you will not be allowed to fly.
For the morning flight, you must go to your assigned park. You cannot change location.
-
Take-off
procedures
You must use a "quick release", even if the winds are light. Balloon must be tied-up to the truck, NOT from a
trailer. You must wait for the launch director’s signal before
taking off. Your radio must always be on and set to channel
118,2.
-
Take-off
procedures
For the evening flights, take offs are done using a flag
system on the control tower.
You must wait for the launch director’s signal before taking
off.
Each flight is always pilot discretion, even if the flag is
green. The final decision is yours.

Every crew, launch director, volunteer or employee will
need to sign a waiver.
-
Take-off

Landowner
relationship
program
One of our major concern is to increase landowners’ satisfaction with the event.
This year, we don’t have landowner relationship on the road to help you with the problems. If you can’t solve them by yourself, please call 450-346-6000. Also, Balloonmeisters can help you.

-
Landowner
relationship
When wheat, oat or barley is ripe, stems are easy
to break and grain may drop easily.
Remember how fragile the crops are.
It is better to land between two fields, near a
field’s entrance or an alley.
Whenever possible, let the balloon float and pull it
to the end of the field.
-
Airspace
A NOTAM of a distance of 9 nautical miles and an altitude of 7500
feet ASL (Above Sea Level)- is issued for the operational zone of St-
Jean-sur-Richelieu - CYJN;
If the winds push you in direction of the St-Hubert airport (CYHU), you
must contact them on the frequency 118,4 and fly under 2,500 feet
ASL (Above Sea Level);
If you fly over 2,500 feet ASL (Above Sea Level) in the St-Hubert zone, you must contact the Montréal (YUL) Terminal on the frequency 134,15 and use a transponder.
-
Airspace
If the wind brings you in the Montreal Terminal
Zone (YUL), always keep your altitude under 2,000
feet ASL and use the Montréal Terminal at 134,15.
We ask you to land before crossing the St-
Lawrence river.
NEVER FLY LOWER THAN 500 FEET IN BUILT
AREAS
-
Airspace
Note that it is strictly
forbidden to touch the water
during the morning and the
evening flights.
-
Use the St-Jean tower frequency (118,2) at all times and when you
leave the St-Jean airwaves, you must use the frequency 126,7
depending of the altitude AGL (Above Ground Level) for the
uncontrolled airspace only.
Saint-Jean-sur-Richelieu: 118.2
Saint-Hubert: 118.4
Montréal: 134.15

Chase
crew
Chase crews are the pilot’s
responsibility.
If you need people for your chase crew,
ask Mario, Gino and Noémie.
-
Chase
crew
Make sure that the team members have the adequate
equipment (boots, gloves, etc.);
Do not take for granted that your crew know well how the
balloons work;
To maximize security, you must, give the needed
information to ensure proper take-off and landing.
IMPORTANT: ALL TIMES, one crew chase vehicle is allowed
to enter the field.
-
Chase
crew
This year, the training for the chase crew will be
mandatory for all. For those who can not be present at this
meeting, YOU will have the responsibility to give them the
relevant information related to flight and safety.
You will receive a sheet that your crew will need to sign
and you must give it back to us to the propane, after the
first flight.
-
Chase
crews
If you have problem with some crew, or if they don't
show up, please inform one of the responsible,
Mario, Gino and Noémie, so that they may correct
the situation.
Remember that these people are volunteers and that
they should be treated with RESPECT.
-
SAFETY RULES - USE OF THE RECOVERY CABLE «DROPLINE»
The following information is provided by the International Balloon Festival of Saint-Jean-sur-Richelieu and we ask for your full cooperation so that they be read, understood and applied during the 2015 edition of the International Balloon Festival from August 8 to 16 and all future editions. Do not hesitate to ask questions to the Balloonmeisters and ensure that these instructions are clear for all your chase crew members.
THE DECISION TO USE THE DROPLINE SHOULD BE TAKEN BY THE PILOT IN COMMAND (PIC) ONLY AND
UNDERTHE FOLLOWING CONDITIONS:
•Being in an emergency situation (Example : lack of wind, lack of propane, landing in a small field.)
•In the absence of environmental risk (the Dropline should only be used when winds are less than 3 knots (about 5 km / h)
and with no power lines nearby.)
•Must be used for LANDING, not in ascension.
•If the balloon has to be moved on the ground, you must move it to ground level only, using the handles on the basket.
•If the balloon tends to rise quickly during operation, the pilot must make sure that ALL crew members let go the cable
and basket.
•COMMUNICATION. Be sure as a pilot in command that the moving plan is clear for all crew members.
•NEVER wrap the cable around your wrists.
•Ideally, be more than one person to take the cable.
•CAUTION: The most important instruction for all crew members is to let go immediately if they are lifted off the ground.
Security
-
Launch
directors
The main task of the launch director is to handle safety
during take-off.
You cannot take-off without the launch director’s authorization.
Before the take-off, they will give you all the information regarding a safe take-off (winds, conditions…).
-
Launch
directors
A launch director can hold a balloon on ground
for safety reasons.
Visual contact between you and the launch
director is mandatory, we expect you to take-off
within 15 seconds following an authorization
received for take-off.
-
Launch
Directors
You must pay attention to the signs made to you during departures. Authorization must always be given to the pilot only:
Thumb or hand pointing downwards = departure not authorized.
Thumb upwards = departure authorized.
-
Launch
Directors
For a launch director to authorize a take-off:
The balloon should be in equilibrium (stability)
There must be no other balloons near or in front of you, unless you can safely clear the site;
There must also be no balloons flying behind you;
The balloons must always be tethered and equipped with a "quick release“ and attached to a vehicle, not a trailer.
The number of passengers in the basket should correspond to the number of waivers you give to your LD.
-
Passengers
management
A computer program is used to manage
paying passengers.
We ask for your cooperation during
the whole operation.
-
Passengers
Management
Availability notification
At the beginning of the event, you must inform us of your
availability to take on passengers (paying or VIP) assigned by
the Festival, for each flight.
If your availability changes during the festival, a sheet for this
purpose is located in the briefing tent. The pilot can make any
necessary change AT LEAST 1 FLIGHT IN ADVANCE. (For
example: if you are not available for Wednesday evening flight,
you must advice Carl at the passengers’ booth before
Wednesday morning flight.)
-
Passengers
Management
Assignment procedures Considering the number of passengers that have already been assigned and the declared availability, the person responsible for the passengers will produce a list of assignment priorities. This list is available at the briefing room. As passengers are assigned to different balloons, they are registered on a board that the pilots may refer to. THESE PROCEDURES ARE ESTABLISHED ON THE BASIS OF EFFICIENCY AND FAIRNESS.
-
Passengers
Management
Roll call Upon arriving at the briefing room, the pilot must indicate his presence to the clerk, who will enter him/her on the board used for this purpose. An absent pilot is not assigned any passengers and will not be allowed to fly.
-
Passengers
Management
Handling passengers :
Upon leaving the briefing room, the pilot or his crew chief must take care of his passengers :
1. He must show his identification card to the clerk in the passenger waiting area; without this card, no pilot will have his passengers;
2. The clerk gets the passengers;
3. The pilot brings the passengers to his launch area.
If the pilot or the crew chief does not
show up at the waiting area to get
the paying passengers, they will
be assigned to another pilot.
-
Passengers
Management
Passengers’ briefing Before any flight, it is important to give the following information to passengers. These informations should be given before starting the inflator fan.
You must explain about the hot inflation risks (burns, distance to respect)
Smoking is prohibited.
Give an overview of what the flight will be like.
Give passengers their position during inflation and afterwards in the basket.
-
Passengers
Management
Passengers’ briefing Inform the passengers of the dangers related to the fan during
inflation and the hot air inflation phase.
Show them where the emergency kit or equipment is located.
Explain to them how to get in and get out the basket.
Give the passengers the procedures to follow during landing and balloon deflation.
-
Thank you
and have nice
flights!
You must now complete the questionnaire to
ensure your understanding of this Master
Briefing. Pilots who do not complete the
questionnaire will have to review the presentation
in order to get permission to fly.
