Strength in Numbers

4 - MBA DIMENSIONS

A number of things have happened

since the last issue of the Dimensions that prove to me the value of membership at MBA Pierce.

Through Government Affairs actions taken in our members’ best interests, member benefit programs that put money in our members’ pockets and sold-out events, I am constantly reminded of how great this association is and how much I get from being a member. The headline news of July was the Family Fun Day / Retro Check Distribution event. This event provided two really good things for our members: 1) a chance to invite their employees and families to an MBA kid-friendly event at a low cost; and 2) MBA Pierce distributed over $1.3 MILLION back to our members through our Retro programs. If you pay money to L&I and you are not a part of GRIP, you are leaving money on the table. Call the MBA Pierce offices and get started with GRIP’s no-obligation inquiry now! This summer, MBA Pierce has managed to provide some amazing events for our membership and you are coming back in big numbers. Recent (sold-out) successes have included the MBA Pierce Golf Classic in June where we raised $3,500 for the American Cancer Society, Family Fun Day, New Member Meet & Greet and the Remodelors Council Crab Feed in July. Special thanks and kudos go out to Carol Pope and Bonnie Buffington, Golf Committee Co-Chairs; the Builders Group Steering Committee (Gary Patterson, Mike Schwartz, Bill Sager, Cliff Kendall, Ernie Dittmann, Amanda Spruell, and DeAnna Franklin) for planning the Family Fun Day; and Billie Jo Hyland for all her hard work on the Remodelors Council Crab Feed. In Government Affairs news, we have had some recent “wins” for our membership to share. During the recent BIAW conference in Yakima, we were notified that there was a proposed amendment to House Bill 2269 that would have

adversely effected the building industry. The proposed amendment would have required local jurisdictions to collect all subcontractor information so that they could then submit the information to the Department of Revenue. General Contractors would have paid a fee for providing this paperwork. After calls from BIAW and local association staff and members, this amendment was defeated. This defeat saved contractors money and protected them from unnecessary paperwork and huge slowdowns on permit approvals. Another “win” for us was with the Pierce County Sewer Capacity Connection Committee. With the work of Kurt Wilson from SoundBuilt Northwest and Sean Comfort of AHBL, their efforts on the committee resulted in lowering the capacity connection charge by $50. A big thank you to Kurt and Sean. To close my article, one last note about membership and recruiting. The title of my article this month is “strength in numbers” because strength is what MBA Pierce is all about when it comes to providing exceptional value to our members. Numbers are what we need to talk about. I need each and every one of you to reach out to those you know in the industry and invite them to join MBA Pierce NOW. Who is your framer? Insurance agent? Banker? Tile Layer? I would bet that we have a program that would either save them money, put money back in their pockets through a refund or connect them with customers. I want to bring back a program that we used a couple of years ago – the Just 1 program. If every member took the time to recruit just one new member before the end of the year, we would double in size and that is true strength in numbers. We accomplish a lot for our members now, just think about what we could do with 1200 members instead of our current 605. Think about it. Ask someone you know to come to a meeting, event or class. Recruit Just 1. Grow our numbers, grow our strength.

What a great summer it has

been here at the Master Builders Association of Pierce County. We have experienced fantastic member participation at association events the

last couple of months. It has been rewarding to see so many people come together as members and enjoy some time away from their regular work. Early in July, our Builders Group held the annual Family Fun Day Picnic at Sillyville (Washington State Fairgrounds.) Over 340 members along with their families attended the event. This was the largest gathering in some time for us. It was a fantastic day and everyone seemed to have a great time. Special thanks to Monty Smith, BIAW President, who joined in the fun of the day. GRIP retro refund checks were handed out during the picnic. GRIP issued a 250 checks for a total of $748,206. The MBA Pierce Remodelors Council Annual Crab Feed was equally successful. This event, held at Chambers Bay, sold out two weeks prior to the event. We were able to increase the number of attendees allowed, so we did get to welcome some additional members. The weather was fantastic and the view of the golf course was amazing. The crab could not have been any fresher. The Dungeness was picked up in Westport the day before the event, and the King crab came right off of the boat in Seattle. In early August, our Affordable Housing Council was able to meet with candidates running for office in various city, county, and state offices. We interviewed a number of great candidates from throughout Pierce County. It was a new experience for me, and a chance to learn more about the political process. It was very interesting. Look for endorsements to support housing friendly candidates in Pierce County in the very near future.

As we start to wrap up summer and head into fall, this is the time of year members should consider getting involved here at MBA Pierce. There will be openings on the Board of Directors, as well as a number of committees in 2016. If you are interested in learning more, please contact me.

GOVERNMENT AFFAIRS UPDATE

13 - MBA DIMENSIONS

Tacoma: Currently, there is an initiative on the November ballot to increase the minimum wage in Tacoma to $15 per hour as of January 1, 2016. City Council voted in July to place a second initiative on the ballot which would instead raise the minimum wage to $12 per hour, phased in over 25 months. The two initiatives will face off in a two part exam on the ballot which will allow voters to choose one of the initiatives or to just vote against both.

Tacoma: The City Council is looking once again for a way to raise money to fix potholes in Tacoma. The Council passed resolutions to place tax increases on the November ballot for voter consideration. The tax increases include a .1% sales tax (monthly household impact of $1), a 1.5% gross earnings tax on utility revenues and a levy lid lift of $.20 per $1,000 of assessed value over 10 years. The taxes would sunset every 10 years if approved by voters.

Tacoma: On August 19, 2015 the Planning Commission held a hearing to discuss the 2015 Comprehensive Plan Amendments (which includes the Narrowmoor Neighborhood Conservation District proposal), the Affordable Housing package and the Comprehensive Plan. The Planning Commission will be accepting written public comment until September 11, 2015. If you are interested in reviewing information on these items, please contact Jeremiah Lafranca at [email protected] for more information.

Gig Harbor: The City Council passed increases to the system development charges (SDCs) for water, wastewater and stormwater:

1. Water SDC: a) Existing: $6,290 b) Adopted: $7,3002. Wastewater SDC: a) Existing: $8,540 b) Adopted: $9,6403. Stormwater SDC: a) Existing: $1,160 b) Adopted: $1,770

The increases went into effect as of August 1, 2015.

Pierce County: The Pierce County Comprehensive Plan was vetoed in July by the county executive, largely because of two last minute additions. The first amendment was the “Merriam Amendment” which classified 5.2 acres of rural separator to an urban designation. This amendment was problematic because it was previously voted down before the hearings board. The second amendment was the “Fredrickson amendment” which allows for the building of big-box retail in Fredrickson, which some fear will lead to serious traffic congestion problems. According to councilmember Rick Talbert, these amendments put the county’s future development at risk. The County Council modified and adopted the Comprehensive Plan after the County Executive’s veto, but it remains to be seen if the County Executive will once again veto this latest approval.

BIAW Conference: During the recent BIAW conference in Yakima, there was a proposed amendment to House Bill 2269 that would have adversely effected the building industry. The proposed amendment would have required local jurisdictions to collect all subcontractor information so that the local jurisdiction could then submit the information to the State Department of Revenue. General Contractors would have additionally paid a fee for providing this paperwork to the jurisdiction. After calls from BIAW/local staff and members, this amendment was defeated. Legislators did not initially understand what this amendment would have done to contractors, so this is a great example of how the association being proactive saved contractors money and protected them from unnecessary paperwork which would have caused a huge slow down on permit approvals.
