Dear Fellow Yamhill County Voter, This is your Yamhill County Voters' Pamphlet for the May 18, 2021, Special District Election. This pamphlet provides a forum for candidates to introduce themselves.

Candidate statements are included in this pamphlet after paying a fee.

We print the text of each statement exactly as the author submitted it. Text is cut off after exceeding the maximum number of words allowed. The law forbids us from making corrections for punctuation, grammar, syntax errors or inaccurate information. Those submitting statements for the voters’ pamphlet are solely responsible for their content. We cannot create content for those who do not submit statements.

The Secretary of State draws a random alphabet sortation unique to each election. Candidates appear in that order both in this pamphlet and on the ballot.

This pamphlet includes all races in the county for this election. However, your ballot will only include those relevant to you.

There is at least one “Offi cial Ballot Drop Site” located in each city in the county. Look for the list of Offi cial Ballot Drop Sites in this pamphlet or on our website. You may deposit your ballot in any drop site listed, 24 hours per day.

Ballots deposited in an Offi cial Ballot Drop Site get to us postage-free.

The State of Oregon now supplies you with a postage-paid envelope for returning your ballot, but we must receive your ballot before 8:00 p.m. on Election Day.

Remember, postmarks do not count. Even though your ballot can be mailed back to our offi ce in the provided postage-paid envelope, your ballot must be in an Offi cial Ballot Drop Site or an Oregon County’s Elections Offi ce by 8:00 p.m. on Election Day, May 18, 2021.

We invite any voter who needs assistance in voting because of any disability to contact us. We will make every eff ort to meet your voting needs. Please contact us at your earliest convenience.

ballot has been received by our offi ce?

The Yamhill County Clerk, in partnership with i3Logix, is off ering a program to Yamhill County voters that provides notifi cations regarding their ballot.

Participating voters will receive alerts at diff erent points on their ballot’s journey. Text, e-mail or voice alerts will tell voters when the Yamhill County Elections Offi ce has mailed their ballot and when a completed ballot has been received at the Elections Offi ce.

• An entrepreneurial service-oriented spirit among administrators and staff. We are, in fact, competing with other schools. (It’s a good thing!)

• Listening to all voices. The Board can’t shut itself into a box with administrators and teachers. Our duty runs to them, but also to taxpayers, students, and parents of every ethnicity and income level.

• Prudent fi nances. I have consistently urged setting aside more resources for future needs, especially looming PERS obligations. In 2018 we adopted a policy mandating prudent ending fund balances each year. Our fi nances improved, giving us the resources to respond to COVID (e.g., providing internet hot spots and computers to families who needed them) and a strong credit rating, keeping our bond interest costs lower.

• High standards, including improved graduation rates and achievement scores. We have reached new highs in grad rates - but there’s more to do, including clearer achievement goals, and better progress metrics.

Goals going forward:• New and better curriculum: we have been lagging in keeping

our curriculum fresh.• Responsible stewardship of the bond.• Continuing Zoom access and translation of board meetings

post-Covid.• A Board that can disagree without eroding trust. That is the

best recipe for highly effective groups. Humans are designed to disagree. It is a gift: disagreement drives learning, discovery, and improvement. Disagreement can be toxic, yes – when it breaks trust. But there is also such a thing as toxic agreement.

• Equity in student opportunity: I supported the district’s controversial Equity Resolution last summer, and volunteered for the Board’s Equity Committee. America promises equal opportunity for all. Our schools can’t break this promise. Every student will do better when no student is left behind.

Fellow citizens, I have lived in Newberg for nineteen years and raised four wonderful children that have gone through the Newberg School system. Through my children I have witnessed growth and success in programs such as sports, music, theatre, and occupational classes. We have also seen setbacks and heartbreak through the loss of young life due to the rise in depression, anxiety, and suicide. Respect for self and others is fading, while faith in a higher power has been mocked and scorned. Dangerous ideas such as the 1619 Project and critical race theory have no place in our society, least of all our schools. These ideas threaten to divide and segregate our communities by shaming people for their heritage and the color of their skin. Social issues should be a launching pad for constructive dialog to build and strengthen our schools. The school board should support and encourage school programs that unify and strengthen family relationships. A strong, loving, and supportive family will create a stronger society of people who build better communities. School budgets need better accountability. We need to fi nd ways to do more with less. A strong community will rally to the needs of its schools and programs without overburdening the taxpayer. There is a growing number of students who graduate not knowing how to create and manage a budget, understand economics, know and understand their history, have little or no work experience, and are generally unprepared for the world. The social ill of something for nothing is running rampant. Hard work, resilience, and perseverance through failure is its cure. Expanding requirements in life skills curriculum is a must, so a future with a positive outlook replaces confusion and uncertainty. Let us work together and create a better educational system.

Having been so involved, I should be able to quickly get up to speed if elected to the Board. I also really enjoy coaching soccer and working to foster a love of the game with our community youth.

Leadership

As a business owner with 20 locations in 7 states, being a leader is a necessity. I was also chair of the bond campaign to build the high school and improve our facilities and curriculum. In addition, I was VP for SYSC and currently manage the youth development program for Westside Timbers in Sherwood. All of this leadership experience has allowed me to learn the importance of listening. If elected, I will make decisions based on hearing out stakeholders on both sides of an issue. Then I will gather as much information as I can to make a decision that is, bottom line, best for our children’s education. I have no hidden agenda and don’t want to see politics in our school system. As it has been the past 7 years of service in supporting our schools and community, I want the best for our kids to give them the greatest opportunity for their future.

We are each ultimately responsible for our safety, but some things are hard to handle ourselves – things like fi res, car crashes, and medical emergencies. By working together, with our Fire District, we can handle these emergencies. But I’m concerned about recent decisions.Here’s what’s been going on:

• In 2018 our District explored an arrangement with Dallas, S.W. Polk (Rickreall), and West Valley (Willamina) Fire Districts to share administrative costs and consolidate resources.

• This agreement was fi nalized in 2019, without Dallas. • Shared leadership pushed the districts to consolidate. • According to the District’s 2019-2020 auditor, Sheridan serves

as a banker for the other districts’ purchases - a material weakness in District fi nancial controls.

• Sheridan’s funds and assets are diffi cult to keep track of between districts.

• Emergencies in our District covered by McMinnville while our equipment was in another district or unstaffed.

• A slim majority of the board put consolidation on the ballot in November, without West Valley. Were you consulted in a meaningful way before this important decision?

Sharing leadership and administrative staff with neighboring districts probably makes sense, while keeping funds and assets separate. We need to aggressively grow the volunteer fi refi ghter ranks. And I believe this consolidation might not be right for our community. Certainly not so fast; this decision should be made intentionally and thoughtfully, in step with the community. We need to do what’s right for our community. I’m asking for your vote, to push to slow down this consolidation, work with the community, and truly consider and make decisions to effi ciently and effectively serve all of us.

You don’t have to use a stamp

With prepaid postage, you no longer have to use a stamp to mail back your voted ballot.

Beginning in 2020, all ballots in Oregon will be sent to voters with a prepaid postage return envelope.

How does it work?

We are fortunate in the Chehalem Valley to have a rich history of working in and enjoying the abundant natural resources that surround us. In the 30-years that I have lived in Newberg and Dundee, I’ve witnessed the ever-increasing number of families and individuals out walking our neighborhoods and trails. I am happy to have worked on the Dundee City Council with CPRD to develop Harvey Creek Trail which now hosts dozens of people of all ages every day, rain or shine.My experience serving our local governments to protect and improve our abundant natural spaces will inform and energize me as a Chehalem Park & Recreation Board Director.

What if I forgot to put my ballot in the secrecy sleeve and I have already sealed my white/purple envelope?

The secrecy sleeve is not required for your ballot to be counted. However, if you wish to use it, you may carefully open the envelope and tape it closed again or simply come to our offi ce for a replacement envelope.

What if I did not receive a ballot?Call the Yamhill County Elections Offi ce at (503) 434-7518 or (503) 554-7850 from Newberg.

You may need to update your voter registration.

I went to the DMV and got (or updated) my drivers’ license but didn’t receive a ballot. Why? What do I do?

There are many reasons why the new “Oregon Motor Voter” process may not have been completed. Please call our offi ce immediately for assistance.

What if I have moved and changed my residence or mailing address?

You may update your voter registration in our offi ce or at the website www.oregonvotes.gov. You will be issued the correct ballot for your new address.

Is postage required if I place my ballot in an Offi cial Ballot Drop Site?

No.

If I choose not to vote for a candidate, will the rest of my ballot count?

Yes.

Is it too late to update my voter registration?No. You have up until Election Day, May 18th to update your voter registration and receive a ballot if you are currently registered in Oregon.

When is the last day to mail my ballot and have it received by the Yamhill County Clerk’s Offi ce?

The United States Postal Service recommends mailing 1 week before the Election (May 11th, 2021) for your ballot to reach us on time. Postmarks do not count!
