Natural gas comprises several gases, but consists mainly of methane
As a gas expands or compresses according to temperature and pressure, it is important that when measuring natural gas the temperature and pressure are taken into account
Basic concept

Gas is usually measured in :
energy unit : TJ - Gross Calorific Value
Volume : million m3
Eurostat/IEA use Standard Conditions:
Standard Conditions = 15 degrees C and 760 mm Hg
Basic concept
Le gaz est généralement exprimé en :
unité d'énergie : TJ -Valeur calorifique brute
Volume : millions m3
Eurostat/AIE utilisent des conditions standard:
Conditions standard = 15 degrés C et 760 mm Hg

For conversion we need to know how many kJ there are per m3
When reporting data in a balance, specific kJ/m3 conversion factors need to be known for the various flows:
Indigenous Production
Imports
Exports
Stock changes
Inland Consumption (obs)
Basic concept
Importations
Exportations
Variations des stocks
Consommation intérieure (observée)

6TABLE OF CONTENT RETURN CHAPTER
What is the difference between Gross and Net Calorific Value?
Net Calorific value =
Gross Calorific Value – latent heat of vaporisation of the water vapour produced during combustion of the gas.
For gas the difference between Net and Gross is about 10%
Basic concept

To separate transit from import/export e.g.re-export of purchased quantities or quantities used on national territory to maintain the gas flow for transit
To separate non energy use from energetic use properly e.g. if some quantities of so called non energy use are necessary to drive the process
Potential problems

10TABLE OF CONTENT RETURN CHAPTER
To standardise quantities supplied/used because gas quantities measured are dependant from temperature and pressure
To identify country of origin/destination e.g. a supplier is located in a neighboring country and provides natural gas of different origins
Potential problems

To handle stocks properly e.g. stocks abroad but linked to the domestic grid only and vice versa, stocks from foreign providers on national territory
Negative consumption of energy sector, this can be caused by using the grid it self as storage capacity by increasing the pressure or by measuring differences
Potential problems

To separate physical flows from trade: physical flows figures differ from traded quantities pictured by foreign trade statistics
Potential problems

No clear right solutions available in many cases!
All problems are linked to each other
The only possibility is to establish an as far as possible agreed methodology together with your national and international customers and to apply it strictly –but be aware that it is impossible to meet all expectations in one single framework
Solutions ?

Stocks on national territory (IEA/Eurostat) vs. stocks available for national consumption (national interest because relevant for security of supply)
Consumption on national territory (IEA/Eurostat) vs. consumption for national purposes (national interest because emission relevant)
Physical flows (IEA/Eurostat) vs. economic activities (national accounts)
Three examples

…..but in other cases the lack of data available allows only a single but not really satisfying solution
Example
…Gas supply by on non domestic supplier : country of origin = unknown
Three examples
