and running. Go check it out and provide the branch
officers with new ideas and suggestions.
Branch is also currently exploring the opportunity to
create several technical committees or forums for
the local engineering community. We are in search
of brave few who could help the branch in
establishing these forums and in providing technical
workshops to its members. So if you are interested
in serving as the Technical Committee Chair for the
following disciplines – Water Resources,
Transportation, Geotechnical, Structural,
Construction and Engineering Management, please
contact Sonya Fronckowiak at
I thank you one last time for your support of
SunCoast Branch, and I hope to see you on
October 22nd! Joel Johnson of Scheda Ecological
will be our guest speaker and will be speaking to us
about the ‘Changes in Gopher Tortoise Permitting’.
We will also be holding our Branch inductions of the
2009-10 Officers by Chad Luttrell, PE – Vice
President District II, ASCE Florida Section.
Best Regards.Best Regards,
Adnan Javed
We are living in times where life is fast paced. Life
today demands creativity and openness to change.
Time flew, as it has been a year since I assumed the
office of Branch President. It is time for me to say
farewell, as I pass onto the Branch baton and
congratulate our newly elected SunCoast Branch
Officers: Eric, Sonya, Amjid and Chris.
Thank you for giving me the privilege to serve you, the
members and the local engineering community over
the past four years. I feel blessed for being given the
opportunity to know each and every one of you over
the years. I want to specifically recognize those who
inspired me through their devotion to the Branch,
namely Eric, Sonya, Sundae, Chris (Stratton), Luis,
Zach, Paula, Chris (Sharek), Andy, Scott, Mike (Elfers)
and all the volunteer instructors who taught P.E.
review classes.
It was rewarding to observe an excellent teamwork
between the branch members and the officers at
various events throughout the year, while celebrating
25th anniversary of our Branch. I am proud to draw
your attention to the fact that continuing the tradition I
saw number of new faces come to the forefronts who
are ready to take our SunCoast Branch to new heights
and success.
This year we took the initiative to update our website’s
look. Thanks to our webmaster Scott McKenna and his
relentless efforts, we finally have a new website up

SunCoast Branch Celebrates a Silver Anniversary!
The SunCoast Branch of ASCE Celebrates 25 Years of Engineer ing
Excel l ence f rom 1984-2009.
The SunCoast Branch encourages members to make a difference this year through educational outreach, recognition programs and public service projects. If you’re looking for a way to make a difference this year, carve out some time in your busy schedule to participate more in your local ASCE branch activities. Educational Outreach Get involved in an existing subcommittee or create a new one for one of the other great ASCE educational programs. SunCoast supports several programs: the Toothpick Bridge Contest and the West Point Bridge Design Contest, Math ACES and MathCounts. For copies of ASCE’s educational outreach
activity guides, contact Shana Gipson, senior coordinator of diversity and pre-college outreach, at 703-295-6418 or [email protected]. Recognition Programs Take the time to reward a SunCoast member for their dedication. ASCE offers over 100 different awards programs encompassing every aspect of Civil Engineering from our local Branch Award and Scholarship programs to the Alfred Noble Prize. For more information award programs available to ASCE members go to http://www.asce.org/pressroom/honors. Public Service Projects Support your community through local public service organizations. Our 25th anniversary is an exceptional time to showcase why civil engineers are important to the community. Our members donate time, goods, and money to numerous excellent causes. In times of great need, SunCoast members can make a difference in the community. Let’s continue this great tradition and support local public service programs like Sarasota Adopt-a-Family, Habitat for Humanity and local food banks.
Together we can build a better world!

Quotes of the Month
“There is no end to education. It is not that you read a book, pass an examination, and finish
with education. The whole of life, from the moment
you are born to the moment you die, is a process of learning.”
Jiddu Krishnamurti
“One had to cram all this stuff into one's mind for
the examinations, whether one liked it or not. This
coercion had such a deterring effect on me
that, after I had passed the final examination, I found the consideration of any
scientific problems distasteful to me for an
entire year.”

Stormwater Management System Design Task Force
To design or not to design storm water systems?
That is the question regarding Landscape
Architects before the FCRC Consensus Center
and the Stormwater Management System Design
Task Force. The task force is working on a
submittal package to the 2010 Florida
Legislature. Some of the recommendations
under consideration are:
1. Review the Joint Professional Engineers and
Landscape Architecture Committee Report
conducted pursuant to section 17 of chapter 88-
347, Laws of Florida, and determine the current
validity of the report and the need to revise any
of the conclusions or recommendations.
2. Determine how a licensed and registered
professional might demonstrate competency for
stormwater system management designing.
3. Determine how the Board of Professional
Engineers and the Board of Landscape
Architecture might administer certification tests
or continuing education requirements for
stormwater management system design.
The task force shall provide its findings and
legislative recommendations to the President
of the Senate and the Speaker of the House of
Representatives by November 1, 2009.
To ensure that the task force gathers as many
opinions on the topic as possible, you may
submit comments online at
http://consensus.fsu.edu/Stormwater-Task-
Force/index.html . Please take a moment to
let your voice be heard on this important issue
for both Professional engineers and Landscape
Architects.
The next scheduled meeting is October 7th,
2009 in Orlando, FL at the DEP Office (3319
Maguire Blvd., Ste. 232, Room A). This
meeting will include a public workshop
beginning at approx. 3:00pm. Public
Workshop Teleconference Information Phone:
1-888-808-6959; Code: 6447064.
Please visit the website for more information
