Mayoral Report

With the month of October drawing to a close so are the cultural and social activities being held in the Shire. Once again the Spirit of the Land Festival was a huge success drawing an estimated 5000 - 6000 people into Lockhart over the two days. Our local businesses and stallholders that operated over the weekend enjoyed very healthy patronage with some stalls selling completely out of product. One local business believed it was the best trade they have had since the festival has been operating. Council has been delighted with the positive response it has received by the general public and the committee. We

were also proud to present the $10,000 first prize to the winning sculpture pictured above, called Ammonite Australis created by artist Trevor Beckwith. There were 28 entries in the National Farm Art Sculpture

Competition and 70 entries, including indigenous art in the fine art exhibition. Council purchased two indigenous pieces of art to be displayed at the Council Administration Building. Council would like to extend our congratulations to the Lockhart Community Bank for purchasing a Sculpture named ―Emu Family‖ which I believe they intend to display in the CWA Park in Green Street alongside other sculptures acquired by Council. The sculpture was awarded a highly commended in the open section and will assist the growth of sculptures being retained in the community of Lockhart. Congratulations and a huge thank you to Liz Pertzel and Mandy Strong together with their committee for their hard work and hugely successful Spirit of the Land Lockhart Festival weekend. Also our Engineer David Webb, council staff and the local volunteers for assistance prior, during and after the event. Well Done! As mentioned in the previous newsletter. Council was going to debate the merit of allowing a Grain Harvest Management Scheme for 2013/14 harvest to be

introduced in the Lockhart Shire. Council decided to allow the GHMS to be trialled for a 3 month period commencing on 1 November 2013 and finishing on 31 January 2014. Hopefully a detailed report will be forwarded to the engineering department to analyse the effect the trial has had on our roads. It was not a unanimous decision by Council and the debate was quite lengthy. Our engineering department believes a 5% allowance on an increase in weight will cause a 22% increase in damage to the road. The majority of councillors would like to believe the 5% over the General Mass Limit is a tolerance thus allowing flexibility for farmers to load trucks to General Mass Limit without the fear of incurring a huge fine especially when it is so difficult without scales to load a truck in the paddock. Council has decided to proceed with power and lighting of the Avenue in The Rock costing $19,000. There will be 2 lights installed to shine upon the Soldier at the cenotaph and 3 power outlets along the Southern side of the Avenue. This will be completed prior to Anzac Day 2014. The power outlets will enable power to be provided without the need of power cords placed across the road especially when The Rock Markets are held. The fairy lights in Green Street, Lockhart are to be refurbished or replaced and Council is looking at LED strip lighting designed for a 24 volt system. A report and costing will be bought back to the November meeting for discussion and hopefully approval.

Council‘s resources have had increased demand placed upon it over the last couple of years thus relying on outside help. They appreciate, as do all residents, the volunteers who help keep our villages mown and tidy. Recently St Joseph‘s School, Lockhart and The Rock Men‘s Shed coordinated the collection of 2567 and 1686 drums respectively at both waste collection sites as a part of drumMuster NSW. This is a great effort and it help to extend the life of our waste disposal sites. It was great news to hear that the redevelopment of the Greens Gunyah Museum Lockhart has been fortunate to gain additional funding to complete stage 2. Another $150,000 together with the previously pledged sum of $220,000 should now see the project able to be completed. A big thank you to the Lockhart Community Bank for their contribution of $50,000 as well as a State Government grant of $100,000 from the Minister for Arts, George Souris delivered by the Member for Wagga Wagga, Daryl Maguire. After 23+ years of working for the Lockhart Shire Council, one of our most dedicated and loveable, employees Robyn Dowdle, is retiring. Robyn has endured three generations of Yates‘s on Council over her time and we have appreciated her wisdom and assistance over this period. We all wish Robyn the best in the future and the door will always be open for her to say hello. Yours in Local Government

Council Snippets 21 October 2013

Works Report: At present one crew is continuing with long term repairs of roads following March 2012 storm event with one crew undertaking regular maintenance works. Two crews are commencing reconstruction, being at Boree Creek Road and Woodend-Fiveways Road. Works in the intersection of Urana & Ford Streets, The Rock has commenced and is progressing well. Works are expected to be substantially completed by Armistice Day 2013. Sealing works will recommence shortly as pavement temperature increases. Drainage works in Day Street, Lockhart to be undertaken with in-house staff, and expected to be commenced in October 2013; currently awaiting delivery of materials. Design works for projects for 2013/14 have commenced, and being undertaken in order of planned construction. Design works are 75% complete. Table drain clearing/cleaning in both Lockhart and The Rock is 95% complete. Pipes installation in various locations across Lockhart has been completed. Drainage improvement works in Yerong Street, The Rock tidy up works are now underway. Crews will then proceed to minor miscellaneous drainage works throughout The Rock, namely Yerong, Bretton & Wilson Streets. Flood Studies: The next meeting for Flood Committees is due mid/late October 2013 where draft final report and detailed mitigation measures are to be discussed. Road Safety Officer Roll-Out of School Zone Flashing Lights: The NSW Government roll-out of flashing lights to all NSW schools that do not currently have flashing lights is scheduled to start early in 2014. Schools and Council will be notified when work is to be undertaken. The style of lights used will be different from the current style and will consist of the yellow toggle lights, but not an LED annulus as is currently used. Each school will receive flashing lights to treat one road within the school zones for that

school. Schools will be assessed by Roads and Maritime Services and a site will be identified and proposed to each school in late October 2013. Roads and Maritime Services will also provide details of the preferred site identification information to Council and will seek feedback about the selected sites and their suitability. Fleet The new Motor Grader has been ordered and due mid/late October 2013. The new light truck for Lockhart P&G has been ordered. The new centre deck mower for The Rock has been delivered. This completes planned Fleet procurement for 2013/14 budget. Fairy Lights Lockhart: Approximately 16-17 years ago fairy lights were installed to the CBD in Lockhart. This was undertaken and funded by the Lockhart Progress Association at the time. Council has been maintaining the lights, which has been the direction of previous Councils. The lights are now in need of more substantial maintenance. Council has resolved to further investigate options to replace/improve the lights. Power & Lighting in The Avenue The Rock: Council at its meeting 19 August 2013 resolved for Council to determine scope of works and costing to provide power and lighting at The Avenue, The Rock. Works entail 2 lights to shine on the soldier at the Cenotaph, and power outlets at three locations along the southern side of The Avenue. Council has resolved to proceed with the works this financial year.

Committees for a fun filled weekend in

Lockhart (Oct 11-13). Visitors from across the

region and around the state converged on

Lockhart to join in on the festivities. The

Lockhart Picnic Races got the weekend off to

a great start with many taking advantage of

the Committees marque, following the races

the patrons made their way to Green Street

where the venues were over flowing with party

mode patrons. Spirit of the Land Festival,

included the Albury and Wagga Car Clubs adding to the attractions on Saturday. The

outstanding sculptures and fine arts were appreciated by all who viewed them. The

$10,000 Nation Farm Art Sculpture, Trevor Beckwith's ‗Ammonite Australis’, is on

display for public viewing in the

window of the Spirit of the Land

COLLECTION OF FIREWOOD Shire residents wishing to collect firewood from Council‘s road reserves are required to apply for a permit. Applications should be made in writing to: The General Manager Lockhart Shire Council PO Box 21 LOCKHART NSW 2650 Council does not permit collection of firewood from commons or reserves under its control. Permits are only available to Lockhart Shire residents and are valid for three (3) months from issue date. Residents should have a valid permit with them at the time of collection. Fines may be applied to persons collecting firewood without a valid permit.

Due to damage by dogs, Cemeteries managed by Lockhart Shire Council are now “Dog Free Zones” and signage will be installed shortly at Lockhart, The Rock and Yerong

Community Halls

Members of the community are encouraged to utilise the various community Halls throughout the Shire to ensure their longevity. Volunteers who manage these facilities do an excellent job in maintaining them but they do require the halls to be leased to raise revenue to keep the halls

in good condition.

DEVELOPMENT APPLICATION

FORMS For some small building jobs and other

developments it is possible that no approval is required from Council. Contact Council for

clarification. Otherwise, it is likely that a completed “Development Application” form

would need to be submitted to Council with drawings.

The Development Application and approval process, regulated by the State Government

through local councils, is aimed to ensure that the various regulations are complied with and

that a detailed, written record is kept for the future.

Councils are required to obtain certain specific information so the standard development

application form used may in some cases seem complex. Council staff are able to assist with

completion of forms.

The Companion Animals Act Information for

dog and cat owners The Companion Animals Act requires that all NSW dog and cat owners have their pets permanently identified and registered for life. Protecting health and the environment Your dog must not enter: Eating areas, School or childcare grounds, Wildlife protection areas or within 10 metres of children‘s playground equipment. The rules in the companion Animal Act are important for pets, pet owners and other people. Dog and cat owners who ignore the rules face strong penalties, including fines and court action. If your dog is found unleashed in a public place, it can be seized by council officers and put in the pound. You have 14 days (for a registered dog) or 7 days (for unregistered dogs) to claim your pet from the pound. Dogs which are chipped will be scanned and their owners notified. Your local council can issue a Nuisance Order if your dog repeatedly barks, damages other people‘s property or chases people, animals or vehicles. If you don‘t stop your dog doing these things you can be fined $550. Be a responsible pet owner.

The Companion Animals Act requires that all NSW dog and cat owners have their pets permanently identified and registered for life. Micro-chipping and Registration is a two part process that requires dog and cat owners to: 1. Have their animals implanted with a microchip from

the time they are 12 weeks of age, at point of sale or change of ownership (whichever occurs first).

2. Register their animals with their NSW local council by 6 month of age.

Note: Your dog is required by law, when in a public place, to have a collar around its neck with a tag attached that shows the dog‘s name and the address or phone number of the dog‘s owner.

Be Alert this Bush Fire Season The NSW Rural Fire Service will again be using Bush Fire Alerts to provide information to affected communities using radio, television, and the internet. There are three Bush Fire Alert levels to help you make the right choices for your safety.

You may receive a recorded message on your home phone, or a text message on your mobile.

Here’s a basic guide to what the messages mean…

Messages are sent out based on the address registered for that phone number so make sure you keep your information up to date with your service provider so you don’t miss these important messages.

Reconstruction of Green‟s Gunyah Museum

A cheque to assist with the reconstruction of the iconic Green‘s Gunyah Museum in Lockhart received a major boost recently with the addition of $100,000 funding from the State Government. The cheque was presented to the Lockhart Historic Society president Heather Trevaskis at a ceremony on Friday October 4 by Member for Wagga Daryl Maguire. The project will involve building exhibition space at 1.2 metres above ground level and will also make the museum a focal point for the town‘s tourism. A priority of the project is the protection of valuable documents and objects, including the Doris Golder Collection. The project will include an updated Tourist Information Centre and new exhibition space, research and administration areas. Total funding for the reconstruction project now stands at $370,000 with contributions coming from the community, Lockhart & District Community Bank, Lockhart Shire Council, the State Government and Australian Heritage Council.

The Local Court Office has moved from the Council Chambers, Green St, Lockhart, to make room for the new Council Administration Building. Local Court Services can now be found at 9 Matthews Street, Lockhart (Council‘s

Medical Centre).

The office is open the first and third Mondays of each

month from 9:to 1:00pm and 2:00pm to 3:30pm.

Services available include: Births, Deaths & Marriages enquiries, family law, apprehended violence orders, advice on procedural matters relating to Court appearances, payment of court fines and civil claims matters. Assistance can be given in the making of

Wills. Marriages may also be conducted.

It is on occasions like the Spirit of the Land Festival when you feel so proud to

be part of the Lockhart Community. The festival was a wonderful success but

this would not have been possible without the support and encouragement of

the community. Although the committee was steering the festival it was the

community that

was the driving

force. It is

estimated that

over 5000 people

attended the

festival with

strong sales

experienced by

businesses and

stall holders

throughout the

weekend.

The standard of sculptures and fine arts, Trevor Beckwith's Ammonite

Australis, was chosen, with four highly commended awards following. The

Contemporary Sculpture Award was won by Raelene Pfeiffer with her

Kurrajong Flower, and the Small

Sculpture Award went to Tobias

Bennett with his entry Rocking

Ram. Luke Trevaskis, a local

farmer, won the Local Artist

Award, and the Emerging Artist

Award went to Michael Laubli, for

his piece titled Botanicus

Mechanicus. The Fine Arts first

prize went to a Narrandera

resident, Bev Connelly for her work

River Bend, and the Photography

Award was won by Glenys Baxter's

Perfect Symmetry. Melinda Schiller's

Pucawan took out the Indigenous

Award. "The standard of art across

all the exhibitions was really very

high" said judge Wendy Teakel, head

of sculpture and senior lecturer at

ANU College of Arts and Social

Science. "It took us (the judges)

much longer than we anticipated to make our decisions".

The National Farm Art Sculpture winner, Trevor Beckwith's Ammonite Australis,

will be on display in Lockhart for the next 12 months. The Lockhart & District

Community Bank has purchased Stuart Taylor’s Emu Family and this sculpture

will become part of the sculpture trail within Lockhart. The people’s choice,

Tobias Bennett's Conan the Bovbarian was a popular winner. Additional

sculptures now on display include two gifted to the Spirit of the Land

Committee, Tobias Bennett with his entry Rocking Ram and Michael Laubli's

Dragon.

Open gardens, farm tours, fireworks, markets and entertainment all contributed

to the success of the festival. The committee would like to thank, you, the

community for your continued support leading up to, and during the festival.

We are looking forward to a

bigger and better festival

next year.

Regional Industries Investment Fund

Applications - Ongoing.

The Regional Industries Investment Fund (RIIF) is a key element of the NSW Government's commitment to driving economic growth in regional New South Wales and enhancing the attractiveness of regional areas. The RIIF is administered by NSW Trade & Investment providing financial support for business investment, local infrastructure and economic development projects that result in or promote economic outcomes for the

State.

Business investment projects

Support is available for investment projects that contribute to regional population growth through the creation of new jobs, or in special circumstances the retention of existing jobs in a regional location. The RIIF aims to encourage business growth by helping businesses overcome impediments to investment projects that will lead to the creation of

new jobs in regional NSW.

Local infrastructure projects

Support is available for local infrastructure projects that are linked with employment generation investments and deliver industrial projects that have the potential to benefit more than one firm. The RIIF aims to address infrastructure barriers impeding business investment and job creation for specific projects in regional locations. Assistance is directed toward offsetting the costs of specific critical infrastructure required for business

establishment, expansion or relocation in regional NSW.

Economic development projects

Funding is available for projects that build capacity in local regional industries and/or have the potential to generate economic benefits such as employment, business or industry development/growth. School News

St Josephs School News On Thursday, 19th of September, the Year 6s went over to the Saint Mary‘s Hall for a ―Pushing Boundaries‖ day with Mr. Bailey and Miss Rake. Year 6 had a mufti-day that day and we cooked a barbeque for the rest of the school at lunch time. It was all about leadership, role models, service to others and sharing who you are as a person. On the last day of Term 3 we had a ‗Bling your Bike‘ day around at the Lockhart Recreation Ground with Central School. It was organised by

Shelagh Merlin, who is the Road Safety Officer for the Greater Hume, Lockhart and Urana Shire Councils. Congratulations to the people that won a prize. We did laps around the oval and it was lots of fun. After the ride we had a sausage sizzle and a can of drink. Everyone had a great day and they got a slap band and drink bottle.

On the 22nd of September, the Lockhart Show was held at the Showgrounds. Our school entered a lot of artwork, handwriting, stories and research. These were displayed under the grandstand. Olivia Ryan was Infant School Champion!!!! Well done!!

Lockhart Central School News Bike Week On the last day of Term 3, nearly all of primary rode their bikes to the football grounds to celebrate bike week. We got to ride around the oval and do heaps of laps. Everyone had lots of fun - especially me! Lots of students decorated their bikes for the day. If I was judging them I would have picked Ruby Bouffler‘s bike as the best. It was cool. Ruby wore a cape with sunglasses and her bike was covered in glitter and jewels. Janita Nickel, Year3 Transition Days We are getting ready to welcome some new people into Primary and Secondary next year and are holding transition days at Lockhart Central School to help students transition successfully and stress free next year. These days are specifically for 2014 Kindergarten, 2014 Year 7 and Secondary Urana students. These transition days will begin this week and will be a weekly routine every Thursday. The reason for the Secondary transition is sadly, due to a number of reasons, the Secondary section of Urana Central will be closing in 2014 and Urana Central School will become a primary school only. However, that is good news for us at LCS as we will get to make new friends! We can‘t wait to be able to permanently welcome these people into our school next year! Erica Alchin, Year 8 Year 12 Farewell Assembly Last term marked the end of our 2013 Year 12‘s school days. It was hard to say goodbye but thanks to our farewell assembly we now have memories to remember of our Year 12‘s. There were many speeches of how great they all are and what great leaders they have all become. Mrs Morley and I designed a PowerPoint for the occasion as well which included photo memories of Year 12‘s time at school (and not just at Lockhart Central). At the end of the assembly we farewelled our 2013 Year 12 for the last time. We wish them luck as they head for an even bigger and brighter future outside of school. Erica Alchin, Year 8 2013 HSC Exams A BIG GOOD LUCK for Wade Delphin, Charlotte Fletcher, Teagan Hannon, Chloe Sheather and Matthew Tullberg who are currently sitting their HSC final exams over the next 4 weeks. All the staff & students of LCS Greater Kengal Cricket Day Last Friday, Holly Murphy, Ruby Bouffler, Meg Chandler, Kirra Bennet, Eliza Chambers, Alirah Lubb and Aloura Davey went to Yerong Creek to participate in a Greater Kengal Cricket Day. When we arrived, we split up into groups. We then got to play three games. The team I was in won all three games! That meant that Greater Kengal won the day and that we get to go on and play in the Grand Final! Aloura Davey, Year 6

WEED OF THE MONTH - CAPE BROOM

With funds received from the NSW Environmental Trust, and in conjunction with the Murray Catchment Management Authority and RAMROC, Council has conducted extensive direct seeding of native plant seeds along:

- French Park Bullenbung Road; and - Lockhart Collingullie Road

Germination of these seeds may help replenish the existing plant understory and generate greater biodiversity among our roadside vegetation corridors. Firewood collection and stock grazing remain prohibited on these roads.

Genista monspessulana

Originating from the Mediterranean, but now growing through the Europe and the Americas, Cape broom readily invades roadsides, forests and neglected areas. It is a drought-hardy, evergreen shrub growing to 3m high, with bright yellow flowers on display through late winter and spring. Stems and roots: Erect and woody with multiple stems. Soft hairs also present. Leaves: growing in groups of 3 leaflets and at the end of short stalks. 30-40mm long and covered in fine hairs, particularly underneath. Flowers: Bright yellow, about 15mm long and similar looking to that of a pea. Occasionally borne singly, often in groups of six or more.

Seed/Fruit: Seeds are rounded, brown/black and small (2mm). Up to 8 seeds in a flat pea-like pod, about 30mm long and also brown/black. Control Methods: Control may be either chemical and/or mechanical. In any case, prevention of seeding is essential. Mechanical Control: Slashing can slow growth but will not effectively control it. Physical removal by regular cultivation or bulldozing is better, particularly if followed up by controlled burning and/or chemical control. Chemical control: Before using any herbicide always read the label carefully. All herbicides must be applied strictly in accordance with the directions on the label. Spray the infested area with a mixture consisting of picloram or as required, and treat during actively growing periods/when in full leaf. Follow up treatments are essential for late germinations and to ensure adequate control.

Cape Broom is a Class 2 Noxious Weed in

Lockhart Shire, and as such, the plant must be

eradicated from the land and the land must be kept

free of the plant. Please report any possible or

confirmed sightings immediately to Council‘s

Noxious Weeds Inspector on (02) 6920 5305, who

may also be able to provide additional information.

Nominations for Lockhart Shire Council Citizenship Awards to be presented on 26 January 2014,

Australia Day are now invited.

Council resolved that it will award a maximum of six (6) annual awards as part of the Australia Day Celebrations and one of those recipients will be named “Lockhart

Shire Citizen of the Year”.

It will be necessary for those persons wishing to nominate another person to obtain the Award Criteria and Guidelines

forms from Council. These forms may be collected from Council’s Administration Office, from Council’s website or telephone (02) 69205305 and a copy will be

Australia Day Awards-January 2014

Australia Day 2014 will be celebrated throughout Australia on

Sunday, 26 January

Organisations throughout the Shire are invited to nominate to

organise this most important event.

The successful organisation will be provided with an amount of $3,500 from

Council to assist with the arrangements and it provides the host organisation

with the opportunity to raise additional funds for its own use.

Expressions of interest from host organisations will be received

by Council until 4pm on Friday, 1 November 2013
