Minutes of the Parish Council meeting held, after due notice, on Thursday 15th July 2010, at 7.30 pm in the Village Hall.

144/10 Minutes of the Parish Council meeting held on Thursday 17th June 2010 were confirmed as being a true record of the proceedings and signed accordingly.

145/10 Visit by Debbie Pepper, Access4Life Project Officer, Norfolk Rural Community Council. Debbie explained that a survey will be sent out to all village residents around September time asking what problems they have in accessing facilities such as shops, etc. They work with deprived communities on schemes such as transport links, creation of footpaths, etc.

Matters arising from those minutes.Speed Watch / Traffic Hazard to School Children John Walker advised the vetting forms for the two new volunteers had been sent off, he anticipated it will be autumn before Speed Watch commences.SNAP Meetings Tim Richards attended the last SNAP meeting. Only five Parishes were represented at the meeting, which mainly focused on coastal issues, though the Chairman did try to involve the smaller inland villages. Tim felt there was little purpose in a attending future meetings, but we should receive their minutes on a regular basis and if there is a common problem we can liaise with them and attend any relevant meetings. 20 mph speed limits in villages were discussed. Applications cannot be dealt with as a ‘blanket’ application for several villages. Each application has to be treated separately, each costing a minimum of £5,000 for the initial paperwork/legal fees, often resulting a total costs in excess of £20,000. Norfolk Constabulary now has a web site that is open to everyone, password free. It is www.norfolk.police.uk. Type in Harpley in the search button and it will show any matters relating to Harpley.Brickyard Lane Wildlife AreaNothing to report.Village MaintenanceThe Clerk reported that one ‘Handyman’ (John Louch) had volunteered his services to carry out the odd repair job within the village. He has already replaced the missing timber from the bus shelter at the bottom of Nethergate Street.John proposed fitting ‘L’ shaped benches in the A148 bus shelters, using recycled timber. Archie Reid to liaise with him.John felt that the bench at the bottom of Nethergate Street was beyond repair. The seat was donated in memory of Miss Allen in 1984. Peter Mortlock will look at the costs of replacing the bench v. professional repair. Regarding the steep drop Brickyard Lane – Clerk to remind Adam Case.Back Street Pond & Open Water Risk AssessmentThere are no TPO’s at the pond and tree surgery will take place some time before

158/10 Planning MattersPlanning Applications Ref. 10/01120/CA and 10/01119/FThe Rose and Crown, Nethergate StreetErection of Two Dwellings, Alteration to Car Park and Access, Demolition of Outbuildings.Mr Garry Bolton, a Partner of Hobden Oppenlander Partnership attended the meeting. His Company has purchased the pub and wish to build two houses on the pub garden. After a lengthy question and answers session, the Councillors unanimously voted to oppose the planning application. A detailed letter of opposition will be sent to the Planning Department of KLWNBC but main reasons were: -The garden is under the adopted plans of KLWNBC, which stated it should not be developed on; also it should be considered as ‘garden grabbing’, which should be prevented. The pub, to be sold on to a local consortium, would lose the garden, plus a third of its car park, only twelve spaces remaining, and would therefore have difficulty in being run as a viable business, possibly leading to an application for change of use if it fails. The lack of parking would cause further congestion in Nethergate Street.
