Uncertainty Reporting of Measurements
Methods for measuring declared values for energy and water consumption and performance characteristics must be of sufficient accuracy to provide confidence to governments, consumers and manufacturers.
The repeatability of a test method must be sufficiently accurate for comparative testing.
The reproducibility of a test method must be sufficiently accurate for the determination of values which are declared and for checking these declared values.

Ways to assess uncertainty
Bottom-up method (GUM)
In this method, the test result y is expressed as a function of input quantities.
In the case of home laundry appliances, the y may be one of the final test results like water consumption, energy consumption, washing performance, spin speed, spin drying performance, program duration or rinsing efficiency.
The input quantities may be temperature, masses, times, power, etc.

Ways to assess uncertainty
Top down method (IEC 61923 and ISO 5725)
In this method the reproducibility standard deviation isestimated from testing of the same machine (or the samemodel) in different laboratories using the samemeasurement method. This testing is in general named ´ringtest´ or ´round robin test´. The reproducibility standarddeviation of the test results can then be seen as the inherentuncertainty of the measuring method as it may be influencedby remaining differences in the ambient, the people andwhatever else may be different between differentmeasurements in different laboratories.

Because the eye's sensitivity changes with thewavelength, the output of lamps is commonly measuredin lumens, a measure of the power of light as perceivedby the human eye. The luminous efficacy of lamps is thenumber of lumens produced for each watt of electricalpower used. The luminous efficacy of a typical CFL is50–70 lumens per watt (lm/W) and that of a typicalincandescent lamp is 10–17 lm/W. Compared to atheoretical 100%-efficient lamp (680 lm/W), CFL lampshave luminous efficiency ranges of 7–10%, versus 1.5–2.5% for incandescents.

Energy efficiency efforts should not be a trade-off to safety
Safety/Energy efficiency standards/regulations require measurements to show conformity of products and services with specifications
Measurements carried out by testing labs require calibrated standards and meters and certified reference materials. Testing labs need to participate in proficiency tests.
Calibration labs need reference standards traceable to primary standards from National Metrology Institutes (NMIs)
NMIs need to participate in SIM international comparisons on physical, chemical and biological quantities
