Bobby BairdDirector of Facility Operations

With over 20 years of healthcare specific experience, Bobby Baird is a seasoned facility engineer with a wide range of department management responsibilities, including Environmental Services, Safety, Security, Construction, Grounds, and Property Management. Mr. Baird’s focus at UF Health is Facility Operations, where he directs a staff of over a hundred technicians in maintenance and in the Enterprise Building Operations Center. He earned his Mechanical Engineering degree from the University of South Carolina. Mr. Baird’s experience includes for profit as well as not for profit health care organizations in the Carolinas and Florida. On a personal level, Mr. Baird recently celebrated his 25th anniversary with his wife, Debbie. He has three children; Zack who just entered the seminary in Miami, Laura who is studying biochemistry at UF, and Adam who is a senior at Buchholz High School. During his down time, he enjoys all watersports including kayaking, Hobie sailing, motor boating and snorkeling.

Cliff RoughAsset Manager Technical Analyst

As an AssetManager Technical Analyst, Cliff Rough is responsible for daily oversight of ISS Solutions AssetManager software tasks related to enhancement and integration to clinical engineering work processes, including analysis, training, testing, and problem resolution, documentation of policies and procedures, and development of output reports of application.

Mr. Rough has eighteen years of experience in biomedical engineering, first as a biomedical technician, then as an AssetManager Technical Analyst. Prior to joining ISS Solutions, Mr. Rough served in the Navy as a Fire Control Technician responsible for operation, repair and maintenance of radar and computer systems used in operation of gun and missile systems.

Mr. Rough holds an A.E. in Biomedical Equipment Technology from Penn State University.

Barbara MaguirePresident of Quality and Geisinger Clinical

EngineeringAs Vice President of Quality and Geisinger Clinical Engineering, Barbara Maguire directs all aspects of the clinical engineering line of business’ quality, compliance, client loyalty, asset management software platform, supply chain, and central dispatch functions as well as oversees the delivery of clinical engineering services to ISS Solutions’ parent organization, Geisinger Health System. She ensures that all clinical engineering elements at Geisinger and non-Geisinger clients alike are designed and implemented to comply with The Joint Commission and other regulatory and inspection requirements, guidelines and standards. Ms. Maguire manages 100% of the clinical devices at Geisinger’s five hospitals and 78 community practice and specialty clinics—everything from patient monitoring systems, to sterilizers, to advanced imaging systems and linear accelerators. Her team is charged with assessment, acceptance testing, preventive maintenance, repair, and disposal service for over 60,000+ clinical devices at Geisinger.

Ms. Maguire has over twenty three years of experience in biomedical engineering, first as a biomedical technician, then as a clinical engineer, and next as a clinical engineering manager, obtaining positions of increasing responsibility. Prior to joining ISS Solutions, Ms. Maguire served as the Director of Biomedical Engineering at New York Presbyterian Hospital. She managed all aspects of the safe use of patient care equipment for this 1,100 bed teaching hospital and doubled their outside business to $3 million annually. Ms. Maguire also established a biomedical division for a third-party company, winning several government contracts with the Army, the Navy and FEMA.

Ms. Maguire holds a B.S. in Electrical Engineering from George Washington University, an M.S. in Biomedical Engineering from Rensselaer Polytechnic Institute at Hartford and an MBA from Zicklin School of Business at Baruch College / CUNY. She is a Certified Clinical Engineer and is active in the American College of Clinical Engineers and Healthcare Technology Certification Commission.

Jennifer WilliamsCMMS Administrator

Jennifer Williams is the CMMS Administrator for the Plant Engineering Services department at Novant Health, Inc. She has worked in healthcare for 17 years beginning on the clinical side of the house before finding her home with Plant Engineering.

Mrs. Williams lives in Denver, NC about 45 minutes outside of Charlotte. She enjoys spending her time traveling, hiking, camping and relaxing on the lake with her husband, 3 children, and her dog.

Brian ReedManager Central Equipment Services

Brian Reed managed a multi million dollar parts distribution department at United Radio for 10 years. During this time, he attended many management courses including Dale Carnegie, Steven Covey, multiple AMA courses and achieved multiple awards during these courses for highest achievement. After leaving United Radio, Mr. Reed became the Manager of Central Equipment Services at SUNY Upstate University Hospital, a 405 bed hospital, where he has helped develop a world class equipment delivery service department. During his time with SUNY, Mr. Reed has worked closely with Mainspring and played a major role in the implementation of an online Medical Equipment Request system that allows nursing staff to place orders online and deploys these dispatches to our staff via mobile devises. After installing this system, Mr. Reed and his department experienced a substantial decline in the amount of time items took to be delivered to the nursing staff. Within 6 months of this system being deployed, CES was nominated for a Nursing Excellence Award for Non Clinical staff.

Richard BillharzDirector, Clinical Engineering

Dick Bilharz is the Director of Clinical Engineering at Upstate University Hospital. He has been at Upstate for (5) years and as Director for just over (1) year. Dick has a BS in Mechanical Engineering from Rochester Institute of Technology an MBA from LeMoyne College. After (30) years of engineering and management experience in the automotive manufacturing industry (Chrysler), Dick started a new career in the health field. Dick lives in Manlius, NY with his wife Ann, has (2) grown children and a lovely grand daughter. SUNY Upstate Medical University in Syracuse, NY, is the only academic medical center in Central New York. It is also the region's largest employer with 9,460 employees. The Upstate University Health System serves 1.8 million people, often the most seriously ill and injured, and includes Upstate University Hospital; Upstate University Hospital at Community Campus; Upstate Golisano Children's Hospital, and numerous satellite sites.

David EckDirector, Health Technology Management

David Eck is the Director of Health Technology Management at Boston Children’s Hospital. Dave received his Engineering Degree from the University of Buffalo and is a licensed Civil Engineer. After his twelve-year career in consulting, Dave decided it was time for a career change and transitioned into the healthcare arena, where he was hired as the Director of Clinical Engineering at Upstate Medical University in Syracuse, NY. Dave worked in this capacity for 6 years before joining the team at Boston Children’s. Dave welcomes new challenges and enjoys finding new and creative ways to solve problems. When Dave is not at work, he enjoys spending time with his wife and two young boys, who keep him very busy. Dave enjoys being outside and plays both indoor and outdoor soccer. He also coaches his kid’s soccer teams.

Caitlin FairnenyClinical Engineer, Manager

Caitlin Fairneny is currently the Manager of the Boston Children’s Hospital Health Technology Management Department. She has been working in the Health Technology Management/Biomedical Engineering field since 2005. Mrs. Fairneny worked as a Clinical Engineer at the Massachusetts General Hospital (MGH) Biomedical Engineering Department for 9 years. During her tenure at MGH, Mrs. Fairneny worked as a Team Lead of a four person technician shop, Resource Engineer for multiple clinical units and technologies, and project manager for complex medical device implementations. Mrs. Fairneny graduated from Boston University with a BS in Biomedical Engineering and has her Certification in Clinical Engineering (CCE). Mrs. Fairneny’s current role includes managing 11 Biomedical Equipment Technicians and 1 Clinical Engineer. She also oversees department operations and policies, regulatory compliance, medical device system management and projects, and is a member of several multi-disciplinary committees.

Genevieve RedmanGeneral Manager, Operations

Biomedical Engineering

Genevieve D. Redman is the General Manager-Operations for Biomedical Engineering at New York-Presbyterian Hospital. Biomedical Engineering reports to the Vice President of IT/ Converged Technologies and is responsible for 120 FTEs and 70,000 devices across six main sites. Presenting pursuing a Doctoral degree in Information Systems & Technology, Ms. Redman’s educational background is in Electrical Engineering / Biomedical Engineering (BS) and Business/Organizational Leadership (MS). With over 26 years in the field of Clinical engineering, her current research interests involve the convergence of the fields of Clinical Engineering and Information Technology.
