Kata Pengantar
Dengan ucapan syukur ke hadirat Tuhan yang Maha Esa, laporan yang
berjudul "Market Brief Leather & Leather Goods" telah selesai disusun. Laporan
ini memberikan gambaran potensi pasar komoditi Leather & Leather Goods di
Jepang dengan mengacu pada "Outline Market Intelligence dan Market Brief"
yang disampaikan di Hotel Borobudur pada tanggal 8 Maret 2011.
Adapun latar belakang dibuatnya laporan ini adalah adanya dinamika
perkembangan pasar dimana tingkat persaingan dengan negara pemasok
lainnya menjadi semakin kompetitif. Oleh karena itu, agar Indonesia dapat
meningkatkan daya saing dan mengatur strategi bagi peningkatan ekspor
komoditi Leather & Leather Goods maka diperlukan informasi terkini terkait
kondisi terbaru di pasar tujuan ekspor khususnya Jepang.

BAB I
PENDAHULUAN
1.1 Pemilihan Produk
Leather & Leather Goods adalah komoditi yang banyak ditemui dalam
kehidupan sehari-hari. Pada tahun 2012 pasar impor komoditi Leather adalah
sebesar US$ 340,6 juta, sementara Leather Goods adalah sebesar US$ 3,94
milyar. Jadi secara keseluruhan, pasar impor komoditi Leather & Leather Goods
ini bernilai lebih dari US$ 4 milyar.
Dalam Buku Tarif Kepabeanan Indonesia 2012, komoditi Leather tercantum
dalam HS 4101 sampai dengan HS 4115 sebagaimana dapat dilihat dalam Tabel
1.1. Sementara itu, produk Leather Goods tersebar dalam berbagai turunan HS
4202, HS 4203, HS 4205, HS 6403, HS 6404, dan HS 6405 sebagaimana dapat
dilihat dalam Tabel 1.2.
Asosiasi Penyamak Kulit Indonesia mencatat bahwa pada tahun 2012
penyamak kulit di Indonesia memproduksi kulit kambing dan domba sebanyak 35
juta meter persegi, dan kulit sapi (cow hide leather) sebanyak 2,4 juta meter
persegi. Volume ekspor komoditi Leather Indonesia ke dunia adalah sebagai
berikut. Ekspor kulit mentah (pickled) sebesar 40,6 ton, cow-based wet blue
leather sebesar 0,15 juta meter persegi, dan cow crust leather sebesar 1,11 juta
meter persegi. Dan dengan kapasitas ekspor komoditi Leather & Leather Goods
Indonesia ke dunia sebesar US$ 2,55 milyar (tahun 2011), Indonesia memiliki
peluang untuk meningkatkan ekspor komoditi ini ke Jepang. Analisa mengenai
Leather & Leather Goods di pasar Jepang akan disampaikan pada Bab II.

1.2 Profil Jepang
Jepang adalah negara kepulauan yang juga memiliki julukan sebagai
negara Matahari Terbit dan negeri Sakura. Jepang yang beribukota di Tokyo
merupakan negara industri dengan GDP terbesar ke-3 setelah Amerika Serikat
dan China.
Sistem pemerintahan Jepang adalah monarki konstitusional dengan sistem
parlementer, dengan kaisar (tennō heika) sebagai kepala negara, dan perdana
menteri sebagai kepala pemerintahan yang dipilih oleh parlemen.
Parlemen di Jepang terdiri dari dua majelis: Majelis Rendah Jepang (House of
Representatives) dan Majelis Tinggi Jepang (House of Councillors).

Menurut Geospatial Information Authority of Japan, luas negara Jepang
yang berpenduduk 126 juta (menurut sensus tahun 2012) ini adalah sebesar
377.959 2km . Jepang memiliki 6.800 pulau, dengan 4 pulau terbesar yaitu
Hokkaidō, Honshū, Shikoku, dan Kyūshū. Jepang secara geografis terletak di
kawasan Asia timur yang terpisah dari benua Asia, dan berada di sebelah barat
Samudera Pasifik. Adapun batas-batas negara Jepang adalah sebagai berikut:
utara adalah Laut Okhotsk, timur adalah Samudera Pasifik, selatan adalah Laut
Cina timur dan Laut Filipina, dan barat adalah Laut Jepang dan Selat Korea.
Secara keseluruhan, Jepang mempunyai iklim muson laut sedang.
Jepang memiliki mata uang Yen (¥). Kegiatan ekonomi utama Jepang
adalah industri, pertanian, perikanan, pertambangan, perhubungan, dan
perdagangan. Rasio swasembada pangan di Jepang adalah 40%, sehingga
Jepang sangat tergantung pada impor bahan makanan dari luar negeri.
Kota-kota perdagangan utama di Jepang adalah Tokyo, Osaka, dan
Nagoya. Tokyo adalah kota perdagangan terbesar di dunia, dengan GDP lebih
dari US$ 1 triliun.

BAB II
POTENSI PASAR JEPANG
2.1 Ekspor Impor Komoditi Leather & Leather Goods Jepang - Dunia
Jepang merupakan negara produsen dan pengekspor komoditi Leather &
Leather Goods ke berbagai negara di dunia. Sebagaimana dapat dilihat pada
Tabel 2.1, negara tujuan utama ekspor komoditi Leather adalah Hongkong
(29,34%), China (25,53%), Thailand (15,26%), Vietnam (11,4%), dan Korea
Selatan (7,42%). Indonesia berada para urutan ke-8 dengan pangsa 1,06%. Pada
Tabel 2.1 ini terlihat bahwa ekspor komoditi Leather Jepang mengalami
peningkatan 3,94% pada tahun 2012 dibanding dengan tahun 2011.

Sebagaimana dapat dilihat pada Tabel 2.2, negara tujuan utama ekspor komoditi
Leather Goods yang termasuk dalam HS 42 adalah China (30,85%), Amerika
Serikat (19,03%), Hongkong (14,9%), Taiwan (11,39%), dan Korea Selatan
(9,33%). Indonesia juga merupakan negara tujuan ekspor Jepang dengan
pangsa 0,77%. Pada Tabel 2.2 ini terlihat bahwa ekspor komoditi Leather Goods
(HS 42) Jepang mengalami penurunan 25,21% pada tahun 2012 dibanding
dengan tahun 2011.

Sementara itu, turunan HS 64 yang merupakan komoditi Leather Goods
adalah HS 6403 Footwear, upper of leather, HS 640420 Footwear with outer
soles of leather and uppers of textile materials, dan HS 640510 Footwear with
uppers of leather or composition leather, nes. Sebagaimana dapat dilihat pada
Tabel 2.3, negara tujuan utama ekspor komoditi Leather Goods yang termasuk
dalam HS 64 ini adalah Hongkong (26,11%), Taiwan (16,95%), China (14,47%),
Korea Selatan (12,66%), dan Singapura (6,65%). Indonesia juga merupakan
negara tujuan ekspor Jepang dengan pangsa 0,09%. Pada Tabel 2.3 ini terlihat
bahwa ekspor komoditi Leather Goods (HS 64) Jepang mengalami penurunan
17,33% pada tahun 2012 dibanding dengan tahun 2011.

Total impor komoditi Leather & Leather Goods Jepang dari dunia jauh lebih
besar dibanding nilai ekspornya. Total impor komoditi Leather (HS 41) Jepang
pada tahun 2012 adalah sebesar US$ 340,61 juta (lihat Tabel 2.4). Lima negara

utama pengekspor komoditi Leather ke Jepang adalah China (18,89%), Amerika
Serikat (15,03%), Italia (8,69%), Kanada (6,32%), dan Brasil (5,64%).
Indonesia menempati urutan ke-21 atau urutan ke-3 untuk ASEAN dengan
pangsa 0,85%. Pada Tabel 2.4 ini terlihat bahwa impor komoditi Leather (HS 41)
Jepang mengalami peningkatan 18,02% pada tahun 2012 dibanding dengan
tahun 2011.

Sebagaimana dapat dilihat pada Tabel 2.5, negara tujuan utama ekspor
komoditi Leather Goods (HS 42) adalah China (36,78%), Italia (31.03%),
Perancis (13,75%), Spanyol (4,27%), dan Vietnam (2,85%). Pada tahun 2012,
Indonesia memiliki pangsa sebesar 0,79%. Pada Tabel 2.5 ini terlihat bahwa

Lima negara utama pengekspor Leather Goods (HS 64) ke Jepang adalah
China (21,5%), Italia (21,03%), Kamboja (11,18%), Vietnam (10,4%), dan
Myanmar (6,7%). Pada tahun 2012, Indonesia memiliki pangsa sebesar 2,28%.
Pada Tabel 2.6 terlihat bahwa impor komoditi Leather Goods (HS 64) Jepang
mengalami peningkatan 11,04% pada tahun 2012 dibanding dengan tahun 2011.

Perbedaan nilai ekspor dan impor komoditi Leather & Leather Goods
Jepang dengan dunia selama 5 tahun (lihat Tabel 2.1 s/d Tabel 2.6)
mengindikasikan potensi pasar ekspor komoditi Leather & Leather Goods ke
Jepang. Dari Tabel 2.4 s/d Tabel 2.6, dapat terlihat bahwa total impor komoditi
Leather & Leather Goods secara umum mengalami peningkatan, yang
memberikan indikasi potensi pasar yang baik untuk komoditi Leather & Leather
Goods ini.

Secara umum dapat disimpulkan bahwa potensi Indonesia untuk mereguk
pasar/share yang lebih besar untuk komoditi Leather & Leather Goods di Jepang
masih sangat terbuka.
2.3 Kebijakan Impor Komoditi Leather & Leather Goods di Jepang
Untuk impor komoditi Leather & Leather Goods, regulasi yang berlaku di
Jepang adalah sebagai berikut:
(1) Export Trade Control Order. Berdasarkan Export Trade Control Order,
eksportir komoditi Leather & Leather Goods ke Jepang harus mencantumkan
nama ilmiah hewan yang diambil kulitnya pada invoice sehingga dapat diketahui
apakah hewan tersebut termasuk dalam daftar hewan yang terancam punah
yang dikeluarkan oleh Convention on International Trade in Endangered Species
(CITES).
(2) Custom Law. Berdasarkan Custom Law, bila importir mengimpor komoditi
yang dibatasi kuotanya, importir harus meminta jatah kuota impor dari Ministry of
Economy, Trade, and Industry. Kuota ini ada untuk melindungi produsen dalam
negeri Jepang. Bila total impor melebihi jatah yang diberikan, maka importir akan
dikenakan pajak yang lebih tinggi (secondary rate). Tarif bea masuk yang berlaku
untuk komoditi Leather & Leather Goods dari Indonesia tercantum pada Lampiran
I. Selain itu, Custom Law juga berlaku untuk mencegah masuknya Leather Goods
yang melanggar Intellectual Property Right, seperti produk tiruan yang
menggunakan brand terkenal.

(3) Act on Domestic Animal Infectious Diseases Control. Berdasarkan Act on
Domestic Animal Infectious Diseases Control, untuk komoditi Leather yang
berasal dari hewan ordo Artiodactyla, juga kuda, kelinci, dan sebagian jenis
burung, harus mendapatkan sertifikat karantina dari lembaga di negara
pengekspor. Importir harus menyerahkan sertifikat ini kepada pihak karantina di
Jepang untuk mendapatkan Certificate of Import Quarantine.
Selain ketiga regulasi di atas, regulasi-regulasi berikut ini berlaku untuk
penjualan produk Leather Goods di dalam negeri Jepang.
(4) Act on Control of Household Products Containing Harmful Substances.
Regulasi ini melarang penjualan produk Leather Goods yang menggunakan zat
kimia yang berbahaya bagi tubuh manusia.
(5) Indication of Household Article's Quality Law. Regulasi ini mewajibkan
penulisan jenis kulit binatang yang digunakan, cara perawatan dan penyimpanan,
serta informasi tentang penulis keterangan tersebut.
(6) Act for Preventing Unjustifiable Extra or Unexpected Benefit and Misleading
Representation. Regulasi ini mewajibkan pelabelan yang menuliskan negara asal
impor dari bahan yang digunakan pada produk Leather Goods.

2.4 Saluran Distribusi Komoditi Leather & Leather Goods di Jepang
Gambar 2.2 mendeskripsikan alur distribusi komoditi Leather & Leather
Goods dari produsen, lalu diekspor dan sampai kepada konsumen. Komoditi
Leather diekspor dalam bentuk raw leather, maupun yang sudah melalui proses
chrome tanning atau tanning process lainnya. Komoditi Leather akan digunakan
oleh manufacturers di Jepang untuk memproduksi berbagai macam Leather
Goods. Untuk Leather Goods, importir akan mendistribusikan kepada
wholesalers sebelum masuk ke retailers dan mass merchandisers. Sementara itu,
produk Leather Goods dengan brand terkenal umumnya memiliki official agency
dan tidak sedikit yang memiliki official stores.

2.5 Hambatan Lainnya
Beberapa hal yang dapat menghambat peningkatan ekspor komoditi
Leather & Leather Goods ke Jepang adalah sebagai berikut.
(a) Keterbatasan bahan baku. Pada tanggal 5 Maret 2013, Asosiasi Penyamak
Kulit Indonesia (APKI) mengadakan pertemuan membahas tentang
kurangnya raw material untuk industri penyamakan kulit. APKI meminta
kepada pemerintah untuk memberikan pajak ekspor yang tinggi atau
melarang ekspor raw leather ke luar negeri. Di saat yang bersamaan, APKI
meminta pemerintah melonggarkan aturan impor raw leather dari luar negeri
karena produksi Leather Goods di Indonesia juga banyak menggunakan raw
leather impor. Keterbatasan bahan baku ini tentunya menghambat
peningkatan produksi dan ekspor produk Leather Goods. Pada saat yang
bersamaan, pemberian pajak ekspor yang tinggi akan mengurangi daya
saing komoditi Leather Indonesia terhadap negara pesaing lainnya.
(b) Tarif bea masuk. Walaupun cukup banyak komoditi Leather & Leather Goods
yang akan menjadi bebas tarif bea masuk, namun dibanding dengan negara
pesaing, misalnya Thailand, ada beberapa komoditi Leather & Leather Goods
yang pada saat ini nilai tarif bea masuknya masih lebih tinggi. Sebagai contoh,
produk HS 4101.20.212.5 (Raw hides and skins (other than furskins) and
leather; whole hides and skins unsplit; other), Indonesia masih dikenakan tarif
bea masuk 5,5% dan baru dibebaskan pada tahun 2018, sementara saat ini
Thailand hanya dikenakan 4,4% dan bebas bea masuk mulai tahun 2017.

(c) Reputasi pesaing. Perusahaan Eropa yang memiliki produk dengan brand
terkenal memiliki reputasi yang sangat baik di Jepang karena masyarakat
Jepang suka dengan produk yang memiliki brand terkenal. Reputasi pesaing
di premium market ini merupakan penghalang untuk produk Indonesia masuk
ke premium market di Jepang ini.
(d) Kendala bahasa/komunikasi. Ada kendala bahasa/komunikasi antara
produsen/pengusaha komoditi Leather & Leather Goods di Indonesia dengan
konsumer di Jepang karena keterbatasan pihak Jepang dalam penggunaan
bahasa Inggris, dan hal ini dapat menghambat proses transaksi.
(e) Pemasaran dan promosi. Masih sangat sedikit promosi komoditi Leather &
Leather Goods ini kepada masyarakat Jepang. Pengusaha-pengusaha
komoditi Leather & Leather Goods perlu aktif untuk ikut dalam pameran
dagang di Jepang sehingga keberadaan mereka dapat dikenal oleh
pengusaha-pengusaha Jepang.
(f) Keikut-sertaan Jepang dalam Trans-Pacific Strategic Economic Partnership
(TPP). Saat ini Jepang sedang melakukan perundingan untuk ikut serta
dalam TPP. Keikut-sertaan Jepang akan memberikan keuntungan bagi
Vietnam yang juga bergabung dalam TPP ini.

BAB III
PELUANG DAN STRATEGI
3.1 Peluang
a. Bentuk Kerjasama
Dengan hubungan bilateral yang terbina baik antara Indonesia dan Jepang,
Indonesia memiliki keuntungan untuk mengundang lebih banyak investor dari
Jepang untuk mengembangkan komoditi Leather & Leather Goods di Indonesia.
b. Perbaikan ekonomi dalam negeri Jepang
Dengan perbaikan ekonomi dalam negeri Jepang, dapat diharapkan bahwa
market untuk komoditi Leather & Leather Goods juga semakin meningkat.
Sebagai contoh, sebagaimana dapat dilihat pada Tabel 3.1, market untuk
peralatan olahraga dalam negeri Jepang, walaupun sempat mengalami
penurunan selama 3 tahun setelah Lehman Shock pada tahun 2008, market
untuk peralatan olahraga ini sudah kembali mengalami peningkatan sejak tahun
2012, dan diperkirakan market pada tahun 2013 akan menjadi lebih besar
dibanding tahun 2008.

Peralatan olahraga, seperti sepatu, sarung tangan, dan sebagainya cukup
banyak yang menggunakan bahan kulit. Kebutuhan dalam negeri Jepang yang
meningkat ini merupakan peluang yang baik untuk peningkatan pangsa pasar
Indonesia di Jepang.
c. Tarif bea masuk
Melalui perjanjian kerjasama ekonomi dengan Jepang dalam kerangka
IJEPA, cukup banyak komoditi Leather & Leather Goods dari Indonesia yang
akan menjadi bebas tarif bea masuk. Sebagai contoh, untuk produk HS
4112.00.212.3 (Leather further prepared after tanning or crusting; Other: Other),
Indonesia saat ini dikenakan tarif bea masuk sebesar 7,3% dan akan bebas tarif
bea masuk pada tahun 2018. Untuk produk ini, China sebagai negara pesaing,
dikenakan tarif bea masuk sebesar 30%. Lebih rendahnya nilai tarif bea masuk
memberi peluang yang lebih baik bagi Indonesia.
d. Reputasi produk Indonesia
Gambar 3.1 menunjukkan contoh sarung tangan untuk golf dan baseball
buatan Indonesia yang ada di pasar Jepang. Produk pada contoh pada Gambar
3.1 ini merupakan produk perusahaan Jepang yang diproduksi di Indonesia. Hal
ini mengindikasikan reputasi yang baik dari produk Indonesia di Jepang. Peluang
untuk meningkatkan pangsa pasar di Jepang ada karena produk buatan
Indonesia sudah diterima oleh masyarakat Jepang.

3.2 Strategi
Dengan melihat fenomena secara umum dan mempertimbangkan
peluang-peluang yang tertera di atas, hal-hal berikut direkomendasikan bagi
dunia usaha Indonesia untuk dapat meningkatkan pangsa pasar untuk komoditi
Leather & Leather Goods di Jepang.
a. Berpartisipasi dalam pameran dagang di Jepang. Pameran-pameran yang
terkait komoditi Leather & Leather Goods dilaksanakan setiap tahunnya di
Jepang. Para pengusaha komoditi Leather & Leather Goods di Indonesia
kiranya dapat proaktif untuk berpartisipasi mengikuti pameran sehingga
keberadaan perusahaan mereka dapat dikenal di Jepang. Menghadiri
pameran dagang di Jepang juga merupakan kesempatan yang baik untuk
dapat melihat desain Leather Goods produk Jepang. Misalnya dalam Tokyo
International Gift Show, Japan Leather and Leather Goods Industries
Association juga turut berpartisipasi dengan membuat paviliun Japan Leather
Styles.

b. Proaktif dengan Perwakilan Dagang di Jepang. Para pengusaha komoditi
Leather & Leather Goods di Indonesia diharapkan dapat secara proaktif
menghubungi perwakilan dagang luar negeri Indonesia di Jepang (Tokyo dan
Osaka) untuk meminta informasi pameran dan perkembangan terkait
komoditi Leather & Leather Goods ini, maupun untuk bantuan prasarana
kerjasama dengan pihak Jepang.
c. Mendirikan lembaga standarisasi eco leather untuk komoditi Leather &
Leather Goods di Indonesia. Secara internasional, semakin banyak negara
yang membuat standarisasi eco leather untuk komoditi Leather & Leather
Goods. Jepang sendiri memiliki standarisasi yang disebut Japan Eco Leather
Standard. Syarat-syarat yang untuk mendapatkan sertifikasi ini, misalnya
kandungan formaldehyde tidak boleh melebihi 16 mg untuk 1 kg bahan bila
produk digunakan untuk anak di bawah usia 3 tahun, pewarna yang
digunakan tidak mengandung carcinogenic aromatic amine, dan sebagainya.
Produk yang lolos standarisasi dapat menggunakan label Japan Eco Leather
seperti tertera pada Gambar 3.2. Pengadaan standarisasi seperti ini di
Indonesia akan bermanfaat untuk meningkatkan citra produk Indonesia
sebagai produk yang ramah lingkungan dan aman bagi manusia.

d. Mengundang asosiasi-asosiasi terkait komoditi Leather & Leather Goods di
Jepang untuk menghadiri Pameran Gelar Sepatu, Kulit dan Produk Fashion
di Jakarta yang diselenggarakan oleh Kementerian Perindustrian. Pameran
seperti ini dapat menjadi wadah yang baik untuk membina kerjasama antara
pengusaha komoditi Leather & Leather Goods di Indonesia dengan pihak
Jepang.
e. Memantau perkembangan fashion trend di Jepang. Mengingat Leather Goods
adalah produk yang erat hubungannya dengan desain, dan karena desain itu
sendiri bersifat dinamis, adalah baik untuk secara berkala memantau
perkembangan fashion trend di Jepang. Salah satu majalah yang dapat
direkomendasikan untuk memantau perkembangan fashion trend yang terkait
dengan Leather Goods adalah majalah Japanese Leather Complete Book,
majalah yang terbit setahun sekali (lihat Gambar 3.3). Sementara itu, situs
yang yang dapat direkomendasikan untuk memantau perkembangan fashion
trend terkait dengan Leather Goods adalah http://timeandeffort.jlia.or.jp yang
merupakan situs showroom Leather Goods bernama Time & Effort yang
berlokasi di daerah Ginza, Tokyo.

f. Meningkatkan kualitas industri Leather & Leather Goods di Indonesia.
Pelaksanaan Pameran Gelar Sepatu, Kulit dan Produk Fashion di Jakarta
yang diselenggarakan oleh Kementerian Perindustrian merupakan satu
langkah yang baik untuk meningkatkan kualitas industri. Hal konkret lainnya
yang dapat dilakukan adalah seperti mengadakan acara Indonesian Leather
Award. Jepang sendiri juga mengadakan acara Japan Leather Award untuk
meningkatkan kualitas industrinya. Gambar 3.4 adalah foto produk yang
mendapatkan award untuk divisi tas wanita pada tahun 2011 dan tahun 2012.
Produk-produk yang mendapatkan award pada acara Japan Leather Award
ini dapat dilihat di showroom Leather Goods bernama Time & Effort yang
berlokasi di daerah Ginza, Tokyo.

g. Lebih melibatkan desainer dari Jepang dalam mengembangkan industri
Leather Goods di Indonesia. Lebih melibatkan desainer dari Jepang bukan
berarti meremehkan desainer dalam negeri Indonesia. Namun untuk
meningkatkan pangsa pasar di Jepang, tentunya perlu penyesuaian dengan
selera masyarakat setempat. Hal konkret yang dapat dikerjakan adalah
seperti melibatkan desainer dari Jepang sebagai tim juri pada acara
Indonesian Leather Award.
h. Product Branding. Pengusaha komoditi Leather Goods perlu mengupayakan
product branding dengan tujuan menembus premium market di Jepang. Hal
ini tentunya tidak dapat dilaksanakan dalam waktu yang singkat, namun
keberhasilan menembus premium market akan memberikan kontribusi yang
besar untuk peningkatan nilai ekspor Leather Goods ke Jepang ini.
i. Mengembangkan industri peternakan di Indonesia. Masalah kekurangan
bahan baku tentunya berhubungan dengan peternakan hewan yang akan
diambil kulitnya ini. Pengembangan industri peternakan di Indonesia ini
tentunya memerlukan dukungan dari pemerintah pusat dan pemerintah
daerah. Perencanaan dan pelaksanaannya pun dapat melibatkan
peneliti-peneliti dari dalam maupun luar negeri dan juga investor asing
termasuk dari Jepang.
