Responding to the most recent County budget crisis, County Health Servicesproposes cutting $40,000 in senior nutrition program funds this year, a large portionof which will come from the countywide Meals on Wheels Program. This reduction, coupled with continued flat state and federal program funding, and increasedmeals costs, makes for a very challenging budget year for Meals on Wheels.

Less than 45% of Meals on Wheels Program funding comes from governmentsources, yet they play an important roll in providing Meals on Wheels tohomebound elders in Contra Costa County. As program costs increase, andgovernment funds remain stagnant or shrink from year to year, communitysupport for Meals on Wheels becomes more important than ever.

Meals on Wheels of Contra Costa, Inc. is the only organization raising fundsfrom the community to provide meals for homebound elders through thecountywide Meals on Wheels Program.

When Mr. Noble retired as Vice Principal of

Liberty Union High School in 1982, after

36 years of dedicated service in

education, he was known as a thoughtful,

trusted, and respected teacher and

administrator. Some would say he

personified the “pal” in Principal. But he

was so much more than that.

Vernon Noble came to Brentwoodin 1946 via Marin County, havinggrown up and received his earlyeducation in San Rafael and SanAnselmo. Commuting by rail, ferryand streetcar, he earned an AB degreein music and education from SanFrancisco State University in 1940.

In July of 41 he was drafted into theU.S. military; and served as a memberof the Infantry Band throughoutWWII—including both the Germanand French campaigns—and returnedhome on December 26, 1945.

Mr. Noble has three books to hiscredit. Two provide firsthand insightsinto a solider during those verydifficult times:

and . And,in 1995 he finished his third book

As often is the case, there was awoman behind this successful man.Mr. Noble is quick to credit his wife“Chick” for her many years of support, encouragement, and partnership. TheNobles volunteered together on manycommunity activities, most notablytheir 37 years as music director andorgan accompanist for the CommunityUnited Methodist Church Choir. Mr.Noble estimates this entailed 1500Sunday services, an even largernumber of rehearsals, 26 Christmasconcerts and many other specialmusical events. It was a labor of love forboth. Mr. Noble originally qualified forMeals on Wheels as the dedicatedcaregiver for his beloved wife of 61years.

Because you care, Meals on Wheelsvolunteers now deliver nearly 1,100nutritious daily meals to frail andvulnerable homebound elders throughoutour county. More than just a statistic, thisrepresents the delivery of life sustainingdaily nutrition to homebound elders whomight not otherwise be able to liveindependently with dignity, in the securityand comfort of their own homes. Yoursupport allows Meals on Wheels to helpmake this possible.

The typical Meals on Wheelsparticipant is an 83-year-old woman wholives alone, and is afflicted with one or morechronic health problems that prevent herfrom preparing or shopping for nutritiousdaily meals. She lives on a meager fixedincome which is quickly being consumedfor rent and medication costs, leaving herwith little money for such basic needs asfood. She was probably referred to Meals onWheels by a family member or neighborwho was concerned that she wasn't eatingproperly, and feared that her already fragilehealth would deteriorate further. Shereceives hot nutritious noon mealsdelivered five days per week by a friendlyMeals on Wheels volunteer, and alsoreceives frozen meals for weekends.Though she can ill afford it, she voluntarilymakes an average contribution of $1.90towards the cost of each meal she receives.

Your contributions to Meals on Wheelsof Contra Costa, along with grants fromfoundations and civic organizations, helpus bridge the gap between the voluntarycontributions received from Meals onWheels program participants, and theactual cost of providing their meals. Forevery $2.00 we receive in donations orgrants, another meal can be delivered to ahomebound elder in Contra Costa County. This is due in large part to the enormous

daily contribution of time and effort byvolunteer Meals on Wheels driversthroughout the county.

Government grants now account forless than 45% of total Meals on Wheelsfunding. These are used mainly to pay thecosts of program staff who perform thed i f f i c u l t t a s k s o f c o o r d i n a t i n g ,administering, and monitoring thewholesomeness of 1,100 daily mealsdelivered to frail homebound elderscountywide via 70 Meals on Wheels routes.

More than half of the 265,000 mealsdelivered to homebound elders annuallythrough the countywide Meals on WheelsProgram are subsidized by contributionsand grants received by Meals on Wheels ofContra Costa. We are the only organizationraising funds to provide meals deliveredthrough the countywide Meals on WheelsProgram.

We would like to once again offer oursincere thank you for your continuedgenerous commitment of support for Mealson Wheels in our community. You makethe important difference in the lives of ourfrail and vulnerable homebound elders.

Our deepest heartfelt thanks to all our supporters on behalf of those frail elders who received daily nutritious meals thanksto your generosity. In addition to those recognized on these pages are many anonymous and workplace donors who weare unable to identify by name or donor amount. Also omitted due to space limitations are donors who gave less than $100during the 12-month period. Every donation counts! Finally we want to acknowledge the tireless efforts of more than 400volunteers, without whom Meals on Wheels could not serve anywhere near the 1,100 frail homebound elders who receivedaily meals. You, our donors and volunteers, make Meals on Wheels possible! Thank you one and all.
