    Residents of the Briarwoodsubdivision used the public com-ment portion of the June 16 Eve-sham Township Council meetingto ask for possible solutions tosome growing problems theyhave – overgrowing, that is.

    Resident Kevin Rogers spokeon behalf of Briarwood residentswhen he asked council if therewas anything it could do regard-

    ing the nature of the subdivi-sion’s two “Briarwood signs” andseveral retention and detentionbasins, which have become over-grown and are drawing residents’ire.

    The 33rd National High School Russian Essay Contest was held onNov. 11. Nationally, 42 students competing on the advanced level re-ceived gold medals; two of these medals were awarded to Cherokeestudents. The gold medal essays were then forwarded to Moscow,Russia, for a second round of judging. Cherokee High School stu-dents, Elizabeth Popov and Nicholas Viggiano were each awarded asilver medal in this second, international round of judging. This is thefirst time Cherokee students of Russian have received internationalawards.

    The Lenape Regional HighSchool District recently wasawarded the 2015 AaronFlanzbaum 21st Century Demo-cratic Heritage Award from theNew Jersey Regional Office of theAnti-Defamation League and theNew Jersey Association of SchoolAdministrators. The district wonfor its innovative and effectiveprogram, Step Up and ID (Inter-rupt and Define) HIB (Harass-ment, Intimidation, Bullying).

    On behalf of the Lenape Re-gional High School District Board

    of Education and administration,the award was accepted by dis-

    trict representatives DonnaCharlesworth and Craig Bookwal-ter at a ceremony on Thursday,May 14 at the NJASA/NJAPSASpring Conference.

    trict’s program, Step Up and IDHIB, encourages every student to‘walk the walk’ to defend theirfriends and classmates if they areever harassed or bullied for anyreason,” District SuperintendentCarol Birnbohm said. “The pro-gram empowers every student – in all four Lenape Regional highschools – to stand up, step up andbe an ‘upstander,’ not a by-stander.”

    The LRHSD also has beenawarded the No Place for Hatedesignations at all four of its high

    schools by the Anti-DefamationLeague for the past three years.

    The Center for the Arts inSouthern New Jersey is present-ing artwork created by membersof the center with its ongoing an-nual Members Exhibit.

    This multi-media exhibitionprovides the art lover with a wide

    diversity of subject matter andmedium. The majority of the art-work is for sale and can be pur-chased from the Center for theArts. A free and open to the pub-lic exhibit reception for the mem-bers and their work will be held

    In early May, the EveshamTownship Council introduced the2015 municipal budget, tellingresidents with average assessedproperty values that they wouldbe saving about $15 in municipalproperty taxes next year.

    At council’s June 16 meeting,that proposal became realitywhen council approved the budg-

    et, changing none of the numbersincluded since the time of its in-troduction last month.

    Homeowners with homes val-ued at the average assessment of $270,500 should see a $14.73 reduc-tion in municipal taxes.

    The total budget equates toabout $34.7 million, and accord-ing to Evesham Township Manag-er Tom Czerniecki at the time of the budget’s introduction, that

    figure approaches $739 spent bythe township per resident, whichhe said is lower than the averagesof both New Jersey and Burling-ton County.

    Mayor Randy Brown said hewas very proud of the hard workput into the township’s secondstraight year of property tax re-duction, which he said was not aneasy task due to rising health-care and pension costs, both of which afflicted the state’s budget.

    Brown said Evesham was ableto succeed where the state did notdue to its partnerships withunions in the township’s self-in-surance health insurance plan

    “When you’re able to pull enti-ties together like we’ve been ableto do, and you’re able to shareservices like we’ve been able todo, it makes property tax reduc-tions easier than others,” Brownsaid.

    Brown said the township alsoworked hard to avoid raisingtaxes despite the state allowingup to a 2 percent annual increase,which he said most school dis-tricts fully use because they’renot asking hard questions regard-ing their budgets.

    “I see school districts whosehealth insurances go up from $8million to $13 million in a five-year period. There’s no workbeing done to try to help the tax-

    payer,” Brown said.Prior to the budget’s official

    adoption, a public hearing washeld, during which the only mem-ber of the public to speak was res-ident Phil Warren, who ran onthe Democratic ticket for councillast November.

    Life changes here in New Jersey for

    two-and-a-half months once school

    lets out for summer recess. The kid-

    dies are home, which makes us changeour normal routine. Traffic eases up at

    the typical before-school and after-

    school rushes, and families head out of 

    town for vacation.

    We here at The Sun don’t take vaca-

    tions. Well, that’s not true, but our ded-

    ication to providing the best coverage

    in town doesn’t waiver one bit. If any-

    thing, summer allows us to focus even

    more on the special people, places and

    things that make our town so wonder-

    ful.

    Every summer, the end of the school

    year means the temporary end of school coverage – stories and photos

    of students and teachers doing a com-

    munity service project, of high school

    sports teams and of noteworthy ac-

    complishments. But that doesn’t mean

    our pages will be blank.

    True, summer often does signal a

    slowdown in “official” town- and

    school district-related business, but

    there is plenty of newsworthy happen-

    ings around town to keep your interest

    piqued.

    Summer is a time when we often

    reach out to you, our readers, for a lit-

    tle help.

    Cherokee High School Class of 2011graduate Margaret “Maggie” Montesanti

    recently graduated from Villanova Univer-sity with a bachelor’s of science degree inengineering. She also graduated from theVillanova Navy ROTC program and wascommissioned into the Navy on the sameday.

    Montesanti is a proud graduate of Cherokee High School, where she was amember of the swim team, and was the ex-ecutive officer of the NJROTC program.

    Montesanti honored her past CHSNJROTC instructors by having Major RoryF. Meehan (USMC, Ret) have the distincthonor of acting as the commissioning offi-

    cer to administer the Oath, and Barry M.Harvey (USN, Ret) was further honored asher “First Salute.” Also in attendance wasNeal Peng, the current CHS NJROTC exec-utive officer and recipient of a Navy ROTCscholarship to Villanova University.

    The Evesham Police Depart-ment is in the process of updatingits bike registration program.

    Residents are invited to regis-ter their bicycles with the agencyso that in the event the bike is lostor stolen, ETPD officers would beable to identify it more easily.This will also enable officers to

    return found bicycles in a moreefficient manner.Interested residents can come

    to the police station at any timeand request a bike registrationform. Officers will also have asupply of the forms in their po-lice vehicles to give out to any res-idents who request one. A sepa-rate form must be completed foreach bike being registered. Resi-dents will be given a registrationsticker for each bike that is regis-tered through the program.

    the budget, noting that loan pay-ments and health-care costs wereboth down, but said he had a fewquestions.

    First, Warren asked about aline in the budget that noted hav-ing $405,000 less for public andprivate revenues than the previ-ous year.

    Evesham Township chief fi-nancial officer Tom Shanahansaid those figures related togrants the township receivesthroughout the year, and as otherlevels of government operate ondifferent funding cycles, and tospend that money, the township isallowed to put grants into thebudget before receiving them.

    Warren also noted the amountof surplus funds went up in thebudget by about $965,000 morethan the previous year, and won-

    dered if there was any policy orrule designating a certainamount of funds as surplus, asopposed to potentially having thatmoney directed toward loweringtaxes or some other area.

    Czerniecki said the townshipattempts to anticipate a few budg-et cycles as best it can and saidwhile mayor and council provid-ed direction, they wanted a flatbudget with a modest decrease intax, and they also wanted to pro-

    vide stability.Brown added it was his opin-ion that if the council was goingto continue to increase surplus, itwas only going to do so while con-tinuing to reduce property taxes,as in the 2015 budget.

    In addition to adopting thebudget at the meeting, councilalso passed a resolution that al-lowed township staff to conductits own self-examination of thebudget instead of sending it toTrenton. Czerniecki said only

    towns deemed to be in good fiscalstanding are allowed to do this.

    “It certainly saves us consider-able time and money,” Czernieckisaid.

    However, Rogers explained thatno homeowners association ex-ists in Briarwood, and no ease-ments having been set up wherethe signs are on common ground.

    “As far as the property owner isconcerned, they could take thesign down, and the people of Bri-arwood have no say in the matter,and so there should have been an

    easement or HOA, an easementfor someone to come in and dowork on it, or an HOA to take careof it,” Rogers said.

    Evesham Township managerTom Czerniecki said the town-ship would research planningboard approval documents to seewhere the signs appear on theoriginal plans, but said the signs

    were just one example of at aleast a dozen around town in astate of disrepair.

    Czerniecki said he hoped to

    soon propose to council an eco-nomic development or town beau-tification ordinance that wouldcreate a matching grant programwhere the township could helpthose residents who raise funds torepair and maintain such signs.

    “This way it spares us the ef-fort of having to go get the lowestbid and all that sort of stuff,” Cz-erniecki said.

    The other Briarwood-relatedissue Rogers raised was retention

    and detention basins that have be-come overgrown, and whichRogers said he wasn’t sure wereperforming as they should.

    Department of Public WorksSuperintendent Tom Kohl saidhis department was aware of theissue and it was on the schedule.

    Mayor Randy Brown askedthat Kohl meet with Rogers and

    other residents about the issue,and also asked the township engi-neer to see if there was perhapsanother solution the township

    again asked members of councilto review any decisions theymight have made regarding a po-tential redevelopment project onSouth Maple Avenue.

    Developer Mitchell Davis, onbehalf of current owner SouthMaple LLC, has plans to turn theproperty, located across from theEvesham Township School Dis-

    trict Administrative Office, into agroup of apartments. As he hasdone at previous meetings, Barba-giovanni cited concerns of thebuilding being too large for thearea and the area being unfit tohandle an increased amount of traffic that could result from theplans. Barbagiovanni said bothtown and county planning boards

    have told him there wasn’t any-thing they could do.
