Montana Fish, Wildlife & Parks is seeking public comment on changes to commercial use rules at state fishing access sites, wildlife management areas and state parks. The commercial use administrative rules were originally adopted by the former FWP Commission in 2006 and amended in 2009 to establish policy and permit requirements for commercial uses on all FWP land. In 2013, the State Parks and Recreation Board and the Fish & Wildlife Commission were established. Rather than creating separate sets of commercial use administrative rules, the board and commission are jointly proposing amendments to the commercial use rules that would continue to apply to all FWP land. Among the changes are proposals to: 1) clarify that commercial fishing access site permits are not valid at state parks; 2) no longer require permits for individual commercial photographers; 3) list the grounds for which a commercial use permit could be suspended or revoked; 4) allow a permit holder to qualify for a fee adjustment by donating all proceeds beyond expenses from an activity or event; and 5) rename the “Restricted Use Permit” the “Commercial Use Permit”. FWP will host a public hearing on the rule changes in Helena on June 3, at 6 p.m., at 1420 East 6th Ave. Public comment will be accepted through June 13. To view or comment on the proposals, visit FWP’s website at fwp.mt.gov; then click Public Notices. Public comment can also be emailed to [email protected]; or mailed to FWP-Commercial Use Rules, P.O. Box 200701, Helena, MT 59620-0701.

As the season warms, the number of motorcycles on Montana roads will increase — and so will the number of crashes. Motorcyclist deaths in Montana increased 50 percent in 2012 and more than 13 percent again last year. “We all want to have fun and enjoy our favorite recreation, but motorists and motorcyclists need to safely share the road-see and be seen,” said Jim Morrow, director of Montana Motorcycle Rider Safety (MMRS). “Motorcycle Safety Awareness in May is an opportunity to remind everyone they have a responsibility to be aware of other vehicles and prevent a tragedy from happening,” said Morrow. Approximately 80 percent of reported motorcycle crashes result in injury or death while the figure for automobile crashes is about 20 percent, according to motorcycle safety information from the National Highway Traffic Safety Administration (NHTSA). Drivers can overlook motorcyclists because they are smaller and have a lower profile. Because of the smaller size, drivers can also misjudge how close a motorcycle is, and how fast it is going, according to Morrow. “People often see what they expect to see. If you are not thinking about motorcycles, your brain may not perceive a motorcycle,” said Morrow. “The cool weather has kept riders off the roads, so drivers aren’t used to them yet. Now its time to be alert for motorcycles, on all roads, all the time,” he added. Research from NHTSA shows that per vehicle mile traveled, motorcyclists are about 39 times more likely than passenger car occupants to die in a crash. A majority of collisions involving a motorcycle and another motor vehicle tend to occur at intersections or during a lane change. Morrow encourages motorists to actively search for an approaching motorcycle before entering or changing lanes. “Check your mirrors and your blind spot,” said Morrow. Motorcyclists also have a responsibility to keep themselves safe. A substantial number of motorcycle fatalities are single vehicle crashes. “Distraction, speed, not wearing a helmet, operator error-these are all elements that contribute to injuries and deaths for motorcycle riders,” said Morrow. “Wear your protective gear, make sure you are visible, stay within speed limits-and always ride sober,” he advised. The right riding skills are also critical to motorcyclist safety. The purpose of the Montana Motorcycle Rider Safety program is to teach riders of all levels how to improve their safety. Why is it that doctors and attorneys call what they do “PRACTICE”?

On Mother’s Day, there was a family get-together and everyone was having a great time around the dinner table. Later, when the Mother of the family started to wash the dishes, her newly-married daughter, Emily came up to her and said with a lot of concern, “Hey Mom - please don’t bother with the dishes. Today is Mother’s Day and you can’t be doing this.” “Why thank you dear,” Mom said. “Yeah, said Emily, “you can always do them tomorrow.”

Maybe you heard about the man whose credit cardwas stolen but he decided not to report it because the thief was spending less than his wife did...

A woman’s husband had been slipping in and out of a coma for several months, yet she had stayed by his bedside every single day. One day, when he finally came to, he motioned for her to come nearer. As she sat by him, he whispered, eyes full of tears, “You know what? You have been with me all through the bad times. When I got fired, you were there to support me. When my business failed, youwere there. When I got shot by that robber, you were by my side. When we lost the house, you stayed right there. When my health started failing, you were still by my side ... You know what?” “What dear?” she gently asked, smiling as her heartbegan to fill with warmth. “I think you’re bad luck ... get the hell away from me.”

Deep within a forest a little turtle began to climb a tree. After hours of effort he reached the top, jumped into the air waving his front legs and crashed to the ground. After recovering, he slowly climbed that tree again, jumped, and fell to the ground. The turtle tried again and again while a couple of birds sitting on a branch watched his sad efforts. Finally, the female bird turned to her mate. “Dear,” she chirped, “I think it’s time to tell him he’s adopted.”
