Data Sources & Considerations for Use Health Services Cost Review Commission (HSCRC): In Maryland, the HSCRC is an independent agency charged with regulating hospital rates for all payers and maintaining both inpatient and outpatient facility data sets. The HSCRC inpatient dataset contains discharge medical record, abstracts and billing data on each of the state's approximately 800,000 yearly admissions. Hospitals submit data to the HSCRC on a quarterly basis and the agency generates research-ready datasets for public use. Access to the research level version of the inpatient or outpatient data requires the submission of an application to the HSCRC. Data is available through 2014. Important considerations regarding HSCRC data:
The county indicated in the charts refers to the location of the patient’s place of residence and may not be the jurisdiction in which the hospital providing service is situated.
The data are available at the event level rather than individual level. This means that one individual can contribute multiple observations in the data.
For more information visit: http://www.hscrc.state.md.us/ Automated Crash Reporting System (ACRS): ACRS is the Maryland crash reporting system developed and maintained by the Maryland State Police (MSP). All crash reports are submitted through this system from across the state, ranging from non-injury crashes through traffic fatality cases. All law enforcement officers responding to and investigating a traffic crash collect the same standard set of variables and submit those data to MSP. For those crashes not resulting in a fatality or serious traumatic injury, reports are typically submitted within 48 hours. The data are maintained by and access is granted through the MSP Central Records Division. After 30 days, the data are shared with the Maryland State Highway Administration for use in engineering-based planning and evaluation purposes on state and local levels. The ACRS data is also posted to the Maryland Open Data Portal website on a quarterly basis and made accessible to government entities upon approval and implementation of a data use agreement. ACRS data are electronically shared with the National Highway Traffic Safety Administration through the Electronic Data Transfer program. Additionally, the Fatality Analysis Reporting System (FARS) state analyst resides at MSP and collects detailed information from each fatal crash for inclusion in the FARS database. Important considerations regarding ACRS data:
Impaired crashes are those with at least one driver reported to be under the influence of alcohol.
Crashes with unknown/unspecified age or gender were excluded, as well as those involving ‘drugs’ or ‘drugs and alcohol’.
National Survey on Drug Use and Health (NSDUH): The NSDUH provides national and state level data on mental health, tobacco use, alcohol use and illicit drug use (including non-medical use of prescription drugs) in the United States. NSDUH is sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA), an agency of the U.S. Public Health Service within the U.S. Department of Health and Human Services. Surveys are administered to vetted individuals from a random sample of households across the United States. Professional field interviewers make a personal visit to each

selected household and after answering a few general questions, residents of the household may be asked to participate. Participants answer most of the interview questions in private by entering their responses directly into a computer. The survey is conducted annually, with state level data available from 1999-2014, substate level data available every 2 years from 1999-2012 and national data available from 1999-2014. Important considerations regarding NSDUH data:
With the exception of six Maryland jurisdictions (Anne Arundel County, Baltimore City, Baltimore County, Charles County, Montgomery County and Queen Anne’s County), NSUDH results are reported as aggregate data with several jurisdiction grouped into substate regions. The substate regions are as follows:
o North Central is comprised of Carroll County and Howard County; o North East is comprised of Caroline County, Cecil County, Harford County, Kent County,
Queen Anne’s County and Talbot County; o South is comprised of Calvert County, Charles County, Dorchester County, St. Mary’s
County, Somerset County, Wicomico County and Worcester County; o West is comprised of Allegany County, Frederick County, Garrett County and
Washington County. For more information visit: http://www.samhsa.gov/data/NSDUH.aspx Maryland Youth Risk Behavior Surveillance System (YRBS): The YRBS provides state and county level data on behaviors and perceptions linked to disease and death among middle and high school students in the United States. YRBS, a part of the Centers for Disease Control and Prevention’s Youth Risk Behavior Surveillance System (CDC YRBSS), is facilitated by The Maryland Department of Health and Mental Hygiene. Maryland’s participation in the CDC YRBSS has been mandated since 2005 with survey data available for 2007, 2009, 2011, 2013 and 2014. The 2014 YRBS was administered in the fall of 2014 to a representative sample of students in grades 6-8 and 9-12. From 175 and 183, public middle schools and high schools respectively, over 80,000 students completed the survey. Important considerations regarding YRBS data:
All YRBS data are self-reported and the extent of under reporting or over reporting behaviors has not been determined.
