This policy should adopt the spirit and vision of NCCP 2012 and translate it into localized and context-specific measures. It is recommended that EPA/EPD be the custodian of the BCCP. Establish a Climate Change Cell at the Planning and Development Department with adequate capacity and mandate, and pass Statute/Act to create Provincial Climate Change Authority that the CCCell will report to. CCCell to function as a focal point for inter-department coordination and reporting on SDG13.
