Bids will be accepted until 2:00 p.m. on August 26, 2009

Bids will be publicly opened. The County provides equal access and does not discriminate on the basis of disability in its programs or services. It is our policy to make all communication available to the public, including those who may be visually or hearing impaired. If you require information in a non-traditional format please call 305-375-5278. Instructions: The Clerk of the Board business hours are 8:00am to 4:30pm, Monday through Friday. Additionally, the Clerk of the Board is closed on holidays observed by the County. Each Bid submitted to the Clerk of the Board shall have the following information clearly marked on the face of the envelope: the Bidders name, return address, Bid number, opening date of the Bid and the title of the Bid. Included in the envelope shall be an original and two copies of the Bid Submittal, plus attachments if applicable. The Bidder may, at Bidder’s option, also provide the Excel file containing the information on the Bidder Pricing document on CD or Diskette. The file to be provided is to be downloaded at HTTP://SERVICES.MIAMIDADE.GOV/DPM/SOLICITATIONLIST.ASPX. Failure to comply with this requirement may result in your Bid not being considered for award. All Bids received time and date stamped by the Clerk of the Board prior to the bid submittal deadline shall be accepted as timely submitted. The circumstances surrounding all bids received and time stamped by the Clerk of the Board after the bid submittal deadline will be evaluated by the procuring department, in consultation with the County Attorney’s Office, to determine whether the bid will be accepted as timely.

2.1 PURPOSE: TO ESTABLISH A CONTRACT FOR THE COUNTY: The purpose of this Invitation To Bid is to establish a contract for the purchase of Meat,

Poultry, Dairy & Frozen Food Products in conjunction with the County's needs. 2.2 SMALL BUSINESS CONTRACT MEASURES FOR SOLICITATIONS GREATER

THAN $50,000 (Bid Preference) EXCEPT FEDERALLY FUNDED COUNTY DEPARTMENTS A Small Business Enterprise (SBE) bid preference applies to this solicitation. A 10% percent bid preference shall apply to contracts $1 million or less and 5% percent on contracts greater than $1 million. A SBE/Micro Business Enterprise must be certified by the Department of Business Development (DBD) for the type of goods and/or services the Enterprise provides in accordance with the applicable Commodity Code(s) for this solicitation. For certification information, contact the Department of Business Development at 305-375-3111 or access www.miamidade.gov/dbd. The SBE/Micro Business Enterprise must be certified by bid submission deadline, at contract award and for the duration of the contract to remain eligible for the preference.

This contract shall commence on the first calendar day of the month succeeding approval of the contract by the Board of County Commissioners, or designee, unless otherwise stipulated in the Notice of Award Letter which is distributed by the County's Department of Procurement Management, Purchasing Division; and contingent upon the completion and submittal of all required bid documents. The contract shall remain in effect for five (5) years and upon completion of the expressed and/or implied warranty periods. The contract shall expire on the last day of the five year period.

2.6 METHOD OF AWARD USING PRE-QUALIFICATION AND QUARTERLY SPOT MARKET PROCEDURES

Award of this contract will be made to all responsive, responsible bidder(s) who meet the pre-qualification criteria as stated in paragraph 2.6.1 Bidder(s) are required to submit all of the specified information, documents and attachments with their bid submittal as proof of compliance to the requirements of this Invitation to Bid. However, the County may, at its sole discretion and in its best interest, allow the bidder(s) to complete, supplement, or supply the required documents during the bid evaluation period. Failure to provide the required documentation as specified by the County shall result in the bidder(s) proposal being declared non-responsive.

During the term of this contract, the County reserves the right to add or delete bidders as it deems necessary in its best interests. If the County elects to add bidders, they must meet the same minimum qualifications established for the original competition.

2.6.1 PRE-QUALIFICATION PROCEDURES

The County will purchase meats and miscellaneous items on an as needed basis. Bidder(s) shall provide: a) Three (3) current references of existing customers (other than the county) who shall be

listed in the bidder’s submittal. The references listed must be customers that are currently receiving or have recently received from the bidder the services described in this solicitation. The references must include the customer’s name, and the name, title, address, and telephone number of the contact person who can verify that the bidder has successfully provided the meats and miscellaneous items that the bidder is offering under this solicitation. These references shall ascertain to the County’s satisfaction that the bidder has sufficient experience and expertise in supplying meats and miscellaneous items.

b) Bidder(s) shall be equipped with a facsimile (FAX) machine and / or an e-mail address.

Either resource must be available twenty-four (24) hours a day to provide immediate support and expedite quotations. The Bidder’s facility shall be staffed by representatives who can be contacted Monday thru Friday from 8:00am to 5:00pm. A copy of the Local Business Tax License shall be submitted as proof that the Bidder has a facility.

c) Proof of Intergrated Pest Management from the Pest control company. Bidder to provide

letter by a licensed pest control company stating that your firm has scheduled pest control services performed within the last year at your place of business.

2.6.2 QUOTATION PROCEDURES FOR QUARTERLY SPOT MARKET PRICES

Bidder(s) meeting minimum criteria shall be deemed pre-qualified to participate in quarterly spot market pricing requests. Quarterly spot market pricing requests will be issued by the Department of Procurement Management (DPM) to all of the awarded pre-qualified bidders. Accordingly, the pre-qualified Bidders shall submit a fixed unit price to be charged to the County for each food item listed in the quote in accordance with the Technical Specifications. This submission shall be provided as a sealed quote and must be received in the County's Department of Procurement Management, Bids & Contracts Division Office on the date and time specified by Miami-Dade County prior to the commencement of the new quarterly period in order to be considered.

Award for the quarterly period will be made to the (2) two lowest responsive, responsible bidders on an item by items basis. The designated lowest bidder will be awarded as the primary bidder for each item and the designated second lowest bidder as the secondary bidder respectively. If the County exercises this right, the primary bidder shall be given the first opportunity to deliver the goods identified in this contract. If the primary bidder declines this opportunity, the County shall seek the identified goods from the secondary bidder. The County may also make award to the third lowest bidder as a tertiary bidder. The successful bidders shall be notified in writing of their quarterly Bid Award in addition to the issuance of quarterly purchase orders by county departments. The prices provided by the successful Bidders shall be fixed and firm and shall be valid for all food orders placed with the successful Bidder during the quarter. It is hereby agreed and understood that the prices offered at the time of the food order shall prevail; regardless of the time when food is actually delivered to the County facility.

2.7 PRICES SHALL BE FIXED AND FIRM FOR TERM OF QUARTERLY SPOT

MARKET PERIOD:

If the bidder is awarded a contract under this bid solicitation, the prices proposed by the bidder each quarter shall remain fixed and firm during the term of the spot market purchase period.

2.9 “EQUAL” PRODUCT CAN BE CONSIDERED UPON RECEIPT OF SPECIFIED DATA

The manufacturer's name, brand name and/or model number information contained in this solicitation are being used for the sole purpose of establishing the minimum requirement of level of quality, standard of performance, and design and is in no way intended to prohibit the offer of another manufacturer's items of equal material unless otherwise indicated on the Bid/Proposal Submission Form. This specific solicitation requires submission of the following documentation to enable County evaluation of “equal” products: ______: Product Information Sheets ______: Product Samples with Initial Offer __√___: Product Samples upon Specific Request __√___: Product labels ______: Performance Test Results If an “equal” product may be considered by the County in accordance with the Bid/Proposal Submission Form, the unit shall be equal in quality and standards of performance to the item specified in the solicitation. Where an “or equal” item is offered, and product information sheets are required, the initial offer must be accompanied with two (2) complete sets of product information sheets (such as factory specifications, standard manufacturer information sheets, catalogues, and brochures), and if required, two (2) copies of performance test results of the unit offered as an equal. Also for product information submittals, all supporting documentation submitted by the offeror must in total meet the required specifications set forth in this solicitation. Where the standard product literature submitted with the offer provides information that does not comply with the specifications, the offeror shall state, in an official letter on corporate letterhead as part of their initial offer, the differences between the item they are specifically offering, and the equipment described by the standard product literature, to substantiate compliance to all of the specifications set forth in this solicitation. In such cases, any offer submitted with standard product literature but without the letter explaining compliance will result in the rejection of the offer for not meeting the solicitation specifications. If samples of all “or equal” items bid are required for evaluation, such items are to be provided at no cost to the County, and should be submitted with the initial offer, or at the time of specific request. Failure to meet this requirement may result in your offer being rejected. For “equal” products to be evaluated based on submission of product labels, the initial offer should be accompanied with labels indicating the specification and ingredients for each “or equal” item offered. Failure to meet this requirement may result in your offer being rejected.

The County shall be sole judge of equality, based on the best interests of the County, and its decision in this regard shall be final. Items labeled "No Substitute" on the County’s Bid/Proposal Submission Form are the only products that will be accepted under this solicitation.

2.10 LIQUIDATED DAMAGES Intentionally Omitted 2.11 INDEMNIFICATION AND INSURANCE (8) - FOOD SERVICE/INSTALLATION

OF EQUIPMENT (REQUIRING PRODUCTS AND COMPLETED OPERATIONS LIABILITY)

Bidder shall indemnify and hold harmless the County and its officers, employees, agents and instrumentalities from any and all liability, losses or damages, including attorneys’ fees and costs of defense, which the County or its officers, employees, agents or instrumentalities may incur as a result of claims, demands, suits, causes of actions or proceedings of any kind or nature arising out of, relating to or resulting from the performance of this Agreement by the Bidder or its employees, agents, servants, partners principals or subcontractors. Bidder shall pay all claims and losses in connection therewith and shall investigate and defend all claims, suits or actions of any kind or nature in the name of the County, where applicable, including appellate proceedings, and shall pay all costs, judgments, and attorney’s fees which may issue thereon. Bidder expressly understands and agrees that any insurance protection required by this Agreement or otherwise provided by Bidder shall in no way limit the responsibility to indemnify, keep and save harmless and defend the County or its officers, employees, agents and instrumentalities as herein provided.

The bidder shall furnish to the Bidder Assistance Section, Department of Procurement Management, Bids and Contracts Division, 111 NW 1st Street, Suite 1300, Miami, Florida 33128-1989, Certificate(s) of Insurance which indicate that insurance coverage has been obtained which meets the requirements as outlined below:

A. Worker’s Compensation Insurance for all employees of the bidder as required by Florida Statute 440.

B. Public Liability Insurance on a comprehensive basis in an amount not less than

$300,000 combined single limit per occurrence for bodily injury and property damage. Policy must include coverage for products and completed operations. Miami-Dade County must be shown as an additional insured with respect to this coverage.

C. Automobile Liability Insurance covering all owned, non-owned and hired vehicles used in connection with the work, in an amount not less than

$300,000 combined single limit per occurrence for bodily injury and property damage.

The insurance coverage required shall include those classifications, as listed in standard liability insurance manuals, which most nearly reflect the operations of the bidder.

All insurance policies required above shall be issued by companies authorized to do business under the laws of the State of Florida, with the following qualifications:

The company must be rated no less than “B” as to management, and no less than “Class V” as to financial strength, by the latest edition of Best’s Insurance Guide, published by A.M. Best Company, Oldwick, New Jersey, or its equivalent, subject to the approval of the County Risk Management Division.

Or

The company must hold a valid Florida Certificate of Authority as shown in the latest “List of All Insurance Companies Authorized or Approved to Do Business in Florida” issued by the State of Florida Department of Insurance and are members of the Florida Guaranty Fund.

Certificates will indicate no modification or change in insurance shall be made without thirty (30) days in advance notice to the certificate holder.

NOTE: DADE COUNTY SOLICITATION NUMBER AND TITLE OF SOLICITATION MUST APPEAR ON EACH CERTIFICATE.

Compliance with the foregoing requirements shall not relieve the bidder of his liability and obligation under this section or under any other section of this agreement.

Issuance of a purchase order is contingent upon the receipt of the insurance documents within fifteen (15) calendar days after Board of County Commission approval. If the insurance certificate is received within the specified time frame but not in the manner prescribed in this solicitation, the bidder shall be verbally notified of such deficiency and shall have an additional five (5) calendar days to submit a corrected certificate to the County. If the bidder fails to submit the required insurance documents in the manner prescribed in this Invitation To Bid within twenty (20) calendar days after Board of Commission approval, the bidder shall be in default of the contractual terms and conditions and shall not be awarded the

contract. Under such circumstances, the bidder may be prohibited from submitting future Proposal to the County in accordance with Section 1.24 of the solicitation.

The bidder shall be responsible for assuring that the insurance certificate required in conjunction with this Section remain in force for the duration of the contractual period; including any and all option years that may be granted to the bidder in accordance with Section 2.5 of the solicitation. If insurance certificates are scheduled to expire during the contractual period, the bidder shall be responsible for submitting new or renewed insurance certificates to the County at a minimum of thirty (30) calendar days in advance of such expiration. In the event that expired certificates are not replaced with new or renewed certificates which cover the contractual period, the County shall suspend the contract until such time as the new or renewed certificates are received by the County in the manner prescribed in the solicitation; provided, however, that this suspended period does not exceed thirty (30) calendar days. If such suspension exceeds thirty (30) calendars days, the County may, at its sole discretion, terminate this contract for cause and seek re-procurement damages from the bidder in accordance with Section 1.24 of the solicitation.

2.16 SHIPPING TERMS: F.O.B. DESTINATION

All bidders shall quote prices based on F.O.B. Destination including freight and shall hold title to the goods until such time as they are delivered to, and accepted by, an authorized County representative at various Miami-Dade County locations.

2.17 DELIVERY SHALL BE MADE IN ACCORDANCE WITH ESTABLISHED

DELIVERY SCHEDULES

The bidder shall make deliveries within four (4) calendar days after the date of the order unless otherwise specified in the request for quote. All deliveries shall be made in accordance with good commercial practice and all required delivery timeframes shall be adhered to by the bidder(s); except in such cases where the delivery will be delayed due to acts of nature, strikes, or other causes beyond the control of the bidder. In these cases, the bidder shall notify the County of the delays in advance of the original delivery date so that a revised delivery schedule can be appropriately considered by the County. Should the bidder to whom the order is awarded fail to deliver within the number of days stated in the quotation, the County reserves the right to cancel the order with the bidder and to purchase the items through another source of supply to complete the order. If the County exercises this authority, the County may, at its option, request payment from the bidder through an invoice or credit memo, for any additional costs over and beyond the original quoted prices, which were incurred by the County as result of having to purchase the items elsewhere. If the bidder fails to honor this invoice or credit memo, the County may terminate the bidder from this contract. Certain County employees may be authorized in writing to pick-up materials under this contract. Bidders shall require presentation of this written authorization. The bidder shall maintain a copy of the authorization. If the bidder is in doubt about any aspect of material pick-up, bidder shall contact the appropriate user department to confirm the authorization.

2.18 BACK ORDER DELAYS IN DELIVERY SHALL NOT BE ALLOWED WITHOUT

PRIOR APPROVAL

The County shall not allow any late deliveries attributed to product back order situations under this contract without prior approval. Accordingly, the bidder is required to deliver all items to the County within the time specified in this solicitation and resultant contract; and no grace period on account of back order situations shall be honored, unless written authorization is issued by the user department, and a new delivery date is mutually established. In the event that the bidder fails to deliver the products within the time specified, the County reserves the right to cancel the order, seek the items from another bidder, and charge the incumbent bidder for any re-procurement costs. If the bidder fails to honor these re-procurement costs, the County may terminate the contract for default.

2.21 COUNTY USER ACCESS PROGRAM (UAP) EXCEPT FEDERALLY FUNDED

COUNTY DEPARTMENTS User Access Fee Pursuant to Miami-Dade County Budget Ordinance No. 03-192, this contract is subject to a user access fee under the County User Access Program (UAP) in the amount of two percent (2%). All sales resulting from this contract, or any contract resulting from this solicitation and the utilization of the County contract price and the terms and conditions identified herein, are subject to the two percent (2%) UAP. This fee applies to all contract usage whether by County Departments or by any other governmental, quasi-governmental or not-for-profit entity. The bidder providing goods or services under this contract shall invoice the contract price and shall accept as payment thereof the contract price less the 2% UAP as full and complete payment for the goods and/or services specified on the invoice. The County shall retain the 2% UAP for use by the County to help defray the cost of the procurement program. Bidder participation in this invoice reduction portion of the UAP is mandatory. Joint Purchase Only those entities that have been approved by the County for participation in the County’s Joint Purchase and Entity Revenue Sharing Agreement are eligible to utilize or receive Miami-Dade County contract pricing and terms and conditions. The County will provide to approved entities a UAP Participant Validation Number. The bidder must obtain the participation number from the entity prior to filling any order placed pursuant to this section. Bidder participation in this joint purchase portion of the UAP, however, is voluntary. The bidder shall notify the ordering entity, in writing, within 3 work days of receipt of an order, of a decision to decline the order.

For all ordering entities located outside the geographical boundaries of Miami-Dade County, the successful bidder shall be entitled to ship goods on an “FOB Destination, Prepaid and

Charged Back” basis. This allowance shall only be made when expressly authorized by a representative of the ordering entity prior to shipping the goods.

Miami-Dade County shall have no liability to the bidder for the cost of any purchase made by an ordering entity under the UAP and shall not be deemed to be a party thereto. All orders shall be placed directly by the ordering entity with the bidder and shall be paid by the ordering entity less the 2% UAP. Bidder Compliance If a bidder fails to comply with this section, that bidder may be considered in default by Miami-Dade County in accordance with Section 1, Paragraph 1.23 of this contract solicitation and the resulting contract.

2.22 ACCEPTANCE OF PRODUCT BY THE COUNTY

The product(s) to be provided hereunder shall be delivered to the County, and maintained if applicable to the contract, in full compliance with the specifications and requirements set forth in this contract. If a bidder-provided product is determined to not meet the specifications and requirements of this contract, either prior to acceptance or upon initial inspection, the item will be returned, at bidder expense, to the bidder. At the County’s own option, the bidder shall either provide a direct replacement for the item, or provide a full credit for the returned item. The bidder shall not assess any additional charge(s) for any conforming action taken by the County under this clause.

2.23 ADDITIONAL FACILITIES MAY BE ADDED

Although this solicitation and resultant contract identifies specific facilities to be serviced, it is hereby agreed and understood that any County department or agency facility may be added to this contract at the option of the County. When required by the pricing structure of the contract, bidder(s) under this contract shall be invited to submit price quotes for these additional facilities. If these quotes are determined to be fair and reasonable, then the additional work will be awarded to the current contract bidder(s) that offers the lowest acceptable pricing. If this contract has a single incumbent bidder, the additional site(s) shall be added to this contract by formal modification of the award sheet. If there are multiple incumbent bidders under this contract, and the additional effort is to be assigned to only one of these bidders, a separate release order will be issued. The County may determine to obtain price quotes for the additional facilities from other bidders in the event that fair and reasonable pricing is not obtained from the current contract bidders, or for other reasons at the County’s discretion.

2.24 AVAILABILITY OF CONTRACT TO OTHER COUNTY DEPARTMENTS

Although this Solicitation is specific to a County Department, it is hereby agreed and understood that any County department or agency may avail itself of this contract and purchase any and all items specified herein from the successful bidder(s) at the contract price(s) established herein. Under these circumstances, a separate purchase order shall be issued by the County, which identifies the requirements of the additional County department(s) or agency (ies).

2.25 COMPLIANCE WITH FEDERAL REGULATIONS DUE TO USE OF FEDERAL FUNDING

Since the goods, services, and/or equipment that will be acquired under this solicitation will be purchased, in part or in whole, with federal funding, it is hereby agreed and understood that Section 60-250.4, Section 60-250.5 and Section 60-741.4 of Title 4 of the United States Code, which addresses Affirmative Action requirements for handicapped workers, is incorporated into this solicitation and resultant contract by reference.

2.26 DELETION OF FACILITIES

Although this solicitation identifies specific facilities to be serviced, it is hereby agreed and understood that any County department or agency may delete service for any facility(ies) when such service is no longer required during the contract period; upon fourteen (14) calendar days written notice to the bidder.

2.27 ENVIRONMENTALLY ACCEPTABLE PACKAGING

Effective June 16, 1992, all contracts in excess of ten thousand ($10,000) dollars will be affected by Resolution Number R738-92 amending Miami-Dade County Administrative Order 3-2 (relating to the procurement of goods and services). As a waste management alternative, and as an additional means of reducing the volume and toxicity of waste and by-products entering Florida's solid waste stream, Miami-Dade County has instituted the following policy with regard to source reduction. In order to discourage excessive packaging of a product solely for marketing purposes and to encourage packaging for purposes of ensuring durability, re-usability and recyclability. No goods shall be purchased if the goods constitute less than 90 percent (by volume) of the item being purchased or if the goods contains more than 10 percent package and packing material (by volume). No packaging shall be purchased which is not environmentally acceptable packaging.

For purposes of meeting the requirements of this resolution, "Environmentally Acceptable" shall be defined as; any item that is returnable for reuse or recycling, or which is recyclable. In order to insure compliance with this resolution, bidders shall indicate in the space provided on the Bid/Proposal Submission Form or elsewhere as required by this solicitation, the method to be used for returning packaging materials to the distributor in conjunction with this solicitation and/or by completing the General Services Certification of Recycled Product Content Form indicating the ability of the materials to be recycled through existing recycling collection programs. Appeals for waiver of these requirements may be made in writing to the County Manager through the Director of Procurement Management. No waiver shall be effective unless approved by a majority vote of the Board of County Commissioners. Offers failing to provide this information may result in being declared non-responsive; however the bidder shall be given the opportunity to provide the information during the offer evaluation period. At such time, the bidder shall be given fifteen (15) calendar days to submit this information. 2.28 LICENSES, PERMITS AND FEES

The bidder shall obtain and pay for all licenses, permits and inspection fees required for this project; and shall comply with all laws, ordinances, regulations and building code requirements applicable to the work contemplated herein. Damages, penalties and or fines imposed on the County or the bidder for failure to obtain required licenses, permits or fines shall be borne by the bidder.

2.29 PACKING SLIP/DELIVERY TICKET TO ACCOMPANY ITEMS DURING

DELIVERY:

The successful bidder shall enclose a complete packing slip or delivery ticket with any items to be delivered in conjunction with this bid solicitation. The packing slip shall be attached to the shipping carton(s) which contain the items and shall be made available to the County's authorized representative during delivery. The packing slip or delivery ticket shall include, at a minimum, the following information: purchase order number; date of order; a complete listing of items being delivered; and back-order quantities and estimated delivery of back-orders if applicable.

2.30 SHELF LIFE OF STOCK

The successful bidder(s) shall supply the County with fresh stock only and shall insure that items with a limited shelf life are inspected and certified fresh by the bidder prior to shipment to the County. In light of the recent terrorist acts, successful bidder(s) are required to implement any and all precautionary measures to ensure safety of all stock items required under this contract.

2.31 STOCK LEVELS SHALL BE MAINTAINED BY BIDDER

The successful bidder(s) shall ensure that adequate stock levels are maintained at its place of business in order to assure the County of prompt delivery. If the delivery terms specified in the Solicitation are not fulfilled by the Bidder, the County reserves the right to cancel the order, purchase the goods elsewhere, and charge the Bidder for any re-procurement costs incurred by the County.

2.32 TESTING OF RANDOM SAMPLES

Samples of delivered items may be randomly selected and tested for compliance with these specifications. If it is found that the delivered commodities do not conform to the specifications, the county shall require replacement within a reasonable length of time and may cancel the contract for cause.

2.33 PURCHASE OF OTHER ITEMS NOT LISTED WITHIN THIS SOLICITATION BASED ON PRICE QUOTES: While the County has listed all major items within this solicitation which are utilized by County departments in conjunction with their operations, there may be similar items that must be purchased by the County during the term of this contract. Under these circumstances, a County representative will contact all bidders to obtain a price quote for the similar items. The County reserves the right to award these similar items, or to acquire the items through a separate solicitation.

2.34 SAMPLES MAY BE REQUIRED DURING EVALUATION

After the County opens the Bid Proposals, the bidders may be required to submit a sample for the goods to be supplied for evaluation by, and at no cost to the County. If samples are required, the County will notify the bidder of such in writing and will specify the deadline for submission of the samples. Each individual sample shall be clearly labeled with the bidder's name, bid number, bid title, manufacturer's name and brand name, and style number if applicable. If the bidder fails to submit the samples, properly labeled, within the specified date stipulated in the notice, the County shall not consider the bidder's proposal for that item(s); provided however, that in the event of a group or aggregate award, the bidder's proposal will not be eligible for that group or in the aggregate as applicable. The County reserves the right to perform its own testing procedures or to send any and all samples to the State of Florida's Department of General Services, Division of Purchasing, Bureau of Standards Laboratory or any other certifiable laboratory for analysis. Any costs for testing shall be borne by bidder. On the basis of this testing and analysis, the County shall be sole judge of the acceptability of the sample in conformance with the bid specifications and its decision shall be final. Any sample submitted shall create an express warranty that the whole of the goods and/or services to be provided by the bidder during the contract period shall conform to the sample submitted. A. All meat shall be graded i.e. Prime, Choice, Standard, Utility, etc. by the U.S. Department of Agriculture.

C. Meat products with IMPS specifications shall be certified by the U.S.D.A. meat

After cooking, the casing shall be removed and product rolled in a black pastrami rub to cover product. Product to be rebagged after addition of pastrami rub in cry-o-vac casing. 3.8 TURKEY ROAST, BONELESS, RAW, FROZEN

Product shall be prepared in accordance with and conform to requirements for raw turkey roasting specification contained in the USDA Announcement PY-210 current edition.

Product is to be netted and placed in a cooking bag capable of withstanding dry heat temperature of 450 Degrees Fahrenheit.

Packaging and packing shall be in accordance with PY Announcement requirements, except for the cooking bag specified above.

3.9 CHICKEN, WHOLE FRYERS, FROZEN

USDA Grade A whole frying chickens, without necks and giblets, weighing 2 ½ to 3 lbs. each. Product shall be individually packaged. Kill date to be stamped on box. Packaged in corrugated fiber cases, tops taped, ten to fourteen head per container.

3.10 CHICKEN, BREAST QUARTERS AND LEG QUARTERS

Prepared from U.S. Grade A Frying Chickens, without necks and giblets, weighing 2 ½ to 3 ¼ pounds each. Product fabrication, packaging and packing shall conform to specifications in U.S.D.A. PY-332 Announcement current edition for purchase of young frying chicken and chicken products.

3.12 CHICKEN MEAT, PULLED, DICED, FROZEN, INDIVIDUALLY QUICK FROZEN Prepared from chilled or frozen ready-to-cook whole frying chicken.

A. The metacarpus-phalanges sections of the wings and giblets shall be excluded from the product. Bones, skin, blood clots, bruises, and discolored meat exceeding .3 inch in any dimension shall be excluded from the product.

B. The deboned chicken meat shall consist of not less than 50 percent white meat. C. The pulled meat shall be mechanically diced with dice settings a 1-inch by 1-inch by

1-inch. D. Fines shall not exceed 15%which pass through a U.S. Standard ¼ inch sieve. E. No comminuted meat is permitted in this product.

3.14 FROZEN EGG PRODUCTS A. Frozen Egg Products must not contain any extender.

B. Must be produced under the Supervision and Control of the United States Department of Agriculture or the Florida Department of Agriculture.

C. Frozen Egg Product shall have no signs of having been defrosted and shall be hard

frozen at time of local delivery. D. Frozen Egg Products shall have citric acid added as color stabilizer. 3.15 FROZEN FOODS

A. Frozen foods shall have no signs of having been defrosted and shall be hard frozen, 0 degrees or below, at time of local delivery. If found to be partially thawed, food will not be accepted. It will be the bidder’s responsibility to deliver properly frozen food.
