Biographical Sketch
William J. Hughes was born October 17, 1932, in Salem, New Jersey, the son of William W.
Hughes and Pauline (Mehaffey) Hughes. In 1950 he graduated from Penns Grove Regional High School
and went on to Rutgers University, graduating in 1955. He married Nancy Lucille Gibson the following
year and eventually had four children.
In 1958 Hughes graduated from Rutgers Law School in Camden and became an Associate in the
law firm of Loveland, Hughes and Garret in Ocean City. He later served as a partner in the firm (1967-
1982) and also as the firm’s president (1972-1976). Hughes was admitted to practice before the New
Jersey Supreme Court and Federal District Courts in 1959 and before the United States Supreme Court in
1963. He served as Township Solicitor for Upper Township from 1959-1961 and as the first Assistant
Prosecutor for Cape May County during the years 1960-1970. During the latter ten year period his office
had a record of never being reversed on appeal. From 1970-1974 he was the City Solicitor for Ocean City
and also served on the New Jersey Supreme Court Advisory Committee on Professional Ethics in 1972.
In Hughes’ 1972 bid for a seat in the House of Representatives, he narrowly missed defeating
incumbent Charles W. Sandman (R) by less than 4,000 votes. A second attempt in 1974 was successful
when Hughes was elected to the United States House of Representatives, defeating Charles W. Sandman
and Andrew Wenger (Independent) to represent New Jersey’s Second Congressional District, which then
consisted of Salem, Cumberland, Cape May and Atlantic Counties, most of Ocean County and three
townships in Burlington County.
During his first term in Congress, Hughes served on the Judiciary Committee (including its
subcommittees on Crime and on Monopolies and Commercial Law) on which he continued to serve
throughout his career. He also served on the Select Committee on Aging (including its subcommittee on
Home Services and Retirement Income and Employment) from 1975-1990, as well as the Ad Hoc Select
Committee on Outer Continental Shelf during the years 1975-1976.
Concerned about a recent shortage of natural gas, he led investigations into its cause, including an
inquiry into the operations of the Transcontinental Gas Pipe Line Company (Transco) which was unable
to supply enough natural gas to southern New Jersey during the winter of 1975 despite the fact that
plentiful amounts of gas were apparently available. Hughes also championed environmental preservation,
and successfully opposed the installation of floating nuclear power plants off the coast of New Jersey.
In 1976, Hughes defeated Republican James R. Hurley to secure a second term. In addition to his
existing committee positions, Hughes also began serving on the Committee on Merchant Marine and
Fisheries, including its Subcommittee on Coast Guard and Navigation; its Subcommittee on Ocean-
ography; its Subcommittee on Fisheries and Wildlife Conservation and the Environment; its Sub-
committee on Oceanography, Gereat Lakes, and the Outer Continental Shelf; and its Subcommittee on
Fisheries Management (1991-1992). He continued to do so until the end of his Congressional career. As a
member of this committee, Hughes took an active interest in legislation affecting the preservation of
wetlands and coastal resources. Hughes also drafted his own bill to preserve the New Jersey Pinelands

(H.R. 9539) as did his colleague Rep. Edwin Forsythe (H.R. 9535). Their efforts were finally successful
when Hughes co-authored an amendment to the omnibus National Parks and Recreation Act of 1978
along with Senators Harrison Williams and Clifford Case and Representatives Forsythe and James Florio
which set aside 26 million dollars for acquisition of land in the Pinelands. During the implementation of
this legislation, Hughes continued to carefully monitor the situation and to take action when necessary to
insure that the true spirit of the law was adhered to.
Hughes defeated Rev. James H. Biggs (R) in 1978 to win his third term in the House. During this
period Hughes introduced legislation on many issues, including bills to combat ocean dumping, promote
the purchase of gasohol and to implement a moratorium on licensing of nuclear plants. He also assisted
local garment workers, sought to increase staffing at the Lakehurst Naval Air Facility and resisted pro-
posed cutbacks at Fort Dix. In 1980 Hughes also prevented the Department of Housing and Urban
Development from constructing new low-income housing units on undeveloped land in Vineland at a cost
of $72,000 each, instead convincing it to rehabilitate the over 100 of the town’s abandoned houses already
owned by the Department.
Hughes successfully ran for re-election against Beech N. Fox (R) in 1980. During this term
several pieces of Hughes-initiated legislation were passed, amending Title 18 of the United States Code
(Crimes and Criminal Procedure): H.R. 5228, passed as Public Law 97-351, amended the Code with
regard to criminal acts involving nuclear weapons as mandated by the Convention of the Physical
Protection of Nuclear Material; H.R. 6454, passed as Public Law 97-298, clarified the applicability of the
code to offenses involving explosives and fire; and H.R. 6946, passed as Public Law 97-398, provided
penalties for certain false identification related crimes.
Hughes won re-election after defeating Republican John J. Mahoney in 1982. In August of 1983,
Hughes and Congressman Hal Sawyer (R-MI) traveled to Mexico, Peru, Bolivia, Columbia and Jamaica
in order to review efforts by the United States State Department and Drug Enforcement Agency to reduce
Latin American drug production and traffic. Many more of Hughes’ anti-crime initiatives also became
law during this period: a House Joint Resolution introduced by Hughes (H.J. Res. 548) was passed as
Public Law 98-368, “authorizing the President’s Commission on Organized Crime to compel the
attendance and testimony of witnesses and the production of information.” Hughes’ bill H.R. 2173 was
also passed as Public Law 98-236, authorizing appropriations to carry out the Contract Services for Drug
Dependent Federal Offenders Act of 1978; under this legislation the Federal Substance Abuse Treatment
Program was created. H.R. 4901, also introduced by Hughes, called for the strengthening of penalties for
controlled substances offenses. The text of this bill was inserted into H.R. 3398 and passed as Public Law
98-573. During this period Hughes also successfully introduced legislation to amend Title 18 of the
United States Code, prohibiting certain tampering with consumer products (H.R. 2174, passed as Public
Law 98-299).
Hughes won his sixth term in 1984 by defeating Raymond Massie (R). In addition to his other
committee duties, Hughes also began serving on the Select Committee on Narcotics Abuse Control during
this term. During this period he authored H.R. 5560 to amend Title 18 of the United States Code to ban
the production and use of advertisements for child pornography or solicitations for child pornography

(passed as Public Law 99-628). He also introduced several other pieces of anti-crime and drug control
legislation.
In 1986 Hughes was successful in his re-election bid against Alfred J. Bennington, Jr. (R). During
this period in Congress, Hughes advocated legislation to prohibit firearms that are “especially useful to
terrorists” (H.R. 4445, passed as Public Law 100-649) and to increase penalties for certain major frauds
against the United States (H.R. 3911, passed as Public Law 100-700), as well as legislation designating
certain parts of rivers in New Jersey for potential inclusion in the national wild and scenic river system
(H.R. 14, passed as Public Law 100-33). Hughes also received the Arthur Armitage Distinguished
Alumni Award in 1987 from Rutgers-Camden Law Alumni Association.
Hughes defeated challenger Kirk Conover (R) in 1988 to once again win re-election. During this
term Hughes initiated several more anti-crime bills, including a bill to amend Chapter 96 (relating to
racketeer influenced and corrupt organizations) of Title 18 as well as an amendment to Title 18 pro-
hibiting the possession, transfer and certain exports of restricted weapons, the manufacture of weapons
capable of accepting a silencer or bayonet without alteration and possession of large capacity ammu-
nition feeding devices. His amendment to the Drug Dependent Federal Offenders Act of 1978 was passed,
providing additional authorizations for appropriations (H.R. 3007, passed as Public Law 101-421). Also,
his successful efforts to combat sewage sludge dumping at sea resulted in the passage of the historic
Ocean Dumping Ban Act of 1988 (PL 100-688).
In 1990, with the lack of a Republican nominee to oppose him, Hughes had only to defeat
Populist Party candidate William A. Kanengiser to win re-election to his ninth term in Congress. This
period saw an increase in the amount of legislation introduced by Hughes concerning copyright and in-
tellectual property, most notably his amendment to Title 17 of the United States Code, relating to fair use
of unpublished material (H.R. 4412, passed as Public Law 102-492). He also continued his anti-crime
endeavors, including writing a bill to amend Title 28 of the United States Code with respect to witness
fees (H.R. 2324, passed as Public Law 102-417), as well as his interest in environmental conservation in
New Jersey. In 1991 Hughes was also awarded the Rutgers Presidential Citation for “consistent interest in
the public welfare.”
Hughes defeated Frank A. LoBiondo (R) in 1992 to win re-election following a controversial
campaign in which Hughes accused his opponent of distributing flyers which likened Hughes to Adolph
Hitler, which resulted in Hughes filing a complaint with the Federal Election Commission. After securing
his congressional seat once again, Hughes continued his environmental work, such as introducing H.R.
2650, passed as Public Law 103-162, which designated portions of New Jersey’s Maurice River and its
tributaries as components of the National Wild and Scenic Rivers System. He also continued to be
concerned with copyright law, and crafted legislation to amend Title 17 of the United States Code to
establish copyright arbitration royalty panels to replace the Copyright Royalty Tribunal (H.R. 2840,
passed as Public Law 103-198). He also served as the Chair of the Aging Committee from 1993-1994.
Always a proponent of term limits, Hughes announced in 1994 that he would not seek another
term and left office at the end of the year.

On October 25, 1995, William J. Hughes was sworn-in as the United States Ambassador to
Panama. A year later, on May 6, 1996, the Federal Aviation Administration’s Technical Center in Egg
Harbor Township, New Jersey, was renamed the William J. Hughes F.A.A. Technical Center in honor of
the Congressman’s continuous support of the facility throughout his time in office.
After returning from Panama in 1998, Hughes served as a Professor at Rutgers University and
also as a Visiting Distinguished Scholar of Public Policy at The Richard Stockton College of New Jersey.
He then returned to practicing law, serving in the firm of Riker, Danzig, Scherer, Hyland and Perretti in
Trenton, New Jersey. In 2001, for example, Hughes was serving at the firm as a specialist in federal and
state legislative and regulatory issues as well as a mediator and arbitrator in international disputes.

SCHEDULE CARDS, 1975-1994
Arranged chronologically.
Documentation of the Congressman’s schedule both in Washington, D.C., and his home district,
including meetings, speaking engagements, interviews, airplane flights, etc. Consists of typed cards
containing times, events and locations, sometimes with typed notes to the Congressman regarding
particular details of the occasion.
SPEECHES AND TESTIMONY, 1975-1994
Bulk arranged chronologically.
“Talking notes” and texts of speeches given by Hughes at various occasions and events in his
district, statements made on the House floor and testimony given before various committees. Speeches
often contain annotations and corrections; also, some speeches are marked as being prepared for Hughes
by the Congressional Research Service. Some correspondence with organizations or groups hosting the
events at which Hughes was to speak is also included.
Hughes spoke frequently on environmental concerns relating to his district, including ocean
dumping, beach erosion and conservation of the Pinelands. He also delivered commencement addresses at
elementary schools, high schools and colleges, including Rutgers Law School (May 28, 1993). He also
spoke at meetings of organizations in his district, including the Fraternal Order of Masons, the Kiwanis
Club and local Chambers of Commerce. Among the Committees before which Hughes gave testimony
were the Subcommittee on Energy and Power (January 22, 1975), House Post Office Committee (July 22,
1977), Select Committee on Narcotics Abuse (June 5, 1981) and Rules Committee (June 20, 1990).
Also represented are two instances when Nancy Hughes spoke at events in Atlantic County, New
Jersey, in place of her husband: once to the Mainland Masonic Club (July 31, 1975) and once at a
luncheon for Caring, Inc. (May 1, 1979).

CONGRESSIONAL RECORD REMARKS, 1975-1986
Arranged chronologically.
Photocopies and some original pages from the Congressional Record Daily Digest, containing the
text of Hughes’ remarks on the floor of the House and related extensions of remarks.
Remarks from the 1970s frequently deal with energy issues, especially recent oil and natural gas
shortages, as well as the potential use of nuclear power. Hughes also often spoke about environmental
issues both on land and at sea and the plight of the elderly. In addition to these topics, throughout the late
1970s and 1980s Hughes spoke more frequently on issues of international concern, including the Iranian
hostage situation (February 15, 1979, November 8, 1979, and January 27, 1981), the death of Egyptian
President Anwar Sadat (October 26, 1981), Nicaragua and the possibility of federal aid to the Contras
(February 5, 1985, and March 6, 1986) and the cases of several political prisoners. Also included are
statements by Hughes on Abscam (February 27 and October 2, 1980).
Hughes also spoke about concerns and events in his home district, including preservation of
waterways and the Pinelands. Included in the material from 1979 are remarks relating to Barnegat
Township which were collected by Hughes’ staff for insertion in the Congressional Record for the 75th

anniversary of the Township’s incorporation. Among these items are: “The Battle of Barnegat,” by A.
Paul King, from New Jersey Counties, February 1944, vol. 2, no. 8.; copies from Under Barnegat’s

SCRIPTS FOR RADIO BROADCAST, 1975-1984 and 1986-1987
Typescripts of brief radio statements recorded by Hughes for broadcast on South Jersey radio
stations. Hughes’ broadcasts apparently tended to be weekly, and the scripts are often accompanied by
lists of radio stations to which each recording was submitted. Scripts and lists are both often annotated
extensively.
The scripts deal with Hughes’ positions and efforts regarding current issues.
QUESTIONNAIRES, 1975-1980, 1982-1983 and 1986
Results, printed with some handwritten tabulations, of polls conducted among Hughes’ con-
stituents, chiefly through his newsletter Bill Hughes Reports from Washington during the period 1975-
1980. Topics include natural gas regulation, oil company expansion, oil tanker safety, the Panama Canal,
capital punishment (Spring 1977), Social Security, tuition tax credit, election financing, Equal Rights
Amendment (Spring 1978), Soviet expansionism, inflation, energy conservation, gasoline, nuclear power,
tax cuts, environmental laws (Spring 1979) and defense spending, budget priorities, trade barriers against
foreign cars, Soviet Union trade sanctions (Summer 1980). A list of tabulations from a Spring 1983
questionnaire is also present, although the queries which elicited the responses are not indicated.
Also included are questionnaires completed by Hughes from 1979-1980, including several from
governmental departments (House of Representatives’ Democratic Study Group, Library of Congress’
Congressional Research Service and the General Accounting Office), publications (Barron’s, Forbes
Magazine and U.S. News & World Report), organizations (New Jersey Federation of Business and
Professional Women and the National Welsh-American Foundation) and companies (Congressional
Quarterly, Inc., and Piedmont Manassas Aero).
Correspondence from 1982 and 1986 consists almost entirely of copies of questionnaires mailed
to Hughes and his reply explaining his policy of not answering questionnaires due to the volume he
received. Some letters also provide additional information of a general nature regarding Hughes’ positions
on relevant topics.
PRESS RELEASES, 1975-1994

Press releases issued by Hughes’ office during his 20-year career in the House. Among the many
different topics covered are environmental conservation, anti-crime legislation, gun control and concerns
over various energy sources (oil and gasohol as well as nuclear and solar energy.)

VOTING RECORD, 1974-1988 and 1990-1991
Printed ratings of Hughes’ voting record compiled by various interest groups and publications
such as the Consumer Federation of America, National Taxpayers Union, United Food & Commercial

Workers International Union and the Business Advocate. Ratings are contained in brochures, mailings,
printed articles and magazines, and the votes are judged in light of each groups’ particular agenda.
CAMPAIGN MATERIAL, 1976, 1978, 1980-1982, 1984, 1986, 1988, 1990 and 1992
Chiefly press clippings, with some campaign mailings from successive campaigns. Also includes
some letters thanking supporters for contributions, summaries of Hughes’ political accomplishments,
results of polls of the electorate and some printed election results. In addition, examples of campaign
literature from both political allies and opponents are present.
Also included is a folder marked “Hitler materials” from the 1992 campaign, which documents an
incident during the 1992 campaign in which Hughes accused his opponent, Frank A. LoBiondo, of dis-
tributing flyers which likened Hughes to Adolph Hitler. Among the material are press clippings and
articles documenting the incident and copies of Hughes’ 1992 complaint to the Federal Election Com-
mission, some correspondence received by Hughes from his advisors on the issue and annotated copies of
the text of an apparent speech, possibly meant for an advertisement, explaining the issue. Also included is
a copy of Hughes’ 1994 letter to the F.E.C. criticizing its lack of attention to his original complaint.
A folder from 1981 contains a photocopy of a handwritten letter from Hughes to Senatorial can-
didate Edward H. Salmon expressing Hughes’ support, as well as a grateful reply letter from Salmon.
COMPUTER LETTERS, 1975-1977, 1983-1985 and 1987-1994
Grouped by year; thereunder alphabetical by subject.
Computer-generated form letters on various subjects sent as replies to constituents who had
written to Hughes. The letters contain a brief summary of Hughes’ position and his current actions on the
relevant issue, and often contain annotations and remarks by Hughes and his staff. Some letters from the
1980s and 1991-1992 were apparently written by Hughes’ staff in reply to individuals’ specific concerns.
A small number of “Dear Colleague” letters signed by Hughes that deal with domestic issues are
included from 1975-1977. “Dear Colleague” letters are also included from 1993-1994; they are chiefly
concerned with international issues.
VIDEO AND AUDIO RECORDINGS, 1977?-1991? and undated
Grouped by format.
Recordings in a variety of formats. Audio recordings are chiefly cassette tapes, with some reel-to-
reel tapes. Videos are in VHS, Beta and U-Matic formats. Several unlabeled audio cassettes are also
present. Recordings include Hughes’ re-election advertisements and some press conferences as well as
appearances on television, including The Larry King Show and C-SPAN.
A list of Hughes’ video and audio recordings is included as Appendix Four.
CORRESPONDENCE, 1975-1989
Grouped by year or Congress; thereunder grouped by name of relevant House committee or sub-
committee, else by name of an administrative unit of the federal government, with certain items related to
state and Congressional district issues filed together under “New Jersey.” Also grouped into similar cate-
gories after 1980, but within a classified system employing three-digit numbers (sometimes with a letter
as a suffix) to designate each governmental unit.
Primarily correspondence received from and sent to individuals, businesses and groups that
pertains to topical issues which were often the focus of pending or completed Congressional, regulatory

or other governmental action. The incoming correspondence is chiefly in the form of handwritten and
typed letters, postcards and telegrams; the appended outgoing letters are usually either carbon copies (on

letter and an indication of how each item was to be filed. Only a few of the letters in this series were
initiated by Hughes.
The letters received were generally written by Hughes’ constituents and government officials,
including appointed and elected local, state and national figures, sometimes including other members of
Congress. Among those represented are businesspeople and groups such as trade associations, unions and
professional organizations. Accompanying many of the letters sent to Hughes are enclosures, among
which are newspaper and magazine articles, newsletters, maps, government communications received by
the correspondent, petitions, press releases or Congressional Committee prints.
Items filed under the name of a relevant government agency sometimes include a copy of a
response solicited by Hughes’ staff from the agency that was in turn forwarded to the inquirer by the
Congressman’s office, but do not represent case files. The correspondence filed under the heading of New
Jersey often pertains to proposals for grant funding that were submitted by a local government to a federal
agency, but pertains to other issues affecting the state and Hughes’ district as well (e.g., the tariff con-
cerns of a specific business) and sometimes also contains memos to Hughes from his staff.

Documentation of the subcommittee of Retirement Income and Employment, of which Hughes
was Chair. Includes planning organizational notes (goals and objectives, leave policy for subcommittee
members, etc.), as well as memos and outlines of individual members’ tasks and overall strategies of the
subcommittee.
Also included is information from the Health Care Advisory Panel (1994), an essay by Hughes
entitled “The Need for National Health Care Reform,” several press releases and remarks by Hughes re-
garding Social Security, retirement, etc.

Weapons and Violent Crime Control Act of 1985 (H.R. 3155), information, clippings and a press release
on the Federal Firearms Law Reform Act of 1986 (H.R. 4332) and a few articles critical of Hughes’ gun
control efforts.
Also included is information from the Crime Subcommittee’s hearing on medical waste wash-ups
on beaches (1988) and background information, some provided by the Congressional Research Service

Coast Guard: Includes material probably from the Subcommittee on Coast Guard and Navigation,
including information on Coast Guard policies, licenses and user fees, and some budgetary and hearings
information (FY94).
Other material dates from a 1992 Coast Guard Hearing on Ocean Dumping Research and En-
forcement. It includes a statement by Hughes before the Subcommittee on Coast Guard and Navigation,
his questioning of witnesses, articles, memos, clippings and testimony by others.
Also present is information on the sinking of a private boat, the Tammy Dee II, and clippings and
letters regarding the controversy over the Coast Guard’s response to the accident, as well as miscella-
neous information and clippings regarding the Coast Guard.
Fishing, Wildlife Conservation and Environment: Includes legislative information on the Coastal
Barrier Resources Act (CoBRA), as well as material regarding the Antarctic Protection and Conservation
Act of 1990 and related information about Antarctica. Also included are memos, reports and some legis-
lative material to amend the Nicholson Act (46 U.S.C.) on the re-authorization of the Magnuson Fishery
Conservation and Management Act.
Other material relates to the Endangered Species Act (H.R. 1467), investigations into the mys-
terious death of dolphins in the Atlantic during 1987-1990, shellfish disease, marine conservation
(including the Atlantic Striped Bass) and miscellaneous information on weakfish.
National Oceanic and Atmospheric Administration: Includes legislative information regarding the
N.O.A.A., including fleet replacement and budget hearings, information on its Coastal Ocean Program
and background, legislative information and hearings on the National Undersea Research Program
(NURP), as well as various newspaper clippings from 1991-1992.
Outer Continental Shelf: Information about offshore oil and leasing of areas offshore for drilling.
Includes press releases and articles, some critical of the Department of the Interior’s offshore oil policies,
information on Lease Sales (1987), some legislative information and co-signed letters, as well as a few
Department of the Interior press releases from 1982.
Pollution: Includes extensive information on ocean dumping of sewage, dredged mud and radio-
active waste, including legislative information on the Ocean Dumping Ban Act of 1988, the 12-mile and
106-mile ocean dumping sites, material on ocean dumping fees, including Hughes’ H.R. 4338 (1988), and
information on the Ocean Dumping Roundtable (1989). Also present is considerable information on the
Beaches Environmental Assessment, Closure and Health (BEACH) Act, including hearings, reports,
legislation, correspondence, press releases and articles; offshore incineration reports, legislation and
articles; material on plastics pollution, including copies of Hughes’ legislation; information on oil spills,
including spills in Delaware Bay and Penns Grove; reports, correspondence and press releases about

Energy Conference (1978) and an Alternative Energy Conference (1980), including press releases, lists of
exhibitors and brochures. The data on radio and cable television regulations includes information on the
