When the government fears the people, there is liberty. Thomas Jefferson Well, I hope you have had a won- derful and blessed Easter or Passover holiday. I know I did! Spring arrived early this year but it wasn't too early for me. I do wish we'd get a bit more rain though. Enough about the weather. We have been busy at City Hall since I last wrote you. Council has approved the fis- cal year 2013 budget (eff: 7/1/12) and it was with much soul searching and delib- eration that we arrived at a "bare bones" budget for yet another year. The reces- sion that has been with us since 2008 is severely restraining necessary growth and maintenance projects. This has re- ally had a huge impact on our property tax income this year because of the de- valuation of the real estate assessments throughout the City. Real estate assess- ments are re-calculated every three years. Again, because of these economic hard times property values have decreased from 2008 levels. The only tax we, as a City, or any MD municipalities, are al- lowed to levy (control) are property taxes. Most of the revenue we receive in our budget is from property taxes. So, you can see when the economy is suffering and property values decreasing, a short- fall results. When the economy is good, people have jobs and are getting raises and promotions, the housing market is strong. There is demand for new homes, goods and services, builders, developers and shop keepers begin to build and de- velop and sell. The result is new homes, new businesses new taxes. All that be- ing said, that is not our case right now. A lot of hard work went into preparing this year's budget. I set a goal for staff to come up with a budget that would not cause people to have to pay more taxes than last year. We, the Mayor & City Coun- cil, were concerned with adding addi- tional financial hardship on our already strapped citizens. By watching expenses, by cutting wanted projects, by budget- ing only those projects that are absolutely needed we were able to arrive at a bud- get that will result in the major- ity of the citizens paying no more tax this year as compared to last year. Some have slight decreases some have slight increases. The final discussion and budget hear- ing and passage is scheduled for our May meetings, a workshop on May 9th, and a Council Meet- ing on May14th. As always you are welcome and encouraged to attend these sessions. Speaking of budgets, the City is not the only one having budget woes. I am sure everyone is aware that the Maryland Leg- islature has failed to agree on a state budget by the close of their legislative session on April 9. This results in what is called a "dooms day" budget being en- acted. Maryland, like most other states, is required to pass a bal- anced budget. In order to balance the budget without mutual agree- ment between the House of Del- egates and the Senate, on ver- sions of the budget, automatic cuts have to be made. The news media has covered this, but most of what they have been talking about are the cuts in the educa- tion budget that will occur as a result. The biggest impact to Taneytown is the funding of po- lice officers. Police aid, already severely cut by previous legisla- tures, stands to be hit again. If this occurs I do not know what im- pact it will have on our police force. The Governor has the power to call a special session of the legislature to discuss only the budget. Whether or not he will do this remains uncertain at this writ- ing. There is some good news from the legislature this year, though. BULK TRASH -SATURDAY, MAY 5, 2012From 7 a.m. to 1 p.m., the City will

provide compaction trucks and dumpstersat Taneytown Memorial Park for the re-moval of bulk trash. Citizens are askedto observe the following procedures:• Citizens will be responsible for bring-ing their trash to the park for disposal.• All persons who are dumping materialwill be required to show proper ID to the

attendants, before they candrop off their items. Only citi-zens of Taneytown will be al-lowed to dispose of trash. Allothers will be turned away.• Please do not leave trash inthe park after hours specifiedabove. The trash disposal ser-vice will only operate duringthese hours.• Vehicles transporting bulktrash for disposal must be lim-ited to passenger vehicles andpickup trucks. Larger trucksshould haul their items directlyto the Carroll County Landfill.• All items containing oil and/or gas must be drained.• The attendant will direct youto dedicated dumpsters formetal items and appliances

tion in response to a research facility,

Egg/Chicken Farm, being located near

the City's borders in the county, without

out the City being informed. The City

asked Senator Brinkley to sponsor legis-

lation that would require well drillers to

disclose to a municipality, when they drill

a well within one mile of municipal bor-

ders. The reason for this is that the water

table (aquifer) could be impacted by wa-

ter being extracted from the same source

the municipality relies on for it's public

water system. The ability to know if well

drilling activity is going on will allow the

municipality to investigate and decide if

the activity will have any detrimental

impact on municipal water supplies. This

legislation was supported by the Mary-

land Municipal League and passed both

houses in the final days of the legislative

session. The bill awaits Gov O'Malley's

signature. I want to personally thank Sen.

Brinkley for his help and cooperation and

the members of both the Senate and

House review committees.

Now to things more Fun. It is

springtime, and with springtime comes

outdoor activities and festivals. Activi-

ties of all sorts are happening all over

town. Opening day for the youth base-

ball leagues was April 14th. All our City's

youth sports activities are at record lev-

els of participation. Thanks to all the vol-

unteers that make this happen! I had the

opportunity to watch my grand daugh-

ter, Sydney, age 8, in a lacrosse game this

spring. She was playing for the Frederick

team, which created a dilemma; should I

cheer for Frederick or Taneytown. No

worry, I was informed that at this level

they don't keep score, so I cheered for

committee and in particular the "Events"

sub committee has been busy with an

entire season of activities, see separate

articles. It was indeed fortuitous, that as

I was writing this column, a committee

member, Lisa Hersh, stopped by the of-

fice to remind me of all the "goings on"

for this coming year. Make sure you see

the list published in this paper. Coming

up soon, perhaps by the time you receive

this paper, we will be celebrating the end

of Street Scape on April 28th with a pa-

rade, vendors and music in our downtown

area. The festivities begin at 9am and last

until 3pm, and a movie at the park at dusk.

A fishing derby on May 19th, our an-

nual Swing Into Spring, in Memorial

Park, also on May 19, movie nights in

the Park in June, July and August, but

you can read the list. One I am particu-

larly anxious to attend is the first annual

Wine and Art Show. This event will be

held on June 16th and feature artists and

artisans from our surrounding area. The

economy may be tough, but that doesn't

mean we can't have some fun!

In closing, I just want to remind all

to continue to recycle. Our new solid

waste contract will be awarded in July

and we have included in the contract

larger more user friendly recycling con-

tainers. Stay tuned for more details. I

want to wish all the mothers, Happy

Mothers Day and all the Father's, Happy

Fathers Day and all the Vets, a big thank

you for keeping us free. Please remem-

ber your veteran on Memorial Day and

be sure to fly Old Glory on Flag Day,

NEW EXHIBIT“ON THE WAY TOGETTYSBURG...”

AT THETANEYTOWN

HISTORY MUSEUMThe Taneytown History Museum

invites the public to visit its newest ex-hibit, “On the Way to Gettysburg”.

During June 29 and July 7, 1863 ap-proximately 40,000 troops passedthrough Taneytown on their way to, andlater from Gettysburg, Pennsylvania.With the approaching 150th Anniversaryof the Battle of Gettysburg, theTaneytown History Museum’s newestexhibit is highlighting sights and scenesthe soldiers may have observed as theypassed through this small town. TheMuseum is opening this new exhibit onSaturday, April 28th.

Among the featured displays areGen. George Meade’s arrival inTaneytown on June 29, 1863 and the es-tablishment of his headquarters whichwas located at the Lutheran parsonage onEmmitsburg Road and the field head-quarters on the Benjamin Shunk farm onLittlestown Road, Gen. Daniel SicklesJune 30th review of his Third Corpstroops as they passed through Taneytownand camped on farms on the LittlestownRoad; the citizens of Taneytown whogreeted the soldiers with cheers of en-couragement, flowers, flags, warm bread,and drinks.

Also included is a display of CivilWar artifacts, most of which were foundin this area of the troops’ camp sites.

There will be special Civil War-themed events held at the Museumthroughout the summer. Watch for fur-ther details in the upcoming months.

There are other Museum exhibitsstill on display: Got Milk? featuring theWilliam Marshall Mehring milking ma-chine that he received a patent for in1892. The Carroll County resident re-ceived a patent on the milking machinethat was marketed and sold across thecountry. The Mehring machine alloweda farmer to milk two cows at once. LindaZimmerman, a Taneytown resident,

loaned this milker to the museum for thisexhibit. Another Mehring milker, an up-right version which used a hand pump isalso on loan from Nancy Eyler, Exhibits& Artifacts Coordinator of the Museum.The milking machines were made inKeymar. There is also on display in thisexhibit a piece of the Taneytown Cream-ery loaned from Linda Zimmerman’sagricultural memorabilia. Local dairyadvertising, butter churn, milk bottles andother items are on display.

Another exhibit features ephemeraand souvenirs from the Carroll Countycelebration of the 200th Anniversary ofthe birth of George Washington. A largeparade and bicentennial celebration washeld in Taneytown eighty years ago onJuly 4, 1932.

The Museum Gift Shop has framedTaneytown prints, note cards, Farmingin Carroll County by Lyndi McNulty,holiday ornaments and many other booksand items for purchase.

The Museum hours are Fridays 10a.m. - 1 p.m., Saturdays 1 - 4 p.m., andSundays 1 - 4 p.m. Admission is free,donations are accepted. All of the itemsare on loan to the Museum from localcitizens.

installed throughout the downtown areahave been numbered. To report a non-working meter, you should use the iden-tifying number located just below theexpiration window on the sidewalk sideof the meter. Please be reminded: Thedouble-space meters have a left and rightarrow, each pointing toward a parkingspace. Simply select the space you areoccupying then insert your coins. Theparking meters will accept nickels, dimes,and quarters. Meters are enforced Mon-day through Saturday, 8 a.m. to 6 p.m.,except for the City Office Lot, which is

194 WATER MAIN EXTENSIONPROJECT:

Water main and service lines willbe replaced on York Street fromWestview Drive to Commerce Street, andalso on Frederick Street from just belowthe intersection of 140 & 194 down tothe Catholic Church. Construction shouldbegin on or about May 1, 2012, andshould be completed by the end of thesummer. The project will include finalpaving.

NEW WELL CONSTRUCTIONPROJECT

The City has received necessary per-mits and approvals to construct a wellhouse at a previously drilled well on SellsMill Road. A water main will be installedto connect the well to the Cityís existingwater distribution system. This projectshould begin this spring and completedby the end of the year.

As many of you know, our neighbor, Diane Summers has once again received acancer diagnosis and is currently going through chemotherapy. For those of you whoare new to the community or do not know Diane, she was the sole person responsiblefor introducing Relay For Life to Taneytown in 2006 and, as such, is our FoundingMember.

This year’s Taneytown Relay For Life, which will be held onJune 2nd here at Carroll Vista, is being dedicated to Diane for herunparalleled contribution to the Taneytown/Carroll Vista RelayFor Life and in support of her current fight against her fourth diag-nosis.

Diane has received much support from our community throughcards, prayers, visits, trips to the hospital and food items. Manymore of us WANT to do something for her, but aren’t quite surewhat to do. Here’s are some ideas: Diane has held many Relayfundraisers over the years including silent auctions, an art auction,and most notably, her yearly signature event, a Cash Bingo Night,a tradition she had hoped could continue. To that end, Pat Brownhas stepped in to make this happen. A Cash Bingo will be held onMay 17, 2012 in the Ballroom. Seating is limited so sign up soonat the Clubhouse.

If Bingo is not your thing, we are in the process of receivingdonations of products and/or services from various organizationsand businesses for our Silent Auction, held this year at theWestminster Relay on May 18th. All proceeds earned from ouritems will count for the Taneytown Relay. As so many of you arevery talented artisans in your own right, we welcome anyone todonate a craft item or, if your talent is shopping, any new itemvalued at $25 or more. If you have an item to donate, please con-tact Pat Tuminello for drop off before May 10th.

Other ways to participate are by purchasing 50/50 Cash Raffletickets (1 for $1, 6 for $5 or 15 for $10) with the winner announcedat the event. This year’s theme of Relay For Life is The Colors ofCancer, with each cancer represented by a specific color ribbon.Support Ribbons for most cancers are available for purchase at 1for $1 each, or 3 for $2. At the Relay event we will be raffling offa gift basket and selling MileOne Automotive raffle tickets for $5for a chance to win a 2013 Mazda CSX Crossover or $15,000 incash. We are celebrating 25 years! Although the store was originally opened by Mr.Joe Capparola years earlier, Jim and Judy Coyle and Jim's brother Bruce, purchased,remodeled, and reopened The Liquor Barn located in the Taneytown Shopping Cen-ter on April 3, 1987. The first several years were full of long days, with Judy work-ing the day shift and Jim and Bruce taking turns working at night after running theirother small businesses during the day.

The business grew stronger every day and when they neared their original busi-ness plan's time to sell after 5 years, Jim did not want to part with the package goodstore yet, and bought the other half of the business from Bruce. With the businessgrowing every day, as well as Taneytown itself, Jim decided to jump on the opportu-nity to expand the store when he had the chance. So in 2001, the store went througha major remodeling and expanded into the adjoining store front, doubling the origi-nal square footage. With a few tweaks here and there, including an extensive expan-sion of the wine selection last year, The Liquor Barn continues to be a family ownedand operated, full-service package goods store. Our staff can be counted on to pro-vide great customer service and usually a good laugh whenever you visit. 4-H CLUB VISITSTHE TANEYTOWN

Clovers 4-H Club visited the Taneytown

Museum on Sun. April 15th. The exhibit

“Got Milk” features artifacts from local

dairy farming. These exhibits provided

a different perspective than the equip-

ment used today with the 4-H’ers dairy

project. Members who visited the mu-

seum were Amber and Autumn Lippy,

Marissa Roberts and Emily and Ben

Schidlwachter.

MOVIES IN THEPARK FOR 2012There will be a Movie in the Park

on April 28th at dusk as part of the Cel-ebrate Taneytown festivities. The movieto be shown that evening will be Dol-phin Tale. The location for the movie willbe at the football field at Memorial Park.As we proceed into the summer we planon having three more Movie in the Parkevents. The next planned event after theApril date will be June 23rd with themovie to be announced later. We alsoplan on having a movie in July and Au-gust and we will make the communityaware of the dates and movies that are tobe featured. There is no charge for theseevents so come out and en-joy a movie with your neigh-bors. Hope to see a lot of youthere.

ANNUAL MOCKINTERVIEWS AT

FSK HIGH SCHOOLThe annual mock interviews at

Francis Scott Key High School were heldon Thursday, April 19th from 8-11am inthe auxiliary gym. These interviews area graduation requirement that all studentsmust participate in during their junioryear, as the Maryland State Career De-velopment Framework requires that ev-ery student demonstrate the skills neces-sary to interview for employment. Stu-dents that currently attend the CarrollCounty Career and Tech Center will par-ticipate in their interviews there at a laterdate.

Through extensive advisory lessonson resumes, job application, and inter-viewing techniques, this year's 187 jun-iors have been preparing for their upcom-ing interviews since January. Resumeworkshops were also available duringKey Time on specified dates for studentsto gain extra help.

The mock interviews at FSK haveproved to be very successful, and withthe increased competition for jobs due tothe current economic situation, it is moreimportant than ever to prepare highschool students for college, the workworld, and beyond. Several past studentshave been offered summer jobs or intern-ships from the interviewers, as the em-ployers were so impressed by what theysaw. Each employer is given an evalua-tion sheet to fill out at the end of the day,and one such employer wrote "All stu-dents were well prepared, professional,and willing to listen. Excellent prepara-tion." Often the same interviewers returnin following years, eager to support theinitiative seen in Key students. FrancisScott Key is sure this year's interviewswill be just as great as the past, if notbetter.

ADVISORY COUNCILThe Francis Scott Key High School

Advisory Council has been formed tosupport the success of FSK students bybuilding relationships with the surround-ing community, promoting the successof all FSK students, and optimizing theavailable community resources and op-portunities. By building these bonds, theCouncil hopes to create not only an en-vironment in which students flourish butalso a sense of community in which allof northwestern Carroll County will ben-efit.

The council is comprised of FSK ad-ministrators, teachers, parents, and stu-dents, as well as business and commu-nity leaders. Meetings are held monthlyand are open to the public.

We encourage all to join our causein helping our students. Monetary con-tributions are currently being acceptedfor various educational enhancements in-cluding Advanced Placement Test Fees.Each year, 55% of AP students at FSKdo not take the Advanced PlacementExam. Success on this test can qualifythem for better college admission andscholarship opportunities and/or givethem college credit for their achievement.One critical barrier is the inability to af-ford the exam fee. Please consider do-nating funds toward any part of this $86fee to help a qualified student earn his/her well-deserved reward.
