President’s Message

Welcome to the 2015–2016 season at Maryborough Little Athletics Centre.

It is great to see our many returning athletes and families, as well as many new athletes and their families. It is my pleasure to welcome you or to welcome you back!

As this year begins you will notice some further improvements in our facilities and equipment, most noticeably our fantastic new timing gates which all athletes will have the opportunity to use regularly. This will increase the accuracy of sprint times for athletes.

Last season, we had a number of athletes compete at Region and State meets. These events offer all athletes the opportunity to compete against athletes from other centres and we are proud of the participation and achievements of athletes from our centre at these events.

The participation of parents is vitally important within Little Athletics, and your involvement will help us to ensure each night runs as smoothly as possible. There are always things to be done, so please talk to one of the centre officials who will be able to assist you in finding the right role for you.

Little Athletics offers every child the opportunity to challenge themselves, with an emphasis on improving their individual personal best, and having parents involved in their journey is an outstanding way of supporting this very important aspect of their growth.

Children who turn 5 years old during the season may join and compete in the U6 age group. They will also be eligible to compete in this age group in the following season. The normal season fee will apply.

Recording your events

All performances are recorded on a computer program and used to determine the annual Star and Participation awards.

Performance tickets are placed in a folder and can be picked up the following week. You can also access results at http://resultshq.com.au.

In the event of sickness or injury, which may prevent a child’s participation in events, the centre should be notified. This will be taken into account when awarding participation medals and in determining a child’s eligibility for championships.

Uniforms

The green and gold shirt unique to our centre can be ordered from the office. We will be taking orders for those who want to purchase the uniform, and have a limited stock available to purchase immediately.

A uniform is required by an athlete who is competing in either Regional or State championships, but is not compulsory for competing at local Maryborough events.

The uniform includes black shorts (without pockets or logos) and appropriate footwear.

Footwear must be worn at all times while competing at the Maryborough Little Athletics Centre.

We have a small number of black shorts (small sizes only) available for $10 each.

We also have old uniforms available at a discounted price. Unfortunately some of these have problems with logos/words but as our supplier has gone out of business they cannot be repaired. They are perfectly OK to wear on Friday nights.

Patches

Athletes will be issued with a patch showing their name and registration number when they sign up. This patch must be worn at all times, and should be pinned to the front of the child’s shirt. This allows officials to register the child’s results properly, and is a requirement of Little Athletics Victoria.

The supplied Jetstar badge should be sewn onto the child’s shirt on the left side, above the Maryborough Centre logo.

Athletes compete in between two and five events each night, depending on their age group. These events change from week-to-week. We run four different programs (shown as Day 1 to Day 4), so athletes repeat the same group of events every four weeks. The details of each age group’s events can be found on page 12.

If you are at a field event and your track event is called, you must go to your track event, then return to complete your field event.

Training nights

Training is held most Tuesdays from 4.00pm–5.15pm throughout the season. Each Friday night we will advise athletes what training will be offered on the following Tuesday.

All athletes wanting to improve their technique in specific events are welcome to attend. Parents and older athletes interested in learning about events and coaching are also encouraged to attend. Each training session is broken into three parts:

1. Children are encouraged to do a proper warm up, often using a running game followed by group stretching. Working in a group creates a bond between the children, helps keep their interest in the sport and builds their self confidence.

2. Technique training — Relevant to the events the children want to learn

3. Warm Down — another game to ease the athlete out of the session.

Track marking

Two or three times during the off season — and more often during the Track and Field season — the lines need to be marked. It takes about two hours with two people but could take a lot less with more.

We also pull out weeds and make repairs during this time. If you can spare some time to help with upkeep of the oval, contact our grounds-keeper Stuart Elliott on 0412 311 380, or Andrew Lighten on 0400 632 900.

On Track program for U6–U8

Maryborough Little Athletics Centre runs a special program for U6, U7 and U8 athletes. The program is called On Track. It has been designed by Little Athletics Victoria. It is an athletics skills program that provides these children with increased instruction, practice opportunities, and motivation.

Children are placed in small groups and participate in a range of skills working through a sequential program designed to encourage participation and move through various stages appropriate for their ability.

U6s will also compete in two events each week, and U7s and U8s in three events. All three age groups are eligible to earn stars for the awards at the end of season.

Cancellation procedure

Little Athletics may be cancelled due to a rain-soaked ground, excessive heat, or for other reasons. If this happens we have several measures in place.

1. We have a system that enables us to send a text message to each family advising them of the cancellation. Please ensure we have up-to-date mobile numbers.

2. If the weather is doubtful and you live out of Maryborough you can call Andrew Lighten on 0400 632 900.

Storms

NOTE: In the case of storms, we will not make a decision to cancel until 4:45pm. In many cases, storms and heavy rain can occur mid-afternoon but these can have cleared by late afternoon. Our ground is usually able to cope with this rain and be suitable for competition.

We will not compete if any lightning is evident in any surrounding storm activity.

Centre Guidelines and Parent involvement

Little Athletics is a family activity, and we strongly encourage both children and their parents to participate fully in all activities.

Parental involvement is vital for the successful running of Little Athletics. Unlike many other sports where only a few parents need to be involved, our sports requires at least 20 and ideally 30 parents involved every evening.

Children are not to be left at the centre without an adult. The centre takes no responsibility where a child has been left without a parent or guardian.

Please help out. If you are not sure what to do, ask one of the committee members or other people running events. You can spot them by the bright vests they are wearing.

Parents are also asked to help with conduct in the setting of appropriate standards of behaviour for children.

We encourage a positive attitude toward athletics and sportsmanship to our children. Booing, adverse barracking, swearing, fighting, throwing sticks, etc. are prohibited.

We also have a “hands off ” policy so that children are comfortable at our centre. Instances of inappropriate behaviour may be referred to the centre executive and may lead to suspension or disqualification of the athlete.

Programs are conducted at Jack Pascoe Reserve on Friday evenings from 5:30pm to 7:30pm. This reserve is located behind the indoor swimming and basketball centre at the corner of Gillies Street and Majorca Road, Maryborough.

Equipment officials are needed at the ground half an hour before starting time. We need more people to help with setting up and packing up the equipment. If you are able to help, please see Andrew Lighten or phone 0400 632 900.

All parents and children are asked to be at the centre by 5:20pm so that the program can start on time.

What our Coaches say

Little Athletes should always be striving to better their own previous performances. Not all children can be champions. Our emphasis is on participation for enjoyment. We encourage all children to participate in the full range of events.

At times children will be happy, while at other times they will not. As parents and coaches it is our job to teach children to win gracefully and to lose well. Our emphasis is on personal improvement rather than winning.

Participation Award

At the end of each season, athletes are awarded a medal based on their participation in events.

• 80–100% of events completed — Gold Medal• 60–79% of events completed — Silver Medal• 50-59% of events completed — Bronze Medal• Less than 50% of events completed — Participation certificate

Star Awards

Star Awards are presented to athletes in each age group with the highest proportion of personal bests during the season.

Championships

Centre Championships

The Maryborough championship day is held on the last day of the Track and Field season. Athletes compete in four events of their choice, and receive ribbons based on their result.

Regional/State Track and Field Championships

Athletes in the U9–U15 age group can compete in the Regional Track and Field Championship to be held at Ballarat on 20–21 February, 2016. Athletes must have participated in a minimum of four weeks of centre competition before close of entries.

Those athletes who place first at the Regional Championship automatically qualify for the State finals to be held at Albert Park on 19–20 March, 2016. Entry forms for regional competition must be submitted online (see centre secretary Andrew Lighten if you do not have internet access).

Additional place-getters at the Regional Championship may also qualify, depending on athlete numbers and the individual event.

Regional/State Relay Championships

Regional Relay championships are held on 22nd November, 2015 and the State Championships in Melbourne on 12th December, 2015.

Athletes can form teams to compete in 100m, 200m and 400m relay events. We will provide information in October and encourage athletes to get involved in this event.

State Multi Event Championships

U9–U16 competitors are invited to participate in the State Multi Event Championships. U9-U13 compete in five events, U14 in six, U15/UI16G in seven, and U16B in eight. See the Little Athletics Victoria website for details. This event will be held on 30th–31st January at Bendigo

Open Days

During the Little Athletics season many centres hold open days, where athletes get a chance to compete in their favourite events against others from different centres. Details of these are posted on our noticeboard and the Little Athletics Victoria website.

The Maryborough Open Day is held on the second Sunday of February, and we regularly have visitors from St Arnaud, Bacchus Marsh, Stawell, and Melbourne.

Opportunities for further development

Little Athletics Victoria offers a range of opportunities to athletes who want to further their skills.

U6-10 Skills Clinics

A one-day clinic for athletes held in September.

U11 Skills Clinic

A two-day clinic held in September.

Junior Development Squad

The Junior Development Squad (JDS) offers training and coaching programs for athletes in the U12–U16 age groups who have met qualifying standards. Training with other keen and enthusiastic squad members is both fun and motivational, and helps develop new friendships based on an enjoyment of athletics.

Competition regulations — rules for events

The rules and instructions for Little Athletics Victoria (LAVIC) are a collection of the relevant LAVIC Competition Rules together with rules of the International Association of Athletics Federations (IAAF) as found in the IAAF official handbook. Unless otherwise specified in the LAVIC regulation, the IAAF Rules and Regulations will be used and applied.

A full copy of the LAVIC Rules and the IAAF Rules and Regulations can be downloaded from the Little Athletics web site at www.lavic.com.au.

The summaries provided on the following pages are a brief guide only. In all instances, the LAVIC Rules and IAAF Rules and Regulations override these summaries.

Javelin

The javelin shall be held at the grip. It shall be thrown over the shoulder or upper part of the throwing arm, and shall not be slung or hurled. Unorthodox styles are not permitted. A throw shall be valid only if the tip of the metal head strikes the ground before any other part of the javelin. Until the javelin has been thrown, an athlete shall not at any time turn completely around, so that their back is towards the throwing arc.

Discus and shot put

An athlete shall commence his trial from a stationary position inside the circle. An athlete is allowed to touch the inside of the rim. In the Shot Put, he is also allowed to touch the inside of the stop board. Competitors must leave the rear half of the circle, after the shot or discus has landed even if it hits the cage. To be a valid throw, the shot or discus must fall within the marked lines.

In shot put the shot shall be put from the shoulder with one hand only. At the start of the trial the shot shall touch or be in close proximity to the neck or chin and shall not be dropped below this position during the action of putting. The shot must not be brought from behind the line of the shoulders.

High jump

The height of the bar is checked with the measuring stick perpendicular to the ground to the top of the lowest point of the cross bar, i.e. the middle. The height of the cross bar at the uprights is also taken to ensure that the bar is level.

Prior to the competition, the judges shall announce the starting height to the athletes.

At the end of each round the bar should be raised in 5cm increments. When there are six or fewer competitors remaining, the increments shall be 2cm.

The final athlete may continue to jump, at height rises agreed with the Chief Judge or Referee, until the athlete has three consecutive failures.

An athlete may approach the bar from any angle. An athlete must take-off from one foot only. Diving over the bar is not permitted. If the bar falls after an athlete has landed and left the mat, it may still be considered a failure. It is the decision of the judge as to whether contact by the athlete or some other factor caused the bar to fall (e.g., wind gusts).

The starting heights for State Championships are shown below.

Region starting heights will be 10cm below State starting heights. Centres use starting heights appropriate to age and skill level of the competing athletes.

At Maryborough, our officials will consult with the athletes and choose a starting height start suits the age group.

Long and Triple Jump

Take-off area: (mat, sand, tape or board):U6-8: 1.22m x 1.0m - mat with thin layer of sandU9-11: 1.22m x 0.5m - mat with thin layer of sand U12-16: 1.22m x 0.2m - tape/board

U6–U11

All jumps must be measured from the nearest break in the landing area (made by any part of the body or limbs) to the front edge of the imprint in the sand mat made by the take-off foot.

The distance must be measured to the nearest whole centimetre below the distance jumped.

In the case of an athlete taking off before reaching the take-off area, the jump is measured from the landing area imprint back perpendicular to the back edge of the take-off area.

U12–U16

All jumps must be measured from the nearest break in the landing area (made by any part of the body or limbs) perpendicular to the front edge of the take-off board (extended sideways as necessary).

The distance must be measured to the nearest whole centimetre below the distance jumped.

In all age groups, the athlete must leave the landing area by continuing forward in the direction of their jump. If they walk back through the landing area towards the take-off area, a “no jump” is declared.

Track Events

Events up to 400m are conducted in lanes. Competitors must stay in their own lane for the entire race.

In unlaned events (800m, 1500m, and walks) athletes may cross to the inside of the track at the point indicated by the starter, provided that no interference is caused to other athletes.

Positions and times are taken when the competitor’s torso (neck to hips) crosses the line.

U12–U16 athletes must use a crouch start for laned events. Starting blocks are available and recommended for athletes who want to compete at the Regional or State level.

Race Walking

Race Walking is a progression of steps so taken that the walker makes contact with the ground, so that no visible (to the human eye) loss of contact occurs.

The advancing leg must be straightened (i.e., not bent at the knee) from the moment of first contact with the ground until the vertical upright position. These are the only rules for which an athlete may receive a report.

The term report means one or both rules may have been broken.

The term caution means a warning, the rules have not been broken yet, but by continuing in that manner the athlete will probably break the rules.

Walk Judges give:

• Verbal cautions (yellow paddles) for all age groups. Where possible, the judge will show the athlete a yellow paddle indicating the offence along with the verbal caution.

• Verbal Reports (red cards) up to and inclusive of the U10 age group.• Non-Verbal Reports (red cards) for U11–U16 age groups.

In verbal reports, the judge will first call the athlete’s number or name, then the word caution or report, then the reason (contact or knees). In non-verbal reports, athletes are not informed but the report is given to the chief walk judge. Depending on the number of judges, an athlete is disqualified if they receive two or three reports from different judges.

Spikes may be worn by certain age groups in certain events as shown in table below. The following restrictions apply to spikes:

• For all surfaces, except for high jump and javelin, the length of the spike must not exceed 7mm.

• Specialist High Jump and Javelin footwear with heel spikes must not exceed 9mm, and may only be worn at these events.

• Only spike designs known as conical or pyramid (“Christmas tree”) will be permitted.

• Spike shoes must only be worn within the arena or at the field event venue while the athlete is competing.

Improper or incorrect wearing of spike shoes by an athlete detected by officials will be referred to the Chief Referee.

Committee meetings

All parents are welcome to join the Maryborough Little Athletics Centre committee. Meetings are usually held on the second Monday of each month.

It is vital that as many parents are involved as possible to ensure the centre can continue to run successfully. All parents are encouraged to come along and contribute in whatever way they can.

Fundraising

Maryborough Little Athletics Centre has one of the cheapest fee structures in the state, and this is because of our fundraising.

To help keep fees low, we need as many parents as possible to help with fundraising events. These include the Highland Gathering on New Year’s Day (at which we provide catering), our Open Day in February, and various school sports days where we provide a canteen.

Little Athletics Victoria Codes of Behaviour

Code Of Conduct

Little Athletics Victoria expects all members to comply with the Code of Conduct. Appropriate action may be taken in the case of any breaches of the Code of Conduct.

Little Athletics Victoria will ensure that all athletes, coaches, spectators, parents, officials and administrators are not prone to sexual abuse, neglect, physical abuse, or emotional abuse. They will ensure that all persons are included, protected, and not discriminated against in any manner.

Little Athletics Victoria is registered as an Incorporated Association as protection for its Centres, Committees, and its Members

Good governance of a centre

• Create a comfortable, safe & inclusive environment to encourage the involvement and participation of families

• Advertise your Centre through the use of flyers, signage and word of mouth

• Consider costs to allow as many people to participate• Control the business of the Centre by being focused on objectives of the

LAVIC Constitution• Implement a succession plan to assist members and administrators• Identify and manage any financial or non-financial risks of the Centre• Create a mandatory minimum checking standard to keep children safe by

Parents’ Code of Conduct

• Encourage children to participate if they are interested. However, if a child is not willing, do not force him or her.

• Focus upon the child’s efforts rather than the overall outcome of the event. This assists the children in setting realistic goals related to his/her own ability by reducing the emphasis on winning.

• Teach children that an honest effort is as important as victory, so that the result of each event is accepted without undue disappointment.

• Encourage children to always participate according to the rules.• Never ridicule or yell at a child for making a mistake or losing an event.• Remember children are involved in Little Athletics for their enjoyment,

not yours.• If you disagree with an official, raise the issue through the appropriate

channels rather than questioning the official’s judgement and honesty in public. Remember, most officials give their time and effort for your child’s involvement.

• Support all efforts to remove all verbal and physical abuse at Little Athletics activities.

• Recognise the value and importance of being a volunteer official and/or coach. They give their time and resources to provide recreational activities for the children and deserve your support.

• Demonstrate appropriate social behaviour, by not harassing athletes, parents, coaches or officials, smoking on the arena, or being intoxicated.

• Avoid use of bad language.

Spectators’ Code of Conduct

• Remember that children participate in Little Athletics activities for fun. They are not participating for the entertainment of spectators, nor are they miniature professionals.

• Applaud good performances and efforts from each athlete. Congratulate all participants upon their performance regardless of the event outcome.

• Respect the officials’ decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach the children to do likewise.

• Never ridicule or scold a child for making a mistake during a competition. Positive comments are motivational.

• Condemn the use of violence in any form, be it by spectators, coaches, officials or athletes.

• Show respect for each participant. Without them there would be no events.

• Encourage athletes to follow the rules and the officials’ decisions.• Demonstrate appropriate social behaviour by not harassing athletes,

parents, coaches or officials, smoking on the arena or being intoxicated.• Avoid use of bad language.

Coaches’ Code of Conduct

• Be reasonable in your demands on young athlete’s time, energy and enthusiasm.

• Teach athletes the rules of the sport are mutual agreements, which no one should evade or break.

• Whenever possible, group athletes to give a reasonable chance of success.• Avoid over-coaching the better performing athletes. The “just average”

athletes need and deserve equal time.• Ensure any physical contact with athletes is appropriate to the situation

and necessary for the athlete’s skills development.• Avoid situations with your athletes that could be construed as

compromising.• Remember that children participate for fun and enjoyment and that

winning is only part of their enjoyment. Never ridicule or yell at the children for making mistakes or losing an event.

• Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the athletes.

• Take into consideration the maturity level of the children when scheduling and determining the length of training times and competition.

• Coaches should never solicit, whether overtly or covertly, or by actively recruiting athletes who are already being coached to join their squad.

• Develop respect for the ability of opponents as well as for the judgement of officials and coaches.

• Follow the advice of a physician when determining when an injured athlete is ready to recommence training or competition.

Athlete’s Code of Conduct

• Play by the rules.• Never argue with an official. If you disagree, ask your Team Manager or

Age Group Leader to deal with the matter.• Control your temper. Verbal abuse of officials, coaches, parents or

other athletes, deliberately distracting or provoking an opponent is not acceptable or permitted in our sport.

• Work equally hard for yourself and/or your Centre/Club. Your Centre/Club’s performance will benefit.

• Be a good sport. Applaud all good results whether they are by your Centre/Club, opponent or the other Centre/Club.

• Treat all athletes, as you would like to be treated. Do not interfere with, bully or take unfair advantage of another athlete.

• Co-operate with officials, coaches, club mates and other participants. Without them there would be no competition.

• Participate in Little Athletics for the “fun of it” and not just to please parents and coaches.

• Avoid use of bad language.

Health Policies

Little Athletics understands there are various factors that can affect a little athlete and as a result has adopted the following Policies:

Healthy Food Choice Policy

The Association/Regions/Centres will ensure that a variety of healthy food choices are available at competition and various activities.

Smoke free Policy

All areas under the Association/Region/Centre venues are to be smoke free – including clubrooms, change rooms, toilet blocks, spectator areas, competition areas, and any car parks directly adjacent to any centre area. Centres will place No Smoking signs in prominent positions around the venues.

Sun Protection Policy

Association/Region/Centres are encouraged to provide shade structures at venues and make available SPF15+ or higher sunscreen. Athletes and Officials are advised to wear hats and carry drink bottles to events.

Responsible Alcohol Management Policy

There is to be no sale or consumption of alcohol during the conduct of any Little Athletics events. Where alcohol is consumed at functions the Association/Region/Centre will comply with Liquor Licensing Victoria regulations.

For more detailed information on these policies, please refer to your Centre Policy Forms that must be signed off as part of a Centre’s affiliation with the Association.

Children with allergies

We encourage parents to refrain from bringing nuts or nut products to Little Athletics to avoid causing problems for children with severe allergies.

Managing hot conditions

Maryborough policy

Maryborough Little Athletics Centre will generally cancel if the temperature is 40 degrees or higher. We will notify members via SMS if this occurs.

On hot nights we will provide shade where possible with shade shelters and spray bottles for athletes to use. Water is freely available from the tap at the front of the canteen. Sunscreen is freely available from the office and the canteen.

On hot nights we will remind athletes to keep hydrated and to use sunscreen. We also encourage all athletes, parents, officials and coaches to wear hats.

VicHealth recommendations to beat the heat

To help beat the heat, Smartplay, Sports Medicine Australia’s sports injury prevention program funded by VicHealth and the Department of Planning and Community Development (Sport and Recreation Victoria), offers the following advice:

Stay hydrated: During activity, especially in hot conditions, a substantial amount of water is lost through sweating. This increases the risk of dehydration. Dehydration decreases performance and contributes to fatigue, which may lead to cramps, heat exhaustion and heat stroke. To keep hydrated drink fluids (water or sports drinks) before, during and after exercise. However don’t rely on thirst, as it is a poor indicator of fluid needs. Drink at least two cups (500ml) an hour before exercise, 150ml every 15 minutes during exercise and enough to fully re-hydrate after exercise.

Wear the proper clothing: Clothing for warm conditions should allow easy evaporation of sweat from the skin. It should be light coloured, lightweight and loose fitting, and provide protection from the sun. Also remember to wear sunglasses, 30+ sunscreen and a hat.

Time activity: Schedule activity to avoid the hottest part of the day, between 11am and 3pm. By undertaking activity in the early morning, late afternoon or night the risk of falling victim to the heat is reduced. Also take rest breaks, in the shade if possible. Modify warm up: In hot conditions, reduce the duration

and intensity of warming up to minimise an increase in body heat and temperature before activity.

Take medical conditions into consideration: Those who have recently experienced a high temperature, infection, diarrhoea or vomiting should NOT take part in strenuous exercise. Those with a medical condition such as asthma, diabetes, heart problem, epilepsy, or obesity, or are taking medication, may experience difficulties exercising in the heat and should seek advice from a doctor.

Be aware of heat illness risk factors: The following factors contribute to the risk of heat illness: dehydration, high exercise intensity, lack of fitness, previous history of heat illness or heat intolerance, high air temperature, high humidity, heavy clothing, lack of acclimatisation, illness and medical conditions.

Know heat illness symptoms: Symptoms of heat illness are: light-headedness, headache, fatigue, dizziness, nausea, no sweating, obvious lack of skill and coordination or unsteadiness, confusion, aggressive or irrational behaviour, altered consciousness, collapsing, ashen grey pale skin.

Know what to do: To aid heat illness recovery, you should: lie down in a cool place, raise legs and pelvis to improve blood pressure, loosen and remove excessive clothing, cool by wetting skin and fanning, drink water, apply wrapped ice packs to groin and armpits, if there is no improvement, seek medical help.
