. These roles have proven successful in helping prevent unneces-sary hospital admissions.

    Increasing accountabil-ity and efficiency in care and discharge planning, so patients arent staying in hospital longer than is necessary.

    Adding coverage of patient care coordinators on week-ends to improve patient transitions. These indi-viduals coordinate patient care activities to ensure patients are ready to go

    home sooner, and create more efficient hospital operations.

    Increasing availability of social workers and occu-pational therapists to sup-port weekend discharges for hospitals that do not already have this available.

    Adding 11 home health liaison positions, so pa-tients can go home sooner from hospital, and recover comfortably at home with health care supports.

    Working with our residen-tial care partners to ensure smooth transition from hospital, so people can move into residential care sooner.

    We say we want to pro-tect our valuable and ex-pensive hospital resources and provide more care in our communities and so with this initial investment, we can make some system changes that will help do just that, says Marchbank. We stand to improve a number of elements with this plan, not the least of which is the patient expe-rience.

    Fraser Health has made significant progress on improving its quality and patient safety performance and is focused on improve-ments in other areas in-cluding more efficient hos-pital operations. The health authority is committed to transparency in its report-ing, and publishes monthly Health Care Report Cards, that measure key perfor-mance areas.

    Ab b o t s f o r d Chamber of C o m m e r c e President Mike Welte to ld Ci ty Counci l on Monday that the Chamber is pleased with the trend to reduce the property tax ratios in every class. Welte spoke at the meeting as Council considered the 2015-2019 Five Year Financial Plan Bylaw.

    The business com-munity (Property Class 6) still pays 2.45 times the residential rate per $1000 of assessed val-ue, said Welte. How-ever, the reduction of the ratio from 2.9 in 2009 to 2.45 in 2014 has been certainly wel-comed by the business community and the Chamber.

    Light Industrial (Class 5) and Business (Class 6) when combined, ac-count for 31.6% of the total municipal tax rev-enue (approx. 1/3) but by number make up only 5.2% of the total tax folios in the city.

    Welte added, This further illustrates the point that business and industry, who grow our economy and create jobs for our citizen, pay a highly dispro-portionate amount of tax. According to the objectives & policies of the bylaw - tax distribu-tions should be set to attract commercial and industrial development in an effort to maintain or strengthen the finan-cial health of the city.

    The Chamber believes that the key to success for the city of Abbots-ford is to continue the use of revitalization tax exemptions to encour-age economic stimu-lus, create additional permanent employ-ment opportunities and expand the industrial/business tax base as outlined in Schedule of the bylaw. Welte encouraged Mayor and Council to look at the expansion of permis-sive tax exemption programs, which have worked very well, as a mechanism to increase the competitiveness of our community and the success of future economic development initiatives.

    Chamber Encouraged by Lower Property Tax RatiosThe Chamber is hope-ful that the newly cre-ated Economic Devel-opment department has the autonomy and is afforded the opportu-nity to partner with in-dustry (ideally through a more independent development corpora-tion model) to help with

    business retention and expansion functions so that the City can lower everyones tax bill.

    Our ultimate goal is to ensure that Abbotsford is the most business friendly and competi-tive city in the country, without impacting sus-tainability and livabil-

    Skilled trades need more women to train up and tool up

    If we want a strong and vibrant economic future, then its key that strong and vibrant women help drive it. And a great op-portunity for women to help drive the economy is through careers in the skilled trades.

    B.C. is looking at a mil-lion job openings between now and 2022, two-thirds of these driven by retire-ments. With 44% of the million jobs in the skilled trades and technical oc-cupations, its a great time for a hands-on career.

    Though not traditionally thought of as a career path for women, the skilled trades offer the possibility of rich, rewarding careers. In fact growing numbers of women are taking up the challenge of the trades and the benefits they bring job satisfaction and great pay. About 10.5% of all apprentices in British

    Columbia are women, up from 8.5% in 2009.

    Right now across Brit-ish Columbia, barriers are coming down and opportunities are on the rise for women of all backgrounds who want to pursue careers as weld-ers, carpenters, heavy equipment operators and plumbers just to name a few.

    Government is working closely with organizations like the Industry Train-ing Authority to support programs like Women in Trades Training (WITT) so women across B.C. can access trades training, as well as vital financial assistance for things like tools, textbooks, equip-ment and childcare while they complete their ed-ucation. To date more than 2,500 women have benefitted from the ITAs Women in Trades Train-ing program.

    The three new intriguing exhibitions at The Reach Gallery Museum Abbotsford, 32388 Veterans Way will wow and impress audiences whether of kindergarten or grandparent age.

    In Fauna Crowned, Lang-ley artist Lorena Krause combines elements drawn from various artistic lin-eages including Renaissance portraiture and traditional western and pre-Hispanic decorative arts. This series of imagined female portraits combine oil painting with a technique called repouss, which involves hammering malleable metal into patterns in low relief. These colorful, whimsical images resonate with feminist and ecological undertones, celebrating the enduring strength of women around the world and the im-portance of the interconnect-edness of all living things. The exhibition runs until August 2.

    Home is a heartwarming, multidisciplinary exhibition initiated by local artist Linda Klippenstein in collaboration with Heather Beckett, Janet Weston, Darlene Wurster, Dale Klippenstein, women from the Warm Zone, Cana-dian Federation of University Women and others in our community. The exhibition will evoke memories of home in some and move others to tears with its: Woven piece that consists of strips of cloth specifically chosen by par-ticipants to symbolize home;

    Unlocking The Light, a chan-delier clanging with countless arm bangles and keys; Worth a Thousand Words, photo art of keys connected to locks by Dale Klippenstein, and Couching Your Works a place of comfort, a couch where you may add your definition of home.

    Buy One Get None: Con-formity, Consumerism and the Collective Voice is an exhibition by eight emerging Young Contemporaries: Ali-sha Deddens, Julie Epp, Di-ana Hiebert, Fiona Howarth, Daniel Hurst, Chantal New, Candice Okada and Kendra Schellenberg, and is curated by David Seymour, Student Representative from Univer-sity of the Fraser Valley.

    The exhibition considers the complexity of living in a capitalist society founded on excessive material acquisi-tion, extravagant waste and the exploitation of others, explains Seymour. It aims to shed light on the endur-ing and paradoxical struggle created by this behaviour: our reluctance to dissent and the corresponding desire for a collective voice in re-sponse to the din of consumer culture. In unmasking the uglier aspects of capitalism, the emerging artists in Buy One, Get None explore how we, as individual agents, can respond critically to capital-isms pervasiveness.

    New monthly benefit addresses significant gap for Canadas moderately to severely

    disabled Veterans and survivors

    The Honourable Erin OToole, Minister of Veterans Affairs, unveiled a proposed new fi-nancial benefit today aimed at providing financial sta-bility to Veterans who are moderately to severely dis-abled and their families. The Minister was joined by Veterans groups, members of the Canadian Armed Forces and the Veterans Ombudsman, Guy Parent.

    Currently, the Earnings Loss Benefitupon which many moderately to se-verely disabled Veterans relyis not available after the age of 65, resulting in a drop in the Veterans annual income. The new Retire-ment Income Security Ben-efit announced today would provide these Veterans with continued assistance in the form of a monthly income support payment beginning at age 65.

    The proposed Retirement Income Security Benefit would work in concert with existing services and bene-fits to establish a continuum of support that spans a dis-abled Veterans entire life. It is designed for those whose ability to save for retire-ment was directly impacted by their service to our coun-try. Income support would also be extended to families through continued payment of a monthly benefit to the Veterans survivor.

    The Government of Canada also recognizes the com-plexity of financial benefits available for moderately to severely disabled Veterans. As part of a continued com-mitment to Veteran-centric care, Minister OToole indi-cated that Veterans Affairs Canada (VAC) is examining ways to combine these new and existing supports into a single monthly pension for severely injured Veterans.

    Quick Facts

    The Retirement Income Se-curity Benefit would ensure that an eligible Veterans total annual income is at least 70% of what he or she received in financial benefits from VAC before age 65.

    Monthly payments would be calculated on a case-by-case basis, taking into account how much the Veteran was receiv-ing before age 65 and other sources of income he or she may have beyond age 65.

    It is estimated that by 2020, approximately 5,800 Veterans and survivors would qualify for the Retirement Income Security Benefit upon turning 65. An estimated 261 Veterans and survivors would receive payments by 2020.

    The announcement responds directly to concerns raised by the Veterans Ombudsman and the House of Commons Standing Committee on Vet-erans Affairs.

    This spring, for the first time, the Girls in Action program will visit SFU, with 100 girls participating. Since launching the Sticks and Stars partnership in 2012, more than 300 boys aged nine to 11 have par-ticipated in the program at SFUs Surrey campus.

    Its important for young girls to have the opportu-nity to try programming and engineering, and cru-cially, also develop the self-confidence to pursue these fields, says program coordinator Tina Tran, an SFU undergraduate com-puting science student.

    The girls gain a sense of accomplishment by learn-ing to program a sumobot in a supportive environ-ment with student instruc-tors and faculty mentors.

    Through this expanded partnership, SFU and Sur-rey Schools hope to em-power the next generation of female engineers and programmers by allowing girls to explore technology in a new way.

    Currently, women make up only 37 per cent of under-graduate students in natural sciences and engineering, according to Natural Sci-ences and Engineering Re-search Council of Canada.

    Learning fundamental en-gineering and program-ming concepts, the tech-hungry school kids will work in teams to create moving robots that duke it out in a final sumo robot challenge. The activities inspire students to think creatively, learn problem-solving skills and build confidence.

    Accord ing to Sur rey Schools, the later years of elementary school are pivotal for students to de-velop positive interests and influences.

    Both the Sticks and Stars and Girls in Action pro-grams were developed to ensure that boys and girls were connecting with posi-tive role models, looking for engaging activities and finding ways to explore their passions, says as-sistant superintendent Pat Horstead.

    Clustering of B.C.s administrative tribunals will make justice system easier and more accessible

    Amendments to the Administrative Tribunals Statutes Act have been proposed. If the proposal is passed, use of the Justice System will become simpler and more easily accessible. Justice minister Suzanne Anton says that it will reduce duplica-tion and unnecessary delays in resolving disputes; Cost and complexity will also come down. Dispute resolving methods such as mediation will be encouraged.

    Better access to justice could be achieved by making tribunal services available online. This is definitely an easier, quicker and more affordable access to justice.

    Premier Christy Clark opposes Federal anti-terror Bill C-51

    Premier Christy Clark has joined the ranks of Canadian leaders expressing concern that the federal Conservative governments anti-terror bill C-51 could threaten Canadians personal liberties and freedoms. The proposed bill if passed will give unlimited power to police and spy agencies to stop terror plots before they unfold them. Clark said that personal liberty and freedom earned after years of struggle should, in no way, be jeopardised. More than 100 academics have urged the gov-ernment to drastically alter C-51. Their argument is that the bill is far too broad and doesnt come with safeguards to protect Canadians privacy rights.

    Speeding gangster gets his car impounded along with a $483 ticket

    On Sunday, March 8 Abbotsford police caught a known 37 year old gangster going at 134km/h in a 70km/h zone. His BMW car was impounded and he was handed over a $483 ticket. His excuse, according to Const. Ian MacDonald was the usual one of being excessively late for a flight at YVR. His name has not been released.

    Volunteer firefighter dies fighting Cultus Lake fireVolunteer firefighter Brian Smyth died in hospital over the weekend after heart attack on March 7 while fighting a house fire at the south end of Cultus Lake in Fraser Valley Region. He had been volunteering as a firefighter with the Columbia Valley Volunteer Fire Department for the last seven years. Smyth collapsed while fighting that fire. After CRP he was transferred to an air ambulance and flown to Columbia Royal Hospital where he died after two days.

    New BC Early Years Centre for Abbotsford

    Parents of young children in Ab-botsford will soon have access to a range of early learning, health and family services in one convenient location, announced Abbotsford South MLA Darryl Plecas. A new BC Early Years Centre is set to officially open in mid-September at Sweeney Neigh-bourhood Learning Centre to support families with children up to age 6.

    The Abbotsford School District is excited that this centre will link many existing services to ensure that our families have access to a wider range of opportunities for their children 0-6 years, says Abbotsford Board of Edu-cation chair Cindy Schafer. Building on a foundation of existing programs offered by the Abbotsford Early Child-hood Committee partners, Abbotsford School District continues to work to ensure early learning is a top priority.

    This is a really fantastic initiative and I am really looking forward to further expansion in the future, said Plecas. Many studies point toward better school outcomes if children receive

    individual attention during their early years.

    Hosted by Abbotsford Early Childhood Committee Partners, the centre will link many existing services to ensure that Abbotsford families have access to services that promote the health, well-being and development of Abbotsford children aged 0-6 years.

    The BC Early Years Centre in Abbots-ford is one of 14 new centres across the province. The chosen sites are in a diverse mix of urban, rural and Ab-original communities, and will build on existing local community resources to enhance services for families. Each centre will receive $52,000 from the Provincial Office for the Early Years for this fiscal year as part of a $5.5-million investment over three years.

    This is the second phase of an initiative under the B.C. Early Years Strategy to implement a network of Early Years Centres throughout the province that will provide families with one-stop, convenient access to a range of services and supports, information and referrals.

    Women Entrepreneurs Boost B.C.s Economy

    It was Internation-al Womens Day March 8 and I want to take this oppor-tunity to congratulate women entrepreneurs for their leadership in building successful busi-nesses.

    As a former small-business owner and current cabinet minis-ter, I have worked side-by-side with talented, hard-working and in-telligent women inside and outside of govern-ment. Nine of B.C.s 20 provincial cabinet ministers are women, including our Premier, Christy Clark. Many of these women have a background in business and involvement in lo-cal chambers of com-merce. The Lieutenant Governor and Speaker of the Legislature are also women.

    This years International Womens Day theme MAKE IT HAP-PEN encourages us to celebrate achieve-ments while calling for greater equality. Every day, Im impressed with business women who take the time to network and facilitate success for

    other women. A great example of this is in the Edgemont Village shop-ping area in North Van-couver. Eighty per cent of the business owners are women. Fifty-eight of the 72 businesses are owned by women. How did this happen?

    These successful busi-ness women have gravi-tated towards one an-other and over time they developed an informal mentorship group where they discuss common business problems and solutions. The retailers of Edgemont Village are popular for provid-ing highly personal and friendly customer ser-vice so its not surprising that many of their cus-tomers are also women.

    In 2013, women ac-counted for almost 38% of self-employed people in B.C. That is above the national average of 36.3%. Between 2008 and 2013, the number of women who were self-employed rose 6.6% in the province.

    We want to continue to be leaders in the country when it comes to sup-porting women in busi-ness and to provide the tools and support they need to succeed. Thats

    one of the reasons why Premier Clark created the Premiers Womens Economic Council. The council offers advice on strategies and potential actions to tap into eco-nomic opportunities for women that will help strengthen B.C.s econ-omy and create jobs.

    Organizations like the Womens Enterprise Centre a leading busi-ness-resource centre for women who are starting, purchasing or growing a business in British Columbia have been instrumental in helping women entrepreneurs launch successful busi-nesses.

    Other organizations such as the Forum for Women Entrepreneurs are dedicated to provid-ing visionary women with the education, em-powerment, and energy they need to become wildly successful entre-preneurs.

    British Columbia has introduced amendments to the Tobacco Control Act to regulate e-cig-arettes, legislation that will help stop the grow-ing use of e-cigarettes by young people in B.C.

    More and more young people are using e-cig-arettes, said Health Minister Terry Lake. This legislation will limit the exposure to children of the possible dangers of e-cigarette vapour and the potential

    that e-cigarettes have to normalize smoking be-haviour.

    The Tobacco Con-trol Amendment Act amends the Tobacco Control Act to include requirements for re-tailers to ensure e-cig-arettes are sold only to adults aged 19 and above, and to make it possible to create regu-lations to ensure that no retail displays are targeted to youth and no retail advertising for e-cigarettes is shown where youth can see it.

    The Canadian Pae-diatric Society wel-comes the Government of British Columbias regulation of e-ciga-rettes. This legislation will protect the health of children and youth from the well-estab-lished harmful effects of nicotine as well as the toxic by-products of vaping, said Dr. Richard Stanwick, past president of the Ca-nadian Pediatric Soci-ety and chief medical health officer for Island Health. British Co-

    lumbias leadership on this issue will comple-ment their current to-bacco control efforts in providing clean air not only for children and youth but also all resi-dents of the province.

    As well, the amend-ments will ensure e-cigarettes are not sold in public buildings and their use is banned on public and private school grounds as well as in indoor public spaces and workplaces. These amendments also add prohibitions on to-

    bacco and e-cigarette use on health author-ity properties; however health authorities will have the ability to set designated smoking ar-eas if they wish. Health authorities continue to provide leadership in promoting the reduc-tion of tobacco use.

    The legislation will be introduced this spring, and the exact date it will be brought into force is currently to be determined. Businesses and organizations will need some time to pre-

    pare for this legislation and government antici-pates announcing the date of implementation soon.

    Together, these amend-ments under the new name Tobacco and Va-pour Products Control Act serve to reinforce a commitment to pro-tecting youth, building a smoke-free British Columbia and add to governments extensive resources and supports to help British Colum-bians quit smoking.

    New Democrats introduce bill that would stop public money

    from being wasted on lobbyistsNew Democrats intro-duced legislation on Thursday that would stop public institutions such as universities from wasting public funds on government lobbyists.

    Just last week we exposed that several post-secondary institutions wasted thou-sands of dollars hiring B.C. Liberal-connected lobby-ists to lobby the B.C. Lib-eral government, said New Democrat justice spokes-person Leonard Krog. Lib-eral government-appointed university board members hired Liberal insiders with public money and student funds to lobby the Liberal government.

    This legislation would put a stop to that sort of racket.

    Krog said the Lobbyist Reg-istry Reform Bill also would put a cooling off period in place for former public office holders and their ministerial staff before they can start lobbying.

    The legislation would also address outstanding recom-mendations made by the Office of Information and Privacy Commissioner in her 2013 report, including mak-ing the nature of the lobby undertaking more transpar-ent, ensuring that all parties with an interest in a lobby undertaking are reported and known to the public, and reviewing of the lo
