On behalf of the Sherwood Chamber of Commerce, it is my pleasure to extend a warm welcome to all visitors and to all residents who enjoy the many things our wonderful community has to offer.

I hope this guide offers you the information you need, whether considering relocating your home or business to Sherwood, or just learning more about our great city. Sherwood offers both the rich quality of life that you can only find in a smaller community along with the cultural and entertainment amenities found within the Little Rock Metro area. CITY OFFICIALS

We are proud of our community and the quality of life our residents enjoy. Our community is known to be one of the safest cities in Arkansas. Our residents support and embrace the services provided by our police and are actively involved

in the program entitled “Citizens Police Academy”. The Academy is offered annually. Sherwood residents are encouraged to attend.

In 2019, our Permits and Planning Department, and Sherwood Courts, relocated to the remodeled former Amy Sanders Library. This gave our Police Department the opportunity to expand and provide better services to our residents. In 2018, our residents supported a bond issue for street improvement projects. One is currently underway, and more is on the horizon! Our new soccer fields and tennis center will open in 2020. Also, our new Animal Services Mobile Adoption Unit will be ready to hit the streets in 2020! I am honored to serve as your Mayor. Parks & Recreation The Parks and Recreation Department provides a variety of programming for Sherwood residents of all ages that include sports leagues, physical fitness, aquatics classes, an after- school care, and summer day camp. In addition to the active year-round schedule of programs offered by the department, The Parks Department maintains all of the City of Sherwood’s parks and pools; and staff a Youth Center, Tennis Center, Library, public Golf Course and Recreation Center for use by the public. Residents of Sherwood have a range of facilities for outdoor fun. Each of these facilities is maintained by the staff to ensure that they are attractive and safe for your family to use.

Sherwood, Arkansas is a great place to visit! There are several recreational opportunities year-round; from the spring and summer sports leagues for all ages, fishing and swimming, fish fries, potluck luncheons, the Bill Harmon Recreation Center, Sherwood Fest, Halloween festival, Christmas Parade, Festival of Lights and Enchanted Forest Trail of Lights

Sherwood is home to several regional and national baseball and softball league tournaments through the spring and summer each year. The Sports Complex is home to Sylvan Hills High School baseball games and soccer leagues for kids so there’s always an opportunity for a family night out at the ballpark.

Parks & FacilitiesOur community parks and recreation centers are a great resource for the citizens, offering our residents and visitors walking and running tracks, playgrounds, pools, tennis courts, and fishing.

Austin Lake ParkLocated on Austin Lakes Circle, it includes a 1,600-foot asphalt paved walking trail, two pavilions, a playground structure, swing set, and a picnic area. The park is densely shaded.

Delmont ParkLocated on the corner of Delmont and Sherwood Avenue, it includes a gazebo, a playground structure, a swing set, and picnic area with a grill.

Devon ParkDevon Park is located in historic Sherwood on Devon Street. It includes a playground and walking track .

Fairway ParkLocated on Fairway Avenue off Wildwood in Sherwood, Fairway Park includes a gazebo, a playground structure and a picnic area with a grill. Fairway Park also has an outdoor swimming pool that is open seasonally with a changing area, restroom facilities and a concession stand. There is also a Dog Park with shade, seating and dog drinking water.

Hughes ParkHughes Park is located at 31 Glade Road in the Gravel Ridge area of Sherwood. Glade is off of North Valley that is off of Jacksonville-Cato Road. It was re-built from the former property owners association park and now includes a 1/4 mile asphalt walking trail, full court basketball, 20 feet by 20 feet pavilion with picnic tables, play ground, and seasonally open restrooms as well as paved parking. You may see wildlife such as Canada geese, deer, squirrel, and others because is it situated next to a large privately owned field as well as wetlands.

Indianhead ParkLocated on the corner of Deerfield and Custer, Indianhead Park includes a pavilion and picnic area, a playground structure, swing and tennis court. Indianhead Park also has an outdoor swimming pool that is open seasonally with restroom facilities.

Lake Cherrywood ParkLake Cherrywood Park is located on Summit Street off of Kiehl Avenue, it includes a lake stocked by the Arkansas Game and Fish Commission, a fishing pier, basketball court, a gazebo, a playground structure, swing set, and a picnic area with a grill.

Pickthorne ParkPickthorne Park is located at 1625 Marlar Drive. It includes a pavilion, walking trail, basketball court, playground structure, swing set, and a picnic area. The trail connects Pickthorne Park, Henson Tennis, Devon Park and the bird sanctuary.

Sherwood Dog ParkThe Sherwood Dog Park has approximately 11,000 square feet of fenced area for your pooch! There are two separate sections available, one for smaller dogs under 25 pounds, and another section for larger dogs. The area is partly shaded, and is open from sunrise to sunset. Additionally, a playground is close by for the kids, too.

Stonehill ParkStonehill Park is a pocket park located near 2724 Gemstone Drive. It has pavilion, playground, walking trail, shade and has a stone lined creek bed that flows intermittently.

Storer Park Storer Park is located at the end of Helen Drive or Johnny Lane, off West Lee, it includes a quarter-mile asphalt paved walking trail, playground, and shade most all day. Street parking only.

Thornhill ParkThornhill Park and pool is located behind the Municipal Complex off of Kiehl Avenue. It features a gazebo, picnic area with a grill, a half-mile asphalt walking trail, six Greensfield Outdoor Fitness stations, public pool and a vintage Union Pacific Caboose. Thornhill Park also has an outdoor swimming pool that is open seasonally with a changing area, restroom facilities, and a concession stand.

Verona ParkLocated on Verona Avenue off Wildwood Avenue, near Sherwood Elementary School, it includes a gazebo, picnic area with a grill, playground structure, swing set and basketball court.

Duran Youth CenterConveniently located just across the intersection from Delmont Park, the Duran Youth Center Provides a safe place for recreational activities. Named after the late Dennis Duran Sr. who was the 5th Mayor of Sherwood, who served two years from January 1963 until December 1964, the Duran Youth Center offers a wide range of activities for kids in a positive environment. Each member of the staff genuinely cares about providing dynamic quality and care in all of the events offered. Pedestrian BridgeThe Pedestrian Bridge was constructed using ISTEA grant dollars to link communities that lie north and south of Kiehl Avenue. This bridge is located near Oakbrooke Drive.

Splash PadSherwood Forest Splash Pad, located at 1111 W. Maryland Ave., opened in July 2019.The Splash Pad is the result of a $5 million bond sponsored by the Sherwood Advertising and Promotions Commission. The splash pad, which is located on a 40-acre tract ofland at Sherwood Forest, has 8,700 square feet of wet play area with more than 30 features, many of which are inclusive for children with accessibility needs. The fixtures are “Sherwood Forest” themed with brightly colored play equipment including a flower, fox, frog, snail, cattails, ladybug, butterfly, turtle, fish, duck, mule, lynx and a tree fort with two slides. It has wireless buttons to activate many of its interactive water-spouts. To save waste and costs, the Splash Pad has a recirculation system to treat and recycle the water.Sherwood Forest Splash Pad has changing areas onsite. It is also free to the public and enclosed by fencing and a retaining wall to keep children from wandering away from the play area.

OUTDOOR RECREATIONThe Greens at North HillsThe Greens at North Hills is a beautiful golf course owned and operated by the City of Sherwood. Located 13 miles from the Little Rock National Airport, this golf course in Sherwood, Arkansas is convenient for both residents and visitors. The renovated Robert Trent Jones Project from the early 80’s boasts a beautiful landscape of mature trees and target greens. The greens feature Champions Bermuda making the putting surface playable year-round with golf tournaments booked throughout the year. The Greens at North Hills is conveniently located at 7400 Highway 107. Residents may pay an annual fee for unlimited golf with a cart or pay as they go. The Greens at North Hills is maintained by the Head Golf Professional, Dawn Darter, a PGA Member for more than

35 years. PGA Junior League has become a pillar of Dawn’s player development strategy both at The Greens and in the community as the City annually hosts 70-80 juniors through the program. She also encourages family involvement at the golf course to promote golf as a great game for everyone. As youth develop through her programming, she is an advocate for other area junior golf programs that can further enhance their playing ability and help them advance their game to the next level with many going on to play college golf. Darter has had a decorated career and she was also inducted into the Arkansas Golf Hall of Fame in 2018. Darter’s reputation in the community is equally as impressive, have been named the Sherwood Woman of the year in 2012 and having November 1st named Dawn Darter day in the city of Sherwood as recognition for her service to her community. Darter was recently awarded The South-Central PGA’s highest honor, The 2019 Golf Professional of the Year.

Henson Park Tennis CenterHenson Park hosts four lighted tennis courts, pro-shop, private lessons by the Tennis Pro, and a walking trail. A new Henson Tennis Center is currently being constructed. The new tennis center will open in Spring of 2020.Jimbo Hobson, the tennis pro at the Henson Tennis Center has been a USPTA professional for 35 years. He has served 5 terms as President of the Arkansas pros association. He has been a tester for the USPTA for 25 years. He began his teaching career at Burns Park and then moved to Hot Springs to be the director of Tennis at Belvedere Country club. After 20 years in Hot Springs he returned home where he has been the director at Henson Tennis center for the last 12 years. He was just named the Arkansas Tennis Professional of the year.

INDOOR FACILITIESThe Greens at North HillsThe Greens At North Hills, which overlooks the beautiful city owned golf course, offers a spacious banquet hall that can be rented for any occasion including weddings, anniversaries, birthdays and more. Bill Harmon Recreation CenterThe Bill Harmon Recreation Center, located at 51 Shelby Road in Sherwood, features an indoor eight-lane heated pool, indoor walking track, fitness equipment, gymnasium, volleyball and basketball.

Occasionally the facility will be closed to host special events and for holidays. Notices will be posted as soon as possible notifying members. There are four rooms available to rent for business meetings, receptions, banquets, seminars, holiday parties and more. The pool is also available for rental. The staff is here to assist you and to make your event a success. For more information please call 501-835-6893.

The Jack Evans Senior Citizens CenterThe Jack Evans Senior Citizens Center opened in March of 1996 and offers a supportive environment for our community’s seniors through a number of events and services. Our center is open to anyone 50 years of age or older. Activities are a large part of the daily offerings of the center. A few of the activities include card games, dominoes, bingo, Zumba, jewelry class, scrapbook/crop, line dancing, aerobics, beanbag baseball.

Events: There are a number of regularly scheduled events, such as the monthly potluck luncheon, normally on the first Monday of each month, most Friday evenings we have local musicians take turns playing, AARP Driving Class once a quarter and our annual Fish Fry Fund Raiser in April of every year.

Trips: We offer outings for lunch and day trips (Red Apple Inn, casino in Hot Springs, Petit Jean State Park, Garvin Gardens, and Wiederkehr Winery). Overnight trips to Branson, and extended trips with Diamond Tours (Mackinac Island in Northern Michigan, New York, Pigeon Forge and Smoky Mountains).

Transportation: The Jack Evans Senior Citizens Center offers transportation services for medical appointments and grocery shopping to our seniors who are not able to drive. The center has handicapped accessible vehicles with lifts or ramps for those who require additional assistance

Other Services: We are one of the Early Voting Locations for Pulaski County, and we provide shelter in case of any local emergency.

Sherwood ForestSherwood’s largest rental facility, Sherwood Forest, located at 1111 W. Maryland Ave., has two rooms to choose from, plus two outdoor pavilions with playground equipment that are perfect for weddings, birthday parties, reunions, corporate events and tradeshows. Both rooms have built-in stages and a basic sound system. A large shared kitchen is convenient for licensed caterers to use. Each room has its own bathroom facility and private entrance. Amy Sanders LibraryAmy Sanders Library opened to serve Sherwood residents in 1989. In addition to an array of books, DVDs, public computers, and wireless Internet access, the library offers numerous children’s programs. Sherwood’s Master Gardeners have provided landscaping to accentuate the 9,800-square-foot facility. The library is located at 10200 Johnson Dr, Sherwood, AR 72120.

1900

1820: Benjamin Kellogg, a blacksmith and farmer originally from Pennsylvania, and his family, settle in the area known today as Sylvan Hills.

1840: Precious minerals, such as silver, lead, and zinc are discovered on Kellogg’s land along the creek that would later bear his name. After confirmation from officials with the Arkansas Geological Commission, Thomas Newton, Sr., President of the Southwest Arkansas Mining Company, leases Kellogg’s land and begins mining operations. The City of Argenta, Arkansas (now North Little Rock) would take its name from these silver mines, as “argentum” is Latin for silver.

1863: In September, Union forces take over the Kellogg Mines and destroy the Confederates’ operations there.

1861: Newton’s mining operations are shut down as the Civil War begins, and Confederate forces take over the mines and use the lead for making bullets.

1900: Albert Kiehl and his wife Catherine Hild came to Pulaski County and built a house near the corner of Hwy. 107 and Kiehl Ave.

1881: Frank and Mary Calva settle a large portion of land which covers most of the western area known today as “Old Sherwood.” The original Calva homestead is built where Sherwood Elementary School is now. Calva Road in Sherwood is named for them.

1874: John and Annabelle Lea built a cabin about where Powel Drive is today. They owned about 500 acres. Lee Ave is named for them.

1866: After the end of the Civil War a year earlier, mining operations resume at the Kellogg Mines.

1925: The Koehlers are the first in the area to receive electricity.

1926: The Kellogg Mines are permanently closed. Prominent central Arkansas real estate developer, Justin Matthews, Sr., begins plotting out a subdivision in the Sylvan Hills area, centered around Batesville Cutoff (Kellogg), Miller, and Loop Roads. The subdivision is intended to be a more rural version of his Park Hill subdivision in North Little Rock. Several homes are built on these streets, including homes for his mother and mother-in-law on Miller Road.

1927: Matthews builds the Sylvan Hills Country Club along Highway 5 (Highway 107) to provide recreational opportunities for residents living in his Park Hill subdivision in North Little Rock, as well as residents of his planned community of Sylvan Hills.

1912: Julius Koehler, Sr. and his wife, Pauline, purchase and farm land located in the southwestern part of early Sherwood, where Koehler Avenue is today. Koehler Avenue in Sherwood is named for them.

1922: Julius, Sr. and Pauline Koehler’s son, Julius Jr., and his wife, Josephine, and their two daughters, Lorene and Pauline, move to the area to help their parents farm the land and raise cattle. The family begins the Koehler Dairy.

1923: John Sr. and Mary Wirges start a dairy farm located in the area where West Kiehl Avenue today. Their son, John Jr. and his wife, Florene, would also help run the family business. Former Arkansas Governor and U.S. Senator, James Clarke, purchases the land where the Kellogg Mines were located, and mining operations begin again.

19501953: On January 8, the Sylvan Hills Masonic Lodge #754 is instituted under dispensation from the Grand Lodge of Arkansas.

1955: Kenneth Coulter dies while in office.

1956: Sylvan Hills High School opens.

1966: In November, Sherwood receives it own post office. The Sherwood Post Office is located in a building leased from Dee Jay Hudson at the corner of North Hills Blvd. and Highway 107. Wirges Dairy is closed after the death of John Wirges, Sr.

1967: On January 6, First State Bank of Sherwood opens for business.

1960: Sherwood Elementary School opens on Verona Ave.

1964: Sherwood Police Department established. Sylvan Hills Elementary School opens. The Sherwood Voice newspaper begins as a grocery flyer and is published by the Anderson family. 1965: In September, Harry Hastings, Jr., charters

the First State Bank of Sherwood, Arkansas.

1948: On April 22, Sherwood is officially incorporated as a town. On July 10, Sherwood’s first Mayor, Recorder, and Town Council are elected. Mayor Hal P. “Bob” LaCoste wins in a race of three. Joe Trussell is elected as Sherwood’s first Recorder. Five men are elected to the Town Council: D.J Matthews (Ward 1), Joseph R. Harrington (Ward 2), D.V. Nave (Ward 3), Dennis D. Duran (Ward 4), and Floyd K. Noel (Ward 5). On November 23, the Town Council appoints Jack Matthews as Town Marshal and Dog Catcher. Matthews’ appointment as Town Marshal would be the genesis of the Sherwood Police Department. Population of Sherwood was 714.

1950: A campaign to have Sherwood give up its status as a town begins, but is unsuccessful. On September 6, Sherwood creates its own volunteer fire department. May 5, 25 street lights were turned on to light the City of Sherwood.

1951: On September 22, the Sherwood Fire Department receives its first fire truck.

1936: The Justin Matthews Company builds a uniquely-shaped gasoline station on Highway 67 for the Pierce Oil Company. The station would be known as Happy’s Filling Station, and later, as the Roundtop Filling Station. Salyer’s Dairy was located on E. Lee.Park Hill subdivision in North Little Rock, as well as residents of his planned community of Sylvan Hills.

1943: The Wirges Family purchases Koehler Dairy, including the Koehler home, 100 acres of land, 80 cows, several barns, and equipment.

1947: In December, a group of men meet in the home of Dennis and Ailene Duran to discuss the possibility of forming a civic club (Country Club Manor Home Demonstration Club) to begin the process of incorporation. This group makes a poster promoting incorporation that is displayed in the front window of Wesley Wright’s grocery store, located on the corner of Oak Hill Avenue and Central Avenue (now Country Club Avenue). Sherwood Grocery was the first business in Sherwood.

1987: The Sherwood Rotary Club is chartered on November 18 with 25 members.

1989: Sherwood’s first city hall, which was later used as a community building, is destroyed by fire in August.

1990: In May, the University of Central Arkansas in Conway releases results of a study which names Sherwood as the “best place to live in Arkansas” out of 30 cities. Fred Rains TV & Appliance, famous for being “Sherwood’s Only Skyscraper-- Two Stories High,” closes in October after 40 years in business.

1992: The Hudson Family’s Sherwood Grocery closes in May after 45 years of business. The Sherwood City Administration Building on East Kiehl Avenue, which houses offices for the Mayor, City Clerk, Computer Department, and Engineering Department, is constructed.

1994: The City of Sherwood purchases Woody’s Sherwood Forest from Jess Woods.

1995: President Bill Clinton dedicates the William Jefferson Clinton Elementary Magnet School in Sherwood on January 4. The school is the first to be named in Clinton’s honor. On July 1, Sherwood receives its first citywide zip code from the U.S. Postal Service.1996: The Jack Evans Senior Citizens Center,

named for former Mayor Jack Evans, opens on March 4.

1998: Sherwood celebrates its 50th birthday with an “old timers breakfast,” time capsule ceremony, parade, and picnic.

Sherwood voters voted to keep North Little Rock Electric. Police Sub Station opens in Gravel Ridge. The Sherwood Public Education Foundation is created by the City Council.

2014: In June, Sherwood receives a second historic preservation grant in the amount of $78,000 for the continued restoration of the Roundtop Filling Station. On November 4, Sherwood citizens vote for a temporary 1.3 mill increase to fund a new branch of the Central Arkansas Library System. Mayor Virginia Young wins reelection as the city’s Chief Executive.

2015: Beloved city father and World War II veteran, Bernard Olds, passes away at the age of 94 on February 3rd. Restoration work on the Roundtop is completed in March. Several new businesses come to Sherwood throughout the year including Teletech, F.L. Davis Ace Hardware and Whit Davis Home and Hardware. Site chosen for new library on Johnson Dr.

2017: Farmers Market opens at Sherwood Forest. Sylvan Hills Freshman Academy opens.

2018: 2040 Vision Plan for the City. Mayor Young, Judge Hale and Police Chief Bedwell receive awards from State F.O.P. New Amy Sanders Library opens at 10200 Johnson Dr. Addition of new business including Healthcare Express and Ash Urgent Care.

2019: Sylvan Hills High School new campus opens, CHI St. Vincent Neuroscience Center opened. First Security Bank opened first branch in Sherwood. Splash Pad opens at Sherwood Forest. Former library building renovated for Court Offices, Judge, Permits & Planning, Engineer, Code Enforcement. Building named in memory of Barbara Collier, long time Court Clerk. Chief Bedwell with the Sherwood Police Department receives a 30 year pin. Sherwood’s first public library closed its doors on September 30th (510 Sherwood Ave.) 43 years as a library. Roundtop Filling Station (a.k.a. Happy’s Service Station) The Roundtop Filling Station, in Sherwood (Pulaski County), is one of only two structures in Sherwood to be listed on the National Register of Historic Places. The Roundtop Filling Station was built in 1936 by the Justin Matthews Company for the Pierce Oil Company. Pierce Oil was one of the “baby Standards” formed after the U.S. Government’s breakup of John D. Rockefeller’s Standard Oil Company in 1911. Pierce operated gasoline stations in Arkansas, southern Missouri, western Louisiana, Oklahoma, Texas, and Mexico. In 1936, Pierce Oil contracted the Justin Matthews Company to construct a uniquely shaped gasoline station along U.S. Highway 67. It is believed the structure was designed by Matthews’ company architect, Frank Carmean, and was built by builder C.C. Eubanks. Wallace David “Happy” Williford, a senior at Jacksonville High School in Jacksonville (Pulaski County), and employee at another Pierce-owned station in Jacksonville, was asked by the company to come operate the new service station. Williford agreed and worked at the station before and after attending school. Williford paid men to operate the station for him during school hours, but says it was hard finding men who would only work for $3.50 a week. For rent, Pierce charged Williford two cents per gallon of gas sold. At first, the station had no electric gas pumps, and Williford and his employees had to hand pump the gas up into the glass bowl before filling each car’s tank. Around 1940, the Roundtop became a Sinclair station, after Pierce Oil was purchased by the Sinclair Oil Company. Around this time, electric pumps were installed. Sometime in the early 1950s, Sinclair sold many of

their Arkansas stations, including the Roundtop, to the Phillips Petroleum Company, and the station became a Phillips 66 branded station. In the 1970s, the station would become a DX branded station, and at the time it closed in 1981, it was a Sunoco branded station due to Sun Oil Company’s acquisition of DX. By 1957, Williford had saved up enough money to purchase the station for $8,000. With business booming, Willford would open up another gas station at the foot of the Broadway Bridge in North Little Rock (Pulaski County), near the site of present day Dickey-Stephens Park. Williford later closed that station and opened another at 914 East Broadway in North Little Rock. During this time, Williford leased the Roundtop to others. He returned to the Roundtop in the mid-1970s and operated it exclusively until he retired and closed the business in 1981. In 1989, Wayne Ball, a local auctioneer, coincidentally, a former station employee from his youth, conducted the auction of the Roundtop on behalf of Williford. The winning bidder was George E. Brown, a North Little Rock businessman. Brown planned to renovate the then dilapidated building; however before this could happen, Brown passed away, and, in 1999, his heirs donated the station to the City of Sherwood, which had annexed the area in 1975. For years, the gas station-turned-landmark sat abandoned, and, over time, was the victim of vandalism and theft. In the mid-2000s, Becki Vassar, a former member of Sherwood’s City Council, advocated for the restoration of the station and ultimately caused it to be listed on the National Register of Historic Places in 2008. In 2010, the Roundtop was featured in “The Last Ride,” a film about Hank Williams, Sr., directed by Arkansas native Harry Thomasson. The scenes filmed at Roundtop include, several of the Williams character, his young chauffeur, Silas, and his love interest. In January, 2013, Sherwood Mayor Virginia Hillman, appointed Darrell W. Brown, an employee of the Department of Arkansas Heritage and lifelong resident of Sherwood, to chair the first Sherwood History and Heritage Committee. Brown, along with Kelly Coughlin, Director of Economic Development for the Sherwood Chamber of Commerce, began working to obtain grant money to aid in the restoration of the Roundtop. The commission is considering a restoration of the gas station to its original condition and converting it into a Sherwood Police substation.

History of The Greens at North Hills in Sherwood, Arkansas The Greens at North Hills, in Sherwood (Pulaski County), is one of only two sites in Sherwood to be listed on the National Register of Historic Places. The Greens at North Hills was originally named the Sylvan Hills Country Club, and was built in the Sylvan Hills community along the North Heights Highway (also known at times as the Ark-Mo Highway, AR Highway 5, and AR Highway 107) in 1926. The country club was envisioned and built by real estate developer, Justin Matthews, Sr., to provide recreational opportunities for residents living in his new Park Hill subdivision in North Little Rock, as well as residents of his planned community of Sylvan Hills, located where Loop, Kellogg, Johnson, and Miller Roads are today. An advertisement in the September, 1928, issue of The Homemaker magazine read:Park Hill and Sylvan Hills constitute the most complete high class development in the state. In five years, nearly seven million dollars have been put into homes, schools, a country club, and the installation of city conveniences in these developments. Park Hill offers you beautiful close-in home sites overlooking the two cities; Sylvan Hills offers close-in

country estates of any size with city conveniences. Before you select the site for that home of your dreams, see these beautiful developments. In 1927, Justin Matthews, Sr., and his wife, Agnes, transferred their ownership of the Sylvan Hills Country Club to the newly-formed Sylvan Hills Improvement Corporation. This new entity began soliciting real estate bonds to help pay the country club’s mortgage. A 1927 advertisement mentions that the Sylvan Hills Country Club boasted of a “magnificent field stone clubhouse, a swimming pool, four other buildings, and an 18-hole golf course, which has been pronounced as one of the finest in the state.” The swimming pool was the first public pool to be opened in Arkansas. Sylvan Hills Country Club was very successful up until the early 1930s, when America was hit with “the Great Depression,” a terrible time for recreational and entertainment centers throughout the country, as people had less disposable incomes and simply could not afford to pay for recreational and entertainment activities. During the later years of the Great Depression and World War II, the country club ceased to exist as one. Older residents of the area, including Mr. Lester Kersey, recall seeing cows grazing on the greens. Milk cows from Salyer’s Dairy Farm on East Lee Avenue were herded to the golf course to graze the fields during the summer of 1936. From 1941 to 1945, Mr. R.J. Ratcliff operated a quail-hunting business on the land of the Sylvan Hills Country Club. After the end of World War II, several original members of Sylvan Hills Country Club returned home and reorganized the country club and repurchased the land. A beautiful new clubhouse was built around 1946 on the original clubhouse’s foundation. Unlike the original two-story building, the new clubhouse was only one story. The greens were also rehabilitated following many years of neglect and misuse. As finances were still tight after World War II, the management of Sylvan Hills Country Club had to resort to a

highly controversial way of generating extra capital, and that was by the purchase and use of illegal slot machines. Club members paid a hefty joining fee, but it was offset by the fact that there were no monthly dues. The slot machines, were successful, in that they made enough money to cover the club’s expenses, as well as turn modest profit. However, when Arkansas Governor Sid McMath began a campaign to end illegal gambling in his hometown of Hot Springs, club officials feared that state law enforcement authorities would soon be sent to destroy the machines at Sylvan Hills, and they took the slot machines to a wooded area near the golf course at the dark of night and buried them. Unfortunately, the machines were found and destroyed. Legend says that a few slot machines survived the raid and were hidden in the clubhouse basement. When the second clubhouse caught fire; however, those machines were destroyed as well. In April of 1948, Sherwood became an incorporated city. A Mayor, City Council, and other positions were elected. An army surplus building, which would house the new city government, was purchased from Camp Robinson for less than $100 and was erected where Delmont Park in Sherwood is today. Starting in July 1950, Metropolitan Trust Company (owned by the heirs of Justin Matthews, Sr.) began selling residential lots alongside Sylvan Hills Country Club to the Sylvan Hills Development Corporation. As Sherwood grew and the Little Rock Air Force Base in Jacksonville officially opened in 1955, a huge demand was created for new homes in the area. In 1956, Sylvan Hills Country Club was renamed the North Hills Country Club. Unfortunately, another disaster would hit the country club as its second clubhouse caught fire and burned on May 15, 1961. Almost immediately, the leaders of the newly-named North Hills Country Club made plans to rebuild. With money used from their insurance claim, the club built a small “teen building” behind the swimming pool and also used this as a clubhouse while a new “state of the art” clubhouse was being built. The new clubhouse was designed by North Little Rock architect, Raymond Branton, and N.P. Alessi, Inc. was contracted to build it. Construction on the new structure began in October, 1962, and was finished in December, 1963, at a cost of approximately $300.000. In 1977, one of the world’s leading golf course architects, Robert Trent Jones, Sr. was brought in to redesign the then outdated 1920s golf course. The total cost to remodel the greens was around $800.000. The Greens at North Hills golf course is the only Robert Trent Jones, Sr. designed course in the state of Arkansas. After no longer being financially profitable, North Hills Country Club officially closed in May 2007. An offer was presented to the owners to purchase the land for use as a new residential development. This caused a major uproar among many of the citizens of Sherwood, especially those that frequented the links and owned homes alongside the golf course. After much debate and some dissent, the City of Sherwood settled all claims against the property and purchased it with city funds. Now called The Greens at North Hills, the golf course is currently a public course owned by the City of Sherwood. The Greens at North Hills was listed on the National Register of Historic Places in 2010 for “its association with the development of entertainment in the Sylvan Hills community, and later, the City of Sherwood.”

SCHOOLSSylvan Hills High SchoolSylvan Hills High School is one of the four high schools in the Pulaski County Special School District. Sylvan Hills has been a part of the district and the community of Sherwood since 1967. Located in one of the district’s fastest growing areas, a separate campus was opened at the beginning of the 2016-2017 school year to house the freshmen. Sylvan Hills consists of 88 teachers and 4 counselors. Of this staff 77% have their master’s degree. Sylvan Hills offers a traditional curriculum providing all students with a solid background in educational basics. It also offers a wide variety of advance placement and vocational courses.

These AP courses are offered: Art Studio Design, Art History, Biology, Calculus AB and BC, Chemistry, English Language and Composition, English Literature and Composition, European History, Human Geography, Music Theory, Physics, Spanish Language, Spanish Literature, Statistics, United States History and World History.

Little Rock Air Force BaseLittle Rock Air Force Base opened in October 1955. Today, it is the home of C-130 Combat Airlift. The 19th Airlift Wing, the base’s host unit — in concert with the 314th Airlift Wing, 189th Airlift Wing, 913th Airlift Group and U.S. Air Force Mobility Weapons School — is known as the world’s “Center of Excellence” for tactical airlift. Little Rock is home to more than 60 C-130 H and J models. The 19th Airlift Wing was authorized as the 19th Observation Group in October 1927 and redesignated the 19th Bombardment Group in May 1929, it was activated on 24 June 1932.

The 19th Airlift Wing flies the world’s largest fleet of C-130 aircraft and is responsible for providing worldwide deployable C-130 aircraft, aircrews, support personnel and equipment for Air Mobility Command and Air Expeditionary Force tasking. As part of Air Mobility Command’s Rapid Global Mobility airlift capability, the wing’s tasking requirements range from supplying humanitarian airlift relief to victims of disasters, to airdropping supplies and troops into the heart of contingency operations in hostile areas.

The 314th Airlift Wing, created March 1942 during the beginning of World War II, reports to Air Education and Training Command. The 314th trains C-130 aircrews for all services in the Department of Defense, Coast Guard and 47 allied nations.

The 189th Airlift Wing, established in 1962, works in conjunction with the 314th Airlift Wing to provide C-130 instructor pilot and loadmaster training. In times of emergency, as declared by the governor of Arkansas, the 189th AW performs the state mission as directed by the state adjutant general.

Tenant units at Little Rock Air Force base include 29th Weapons Squadron (ACC), 373rd Training Squadron, Det. 4 (AETC), 96th Aerial Port Squadron (AFRC) and Det. 3 AMCAOS (AMC). The base encompasses 6,100 acres and includes one runway and one assault landing strip.

PopulationThe base has more than 6,500 active-duty military and civilian members, approximately 2,280 dependents and an estimated 35,000 veterans who live in the local area.

Economic ImpactLittle Rock Air Force Base’s total impact on the local economy in fiscal year 2018 totaled $596.5 million. It is the seventh-largest employer in Arkansas and, in fiscal year 2018, created 2,766 indirect jobs with average annual pay exceeding $45,020 with a total annual dollar value of those jobs of $124 million.

Camp Robinson / Camp Pike Arkansas National GuardA Diverse ForceThe Arkansas National Guard is a community-based force consisting of men and women from every county in the state. Our organization is a cross section representing every demographic group in Arkansas.

Our force is made up of over 10,709 Soldiers and Airmen; 7,194 in the Army National Guard and 2,900 in the Air National Guard. We are a highly-skilled and highly-trained team of professional men and women, dedicated to serving our neighbors.

More than 2,000 full-time employees work together to perform critical jobs to support the total force. The Arkansas State Military Department employs almost 500 civilian employees to support our installations infrastructure. The full-time workforce is made up of 1,157 Army and 855 Air National Guardsmen who work together to support our Arkansas National Guard. They are logisticians, maintainers, aviators, planners and administrators that are essential to mission accomplishment.

Economic Impact to Every CountyOur Soldiers and Airmen live in every county in the state and provide an economic impact felt by virtually every community.

During FY18 over $260 million in payroll was earned by our Soldiers, Airmen and civilian employees. The economic impact generated by our National Guardsmen creates jobs and supports businesses throughout the state.

Financial impact Across the StateThe National Guard is not only a cost effective organization, but the state receives hundreds of millions of dollars in federal funding every year to operate and maintain our force. During FY18, over $450 million in federal funding was spent in Arkansas. The money was used to provide service contracts, utilities and operating expenditures that support Arkansas business and keep our force operational.

Our Cooperative Funding Agreement with the National Guard Bureau supports construction, maintenance and operating expenses for our facilities. Arkansas received over $53 million in CFA funding during FY18.

Facilities /InstallationsThe Arkansas National Guard is community-based with three installations and 52 readiness centers throughout the state. Our Soldiers and Airmen travel from around the state and country to train and work at these facilities. Robinson Maneuver Training Center is home to the RMTC Institute Support Unit and host to tenant organizations from the 39th IBCT, 77th ECAB, 87th TC, JFHQ, the 233rd Regiment Regional Training Institute, the National Guard Marksmanship Training Center, National Guard Professional Education Center and The Arkansas Department of Emergency Management, Civilian Student Training Program (CSTP) and the ARNG Youth Challenge Program

(YCP). The training site consists of 32,000 acres and 27 small arms ranges. During FY 2018, 424,292 individuals trained on RMTC. RMTC supported training for all Army National Guard units except the 142 FA BDE, in addition to this we support multiple ROTC and JROTC organizations, ADEM, Local, County, State and Federal Law Enforcement agencies, Sea Cadets, Boy Scouts, Girl Scouts, around 17 Army Reserve Units, USMC Reserve, Navy Reserve, the 189th ANG, the 19th AW LRAFB.

Post Engineers executed a $950,000 sustainment budget for facilities and grounds, kept roads operational and clear during four significant snow and ice events, operated the wastewater treatment plant, averaging 200,000 gallons of waste per day and the water treatment facility averaging 165,000 gallons of water per day. Additionally they maintained over 42 miles of firebreaks. The Material Recycle Facility processed 258 tons of recyclables during FY 2018, keeping material out of landfills and collected $60,643 in revenues. Range Operations facilitated training for 195,681 personnel and hosted the Arkansas Best Warrior Competition, WPW/AFSAM Matches, The TAG Matches, USAR National SAPR Stakes and USAR Small Arms Championships. Billeting serviced 33,927 soldiers/civilians for FY 2018. Projected total of economic stimulus to the local economy generated by RMTC was $17,146,403, with PEC included $25,070,398.

MG CHARLES H. WILSON ARMY AVIATION SUPPORT FACILITY (AASF) on Robinson Maneuver Training Center The AASF provides mission control and maintenance support for Arkansas Army National Guard aviation assets. It also provides aviation mission command for state and federal missions and is responsible for the training and standardization of aviation aircrews.

The AASF supports the 77th Expeditionary Combat Aviation Brigade and Operations Support Airlift Command. During FY18, aircrews flew more than 130 missions in support of state agencies and National Guard units. Aircrews flew more than 4,600 hours with UH-60 Black Hawk, UH-72 Lakota and C-26 Metroliner platforms in support of state, federal, emergency response, and training missions.

Fort Chaffee Joint Maneuver Training Center (FCJMTC) is one of only nine installations designated as Regional Collective Training Capability sites in the National Guard. Fort Chaffee consistently hosts over 220,000 man days of training annually to a diverse audience of Department of Defense service members, Department of Energy trainees, as well as federal, state, and local law enforcement agencies. Training units conduct maneuver training, live fire exercises, river crossing operations, urban combat training, command post exercises, and battlefield simulations across the 65,000 acre installation.

In 2018, final construction was completed on the new $25 Million Scout Reconnaissance and Infantry Platoon Battle Course range complex. This project has been in various stages of design from funding approval to construction for nearly two decades. The range will provide unique training opportunities to both mounted and dismounted Soldiers in both day and night operations. The range is outfitted with battlefield effects simulators to increase realism of an enemy threat and cameras to record unit training for immediate after action review capability.

Fort Chaffee continues to attract new customers desiring to take advantage of the unique training opportunities available. In 2019, a new enduring Field Artillery Brigade mission will be hosted at Fort Chaffee. This event, along with other brigade level training events slated in the next two years, demonstrate the relevance of Fort Chaffee as a regional and national asset to the Army National Guard.

Ebbing Air National Guard Base at Fort Smith Regional Airport is home to the 188th Wing. The 188th pilots the MQ-9 Reaper in support of combat operations worldwide. The 188th performs near-real-time intelligence analysis through Distributed Ground Station Arkansas and owns the Air Force’s only space-focused targeting unit. It also houses the only Civil Engineer RED HORSE Training Center in the Air National Guard, which has trained over 13,000 graduates in various heavy construction disciplines.

LITTLE ROCK AIR FORCE BASE in Jacksonville is home to the 189th Airlift Wing The Wing conducts flight crew training and administrative operations from its National Guard campus located near the flight line. The 189th AW operates and maintains C-130H aircraft and flies an average of 9 training sorties daily from Little Rock AFB.

The Wing’s Mobile Emergency Operations Center, Rapid Augmentation Team personnel and specialized equipment are positioned at the base.

CHI St. Vincent CHI St. Vincent North in Sherwood offers more than 60 private rooms and serves the community with 24-hour emergency services, cardiovascular care, neurosurgical specialists and much more. The hospital just underwent major renovations that included four state of the art operating rooms, advanced imaging resources, a helipad to reduce the transportation time for patients in need of immediate care and an expanded Intensive Care Unit to provide for the unique needs of critical care patients. More than 200 coworkers and physicians at the facility provide medical care for Sherwood, North Little Rock, Jacksonville and surrounding communities. Adjacent to North, is the new Arkansas Neuroscience Institute (ANI) Research and Education Center that is led by Dr. Ali Krisht, Director of the Arkansas Neuroscience Institute. The center is the culmination of a $30-million project to develop new neurosurgery, education and research facilities in central Arkansas. The center includes the M.G. Yasargil Neurosurgical Research and Education Center and O. Al-Mefty Microneurosurgery Laboratory. The laboratory features the only existing space where neurosurgeons can train using The Aboud Model: The Live Cadaver. Created by ANI’s Dr. Emad Aboud, The Aboud Model circulates blood-like perfusate through a cadaver using a cardiac pump to simulate life-like conditions in terms of bleeding, pulsation and softness of tissue, providing surgeons the advanced training they need without the enhanced pressure of operating on a live patient. The 150-seat Margaret Clark Auditorium is equipped with three large projectors using a combination of 3D and laser technologies to live stream neurosurgical procedures from the microscopic camera navigating areas of a patient’s brain in the operating room. The resource allows students and fellow neurosurgeons to fully witness a surgery and see how the world’s best neurosurgeons conduct procedures or address unexpected discoveries. ANI currently treats patients from all 75 Arkansas counties, 38 states and countries around the world.

Delta DentalDelta Dental of Arkansas is the largest provider of dental and vision insurance in the state of Arkansas, and they chose Sherwood to be their corporate home. Officials with Delta Dental state that one of the main reasons they chose Sherwood is its central location for its employees. Delta Dental moved to Sherwood fifteen years ago in the corporate headquarters located at 1513 Country Club Road. An expansion and renovation project began in 2018 to update their workspace and accommodate a large number of employees working in an office building in the Little Rock area. When the building project is complete (scheduled for late summer 2020), Delta Dental’s corporate headquarters will house over 230 employees. Delta Dental has been voted one of the “Best Places to Work” in Arkansas for the past seven years, and they do not plan to lose that status with their continued efforts to be the best. Delta Dental of Arkansas is one of 39 member companies in the national Delta Dental Plans Association. Delta Dental of Arkansas provides dental and/or vision insurance to over 4,000 Arkansas businesses and their more than 2.4 million members. In 2018, Delta Dental of Arkansas became one of two insurance companies handling the dental insurance for the State of Arkansas’ Medicaid program. More recently, Delta Dental of Arkansas partnered with Arkansas Health & Wellness to provide dental benefits for Medicare Advantage plans. Not only does Delta Dental provide dental and vision insurance for many Arkansans, but they also give back to communities across the Natural State through its Foundation. Delta Dental of Arkansas formed the Delta Dental of Arkansas Foundation in 2008 to further its mission of improving the oral health of all Arkansans. For more than a decade, Delta Dental of Arkansas has donated at least 30 percent of its net income from operations to its Foundation, contributing almost $24 million and impacting the lives of over 650,000 Arkansans. In 2019, the Foundation invested nearly $1.1 million in communities across the state to support oral health-related programs and initiatives.

STATE OFFICIALS

Senator Jane English, District 34, has been a resident of the district for 40 years. English graduated from Arkansas Tech University with a degree in Economics and Finance. English was elected to the Arkansas House of Representatives in 2008 where she served two terms before being elected to the Senate in 2012. English is serving her second term as Chair of the Senate Education Committee. English also serves on the Insurance and Commerce Committee, Joint Performance Review, Budget, Legislative Council and ALC subcommittees. English has worked in and outside of state government in economic development/workforce development positions. Her area of focus for 30 years has been to develop an education and workforce development system that provides all citizens the opportunity for a successful future. English recently completed a 6 year term as the Arkansas State Committee Chair for the Department of Defense Employer Support of the Guard and Reserve.

Representative Karilyn Brown is a 35-year resident of Sherwood, a graduate of Jacksonville High School, and received her BA and MA in Professional and Technical Writing from the University of Arkansas at Little Rock. She also received FINRA Registered Representstive licensure and her Arkansas life and health insurance licenses. Brown was first elected to public office in 2012, serving one term as Justice of the Peace for District 12 on the Pulaski County Quorum Court, and subsequently as Representative for District 41 in the Arkansas House of Representatives. Brown has worked in both the public and private sectors, including financial advising, wireless communications, technical documentation for a variety of industries and scientific specialties, and marketing and sales with a multi-national pharmaceutical firm. She has served on the board of directors for the Arkansas Veterans Cemetery Foundation since 2010.

Rep. Carlton Wing is serving his second term with the Arkansas House of Representatives. His district includes portions of North Little Rock and Sherwood. Wing grew up in this district attending local schools and graduating from NLR Northeast High School. HIs children have graduated or are attending the same schools and living in the same neighborhoods. For the 92nd General Assembly, Rep. Wing serves as Chairman of the House Management Committee and sits on the House Public Transporta-tion Committee, the Agriculture, Forestry and Economic Development Committee. Rep. Wing is a former sportscaster (Sports Director at KARK Channel 4 from 1998-2001) who now owns and operates his own company, Wing Media Group. With his company, Rep. Wing is able to incorporate his love for the outdoors by producing national and local fishing and hunting tele-vision shows. He graduated from Brigham Young University with a bachelor’s degree in Broadcast Communications and then earned his master’s degree in Busi-ness Administration from Harding University. His wife, Leigh, is a violinist entering her 10th season with the Arkansas Symphony Orchestra. She also teaches violin in the community and as an adjunct professor at Harding University. The Wings have 4 children and one son-in-law.
