CARTA DEL PRESIDENTEEstimados amigos y miembros de la cámara,

Como presidente del Consejo Directivo de la Cámara de Comercio Canadá-Perú (CCCP) me es muy grato dirigirme a ustedes a través de esta edición especial sobre PDAC, la convención minera más importante del mundo organizada por el Prospectors and Developers Association of Canada. Nuestra institución, por encargo del Gobierno, es responsable de organizar las actividades de la delegación peruana en PDAC.

Este año se vislumbra de manera sumamente positiva para el Perú. Los precios de los metales, especialmente del cobre, han subido en el mercado internacional y nuestra economía permanece estable con una proyección de crecimiento de 4.2% para 2018 según el Banco Central de Reserva. Los inversionistas consideran que el Perú es sumamente atractivo y hay que aprovechar al máximo este excelente momento. Nuestra misión en Toronto será entonces posicionar al Perú como el mejor país en la región para la inversión minera.

Nuestra tarea es ambiciosa y PDAC 2018 es indiscutiblemente la oportunidad y el evento por excelencia para promocionar al Perú en este momento tan propicio. Las cifras de PDAC son extraordinarias. El año pasado, la convención recibió a más de 24,000 visitantes y a más de 3,800 inversionistas de 130 países. Los organizadores esperan que los números sean aún más impactantes este año.

No cabe duda que competir en un espacio así no será tarea sencilla. La CCCP - en coordinación con los ministerios de Energía y Minas, Comercio Exterior y Turismo, Relaciones Exteriores, PROMPERÚ, el Comité Organizador PDAC 2018 presidido por Jorge León y el Comité Consultivo PDAC 2018 presidido por Víctor Gobitz - ha elaborado un programa del que todos los peruanos debemos de estar orgullosos. Las actividades y las plataformas que ha desarrollado la CCCP colocarán a la delegación peruana nuevamente como la segunda más importante y numerosa de la convención. El objetivo es mostrar las ventajas comparativas que ofrece nuestro país para la inversión minera, así como para la generación de negocios y oportunidades comerciales.

Uno de los eventos más reconocidos en el programa organizado por nuestro país es el Mining Investment Opportunities in Peru (Peru Day); una jornada de conferencias y paneles que pone en vitrina nuestro potencial minero, nuevos incentivos de inversión y cifras macroeconómicas. Los expositores son reconocidos miembros de los sectores público y privado de nuestro país.

Es importante resaltar que por quinto año consecutivo, el Perú será país patrocinador de PDAC lo que le permitirá contar con mayor visibilidad en la convención. Además, el pabellón peruano gozará de un área de 54 m2 y será estratégicamente situado en un área de alto tránsito de visitantes.

Es así como los invito a unirse a la delegación peruana que asistirá a PDAC 2018 y llevar orgullosos este excelente programa que es de todos los peruanos. ¡Juntos promoveremos la minería de nuestro país!

Dear friends and members of the chamber,

As President of the Board of Directors of the Canada-Peru Chamber of Commerce (CPCC), I am delighted to address you through this special edition on PDAC, the most important mining convention in the world which is organized by the Prospectors and Developers Association of Canada. Our institution, commissioned by the Peruvian Government, organizes the activities of the Peruvian delegation at PDAC.

Two thousand eighteen will be a very encouraging year for Peru. The prices of metals, especially copper, have climbed in the international market and our economy remains stable. Peru´s Central Reserve Bank has estimated that the country will grow 4.2% during the year. Foreign investors consider Peru to be an extremely attractive market and we must seize this excellent opportunity. Our mission in Toronto will, therefore, be to position Peru as the best country in the region for mining investment.

Our task is ambitious and PDAC 2018 is unquestionably the opportunity and the quintessential event to promote Peru at this very favourable moment. The figures registered at PDAC are amazing. Last year, the convention received more than 24,000 visitors and more than 3,800 investors from 130 countries. The organizers expect the numbers to be even more impressive this year.

There is no doubt that competing in such an event will not be a simple task. The CPCC - in coordination with the Peruvian Ministries of Energy and Mines, Foreign Trade and Tourism, Foreign Affairs, PROMPERÚ, Peru´s PDAC 2018 Organizing Committee chaired by Jorge León and Peru´s PDAC 2018 Advisory Committee chaired by Víctor Gobitz - has created a program that should make all Peruvians proud. The activities and platforms developed by the CPCC will once again place the Peruvian delegation as the second most important and numerous at the convention. The goal is to display Peru´s comparative advantages for both mining investment and commercial opportunities.

“The Mining Investment Opportunities in Peru (Peru Day)” event is one of the most noteworthy activities in the program. Peru Day is a daylong event of conferences and panels that showcase our mining potential, new investment incentives and macroeconomic figures. The exhibitors are renowned members of Peru´s public and private sectors.

It is important to note that Peru will be a PDAC mining country sponsor for the fifth consecutive year. This will allow Peru to have greater visibility at the convention. Furthermore, the 54 m2 Peruvian pavilion will be strategically located in an area that expects a great number of visitors.

Taking all this into account, I would like to invite you to join Peru´s delegation at PDAC 2018 and proudly be a part of this excellent program that belongs to all Peruvians. Together we will promote mining in Peru!

La Cámara de Comercio Canadá-Perú (CCCP) cumple, en 2018, un año más de haber sido autorizada oficialmente por el Gobierno peruano para ser la entidad organizadora de las actividades de la delegación peruana en la convención internacional del Prospectors and Developers Association of Canada (Asociación de Técnicos en Prospección y Desarrollo de Canadá), más conocida como PDAC por sus siglas en inglés.

Dicha convención minera es la más importante en el mundo y es el evento ideal para promover al Perú como un destino para la inversión minera. PDAC es llevada a cabo durante la primera semana de marzo en The Metro Toronto Convention Centre en la ciudad canadiense del mismo nombre. El año pasado, más de 24,000 visitantes asistieron a PDAC, superando en más del doble a la cantidad registrada en The China Mining Congress de 2016 (la segunda convención minera más destacada a nivel mundial), la cual contó con 10,000 personas. Más de 3,800 inversionistas estuvieron presentes en PDAC 2017, 130 países participaron y 1,800 personas visitaron el stand peruana. Los organizadores de PDAC esperan cifras mayores para 2018.

This year, the Canada-Peru Chamber of Commerce (CPCC) has been officially authorized by the Government to be once again the organizing entity in charge of the Peruvian delegation’s activities at the Prospectors and Developers Association of Canada (PDAC) International Convention, Trade Show & Investors Exchange.

This is the most important mining convention in the world and the ideal event to promote Peru as a destination for mining investment. PDAC is held during the first week of March at the Metro Toronto Convention Centre. Over 24,000 visitors attended last year, more than doubling the amount registered at The China Mining Congress of 2016 (the second biggest mining convention in the world), which reported 10,000 attendees. More than 3,800 investors were present at PDAC 2017, 130 countries participated and 1,800 people visited the Peruvian pavilion. This year, PDAC organizers expect larger numbers.

UN POCO DE HISTORIAAntes de 2008, no había una entidad que centrara y enfocara de manera cohesiva y coherente los intereses y actividades del Gobierno peruano y de la empresa privada. Tras muchos meses de esfuerzo, la CCCP logró que el entonces viceministro de Minas, Felipe Isasi, le diera la organización de las actividades de la delegación peruana en PDAC. Partiendo de esto, el Perú llegó a desarrollar una Asociación Público Privada que aseguró que el Gobierno y el sector privado unieran fuerzas hacia un mismo objetivo: atraer inversión extranjera hacia la minería en el Perú.

La primera vez que nuestro país se presentó institucionalmente con una delegación fue en PDAC 2009. Participaron 189 delegados. Desde entonces, la representación del Perú ha ido creciendo, convirtiéndose ahora en la segunda más importante en la convención. En 2017, la delegación estuvo compuesta por 285 personas. Para PDAC se espera que el número de participantes sea significativamente mayor.

Otro hito ocurrió en 2014. Nuestra institución buscaba mayor y mejor posicionamiento para la participación peruana en PDAC. La CCCP les propuso a los organizadores de la convención crear una nueva categoría para incorporar al Perú como el primer país auspiciador. Es así que en ese año, mediante un hecho sin precedentes desde la creación de la convención en 1932, el Perú obtuvo esa categoría exclusiva. Ser país auspiciador ha permitido que el programa del Perú sea promovido de una manera destacada y que la marca país esté presente y sea reconocida antes y durante el evento. En 2018, el Perú será “country sponsor” de la convención por quinto año consecutivo. Como nota al margen, en años sucesivos desde 2014, otros dos países han seguido esta iniciativa peruana: Chile y Ecuador.

LA FUNCIÓN DE LA CCCP EN PDACGracias al meticuloso, dedicado y creativo esfuerzo de la CCCP, la presencia peruana sigue creciendo en PDAC. Nuestra cámara coordina plataformas que contribuyen a presentar las ventajas comparativas de invertir en la minería peruana, así como organizar una nutrida agenda con numerosas actividades orientadas a facilitar mayores posibilidades de negocio entre empresarios e inversionistas peruanos y sus contrapartes internacionales. Coordinamos con los ministerios de Energía y Minas, Comercio Exterior y Turismo, PROMPERÚ y Relaciones Exteriores para alcanzar el éxito. Es importante destacar que la delegación peruana que participa en PDAC cuenta todos los años con los más importantes líderes mineros y empresariales, y con altas autoridades del gobierno peruano.

En una reciente entrevista publicada en Dialogue (edición 66), Jorge León Benavides, presidente del Comité Organizador de Perú en PDAC 2017 (reelegido para 2018), concluyó que uno de los principales logros alcanzados por la delegación peruana en ese año fue posicionarse como uno de los países más sólidos e importantes en la convención. Debemos destacar esta gran hazaña al considerar que compitieron 130 países.

A LITTLE BIT OF HISTORYPrior to 2008, there wasn’t an entity in charge of consolidating the interests and activities of the Peruvian Government and the private sector at PDAC in a cohesive and coherent manner. After many months of effort, the CPCC managed to get the then Vice Minister of Mines, Felipe Isasi, to declare it the official entity in charge of organizing the Peruvian delegation´s activities at PDAC. Once this was determined, Peru developed a public-private partnership. The Government and the private sector joined forces towards the same goal: to attract foreign mining investment to Peru.

Peru presented an official delegation, for the first time, in PDAC 2009. One hundred and eighty-nine delegates took part. Since then, Peru´s presence has continued to grow, now becoming the

second most important representation at the convention. By 2017, the delegation had increased to 285. For PDAC 2018, the number of participants is expected to be significantly higher.

Another milestone took place in 2014. Our institution wanted to improve and propel Peru’s positioning at PDAC. The CPCC convinced the event organizers to create a new category; that of mining country sponsor. Hence, Peru became the first sponsoring country at PDAC. It was the first time, since its creation in 1932, that the mining convention had had a sponsoring country. This allowed Peru more visibility at PDAC and for its country brand to be promoted and recognized before and during the event. In 2018, Peru will be a country sponsor for the fifth consecutive year. As a side note, in successive years after 2014, two other countries have followed the Peruvian initiative: Chile and Ecuador.

THE ROLE OF THE CPCC IN PDACThanks to our meticulous, dedicated and creative work, Peru’s presence continues to grow in PDAC. We organize platforms that showcase Peru’s comparative advantages as an important destination for mining investment. We also put together an extensive program composed of numerous activities that facilitate greater business opportunities for Peruvian entrepreneurs and investors with their international counterparts. To achieve success, we coordinate efforts with the Ministries of Energy and Mines, Foreign Trade and Tourism, Foreign Affairs and PROMPERU (Peru’s Export and Tourism Promotion agency). We must highlight that Peru’s key mining business leaders and Government decision makers always attend PDAC as part of the delegation.

In a recent interview that appeared in Dialogue (66th edition), Jorge León Benavides, President of Peru’s Organizing Committee for PDAC 2017 (re-elected for 2018), concluded that among the Peruvian delegation´s main achievements last year was the positioning of Peru as one of the most solid and important countries in the convention. This is a great feat bearing in mind that, in 2017, 130 countries competed at PDAC.

El actual embajador peruano en Ottawa es sin duda un representante diplomático excepcional. Martín Vizcarra es también el primer vicepresidente del Perú y ha sido ministro de Transporte y Comunicaciones. Sin embargo, es más recordado por la destacada gestión que realizó como presidente regional de Moquegua (región sureña ubicada en la costa del Perú). Gracias a su hábil manejo, desarrolló exitosos espacios de diálogo entre la población y el sector privado logrando evitar un conflicto social en esa región. También lideró los índices de educación en el Perú, colocando a Moquegua en el primer lugar en las evaluaciones durante los cuatro años de su administración (2011 a 2014).

El destacado representante peruano acompañará a la delegción peruana en PDAC 2018. Dará las palabras de bienvenida en Peru Day y expondrá en ese mismo evento sobre las licencias sociales y ambientales en el Perú. Dialogue pudo conversar con él sobre las relaciones bilaterales entre Canadá y Perú y sobre la importancia de una visión integral para la actividad minera.

Usted fue nombrado en setiembre de 2017 como embajador del Perú ante Canadá. Como máximo representante diplomático, ¿qué objetivos desea alcanzar con respecto a las relaciones bilaterales entre Perú y Canadá? Nuestros dos países comparten temas de gran importancia, como la cooperación en educación y el fortalecimiento de capacidades gubernamentales; el área medio ambiental y una aproximación social responsable; el campo económico-comercial y también nuevas áreas como la de defensa y la ciencia y tecnología. En ese sentido nuestro objetivo es, a través de convenios entre los dos países, captar la experiencia positiva de Canadá y tomarla como referencia en situaciones similares en nuestro país.

Otro de nuestros objetivos es fortalecer los factores que sustentan nuestro vínculo bilateral y nuestra actividad internacional, a través de la participación activa en foros como la Organización de Estados Americanos y el Grupo de Lima; y en escenarios como el Foro de Cooperación Económica Asia-Pacífico (APEC), la Alianza del Pacífico y el Tratado Integral y Progresista de Asociación Transpacífico (CPTPP por sus siglas en inglés) donde se muestran nuestras coincidencias.

The current Peruvian Ambassador in Ottawa is undoubtedly an exceptional diplomatic representative. Martín Vizcarra is also the First Vice President of Peru and has been Minister of Transport and Communications. However, he is most remembered for his outstanding work as Regional President of Moquegua (located on Peru’s southern coast). Thanks to his skillful management, he installed a successful dialogue table that brought together the local community and the private sector; and managed to avoid a social conflict in Moquegua. Under his administration, for four consecutive years (2011 to 2014), Moquegua became the region with the best education in Peru.

This distinguished Peruvian representative will accompany its country’s delegation in PDAC 2018. He will deliver the opening remarks in Peru Day and will then speak about social and environmental licenses in Peru. Dialogue was able to interview Vizcarra about Canada-Peru relations and about the importance of having a comprehensive vision in regards to mining.

You were appointed Peru’s Ambassador to Canada in September of 2017. What objectives do you wish to achieve regarding bilateral relations?Our two countries share interests in areas of great importance such as cooperation in education, bilateral trade, the strengthening of governmental capacities and a responsible social approach towards the environment. We also share a common interest in new areas such as defense, science and technology. In this sense, our objective is to view Canada’s positive experiences as examples and, through bilateral agreements, use as reference to similar situations in Peru.

Another of our objectives is to strengthen the factors underpinning our bilateral tie and our international activity, through active participation in forums such as the Organization of American States and the Lima Group; and in scenarios such as the Asia-Pacific Economic Cooperation Forum (APEC), the Pacific Alliance and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Dentro del ámbito de las relaciones exteriores, ¿se podría decir que el Perú le está dando una mayor importancia a Canadá? Canadá está ocupando un espacio de liderazgo internacional como consecuencia de algunos cambios en el escenario internacional tras las nuevas políticas seguidas por los Estados Unidos, sumado a las prioridades establecidas por el Primer Ministro de Canadá, Justin Trudeau, desde su elección en noviembre de 2015, como han sido la promoción del libre comercio, la lucha contra el cambio climático y la defensa de los derechos de los migrantes y refugiados. A ello se añade la igualdad de género, el empoderamiento de la mujer y la atención de la problemática indígena.

En este sentido, Canadá se ha convertido en un socio importante con el cual podemos trabajar más cercanamente en áreas como son el medio ambiente y el cambio climático, la promoción y mejor aprovechamiento del TLC, así como asuntos relativos a derechos de los migrantes. La agenda común es más amplia, y Canadá ofrece una gran oportunidad para dinamizar, fortificar y diversificar la relación bilateral con una perspectiva de largo plazo.

Usted ha comentado que Canadá cuenta con muchas experiencias exitosas y positivas que puedan servir a nuestro país. En cuanto al tema minero, ¿qué experiencia canadiense de éxito le gustaría trasladar al Perú?La experiencia del desarrollo minero en Canadá merece ser analizada para aprender al respecto, por cuanto siendo Canadá un país minero ha sabido alcanzar a través del tiempo el equilibrio entre esta actividad económica, el cuidado del medio ambiente y el respeto a los pueblos originarios donde se desarrolla esta actividad, logrando que los ingresos económicos que genera la minería beneficien a la población mejorando su nivel de vida y convirtiendo a Canadá en un país desarrollado.

¿Cuál es la estrategia del gobierno de cara al PDAC para garantizarle a los posibles inversionistas que, pese a los últimos acontecimientos políticos, existe estabilidad política en el Perú? Existe coincidencia entre las principales fuerzas políticas, tanto en las del Ejecutivo como de la oposición, respecto a la importancia de las inversiones, para lograr el crecimiento económico y el desarrollo de nuestro país, por ello hay consenso de las diferentes Instituciones del Gobierno y del Congreso para hacer el esfuerzo de atraer inversiones extranjeras para proyectos vinculados con el desarrollo del país, existiendo en ese sentido estabilidad política en nuestro país.

Regarding foreign affairs, would it be correct to state that Peru is now regarding Canada as an even more important international partner?Canada is now occupying a more prominent position in world leadership. This is due to changes in the international scenario following the new policies adopted by the United States, together with the priorities set by Canadian Prime Minister Justin Trudeau, since assuming office in 2015. His administration has promoted free trade, the fight against climate change and the defense of the rights of migrants and refugees. It has also propelled gender equality, female empowerment and the improvement of conditions for indigenous peoples.

In this regard, Canada has become an important partner with which we can work more closely in areas such as environment and climate change, the promotion and better use of the FTA, and migrants’ rights. Our common agenda is broader and Canada offers a great opportunity to energize, fortify and diversify our bilateral relations with a long-term perspective.

You have commented that Canada has many successful and positive experiences that Peru could view as examples. In regards to mining, what successful Canadian experience would you like to transfer to Peru?The development of mining in Canada deserves an analysis. Over time, Canada has managed to achieve equilibrium between mining, care for the environment and respect for indigenous peoples. Canada was able to transform the economic wealth obtained from mining into better standards of living for its population. This helped convert Canada into a developed country.

What strategy will the Government use at PDAC 2018 to guarantee potential investors that, despite the latest political developments, there is political stability in Peru? There is an agreement between the main political forces, both in the Executive and the opposition, regarding the importance of investment to achieve economic growth and development in our country. Therefore, there is a consensus between the different Government institutions and Congress to attract foreign investment for projects linked to the development of the country. In that sense, there is political stability in our country.

Hablando sobre el desarrollo del país, ¿cuánto se ha avanzado en los aspectos sociales y medioambientales en nuestro país? Precisamente, los Fondos Sociales en minería acumularon un total de S/ 1, 600 millones que han servido para financiar proyectos sociales que beneficien a la población cercana a los proyectos mineros. Actualmente existen Fondos Sociales en La Libertad, Apurímac, Cajamarca, Junín, Piura y Ancash.

Estos Fondos Sociales priorizan proyectos de atención humanitaria, infraestructura, servicios básicos, capacitación, fortalecimiento de capacidades, así como financiamiento de proyectos para la generación de empleo productivo para la población, principalmente de los sectores más vulnerables.

Igualmente, en materia medioambiental, el Gobierno aprobó un nuevo reglamento de protección ambiental para las actividades de exploración minera, cuyo propósito es dinamizar la actividad a partir de la ejecución de trámites más ágiles y más eficientes. Con este nuevo reglamento se asegura el cumplimiento de la legislación ambiental sobre prevención, minimización, mitigación, rehabilitación y remediación de los impactos ambientales negativos derivados de las actividades de exploración minera; así como garantiza la participación efectiva de la ciudadanía en los procedimientos de certificación ambiental relacionados a la exploración minera.

¿Actualmente cuál considera que es el mayor problema para el desarrollo de la minería en el Perú?Se puede apreciar que el Gobierno viene mejorando las condiciones de institucionalidad, de capacidades, de facilidades de trámites y en general de todo el marco destinado a brindar un ambiente propicio y seguro para el inversionista. Sin embargo, considero que el principal problema es la falta de mecanismos adecuados para establecer un diálogo con las comunidades del área de influencia de los proyectos mineros, que les permita conocer los proyectos y generar la confianza necesaria para su ejecución.

Según su propia experiencia ¿qué medidas han resultado ser las más efectivas para el manejo de conflictos sociales en la zona de influencia a un proyecto minero?La falta de información y conocimiento de la población sobre el alcance y procedimientos que se realizan en la actualidad en la actividad minera generan desconfianza que lleva, en muchos, casos al rechazo de esta actividad. No hay otra forma de informar y aclarar la situación que a través del dialogo, de lo contrario permitiremos que otros intereses aprovechen la desconfianza para generar rechazo a la inversión minera.

Este diálogo entre la comunidad, el estado y el sector empresarial tiene que ser transparente y horizontal para generar confianza, superar los conflictos y construir consensos. Ese esfuerzo se hizo en la Región Moquegua, con el proyecto Minero de Quellaveco, a través de una mesa de diálogo, lo cual demandó cerca de dos años de un intenso proceso técnico y social en el que participaron cerca de treinta Instituciones con un resultado satisfactorio.

Speaking about the development, how much progress has Peru made in regards to social and environmental aspects?Indeed, the social funds for mining reached a total of S/.1,600 million. This amount has been used to finance social projects for communities that live close to mining projects. Currently, there are social funds in [the regions of] La Libertad, Apurímac, Cajamarca, Junín, Piura and Ancash.

These social funds are used mainly to finance humanitarian assistance projects, infrastructure, basic services, training and capacity building. They also help finance projects that generate productive employment for the population; mainly for the most vulnerable sectors.

Likewise, in environmental matters, the Government approved a new environmental protection regulation for mining exploration activities. Its purpose is to boost activity by creating more agile and efficient procedures. This new regulation ensures compliance with environmental legislation on prevention, minimization, mitigation, rehabilitation and remediation of negative environmental impacts arising from mining exploration activities. It also guarantees effective citizen participation in environmental certification procedures related to mining exploration.

What do you currently consider to be the biggest problem for mining development in Peru?The Government has been improving institutional conditions, capacities, procedures and, in general, the entire framework designed to provide a favourable and safe environment for investors. However, I believe that the main problem is the lack of adequate mechanisms to establish a dialogue with the communities that live near a mining project. This interaction allows the nearby population to become familiar with the projects. It also generates the necessary trust for the implementation of projects.

According to your own experience, what measures have proven to be the most effective for the management of social conflicts near mining project?The population’s lack of information and knowledge regarding the scope and procedures currently carried out in mining generates distrust that leads, in many cases, to the rejection of this activity. The only way to inform the population is

through a dialogue. Otherwise, other interests will take advantage of any disinformation and distrust that may exist to provoke rejection towards the mining project and investment.

The dialogue between the community, the State and the private sector must be transparent and horizontal in order to build trust, overcome conflict and build consensus. This effort was carried out in Moquegua, with the Quellaveco mining project, through a dialogue table, which demanded nearly two years of an intense technical and social process in which nearly thirty institutions participated with

satisfactory results.

Definitivamente, el 2017 ha sido un buen año para la minería. Se podría decir que ya pasamos el punto de quiebre y ha habido aspectos positivos en lo que respecta a precios, exploración y explotación. El precio del cobre tuvo un incremento sobre el 40% en el 2017, y esto ha sido uno de los principales drivers para mover el tren económico que viene detrás: inversiones en exploración, en infraestructura y en desarrollo de equipos. De la misma manera, el precio del zinc ha tenido también un crecimiento importante.

La tendencia este 2018 es a seguir produciendo más. Por otro lado, definitivamente vamos a seguir creciendo en exploraciones y no se espera ninguna caída importante de precios. Asimismo, se han hecho avances muy positivos en términos de resolución de conflictos sociales, comunicación efectiva y destrabe de trámites que alargaban los procesos de obtención de licencias. Esperamos que la tendencia se mantenga. En este contexto positivo, más mineras optarían por adoptar herramientas digitales.

A partir de la caída de precios de los años 2010-2011, las mineras se vieron obligadas a trabajar en restringir costos. Hoy, con un manejo más ordenado de sus finanzas, la minería en el Perú busca incrementar su productividad mediante el uso de alternativas digitales. Hace tres o cinco años, algunas empresas hacían cálculos a futuro sobre la base de información histórica, pero ahora la tendencia en el mundo, que está siendo replicada por empresas en nuestro país, es obtener data que permita saber lo que sucede con sus operaciones en tiempo real y corregir errores en el momento que estos ocurren. Algunas minas ya están utilizando herramientas digitales para el control de procesos y otras están evaluando su uso para hacer seguimiento a los proyectos, estimar volúmenes de minado, asegurar la seguridad de las personas, etc.

Para que las empresas logren ser líderes en este nuevo contexto, el componente clave es el recurso humano; y en minería, hay aún escasez de talento especializado. Algunas mineras han implementado en los últimos años buenos programas de reclutamiento y retención, pero en algunos casos esto no es suficiente. Para marcar la diferencia en la industria es necesario que las empresas estén en capacidad de tomar decisiones que le permitan mantener un buen nivel de producción con costos competitivos e incrementar eficiencias, y eso lo hacen las personas, no las máquinas. Es por ello que aquellas compañías que busquen digitalizar sus operaciones necesitarán talento capacitado en el uso de herramientas tecnológicas como el data analytics.

A la par, hay dos tendencias mundiales que tendrán un rol importante en la transformación de la minería para los próximos años y a las que debemos prestar especial atención: el crecimiento de la industria de vehículos eléctricos en el mundo y la preferencia de grandes empresas, como Apple, por comprar metal reciclado en lugar de metal primario.

Este año, la minería peruana tiene muchos factores a su favor. Cuenta ahora con herramientas tecnológicas sin precedentes, mejores programas para fomentar y retener a personal de primer nivel, un mercado mundial favorable y una coyuntura nacional (económico, político y social) positiva. Tomando en cuenta todo lo mencionado, 2018 puede traer consigo muchos cambios, pero también se vislumbra como un excelente año para la minería en el Perú.

Two thousand seventeen has definitely been a good year for the mining industry. You could say that we are already past the break-even point since positive prices have accompanied positive results in the exploration and exploitation fronts. The price of copper rose more than 40% in 2017, one of the major drivers to invigorate the economy, including, inter alia, investments in exploration, infrastructure and equipment development. Similarly, the price of zinc also experienced a significant increase.

The plan for 2018 is to keep production growing. In addition, our exploration activities will continue to grow and no sharp decline in prices is expected. Furthermore, significant progress has been made in Peru in addressing and settling social conflicts, developing effective communication and simplifying the paperwork required to obtain licenses; a trend that is expected to continue. In this optimistic context, more mining companies would choose to adopt digital technologies.

As a result of the plunge in international prices during 2010-2011, mining companies were required to work on cutting costs. Today, based on a more efficient management of finances, the mining industry is seeking to boost productivity by leveraging the digital alternatives currently available. Three to five years ago, some companies used to make their forecasts and other calculations based on historical data. Today, the global trend is leveraging Big Data to get to know what is actually going on in operations in real time and correct errors immediately as they occur; a trend that is being gradually replicated in our country. Some mines in Peru are already using state-of-the-art digital tools for process control and others are evaluating their use to track projects, estimate mine volumes, enhance workplace safety and health, etc.

For companies across the board to become or continue to be leading players in this context, a critical component is human capital; especially in the mining industry, where specialized talents are scarce. Over the past few years, some mining companies have implemented good recruiting and talent retention programs; but, in certain cases, this has proven to be insufficient. Companies in this industry need to be able to make decisions that ensure adequate levels of production at competitive costs and maximized efficiency. This can only be carried out by people, not machines. In this sense, companies that are seeking to digitalize their operations need to make sure that they will count on talented employees with the right set of skills to take full advantage of the new technological tools, including data analytics.

At the same time, there are two global trends that will play major roles in the transformation of mining in the coming years and to which we must pay special attention: the international growth of the electric vehicle industry and the preference of large transnationals, such as Apple, for buying recycled instead of extracted metal.

This year, Peru´s mining sector has many factors in its favour. It now has access to unprecedented top-notch technology, better programs to promote and retain top-level personnel, a favorable global market and a current positive national (economic, political and social) context. Taking all this into account, 2018 may bring many changes, but it could also be an excellent year for mining in Peru.

Entre los cinco países más grandes de América Latina, no sólo hemos sido la economía con mayor crecimiento promedio desde inicios de la década sino, también, la que ha tenido la más baja inflación. Justamente esta fortaleza es la que nos ha permitido enfrentar adecuadamente y revertir el impacto negativo de diversos choques, algunos de los cuales han sido comunes a todas nuestras economías en los últimos años. En un entorno como el actual, en el que el escenario internacional se ha tornado bastante favorable y, teniendo en cuenta la estabilidad macroeconómica de la economía peruana, las posibilidades de tener un mayor crecimiento económico, de realizar inversiones y de hacer negocios rentables se acrecientan. Lo fundamental, me parece, es que la sociedad peruana ha aprendido la importancia de contar con una economía estable como requisito para mejorar los niveles de empleo, reducir la pobreza y, en general, acceder a un mayor bienestar.

What message will you convey at PDAC 2018, as president of the BCRP, about Peru’s current economy to capture the interest of foreign investors?I think the main idea is to assure investors that Peru is a safe bet; that the Peruvian economy maintains solid macroeconomic foundations. Among the five largest countries in Latin America, we have been the economy with the highest average growth since the beginning of the decade, and the one that has had the lowest inflation. It is precisely this strength that has allowed us to adequately face and reverse the negative impact of various adverse events, some of which have been common to all our [Latin American] economies in recent years. In an environment like the current one, in which the international scenario has become quite favourable and, taking into account the macroeconomic stability of the Peruvian economy, the possibilities of having greater economic growth, investing and carrying out profitable business activities have increased. The fundamental thing, it seems to me, is that Peruvian society has learned the importance of having a stable economy as a requirement for improving employment levels, reducing poverty and, in general, accessing greater well-being.

Julio Velarde es uno de los economistas peruanos más reconocidos a nivel internacional. Asumió la presidencia del BCRP en octubre de 2006 y se ha mantenido firme en el cargo a lo largo de más de una década. Fue nombrado por Alan García en su segundo gobierno y luego ratificado por Ollanta Humala en 2011 y por el actual presidente del Perú, Pedro Pablo Kuczynski, en 2016. Su acertado y hábil manejo del BCRP y de la política monetaria del Perú le han valido varias distinciones nacionales e internacionales, entre ellas, ser nombrado en 2015 como mejor banquero central del año por la revista The Banker.

Velarde será parte de la delegación peruana que participará en PDAC 2018. Participará como expositor destacado en el Peru Day, un evento de todo un día dirigido a líderes internacionales en el sector minero que incluye conferencias, paneles y presentaciones sobre la competitividad e incentivos del Perú para la inversión. El presidente del BCRP expondrá sobre los motivos para invertir en el Perú. Sin lugar a duda, será un interlocutor clave que promoverá las virtudes del Perú como destino minero para la inversión extranjera.

Julio Velarde is one of the most internationally renowned Peruvian economists. He assumed the presidency of the BCRP in October of 2006 and has remained in the position for more than a decade. He was appointed by Alan García in his second government, then ratified by Ollanta Humala in 2011 and subsequently, by the current President of Peru, Pedro Pablo Kuczynski, in 2016. His successful and skilful management of the BCRP and Peru’s monetary policy has earned him several national and international distinctions, among them, being named the best central banker of the year by “The Banker” magazine in 2015.

Velarde will be part of the Peruvian delegation that will participate in PDAC 2018. He will be a featured speaker at Peru Day, an all-day event that includes conferences, panels and presentations on Peru’s competitiveness and incentives for investment. Velarde will showcase the reasons for investing in Peru. Without a doubt, he will be a key interlocutor who will promote Peru’s virtues as a mining destination for foreign investment.

¿Cuáles son los mayores obstáculos o dificultades (principalmente económicos, pero también políticos y sociales) que puede afrontar un inversionista extranjero en minería actualmente en el Perú? En el BCRP hemos realizado una encuesta a los principales ejecutivos de empresas mineras, consultores mineros y empresas que proveen servicios a la minería. Los resultados muestran que los principales retos que deben enfrentar los proyectos mineros son los conflictos con las comunidades, los trámites administrativos y el incumplimiento de plazos, así como las posibilidades de cerrar el financiamiento. Recordemos que los principales proyectos mineros en exploración o que cuentan con estudios de impacto ambiental y que se estuvieron postergando suman inversiones por más de US$ 20 mil millones. Esto incluye proyectos como Minas Conga, Quellaveco, El Galeno, Haquira, Pampa del Pongo, Tía María, Mina Justa, Zafranal, La Granja y Pukaqaqa. Sin embargo, los encuestados reconocen que en el último año se han realizado algunos avances para simplificar la exploración minera y agilizar los trámites para estudios de impacto ambiental; principalmente, al nivel del Gobierno nacional.

What are the main obstacles or difficulties (mainly economic, but also political and social) that a foreign mining investor can face today in Peru? The BCRP conducted a survey among top executives of mining companies, mining consultants and service providers to the sector. The results show that the main challenges that mining projects face are conflicts with communities, administrative procedures and non-compliance with deadlines, as well as the possibilities of the closing of the financing. Let’s remember that the main mining and exploration projects or those that have environmental impact studies and that are currently being postponed represent over US$20 billion in investment. This includes projects such as Minas Conga, Quellaveco, El Galeno, Haquira, Pampa del Pongo, Tía María, Mina Justa, Zafranal, La Granja and Pukaqaqa. However, those surveyed acknowledge that some progress was made last year to simplify mining exploration and expedite the procedures for environmental impact studies; mainly at the level of the national Government.

¿Qué ventaja comparativa exclusiva posee Perú actualmente frente a otros países mineros de la región con los cuales compite por inversión?Una primera ventaja de la economía peruana son sus sólidos fundamentos macroeconómicos en relación a otros países de la región, como mencioné previamente. Segundo, cuenta con una legislación transparente y estable para la promoción de la inversión privada. Tercero, la economía peruana tiene grado de inversión reconocido por las principales agencias calificadoras de riesgo (para deuda de largo plazo en moneda extranjera las calificaciones son: S&P: BBB+; Fitch: BBB+; Moody’s: A3), lo cual reduce en términos relativos el costo de financiamiento de los proyectos. Para los inversionistas extranjeros también es importante mencionar que en el Perú no hay restricciones a las transacciones ni a la tenencia de moneda extranjera.

Perú es claramente un país minero, siendo el segundo mayor productor de cobre del mundo, después de Chile, y uno de los principales productores en el caso de otros minerales. El atractivo de Perú como destino de inversiones mineras ha sido reconocido por el prestigioso Instituto Fraser, que ubica al Perú en el primer lugar de Latinoamérica. Debido a la riqueza del mineral, a la suficiente oferta de energía, y a las tecnologías utilizadas, los costos de producción son relativamente más bajos comparados a otros países que tienen una importante actividad minera.

La cartera de proyectos es diversificada. Si bien los principales proyectos que vemos actualmente son cupríferos (como Quellaveco, Mina Justa y la ampliación de Toromocho), también hay importantes proyectos de oro, hierro y plata (como San Gabriel, Pampa del Pongo y Corani, respectivamente). Además, Perú cuenta con mucho potencial minero aún no desarrollado, pues se estima que sólo 1.3% del territorio nacional ha sido explorado y explotado por la minería.

Acabamos de hablar específicamente de minería. ¿Cuáles considera que son los mayores obstáculos y dificultades (igualmente en lo económico, político y social) que afrontarían los inversionistas extranjeros interesados en invertir en cualquier otro sector en el Perú?Según el World Economic Forum 2017, los factores más problemáticos para hacer negocios en el Perú son la burocracia, la inadecuada provisión de infraestructura y la regulación laboral restrictiva, entre otros. Por lo tanto, los desafíos que mencioné antes no son exclusivos del sector minero. En general todas las empresas enfrentan una excesiva carga de trámites con las instituciones del Estado. Asimismo, deben cuidar y gestionar adecuadamente las relaciones con las comunidades.

Pese a que algunos bancos internacionales y calificadores estiman que el crecimiento del Perú podría estar por debajo del 4%, el BCRP mantiene una proyección de crecimiento en 4.2% para el 2018. ¿Por qué?Para el año 2018 se prevé que la economía peruana continuaría beneficiándose de un escenario internacional favorable. El Fondo Monetario Internacional acaba de revisar al alza sus proyecciones de crecimiento mundial para este año. Además, nosotros vemos una mejora de los términos de intercambio, lo cual está reactivando rápidamente la inversión privada, en particular, la minera. Se espera también un efecto ingreso positivo por mejora de términos de intercambio sobre el consumo privado. El gobierno está poniendo en marcha un impulso de la inversión pública este año en proyectos vinculados principalmente a la reconstrucción de las zonas afectas por el Fenómeno El Niño que afligió al Perú a comienzos del año pasado.

What exclusive comparative advantage does Peru currently have over other competing mining countries in the region?First, the Peruvian economy has solid macroeconomic fundamentals compared to other countries in the region, as I mentioned previously. Second, it has a transparent and stable legislation for the promotion of private investment. Third, the Peruvian economy has an investment grade recognized by the main risk rating agencies (for long-term debt in foreign currency, the ratings are: S & P: BBB +, Fitch: BBB +, Moody’s: A3), which reduces in relative terms the cost of financing the projects. For foreign investors, it is also important to mention that in Peru there

are no restrictions on transactions or foreign currency holdings.

Peru is clearly a mining country, being the second largest producer of copper in the world, after Chile, and one of the main producers of other minerals. Peru’s appeal as a destination for mining investments has been recognized by the prestigious Fraser Institute, which considered it as the most attractive country in Latin America. Due to its richness in minerals, the sufficient supply of energy, and the technologies used, production costs are relatively lower compared to other countries that have significant mining activity.

The project portfolio is diversified. Although the main projects that we see today are copper (such as Quellaveco, Mina Justa and the Toromocho Extension), there are also important gold, iron and silver projects (such as San Gabriel, Pampa del Pongo and Corani, respectively). In addition, Peru has much-undeveloped mining potential. It is estimated that only 1.3% of the national territory has been explored and exploited.

We just talked specifically about mining. What are the biggest obstacles and difficulties (equally economic, political and social) that foreign investors would face in any other sector in Peru?

According to the World Economic Forum 2017, the most problematic factors for doing business in Peru are bureaucracy, inadequate provision of infrastructure and restrictive labour regulation, among others. Therefore, the challenges that I’ve previously mentioned are not exclusive to the mining sector. In general, all companies face an excessive burden of paperwork when dealing with State institutions. Likewise, they must take care and properly manage relations with communities.

Although some international banks and rating agencies estimate that Peru’s growth could be below 4%, the BCRP maintains a projection of 4.2% for 2018. Why? The Peruvian economy would continue to benefit from a favourable international scenario throughout 2018. The International Monetary Fund has just revised up its global growth projections for this year. In addition, we see an improvement in the terms of trade, which is rapidly reactivating private investment, in particular, mining. A positive income effect is also expected due to improved terms of trade on private consumption. The government is trying to boost to public investment this year mainly through projects linked to the reconstruction of areas affected by the El Niño Phenomenon that afflicted Peru in early 2017.

Perú cuenta con mucho potencial minero aún no desarrollado, pues se estima que sólo 1.3% del territorio nacional ha sido explorado y explotado por la minería.

Peru has much-undeveloped mining potential. It is estimated that only 1.3% of the national territory has been explored and exploited.

¿Cómo podría el incremento del precio internacional del cobre influir en mayor inversión en explotación minera? Es decir, ¿incentivaría el inicio de operaciones en nuevos sitios mineros? Ya vemos un efecto positivo. En el período enero – noviembre del año 2017, según datos oficiales del Ministerio de Energía y Minas, la inversión minera creció 13.8%. La inversión en explotación creció 7.6%. Además, hay evidencia de aumento en inversión en exploración minera con un incremento de 28.3% durante ese período. Todo indica que esta tendencia va a continuar y, por lo tanto, esperamos un mayor crecimiento respecto al año 2017. Debemos tener en cuenta que los bajos costos de producción refuerzan las decisiones de inversión en el sector porque los proyectos se vuelven más atractivos.

¿Cómo ve el desarrollo económico del país hasta 2021 cuando habrá elecciones y cambio de gobierno? Soy bastante optimista. Tenemos una cartera bastante amplia de proyectos de inversión que no están concentrados solamente en el sector minero. Obviamente, es natural que este sector se reactive dados los niveles actuales de precios de minerales. Es más, la inversión en exploración es algo que ya hemos empezado a observar desde el segundo trimestre del año pasado. Sin embargo, las posibilidades de inversión se extienden también a sectores como el de agro-industria en el que, por ejemplo, sólo tres de los proyectos de irrigación que se vienen desarrollando podrían significar un aumento de tierras para cultivos de exportación del orden de 70%. La actividad forestal se muestra también como un área interesante, más aún, si se tiene en cuenta que el Perú cuenta con casi 10 millones de hectáreas aptas para forestación. El desarrollo de infraestructura (puertos, carreteras, sistemas de transporte como el metro o la masificación del gas) se presenta también como un área de que puede generar un alto dinamismo a la actividad económico, no sólo por el impacto directo sino por los efectos indirectos sobre otros sectores de la economía. En esencia, tenemos un amplio espectro de proyectos que permitirán desarrollar sinergias, mayores capacidades y mejores alternativas que fortalezcan nuestra capacidad productiva.

How could the rise in the international price of copper translate into greater investment in mining? Would it incentivize the start of operations in new mining sites?We have already seen a positive effect. In the period January - November 2017, according to official data from the Ministry of Energy and Mines, mining investment grew 13.8%. The investment in exploitation grew 7.6%. In addition, investment in mining exploration grew 28.3% during that period. Everything indicates that this trend will continue and, therefore, we expect higher growth with respect to 2017. We must bear in mind that low production costs reinforce investment decisions because projects become more attractive.

How do you see the economic development of the country until 2021, an election year? I’m quite optimistic. We have a fairly large portfolio of investment projects that are not concentrated only in the mining sector. Obviously, it is natural that this sector is reactivated given the current levels of mineral prices. Moreover, investment in exploration is something that we have already begun to observe since the second quarter of last year. Nevertheless, investment possibilities also extend to sectors such as agro-industry where, for example, only three of the irrigation projects that are currently being developed could translate into a 70% increase in land for export crops. Forestry is also an interesting sector, even more, if one takes into account that Peru has almost 10 million hectares suitable for afforestation. The development of infrastructure (ports, roads, transport systems such as the subway or the prevalent use of gas) is also an area that can invigorate economic activity, not only because of the direct impact but also because of the indirect effects on other sectors of the economy. In essence, we have a broad spectrum of projects that will allow us to develop synergies, greater capacities and better alternatives that strengthen our productive capability.

MINING PROJECTS THAT WILL START OPERATIONS ORINITIATE CONSTRUCTION IN 2018

El 2018 está vaticinado a ser un año sumamente positivo para la minería en el Perú. Miguel Palomino, director del Banco Central de Reserva del Perú, estimó en una entrevista reciente que, para este año, habrá un gran impulso en el sector minero y una expansión en la inversión privada. Incluso se atrevió a declarar que habrá un “boom” minero. Esta visión alentadora es la predominante actualmente en el sector y, en parte, está respaldada por el optimismo que existe detrás de los proyectos mineros que están encaminados este año.

Según el Ministerio de Energía y Minas del Perú (MINEM), hay tres proyectos que empezarán a operar este año y cinco con alta probabilidad de iniciar construcción en 2018.

¡A CONSTRUIR!

1. MINA JUSTAUbicada en la provincia de Nazca en Ica, Mina Justa tendría una producción anual estimada de 110,000 toneladas métricas finas (TMF) de cobre. El manejo de esta mina está a cargo de Marcobre S.A.C. del conglomerado empresarial peruano Grupo Breca y comenzaría a operar en 2021. Este proyecto representa una inversión de US$ 1,272 millones.

2. QUELLAVECOEn la provincia de Mariscal Nieto en la región sureña de Moquegua está Quellaveco, un yacimiento minero de cobre y molibdeno. Es manejado por Anglo American Quellaveco S.A. que forma parte de Anglo American, una compañía minera global con sede en Londres. Quellaveco está previsto a iniciar operaciones en 2022. Produciría 225,000 TMF de cobre anualmente y representa un inversión de US$ 4,880 millones.

3. PAMPA DE PONGOJinzhao Mining Perú S.A., filial del grupo chino Zibo Hongda, maneja el proyecto ferrífero Pampa de Pongo. Este está ubicado en la provincia de Caravelí en la región sureña de Arequipa. El proyecto representa una inversión de US$ 2,000 millones, comenzaría a operar en 2022 y produciría la asombrosa cantidad de 15 millones de TM de hierro por año.

4. AMPLIACIÓN TOROMOCHOEn la provincia centro andina de Yauli, en la región Junín está la ampliación de la mina cuprífera Toromocho. Este proyecto, a cargo de Minera Chinalco Perú S.A.(subsidiaria de Aluminum Corporation of China, CHINALCO), estaría comenzando a operar en 2020 y produciría 75,000 TMF de cobre. Representa una inversión de US$ 1,300 millones.

5. CORANIBear Creek Mining Company – Sucursal del Perú, cuya oficina central está en Vancouver, está a cargo de Corani, mina ubicada en la provincia de Carabaya en el altiplano puneño. Esta iniciaría operaciones en diciembre de 2020 y produciría ocho millones de onzas de plata al año. La inversión en Corani representa US$ 625 millones.

BUILDING A FUTURE

1. MINA JUSTALocated in the province of Nazca in Ica, Mina Justa would have an estimated annual production of 110,000 fine metric tons of copper. Marcobre S.A.C. - which is part of the Peruvian business conglomerate, Grupo Breca – is in charge of this US$ 1,272 million project that would start operating in 2021.

2. QUELLAVECOThis copper and molybdenum mining deposit is located in the province of Mariscal Nieto in the southern region of Moquegua. Quellaveco, is managed by Anglo American Quellaveco S.A. which is part of Anglo American, a global mining company based in London. This US$ 4,880 million project is scheduled to start operations in 2022. It would annually produce 225,000 fine metric tons of copper.

3. PAMPA DE PONGOJinzhao Mining Perú S.A., a subsidiary of the Chinese group Zibo Hongda, manages Pampa de Pongo. The mine is located in the province of Caravelí in the southern region of Arequipa. The project, that would start operating in 2022, represents a US$ 2,000 million investment and would produce an astonishing 15 million MT of iron per year.

4. TOROMOCHO EXPANSIONThe Toromocho mine is located in the Andean central province of Yauli, in the Junín region. Its expansion will be managed by Minera Chinalco Peru S.A. (a subsidiary of Aluminum Corporation of China, CHINALCO) and it would begin operating in 2020. The Toromocho Expansion is estimated to produce 75,000 fine metric tons of copper per year and it represents an investment of US$ 1,300 million.

5. CORANIBear Creek Mining Company - Sucursal del Perú, with its head office in Vancouver, is in charge of Corani, a mine located in the province of Carabaya in the Andean highlands in Puno. This US$625 million project would start operating in December 2020 and would produce approximately eight million ounces of silver per year.

Two thousand eighteen promises to be a very good year for mining in Peru. Miguel Palomino, Director of Peru´s Central Reserve Bank, estimated in a recent interview that, for this year, there will be a major boost in the mining sector and an expansion in private investment. He even dared to foresay that there will be a mining boom. This encouraging vision is the predominant one currently in the sector and, in part, it is backed by the optimism that exists surrounding the mining projects that are on track this year.

Ángela Grossheim, abogada de profesión con vasta experiencia en los sectores público y privado, fue nombrada ministra de Energía y Minas a inicios de enero de este año. En una entrevista con Dialogue, la Ministra Grossheim comentó sobre los pasos que se están siguiendo.

¿Cuál es el planteamiento del Gobierno para captar más recursos de la minería y traducirlos en bienestar social?Como sabemos, una de las aspiraciones del presidente Pedro Pablo Kuczynski, fue manifestada en su primer mensaje al Congreso Nacional, el 28 de julio pasado, en el que señaló “Quiero una REVOLUCIÓN SOCIAL para mi país. Anhelo que en cinco años el Perú sea un país moderno, más justo, más equitativo y más solidario”.

En ese sentido, estamos planteado objetivos claros en materia de promoción y desarrollo minero. Para ello, hemos venido trabajando con el objetivo de fomentar nuevas exploraciones y así atraer al menos 8% del presupuesto mundial de exploraciones.

Adicionalmente, consideramos que este esfuerzo también se enlaza con la experiencia de las empresas minera que invierten en el Perú. Por ello, nos hemos fijado la tarea de viabilizar los proyectos en cartera, y así lograr una inversión de al menos US$ 37,000 millones. Por otro lado, es importante garantizar la continuidad de las actuales operaciones y que, sumados a los nuevos proyectos se den las condiciones para incrementar la producción de cobre en al menos 30%.

Finalmente, en paralelo a la promoción y garantía de inversiones, nos hemos planteado una estrategia integral de formalización minera, y así lograr formalizar a la gran mayoría de los mineros informales que se han inscrito en este proceso. Atendiendo de esta manera un elemento social y ambiental importante.

Ángela Grossheim, an attorney with vast experience in the public and private sectors, was appointed Minister of Energy and Mines in early January of this year. She will be an important speaker at Peru Day which will take place in PDAC 2018. Grossheim will comment on the measures the Government is taking to attract more foreign investment to Peruvian mining, but with a socially and environmentally responsible approach. In an interview with Dialogue, Minister Grossheim commented on the steps being taken by Peru.

What approach is the Government taking to attract more mining resources and to translate this into social prosperity?In his first presidential speech, President Pedro Pablo Kuczynski addressed the Peruvian Congress and said, “I want a social revolution for my country. I hope that in five years Peru will be a modern, more just, more equitable and more supportive country “.

Taking this into account, we are presenting clear objectives for promotion and mining development. To achieve this, we have been working on promoting new explorations and attract at least 8% of the world exploration budget.

Additionally, we consider that this effort interacts with the experience of the mining companies that invest in Peru. Therefore, we are committed to making the projects in our portfolio viable, and thus achieve an investment of at least US $ 37,000 million. It is also important to guarantee the continuity of the projects that are currently operating and that, added to the new projects, the adequate conditions will develop to increase copper production by at least 30%.

Finally, along with investment assurance and promotion, we have developed an integrated mining formalization strategy. Our goal is to formalize the vast majority of informal miners who have already signed up to take part in this process. Through this measure, we are addressing an important social and environmental element.

¿Qué temas relevantes anunciará el Gobierno en PDAC 2018?Como parte de una estrategia ambiciosa para promover al Perú como país minero y socialmente responsable, hemos apoyado de manera decidida la participación del Perú en esta edición del PDAC, duplicando nuestro aporte económico a su organización y preparando las medidas que el gobierno viene implementando para mandar una señal clara al sector.

En ese sentido, traemos a PDAC:

Proyectos que inician ejecución en 2018: Mina Justa, Quellaveco, Pampa de Pongo, Ampliación Toromocho y Corani.

Entrada en vigencia del nuevo Reglamento de Protección Ambiental para las Actividades de Exploración Minera. El reglamento establece las siguientes mejoras orientadas a promover la exploración en el sector minero:

Investigaciones previas a la exploración no requieren certificaciónambiental.Permite un mayor número de plataformas de exploración y laposibilidad de reubicarlas dentro del área aprobada.Amplía el área efectivamente disturbada.Permite la construcción de túneles.Genera mayor coordinación intersectorial.Plazos ajustados a la realidad de los instrumentos einstitucionalidad.Se amplía el plazo de vigencia de la certificación ambiental de12 meses a 3 años, ampliables a 5 años.

Planificación Estratégica del Sector Minero al 2030, con la asistencia técnica del Banco Interamericano de Desarrollo (BID).

La creación de la nueva Dirección General de Promoción y Desarrollo Minero. Ello implica una completa reorganización de la actual Dirección de Promoción Minera, para contar con un área especializada en políticas y normas de minería, área de investigación y estudios mineros, y un área de articulación intersectorial e intergubernamental.

Entrada en vigencia del Fondo de Adelanto Social (FAS).

What relevant issues will the Government announce at PDAC 2018?As part of an ambitious strategy to promote Peru as a mining and socially responsible country, the Government has decided to firmly support Peru´s participation in PDAC 2018 by doubling its economic contribution to the Peruvian presence at the mining convention. It will also present the new measures that are being taken in regards to mining.

In that sense, in PDAC we will present:

The mining projects that will start in 2018: Mina Justa, Quellaveco, Pampa de Pongo, the Toromocho Expansion and Corani.

The new Regulation for Environmental Protection in Mining Exploration Activities. It establishes improvements that promote mining exploration by:

Allowing pre-exploration research without requiringenvironmental certification.Allowing a greater number of exploration platforms and the possibility of relocating them within an approved area.Extending the area effectively disturbed.Allowing the construction of tunnels.Generating greater intersectoral coordination.Allowing for the establishment of deadlines adjusted accordingto the reality of instruments and institutions.Extending the term of environmental certification from 12 monthsto 3 years, expandable to 5 years.

The development of a planning strategy for Peru´s mining sector for 2030, with technical assistance from the Inter-American Development Bank (IDB).

The creation of the new General Directorate of Mining Promotion and Development. This translates into a complete reorganization of the current Mining Promotion Department. The new directorate will have areas specialized in mining policies and regulations, mining research and studies, and in intersectoral and intergovernmental articulation.

The entry into force of the Social Advancement Fund (FAS).

¿Qué estrategia implementa el Viceministerio de Minas para el cumplimiento de sus objetivos y así generar un ambiente propicio para el desarrollo de inversiones mineras en Perú? Para lograr los objetivos trazados el Ministerio de Energía y Minas está desarrollando las siguientes acciones estratégicas:

Revisión normativa.Las normas deben ser aprobadas para fortalecer el rol de fomento del Sector y conciliar los intereses de los stakeholders de la actividad minera: comunidades, empresarios y organismos públicos. Por ello, el Viceministerio propicia la revisión continua de las normas que regulan esta actividad económica, con la finalidad de asegurar su debida actualización y concordancia con los avances del sector.

Reducción de trámites y procesosLa modernización de la gestión del Estado y la simplificación administrativa es un objetivo de la actual gestión gubernamental. En ese sentido, resulta necesario revisar los trámites que realizan nuestros administrados, con el propósito de facilitar su relacionamiento con las diversas áreas del Ministerio y organismos públicos relacionados a la actividad minera, en la gestión de diversos trámites, permisos, licencias, autorizaciones u otros.

Intervenciones diferenciadas por proyectoLos proyectos mineros tienen problemáticas diferentes por atender y, resolviendo éstas, pueden asegurar su viabilidad. En ese sentido, la gestión impulsa la atención especializada de las inquietudes de los inversionistas y las comunidades, con el propósito de resolver sus principales necesidades y demandas.

Promover un adecuado entorno socialLos proyectos mineros se desarrollan exitosamente cuando existen condiciones favorables en el entorno. En ese sentido, esta acción estratégica pretende fomentar escenarios que propicien la inversión. Para ello, entre otras tareas, la gestión propuso la creación del Fondo de Adelanto Social, asegurar mayor articulación con gobiernos subnacionales para prevención y gestión de conflictos sociales, y propiciar el cumplimiento de compromisos adquiridos por parte del Estado en procesos de diálogo.

Hablemos sobre la Ley 30640. Fue aprobada en agosto del año pasado y tiene como fin establecer los criterios técnicos para la identificación y la delimitación de las cabeceras de cuencas. Esta ley ha sido criticada por el empresariado minero pues considera que no existe una definición precisa para el término “cabecera de cuenca”, razón que podría ser utilizada por grupos anti mineros para paralizar proyectos. ¿Qué opina al respecto?Desde el 31 de marzo del 2009, la Ley N° 29338 Ley de Recursos Hídricos establecía en su artículo 75 que el reconocimiento como zonas ambientalmente vulnerables a las cabeceras de cuenca donde se originan las aguas y determinaba que la Autoridad Nacional del Agua, con opinión del Ministerio del Ambiente, las podía declarar como zonas intangibles.

En ese sentido, la Ley N° 30640 del 16 de agosto del 2017, que modifica la Ley de Recursos Hídricos no significó un cambio sustancial en el régimen que regula las cabeceras de cuenca. Por el contrario, únicamente se determinó que se debe elaborar un marco metodológico de criterios técnicos para la identificación, delimitación y zonificación de las cabeceras de cuenta de las vertientes hidrográficas del pacífico, atlántico y lago Titicaca, con el fin de reducir la discrecionalidad abierta del régimen anterior y generar mayor predictibilidad en la declaración de intangibilidad.

Dicho marco metodológico se encuentra en elaboración, bajo el liderazgo de la Autoridad Nacional del Agua (ANA) y el involucramiento activo del Ministerio de Energía y Minas, así como otras entidades públicas y privadas. Se tiene plazo hasta agosto de 2018 para publicarlo.

What strategy is the Vice Ministry of Mines implementing so that it can achieve its goals and thus generate a favourable environment for the development of mining investment in Peru?We are developing the following strategic activities:

Regulatory and legal revisionThe laws must strengthen the sector´s promoting role and reconcile the interests of the many stakeholders involved: communities, entrepreneurs and public bodies. For this reason, the Vice Ministry promotes the continuous revision of the legal framework that regulates this economic activity. This ensures that the laws are updated and in concordance with the sector’s evolution.

Reduction of processes and procedures Our current Government wants to modernize the administration of the State by cutting back on red tape. In this sense, it is necessary to revise the procedures carried out by our administrators, so that there is a more fluid interaction between the different areas of the Ministry and other public bodies related to mining.

Differentiated interventions according to each projectEach mining project deals with different challenges and problems. These must be solved to ensure the viability of the projects. In that sense, the current administration provides investors and communities with specialized attention to deal with their concerns and supports them to resolve their main needs and demands.

Promotion of an adequate social environmentMining projects develop successfully in favourable environments. In this sense, this strategic action aims to foster scenarios that encourage investment. To achieve this, the Government has created the Social Advancement Fund which ensures greater coordination with subnational governments for the prevention and management of social conflicts. It also encourages the fulfillment of commitments acquired by the State as a result of dialogue processes.

Let’s talk about Law 30640. Approved in August 2017, its objective is to establish the technical criteria for the identification and delimitation of basin headwaters. This law has been criticized by the mining business community because it considers that there is no precise definition for “basin headwaters” (cabeceras de cuenca), a reason that could be used by anti-mining groups to paralyze projects. What is your opinion on this?Basin headwaters, where bodies of water originate, are considered to be environmentally vulnerable areas. This was established on March 31st, 2009 by Peru’s water resources law (Law N°29338); more specifically, in article 75. This article also established that the National Water Authority (ANA), backed by the Ministry of the Environment, could declare basin headwaters as intangible zones.

In that sense, Law No. 30640 (August 16, 2017), which modifies the law on water resources, did not translate into a substantial change in the regime that regulates basin headwaters. On the contrary, it only determined that a methodological framework of technical criteria for the identification, delimitation and zoning of basin headwaters for the hydrographic watersheds of the Pacific, Atlantic and Lake Titicaca should be prepared. This was done to reduce the open discretion of the previous regime and generate greater predictability in the declaration of intangibility.

The ANA is leading the preparation of this methodological framework. I would like to add that the Ministry of Energy and Mines and other public and private entities are actively involved in its preparation. August 2018 has been set as the deadline for its publication.

The Canada-Peru Chamber of Commerce and the Swiss Chamber of Commerce in Peru organized a gala dinner focused on discussing the new opportunities and challenges faced by the current Government during its first 500 days in power. The event served as a platform for businessmen, investors, guild and senior government representatives to exchange ideas and firsthand information regarding issues such as the recovery plan after the impact of El Niño Costero and the key pillars and goals outlined by the Peruvian Government for the upcoming years. The current Minister of Economy and Finance, Claudia Cooper, and the then Minister of the Interior, Carlos Basombrío, talked about their respective sectors.

La Cámara de Comercio Canadá-Perú organizó un “Networking Breakfast” que informó dinámica y oportunamente sobre el desarrollo comercial y productivo del yacimiento cuprífero Las Bambas a un año de haber iniciado operaciones. La exposición estuvo a cargo del presidente de Las Bambas, Suresh Vadnagra, quien habló sobre las expectativas y los logros alcanzados durante los últimos doce meses en el manejo de la mina.

Suresh Vadnagra, President of Las Bambas, spoke about the expectations and achievements in managing the mine during the past twelve months.

José Carlos del Valle, vicepresidente de Finanzas y Administración de Antamina, brindó una excelente ponencia sobre la exitosa historia de la minera y su visión del futuro. Del Valle destacó que desde antes del inicio de operaciones en 2001, Antamina ha sido una minera modelo con un excelente desempeño comercial, con un visión global e integrada.

La Cámara de Comercio Canadá-Perú organizó nuevamente un exitoso “Networking Breakfast & Conference” que estuvo a cargo de Ricardo Bernales, director ejecutivo de Provías Nacional. Bernales expuso sobre los muchos proyectos de construcción, mejoramiento, rehabilitación y mantenimiento de la Red Vial Nacional que tiene actualmente el Gobierno en cartera. Comentó también sobre las posibilidades de contrataciones y oportunidades de negocio que representan dichos proyectos.

Nuestra institución tuvo el gusto de llevar a cabo otro aclamado “Networking Breakfast & Conference” que tuvo, en esta oportunidad, a Isidro Oyola como expositor. El gerente general de Yanacocha habló sobre los planes y perspectivas de la minera. De igual manera, presentó el proyecto Quecher Main, un depósito de óxidos de oro en la zona de Yanacocha en Cajamarca.

Expomina Perú 2018 will be the most important mining exhibition of the year.
