CSC InformationAll files imported onto MEDESR must first be input to eMedNY dashboard online at http://www.emedny.org

Submitting and Retreiving Information from CSC

1.Log onto the website at www.emedny.org2.Locate the submitter dashboard tab on the right side of the screen3.Click on submitter dashboard4.Enter username and password information5.Once in dashboard make sure from and to dates are inclusive of transmittal dates.6.Go to ID file column once screen is up and click on Response file. A window will open displaying statics about the file.7.While reviewing the file, you will notice a 277 or 999. Download the visible file and save to your computer.8.Repeat as necessary until all information needed has been obtained.9.Click on MEDSER program licensed by Paul T. Graham and Associates to begin.

MEDESR User InformationMEDESR is a user friendly system, that was designed to translate HIPAA 997 Functional Acknowledgment files (R Files) that are returned by Medicaid with the implementation of HIPAA Phase II.

The 997 Functional Acknowledgment file is the second in a series of files that are returned by Medicaid for each batch file that is transmitted. It indicates whether a file was accepted or rejected. For rejected files, the report displays the formatting/syntax error within the file that must be corrected before the file is resubmitted.

The 997 Functional Acknowledgment file can sometimes include an unsolicited 277 Health Care Claim Status transaction. This file is returned when a number of claims within your file do not meet Medicaid’s preliminary expectations prior to adjudication.

Using MEDESR will help you to stay informed ahead of time of whether your file was accepted or rejected with errors, or whether or not all of your claims meet preliminary expectations.

When logging onto MEDESR the first page you see will be the login page. Enter your username and password issued to you by Paul T. Graham and Associates. If you forget your password or login information please contact our offices at 585‐223‐6180.

Once Logged Onto the system, click on selection 1 to enter your choice to import your saved files already input on eMedNY.org.

Importing Files allows you to view files of uploaded code and saved information from CSC in translatable files through MEDESR.

Importing FilesClick on the browse button and find the file saved to your computer.Next, make sure to input a readable and easily accessible batch number. We recommend using the date/month/year and a two digit number. For example, if you are using a file created and uploaded on July 21st, 2011 (07/21/11) and it is the first or only file you need to upload the batch control number would be 07211101. A second uploaded file on that same day would be 07211102 and etc.

Click on Import. A status report of the information you have downloaded will appear as shown in the example below. It is important to look at the accepted and rejected amounts along with all other information. The Claim Status will let you know if there is a problem with the claim or if it has been accepted. Claims codes can be found in the ICD‐9‐CM.

For viewing reports click on selection 2 to enter your choice to view your saved files already input on eMedNY.org.

Reports FunctionWhen interested in viewing ANY report enter the number (1) from this menu.

The screen that will pop up will have all claim reports by batch name.

Select the batch you are going to utilize then generate a report from one of the three options for viewing: all, accepted and rejected.

If you are only interested in generating a report based off of the batch you last imported enter option (2) on the reports menu to view immediately.

BATCH PROCESSINGTo utilize Batch Processing click on selection 3 to continue from the main menu.

Batch Processing allows you, the user, to convert the batch files into accessible excel spreadsheets or into other specific programs as noted in the left hand column. Click and highlight the batch number you wish to convert as well as your specified file conversion and click the button to convert. This will prompt you to a screen that allows you to save the information to your personal desktop.

There are three options listed down the right hand side of the Batch Processing Screen.

When viewing any file that is not the VERY LAST file uploaded, you can make it current to utilize it quickly by highlighting the batch number and clicking on the make current

button located on the right hand side of the screen.

When checking inconsistancies, the system will run a test on ALL Files NOT JUST the most current file you have uploaded or changed to current through the step noted previously. An Archive Error Report will be generated after clicking the yes button.

An Archive Error Report will display all errors listed in the system with the path in which the error has been generated.

Deleting Response Batch function allows any file to be deleted from the entire system. Before the response file is deleted make sure you want to delete all information. It will

have to be uploaded again from your computer as a new initial imported file.

UTILITIES MENUThe Utilities Menu is designed to help monitor your Agency information. You will need

your Agency Name, Contact Name and ETIN (Electronic Transmitter Identification Number).

The Agency information screen should have updated and current information at all times. PLEASE REMEMBER TO HAVE YOUR ETIN issued by Medicaid as it is required for

accurate and successful billing.
