As the weather gets warmer and we get closer to the 2013 F.A.C.E. conference in Daytona Beach I wonder where this year has gone.
While preparing for this, my last Interface article as your president, it felt like only last month I was telling everyone how excited I was to represent you in this capacity. Your board has had a very busy and productive year. Even with membership down, we have continued to maintain a balanced budget and move F.A.C.E. forward at the same time. We have made some much needed upgrades in technology, met with legislators in Tallahassee, and most importantly unveiled a new Administrative Aspects course which has been in the works for several years. The upcoming year will also be challenging. The new board will continue to work with the folks at the Florida League of Cities and in Tallahassee to move forward with recognition of our certification program. We have many members interested in becoming involved in F.A.C.E. There is always room on committees for people who want to serve.
I would like to thank the board members for making this year one I will never forget.
Mike Titmuss and his committee have a conference planned that should be the best ever. He has even promised to have something to give out that is better than the “little” flashlights I found for you last year (I don’t think it’s possible).
Mike Donovan and his committee have seen their work and the work of previous 2nd Vice Presidents come together with the new Administrative Aspects course.
Jen Baker has worked hard at locating and speaking to non-‐members in hopes of becoming members to increase our association’s strength.
James Acosta has been the backbone of our financial success for the past 4 years and has never wavered from his commitment to you that our association’s dollars are accounted for and that everyone is held responsible for every penny they have spent.
Sam Sullivan is the person to thank for his knowledge and dedication to the future of F.A.C.E. He and his committee have spent more time than anyone could have imagined working on the bill for the changes in F.S. 162 and the recognition of our certification program.
Cindy Drake has been working all year behind the scenes moving F.A.C.E. out of the Stone Age by scanning 20+ years of paper documents and converting them to more modern electronic versions.
Mark Caskie has been very successful this year at not only providing an excellent, extremely well qualified group of candidates for the upcoming election, but also by becoming more involved with the website and monitoring the upgrades in technology as we continue to forge ahead.
Bob Hamilton continues to give us sound legal advice. He makes sure that we stay focused and out of trouble. His knowledge is second to none.
Last but not least, I don’t think that anyone who has ever held this position would argue that Marilyn Crotty and her staff at the IOG are true professionals and work very hard to keep the integrity of our association intact.

Our Program Committee has completed the bulk of all pre-‐conference tasks required to bring the F.A.C.E. membership a Training Conference in 2013 to be proud of. This year’s conference title is “Riding the Waves of Change” with a Caribbean theme and will be held at the Hilton Daytona Beach Resort / Ocean Walk June 25th – 28th.

As this is the last article before the conference, I want to take this opportunity to thank you for your confidence in me as your Second Vice President for the last year. I also want to take this opportunity to thank my committee: Lindwell Bradley, Maurice Murray, Nancy Wales and Charles DeFelice. Their hard work and dedication has created a challenging and progressive agenda for the work ahead. I would be remiss if I did not thank Marilyn Crotty and her staff at the IOG for all of their assistance, patience and guidance as we complete this very challenging stage in F.A.C.E. history.
As the Education Committee Chair, I feel it important for me to reiterate the value of attending the conference. With all of the challenges every department is facing this year, the conference should be on the top of your list for attendance. The quality of the conference this year has been set very high.
As for training, remember this is your greatest link to professionalism, confidence, officer safety, career development and effectiveness. You can always learn something from any training. Your attitude will dictate the value of the course. With a positive attitude your training will be more productive and applicable to your environment. As we continue to revisit F.A.C.E. courses, we need your input. We need to know what works and doesn’t work. But I ask you to do more than complain, take an active role and provide feedback and suggestions for improvements. As part of that active role, I would ask everyone interested in becoming a Trainer to contact myself or Karen Matches about setting up a “Train the Trainer” class and entering the mentoring program.
Remember your jobs are not easy nor are they free from dangers, threats or harmful situations. Remember to stay alert, be aware of your environment and your task at hand, and never let your guard down. Like all history lessons, if we do not learn from history, we are doomed to repeat it.
I look forward to seeing as many of you as possible at the conference. I encourage any of you to call me with training questions and I look forward to continuing to work with all of you. Keep training and be safe.

I first want to thank you all for allowing me to serve on your Board of Director’s for the past two years. I have learned so much from all of you and will miss this adventure. Due to my expanding family, I will not be running for a seat on the Board next year, but plan to remain involved with the organization moving
forward. F.A.C.E. is a premier organization and continues to grow and expand in many facets throughout these ever changing times. Again, thank you all for the chance to serve on your Board of Directors.
If you are interested in becoming a member on the membership committee, please let the incoming Third Vice President know your interests. If you have any ideas on how to increase membership or ideas about any other membership issues, please feel free to let any of the Board members know.
As a reminder as I always do for one last time, please remember that your certification is your responsibility. Please do not count on anyone else to take responsibility for your membership. Good luck to all and enjoy another great upcoming conference!

Can you believe it’s May already? Your F.A.C.E. Board has been busy representing you, the membership. In August we updated the Strategic Plan. In December we visited proposed sites for the 25th annual conference in 2014. The Conference Committee is making great progress in the planning of the 2013 conference in Daytona Beach. The Legislative Committee and the Board of Directors have traveled to Tallahassee to meet with our state legislators. The Education Committee completed the update of the Administrative Aspects of Code Enforcement (Level 2). The Nominating Committee has identified several individuals interested in running for office. We should have a lively campaign and election in Daytona. Your Secretary continues the project of digitizing our records. Technology upgrades have been made to make the job of keeping track of members and their certification more efficient.
I encourage each of you to be involved with your organization. Read and share the Interface. Attend local chapter meetings. Attend training to obtain your continuing education. Log onto the web site and check out the Forum. Attend a Board meeting. Attend the conference. Interested in a specific aspect of the organization? Serve as a committee member. Serve as a Board member. If you want more information please contact one of the Board members, we’ll be happy to point you in the right direction.

The financial status of FACE to date is still good. Our accounts’ totals as of 04-‐30-‐13 were: Operating (Fund) Account -‐ $102,518.84 Scholarship account (Savings) -‐ $5,370.80;
Reserve Account (Savings) -‐ $5,256.36 for a grand total of $113,146.00.
I want to take this opportunity to thank each and every one of you for your votes of confidence in electing me as your Treasurer and allowing me to continue in the position for a full four years. Unfortunately, I could only run for the Treasurer’s position for four years before term limits require that someone else take the position.
During my four years on the Board of Directors I have seen the financial responsibility of the Board grow each and ever year. You, the members, were, and still are, first in the minds of your Board, and with that financial responsibility went hand-‐in-‐hand. Limited resources for F.A.C.E. to make money coupled with the membership numbers decreasing kept the Board on its toes to work within the budget presented each year at the Annual Conferences.
Your bills were paid on time, any expenses incurred were scrutinized, any costs not budgeted for were thoroughly discussed at the Board meetings and either required to find other resources to pay for them or disallowed by the Board.
During my four years on the Board I saw the membership fee ($30.00 annual) and the Recertification fees ($15.00 biennial) come to together to become the single fee ($35.00 annual). The combination saved you the membership $5.00 every two years while maintaining our fund balance in the black. I also saw the Board go to bat for you in obtaining shared revenue with the IOG’s for classes they organized and had taught to our members for the F.A.C.E. certification courses. That single change in our revenue flow has produced about $2,700.00 this fiscal year.
Whomever you decide to be your treasurer this coming June at the Annual Conference, will need to continue to provide accurate, up to date reports, and fiscal responsibility for the F.A.C.E. membership. This is always a challenge and one of utmost importance.
I wish everyone the best and challenge the in-‐coming Board, whoever they might be, to continue to strive for excellence.

The last few months have been an exciting time to serve on the Legislative and Judicial Review Committee. During this period, we composed, promoted and supported legislation that would reverse the changes made to Florida Statute 162 last year as part of the enactment of Senate Bill 704. The committee’s efforts, with the invaluable help of our lobbyist Dave Shepp and
an assist with the board of directors’ lobbying trip to Tallahassee, have paid off. On the morning of Thursday May 2nd, by a vote of 119-‐0, the Florida House of Representatives sent House Bill 269 to Governor Rick Scott for his signature. Included in the bill are the language changes to chapter 162 written and submitted by the Florida Association of Code Enforcement. These amendments follow my article. (note: underlined language is added, words that are struck through are being deleted).
It is the consensus of the Legislative and Judicial Review committee that these changes will reverse last years’ changes and also help enhance means to deliver notice to violators once signed into law. As always, please consult with your city or county attorney regarding these changes.
When I was a kid, I loved the Schoolhouse Rock song “I’m just a bill.” As I found out this year, the real process is much more complex and convoluted. Here is the summarized story of our bill from inception to the Governor’s desk. In December 2012, F.A.C.E. meets with newly elected State Senator Wilton Simpson (R-‐New Port Richey) to discuss the need for a glitch bill; he is also the chair of the Senate Community Affairs Committee. He agrees to personally take on the issue and help us. In January 2013, the Legislative and Judicial Review Committee lobbies Tallahassee pushing both the glitch and certification bills; they are followed in February 2013 by the F.A.C.E. Board of Directors. F.A.C.E. works with the City of Tampa (writers of last year’s SB 704) on the language for the glitch bill. On March 20th, our language is added to SB 1252 by a 9-‐0 vote. On March 27th, same language is added to HB 1245 by a 13-‐0 vote.
On April 9th, SB 1252 is heard in the Regulated Industries Committee, it is amended and passes 8-‐0. However the adopted amendment is the substance of another bill that had not been heard in the Community Affairs Committee; therefore, the Senate Rules Committee re-‐refers SB 1252 back to the Community Affairs Committee. The problem is that the referral occurs after the agenda for the final Community Affairs Committee is already set, so the bill cannot be heard again. In order to keep the Building Code alive (SB 1252), the language including our changes to FS162 is amended on to SB 1080, an act relating to green-‐building certification. This bill makes it through the necessary steps until it is mistakenly left off the April 23rd Appropriations Committee agenda, effectively killing the bill.
Now the language, including our own, is amended on to SB 156, an act relating to Swimming Pools and Spas; it passes the Appropriations Committee by a 19-‐0 vote.On the House side, things run smoother with HB 1245 unanimously clearing the Appropriations and Regulatory Affairs committees before passing the House by a vote of 113-‐0.

However, things keep getting more complicated on the Senate side. Several Senators object to the mandatory licensing provision of pool contractors and cleaners contained in the bill. In order to salvage the provisions from the Building Codes bill (originally SB 1252), the sponsoring Senator agrees to abandon the original swimming pool language; however the house’s companion bill is encountering the same objections and is still trapped in committee—meaning none of our bills can pass the legislature.
Pulling a rabbit out of a hat, proponents of the Building Code bill are able to amend the language on to HB 269, an act relating to public construction projects; HB 269 had previously passed the House 117-‐0 and was available in the Senate. On April 29th, the Senate amends HB 269 and adds the Building Code language which includes our changes to F.S. 162. On April 30th, the Senate passes the bill by a vote of 38-‐0. On May 2nd, the House concurs with the Senate amendment to HB 269 and passes it again with a 119-‐0 vote. The bill is ordered engrossed, then enrolled. HB 269 will now be sent to the Governor for final approval.
Confused? Don’t feel alone, I still am and was monitoring our legislative progress daily. The good news is that our changes are before the Governor to be signed into law.
None of this would have taken place without the hard work of the members of the Legislative and Judicial Review Committee. They reviewed multiple versions of legislation often with a short deadline. I’d like to personally give them my thanks and recognize them for their hard work: Ed DeJesus (Palm Beach County), April Hartseil (Highlands County), Debbi Leigh (Seminole County), Jim Orioles (Oviedo) and Danny Thompson (Lakeland). I would also like to thank Past President Mark Caskie (Brooksville) and F.A.C.E. Lobbyist David Shepp for all their help with our efforts in Tallahassee.
Finally I would like to thank all our members who contacted their legislators and encouraged them to support our bill. Their efforts, in no small way, helped secure safe passage of our legislation.
It has been an honor and a privilege to serve as the Sergeant-‐At-‐Arms for the Florida Association of Code Enforcement the past two years. During this time period, we have established a presence on Capitol Hill and had legislation passed. These are just the foundations of a bright and prosperous future for F.A.C.E. in Tallahassee. We’re just getting started!

This has proven to be a tough INTERFACE article to write as it will be my last. It has been an honor and my privilege to serve the membership over the last 7 years. They say “time flies when you’re having fun,” so I can tell you I have had a blast because it sure has gone by quickly. Although not without a few bumps in the road; I am proud to have been part of positive
change these past years.
We have made technology strides that continue even as I write this article that give you the membership, access to your information and the ability to search and contact all members of our organization. We continue to make our database more efficient which will help our administrative arm at the UCF IOG. I would like to thank Susan Pruchnicki, who works tirelessly behind the scene, and is the voice at the other end of the phone when you need help with membership or certification. If you have been in the organization for any length of time you remember the printed membership lists, often out dated the day after they were printed and then we evolved to CD’s with the same issue. Now you simply go to the website and have instant access to up to date data. The INTERFACE has been online now for about 6 years and almost three years ago we upgraded membership system in cooperation with the UCF IOG so membership is only available online. These changes have reduced our printing and mailing cost by thousands of dollars and help to keep your cost down. Your Secretary has worked this year on scanning twenty plus years of our corporate documents into our archived data base so it can be searched and condensed as needed, an important step in our files management.
I was involved in convincing the Board of Directors to institute a Strategic Plan. This has been instrumental in maintaining our corporate focus as the faces of the board evolve on a yearly basis. This long range tool has had a positive impact on decisions, saving time and money. As the economy and membership has taken a down turn the plan has kept us from being sidetracked from our goals. I would like to thank Marilyn Crotty, Shawn O’Rourke for creating and all the Presidents and board members since its inception, for maintaining, and updating the plan yearly.
Our educational curriculum has seen the addition of the Officer Safety and Field Applications course. The Administrative Aspects course update had its debut this year and is now relevant to today’s issues. Our other two courses will be reviewed soon and our Education Committee will be busy keeping us current and at the forefront of education in the Code Enforcement Field. Through the Sergeant-‐at-‐Arms and the Legislative committee, we are working with the legislature to give more recognition to our certification at the state level. Next year we will have a dialog with the Florida League of Cities and hope to garner their support as we move forward.

Speaking of Certification… Personal responsibility is something we continue to stress to the membership. We recognized the continuing confusion between the membership fees and the certification fees and combined them, almost three years ago. Now the annual fee covers all normal maintenance costs of your membership. As the work place has evolved members have also had to evolve and take ownership of their certification as it always should have been. You have earned your certification, now I ask you to own it and look after it. It is now easier than ever to maintain your membership and certification. Pay a single fee once a year and obtain 16 continuing education hours every two years (and report it) and you will remain a Certified Code Enforcement Officer.
There are so many great, dedicated Board and Committee members I have worked with and I know there are more lining up to continue this great organization. I urge you to get involved at some level. Together we will continue to be great for the next quarter century.

NEWS FROM THE CHAPTERS This section of the INTERFACE is dedicated to the local chapters within the Florida Association of Code Enforcement. Jen Baker, 3rd Vice President, extends an invitation to each chapter president to contact her with any chapter news.
Code Enforcement Officer Association of Palm Beach County (CEOAPBC) The CEOA of Palm Beach County holds bi-monthly luncheon meetings (at a nominal cost to attendees) and bi-monthly training (no cost to attendees) which are usually approved for F. A. C. E. credits. All are welcome to attend these meetings/trainings. Contact Ken Jackson at [email protected] or (561) 233-5541 for further details.
Northeast Association of Code Enforcement (NEACE) Northeast Association of Code Enforcement (NEACE) - Our chapter meets every other month right now due to budget cuts and jurisdictions unable to travel every month. We have pre-approved trainings at all meetings, whenever possible, to help ensure no one loses certification due to a lack of enough CEH's. We now have 3 NEACE members on the F.A.C.E. board which keeps us in the loop with all of the up-to-date information with F.A.C.E. and the Institute of Government. Tampa Bay Association of Code Enforcement (TBACE) Greetings from TBACE! We are doing well part way through 2013 and our membership is holding steady at between 60-70 members. Our chapter meets the first Tuesday of even-numbered months, and the location varies. We have relevant training (lunch is provided whenever possible) and have had good results in maintaining our CEH's for certifications. Dues are still only $10.00 per year! Article II Section1 of the Florida Association of Code Enforcement By-‐Laws reads as follows:
Voting Delegates. Each participating agency, as defined in section 5 of this Article, shall be entitled to one vote and shall designate one active member to be the primary voting delegate together with one active member to serve as an alternate who may vote only in the absence or incapacity of the primary voting delegate. Such voting delegate must be an active member of the jurisdiction he/she represents as the voting delegate. Such designation shall be in writing and signed by the appropriate representative of the participating agency.
In short, for an agency to vote at the conference in June, the form at the bottom of this page must be completed. It is short and painless, and will serve to avoid confusion when the elections are held at the conference in June. Please choose a delegate and an alternate from your jurisdiction, complete the form, have it signed by the appropriate representative, i.e. Supervisor, Department Director, Assistant or City/County Manager, etc., detach it from this instruction portion, and return it to the Sam Sullivan at the address below

WHEREAS, Code Enforcement Officers provide for the safety, health and welfare of the citizens in this community through the enforcement of building, zoning, housing, animal control, fire safety, environmental and other codes and ordinances; and
WHEREAS, Code Enforcement Officers are often not credited for the jobs that they do in saving lives and improving neighborhoods; and
WHEREAS, every day, assisted by support and program staff, they attempt to provide quality customer service to the public for the betterment of the community; and
WHEREAS, too many times their efforts go unnoticed, even after code compliance has been accomplished due to their efforts and expertise; and
WHEREAS, Code Enforcement Officers are dedicated, well trained, and highly responsible individuals who take their jobs seriously and are proud of their department and the local government within which they serve; and
