Q: I have a question regarding spending on institutional aid, in particular that spent on need-
based aid. I was looking at the number and note in fiscal 2016 spending on need-based
aid, and it declined by $1.1 million from $16.0 million in fiscal 2015 to $14.9 in fiscal 2016
(see chart below) while spending on scholarships increased by $2.9 million. What was the
reason for the decline in need-based aid spending in fiscal 2016 and conversely the increase
in scholarships?
A: Need-based aid spending did not decline in FY2016, but was reported diferently
on the FY2016 FAIS Report following clarification from USM. Through and including
FY2015, Provost Scholarships awarded to students with financial need were converted
to Provost Awards and reported under the need-based aid category (1108). Prior
to reporting the FY2016 FAIS data, USM clarified the procedure for reporting merit
scholarships that meet need. Starting in FY2016, TU reported this aid in the merit
category (1318) instead of the need category (1108).
The following tables show the data as initially reported and what the need-based aid
and merit scholarship totals would have been in FY2015 if Provost Scholarships to
students with financial need had been reported in the merit category and not as need-
based aid.

Q: What percentage of undergraduate students received Pell awards in fiscal 2018?
A: Based on the federal IPEDS report formula for calculating Pell recipients, 30% of
our undergraduate students received Pell Grants in fiscal 2018.
Q: The number of transfers declined 3%, or 202 students, in fall 2018. What is attributed to
this decline?
A: The short answer is that the new transfer-student number goes up or down
depending on the number of students we need to hit our overall enrollment target.
Looking back over the five most recent years of data, the matriculation mix has
remained consistent for our population of undergraduate, degree-seeking students.
About 54 percent matriculated as first-time students, about 44 to 45 percent
matriculated as transfer students, and about 1 to2 percent fall into the “other”
category, which is often second bachelor’s students.

USM publishes figures showing how many Maryland Community College (MDCC)
students transfer to each USM institution.
In FY2018, 8,632 MDCC students transferred to a USM campus excluding UMUC, which
is mainly online. In FY2018, Towson University enrolled more MDCC transfer students
than all other USM institutions enrolling 2,621 students or 30 percent of the total
number.
TU’s high transfer enrollment numbers are a result of eforts to make the process
of transferring from an MDCC seamless, with our Transfer, International, Graduate
Enrollment Resources – or TIGER Way – initiative, a newly renovated resident hall for
transfer students and with the establishment of a Transfer Student Center, a one-stop
shop for evaluations and advising services.
