Byrne Golf Clubhouse Improvements 9550 Leon Street Philadelphia, PA 19117 August 26, 2020 Dear Ms. Berryman, As a follow up to our August 18 th letter, we are working with Mr. William Hyndman, Executive Director of the First Tee of Greater Philadelphia in conjunction with Mr. Robert Allen of the Philadelphia Parks and Recreation Department on the renovation of the existing clubhouse at John F. Byrne Golf Course in Northeast Philadelphia located at 9950 Leon Street. The First Tee of Greater Philadelphia has entered into a lease agreement with the City of Philadelphia to run and operate the public golf course in a similar fashion to the agreement at the Walnut Lane Golf Club. As part of their long term plan, the First Tee intends to improve the golf course and renovate the clubhouse to provide an improved experience for Philadelphia golfers as well as create educational spaces to support their mission and programs. The First Tee has a long history of working with youth across the region and this project will continue to expand their reach within the City serving over 3,500 children annually. Their mission states: “The First Tee of Greater Philadelphia is a youth development organization that provides youth with educational programs that build character, instill life-enhancing values and promote healthy choices through the game of golf.” This project will provide the necessary upgrades to support their mission and goals at the John F. Byrne Golf Course. Existing Conditions: The existing clubhouse is a two story building that is built into the hillside of the golf course, with a partial 3 rd floor apartment. The 1 st floor, approximately 4,700 s.f., is elevated above Leon Street and houses the main public functions of the golf club including registration, pro shop, lounge and bar, restrooms, an office, and general storage. The lower level, approximately 7,150 s.f., is used for maintenance and storage of golf course equipment, golf carts and mechanical systems. There is an additional apartment located above a portion of the clubhouse that is accessible directly from the outside through a separate entrance and is currently not inhabited. Parking is located along Leon Street, and the clubhouse is accessed via sloping sidewalks as well as a main entry stair. The existing clubhouse is poorly laid out, underutilized, and has not seen any significant upgrades in many years. The exterior façade of the main entry facing Leon street includes masonry brick veneer which in several locations has been covered with painted T-111 wood siding. The remaining elevations of the clubhouse are largely painted T-111 which has failed and is rotted in many locations.     recently replaced and repaired in-kind due to excessive leaking throughout the facility. As outlined in the attached documents, the facility has suffered from years of deferred maintenance which has resulted in degradation of the exterior facade. Proposed Scope of Work: The proposed scope of work for the project will consist of new code compliant site stairs and handrails on the Leon Street side, new sidewalks around the main entry including the elimination of the existing front steps to make the main entrance ADA accessible, as well as a new canopy over the front door to provide cover and signify the entrance. This will be enhanced with the installation of all new signage identifying the clubhouse and The First Tee. The exterior façade materials will be restored and replaced including repointing of the masonry brick veneer and replacement of the T-111 and sheathing with new fiber cement panels as indicated on the renderings. This will result in a complete transformation of the exterior while providing a water-tight insulated building envelope. The interior of the clubhouse will also receive major improvements. The scope of work will include reconfiguring the layout to construct an interactive classroom for STEM, school field trips and daily academic use, a conference and meeting space, a new golf simulator, an ADA restroom, and a complete upgrade of the interior fit and finish. The upgrades will include new energy efficient LED lighting, new acoustic tile ceilings and grid, new durable wood look vinyl flooring, all new ceramic tile flooring and wainscot in the restrooms, as well as repair and painting of the walls as per the attached renderings. The projected budget for the project is $750,000 and the project will be funded in its entirety by the First Tee of Greater Philadelphia and will not be utilizing any funds from the City. The project has been developed in conjunction with the Department of Parks and Recreation and was presented to their committee on Friday August 14th and received a ringing endorsement from the group. We hope that the Art Commission sees the value that the First Tee of Greater Philadelphia is bringing to this project and will support the renovation and upgrades to the John F. Byrne clubhouse. We look forward to presenting the project to you and your colleagues.

  • CORE VALUES

    Welcoming and Safe: The visitor experience should be above all, safe. Beyond that, however it should be welcoming, and to do this, we need a clear “front door” and a front door experience where the First Tee brand is reinforced from the entry on in.

    Flexible and Accommodating: We realize that while we are planning for a facility to be renovated in the near future, the real potential of First Tee at John F. Byrne will be played out over years to come. For this very important reason, we will seek, from the start, to make the plan as flexible as possible for the changing needs and evolution over time.

    An Actionable Plan: This process will not just be a pie in the sky exercise, rather it will become an invaluable tool to focus the team on common targets that communicate the vision and path forward to the project stakeholders, resulting in a clear, implementable, buildable, and phaseable plan.

    Beacon and Brand: Because the culture of staff and volunteers is so important to the delivery of the program, the plan should maintain, support and enhance the First Tee Mission. The First Tee brand deserves a project that exudes positive strength while creating a beacon of activity. A building that opens up, welcomes in, and aids in creating a stronger outward identity to the greater Northeast Philadelphia Community.

    Fiscally responsible: On time and on budget. It is critical for this project be fiscally responsible. Focus will be on value over cost, durability over gaudiness, and long-term cost of ownership over short-term expense. Success in achieving these goals will lie in design and execution that spends dollars wisely up front while considering long-term expenses for energy and maintenance. The concept and design will provide a “win-win” where the impact will have an exponential relationship to the funds invested.
