Formulate and implement Climate Change policy in line with the legal authority for the Government of Balochistan to implement international environmental agreements such as the UNFCCC. This policy should adopt the spirit and vision of NCCP 2012 and translate it into localized and context-speci�c measures. It is recommended that EPA/EPD be the custodian of the BCCP.
Establish a Climate Change Cell at the Planning and Development Department with adequate capacity and mandate, and pass Statute/Act to create Provincial Climate Change Authority that the CCCell will report to. CCCell to function as a focal point for inter-department coordination and reporting on SDG13.
Parliamentary capacity building through PIPS (short-term) and through establishment of Climate Change Centre at a leading research University (medium-term).

Inadequate understanding and appreciation of climate change impact on various sectors
Participatory planning not possible due to lack of coordination mechanisms
