Problem Statement
The Public Schools System requires that individual students develop and demonstrate first grade reading skills to advance to the second grade. Developing reading skills is a challenge for first graders. First graders, whose primary language is other than English, have an additional (language) barrier to overcome in order to develop their reading skills.

Background
• 28 million Americans ages 5 and older speak Spanish at home.
• 31% of children from Spanish speaking homes have limited English proficiency (LEP).
• Hispanic children with LEP perform below their grade level in elementary school
• Budgetary cuts are reducing the number of bilingual teachers.

Conclusion
• We have identified the problem
• Feasibility of the NLT solution is proven by prototype
• Outlined project plan
• We have solid financial plan
• The New Language Tutor should be funded and developed
