Project overview
The Mbombela Local Municipality has initiated a process to develop and implement a policy and strategy to respond to the pressures and threats of climate change.
The Municipality appointed SRK Consulting to advise and assist in the development of the climate change policy, strategy and implementation plan.

Climate change 101 – making the case
Introduction to the science of climate change Purpose of the presentation was to provide an overview of what climate
change is and what the likely risks and opportunities at a global, national and regional scale are.
Delegates requested that future presentations include information about
local climate change implications.
Overview of the climate change policy landscape
Overview of policy at both international and national level why is a policy required at local municipal level when the national policy
framework already exists? MLM policy will be fully aligned with national AND provincial policy on Climate
Change. A local policy is needed to articulate the MLM’s obligations related to climate
change, including mandates applicable to the different MLM departments, which is not specified in the national policy.
Scenario Exercise to aid in Policy Framework
Delegates were divided into teams to workshop possible climate change scenarios
Applied the knowledge, gained prior to and during the workshops to the exercises, share learning regarding climate change and provide critical insight to be taken into account during the future development of the MLM Climate change Strategy.
Development of vision for climate change policy
The overview provided information of what a vision constitutes and the MLM’s overarching vision for it, as an organisation.
Delegates were asked to draft their own climate change vision for the MLM in light
of the lessons learnt in the workshop. These visions were used to craft a SINGLE VISION STATEMENT for inclusion in
the draft policy document.
What we took from the workshop: summary
Over the 2 days, 51 people from government, other organs of state and civil society attended the workshop
Using attendees feedback in various sessions as well as inputs over the day, developed a “wordle” to highlight most used/pertinent words and concepts, which were then used to develop the MLM Climate Response Policy Vision and objectives
