Collaboration with the Collaboration with the Alliance of CivilizationsAlliance of Civilizations

Approval by the UN High Level Group Alliance of Civilizations of UNIMED project named “Cycle of International Seminars on the Dialogue among Mediterranean Civilizations”

‐ The project foresees the participation of 14 universities of countries in the Euro-Mediterranean basin.

‐ Universities will held seminars and round-tables for students with the participation of experts on specific thematic areas.

‐ Main objective of the project is to create a place for dialogue and exchange among young women and men of the Mediterranean, a place for words able to promote the comparison of ideas, always respecting each others differences.

TEMPUS MEDAModernising higher education

Tempus (The Trans-European mobility scheme for university studies) supports the modernisation of higher education and creates an area of co-operation in countries surrounding the EU. Established in 1990 after the fall of the Berlin Wall, the scheme now covers 27 countries in the Western Balkans, Eastern Europe and Central Asia, North Africa and the Middle East. Tempus finances two types of actions:

1) Joint Projects are based on multilateral partnerships between higher education institutions in the EU and the partner countries. They can develop, modernise and disseminate new curricula, teaching methods or materials, boost a quality assurance culture, and modernise the management and governance of higher education institutions.2) Structural Measures contribute to the development and reform of higher education institutions and systems in partner countries, to enhance their quality and relevance, and increase their convergence with EU developments.

ENPIEuropean Neighbourhood

and Partnership Instrument

It is the financial instrument which supports the ENP (European Neighbourhood Policy) through concrete assistance actions. The ENP is a broad political strategy which has as the objective of strengthening the prosperity, stability and security of Europe's neighbourhood in order to avoid any dividing lines between the enlarged EU and its direct neighbours. The ENPI has three strategic objectives, namely: supporting democratic transition and promoting human rights; the transition towards the market economy and the promotion of sustainable development; and policies of common interests (antiterrorism, the proliferation of weapons of mass destruction, conflict resolution, the rule of international law, etc.). Within the framework of these strategic objectives, the Commission and partner countries established four principal axes of co-operation based on:

IPAInstrument for Pre-Accession Assistance

The Instrument for Pre-Accession Assistance (IPA) offers rationalised assistance to countries aspiring to join the European Union for the period 2007-2013 on the basis of the lessons learnt from previous external assistance and pre-accession instruments. The aim of the IPA is therefore to enhance the efficiency and coherence of aid by means of a single framework. This framework incorporates the previous pre-accession and stabilisation and association assistance to candidate countries and potential candidate countries while respecting their specific features and the processes in which they are engaged.The Instrument for IPA is the Community's financial instrument for the pre-accession process for the period 2007-2013. Assistance is provided on the basis of the European Partnerships of the potential candidate countries and the Accession Partnerships of the candidate countries, which means the Western Balkan countries and Turkey . The IPA is intended as a flexible instrument and therefore provides assistance which depends on the progress made by the beneficiary countries and their needs as shown in the Commission's evaluations and annual strategy papers.

The beneficiary countries are divided into two categories, depending on their status as either candidate countries under the accession process or potential candidate countries under the stabilisation and association process , namely:Candidate countries: the former Yugoslav Republic of Macedonia, Croatia, Turkey;Potential candidate countries: Albania, Bosnia and Herzegovina, Montenegro, Serbia including Kosovo.

The IPA is based on strategic multi-annual planning established in accordance with the broad political guidelines set out in the Commission's enlargement package, which now includes a Multi-annual Indicative Financial Framework (MIFF). The MIFF takes the form of a table presenting the Commission's intentions for the allocation of funds for the three forthcoming years, broken down by beneficiary and by component, on the basis of the needs and the administrative and management capacity of the country concerned and compliance with the Copenhagen criteria.

FP7 - The Seventh Framework Programme for research and technological development

The Seventh Framework Programme for research and technological development (FP7) is the European Union's chief instrument for funding research over the period 2007 to 2013. It bundles all research-related EU initiatives together under a common roof playing a crucial role in reaching the goals of growth, competitiveness and employment. CORDIS is the official portal for participating in FP7 and following related developments in European science and technology. Its main objective is to further the construction of the European Research Area. Its specific goals are fourfold:

To gain leadership in key scientific and technology areasTo stimulate the creativity and excellence of European researchTo develop and strengthen the human potential of European researchTo enhance research and innovation capacity throughout Europe

The total budget including the non-nuclear research of the Joint Research Centre, is 51 Billion euros over 7 years. The overall budget is fixed, and the split of it along thematic priorities and the content of those priorities was decided in November 2006.

EM ECW - Erasmus Mundus External Cooperation Window

It is a co-operation and mobility scheme in the area of higher education co-operation launched by Europe Aid cooperation Office and implemented by EACEA , the Executive Agency Education, Audiovisual and Culture.It is complementary to other higher education initiatives: Erasmus Mundus, Erasmus, Tempus, Asia-Link, ALFA, Alban, and Edu-link.The main beneficiaries are universities, students, teachers and educational staff of higher education institutions in third-countries, the EU Member States and other eligible European countries.

EM ECW - Erasmus Mundus External Cooperation Window

• The main objectives of this mobility scheme are:• to enhance the international cooperation capacity of universities in Third-

countries by facilitating transfer of know-how and good practices in the field of student and academic staff mobility;

• to promote cooperation between sending and hosting institutions; to contribute to the mutual enrichment of societies by developing a pool of well-qualified, open-minded and internationally experienced young women/men as future professionals and leaders;

• to improve the transparency and recognition of studies and qualifications, in particular by favouring the practical implementation of Common Areas of Higher education triggered by the interest in the "acquis" of the Bologna process;

• to provide good students from vulnerable groups (i.e. refugees, displaced populations, disabled foreign students, etc) with further education and professional development and empowerment for leadership;

• to enhance the skills and qualifications of foreign higher education staff so that they can contribute actively towards improvement of quality; to build the capacity of the administration and public and private sector by participation of their staff in higher education mobility activities (especially through doctorate and post-doctorate activities);

• to enhance in the medium term the political, cultural, educational and economical links between the European Union and Third-countries.

Anna Lindh Foundation

The Anna Lindh Foundation is an organisation shared and resourced by 43 Euro-Mediterranean countries, to bring people together as a way to promote dialogue between cultures and respect for diversity. The Foundation leads regional initiatives and support local activities carried out byorganisations based across civil society which advocate for a better understanding among people, religions and beliefs, and champion human rights and democracy.

The Foundation coordinates a Euro-Mediterranean Network gathering hundreds of social and institutional bodies which share the values of the Foundation and work to make dialogue, peace and prosperity possible in the region.

EuropeAid's main mission:

- To implementing the Commission’s external aid instruments, funded by the Union’s budget and the European Development Fund.

- To ensure coherence, complementarity and coordination in implementing external assistance programmes worldwide.

- To make external aid more effective. - To translate policies into practical actions and for developing

new ways of delivering aid, such as budget support and through sectoral approaches.

- Civil society, international organisations and governments of EU Member States are all important actors in this field.

UNIMED signed a Research Contract with the Italian Ministry of Transports for the publication of an essay on the “state of the art of Transports in the Mediterranean region”, as regards the relation between the Italian system of Transports and the corresponding ones applied in the 10 MEDA Countries.In this context within UNIMED network, a sub-network has been instituted on these themes aiming at facilitating the creation of a data bank on all activities dealing with transports, logistic and inter-modality research and researchers in the Euro-Mediterranean region. UNIMED proceeds with the collection of information from associated universities on departments, research centres, researchers, activities, ongoing projects and major partnerships established.These information allow the identification of opinions and priorities of the Mediterranean partners on transports sector.
