BY-LAW NUMBER 16-2017

A BY-LAW TO CONFIRM PROCEEDINGS OF THE COUNCIL OF THE CORPORATION OF THE CITY OF WINDSOR AT ITS SPECIAL MEETING

HELD ON THE SIXTEENTH DAY OF JANUARY, 2017

Passed the 16th day of January, 2017.

WHEREAS it is deemed expedient that the proceedings of the Council of The Corporation of the City of Windsor at this meeting be confirmed and adopted

by by-law;

THEREFORE the Council of the Corporation of the City of Windsor enacts as

follows:

1. The action of the Council of The Corporation of the City of Windsor inrespect to each recommendation contained in the Report/Reports of the

Committees and the local Boards and Commissions and each motion andresolution passed and other action taken by the Council of The Corporation ofThe City of Windsor at this meeting is hereby adopted and confirmed as if all

such proceedings were expressly in this by-law.

2. The Mayor and the proper officials of The Corporation of the City ofWindsor are hereby authorized and directed to do all things necessary to giveeffect to the action of the Council of The Corporation of the City of Windsor

referred to in the preceding section hereof.

3. The Mayor and the City Clerk are authorized and directed to execute alldocuments necessary in that behalf and to affix the seal thereto the seal of TheCorporation of the City of Windsor.

This by-law shall come into force and take effect on the day of the final passing

thereof.

Dear Mr. Bortolin and Members of Council:

RE: Outsourclne of Maintenance at Huron Lodge

I am writing in regards to the outsourcing of Caretaker/Custodial work at Huron Lodge and to request support from Council

that it not be approved. My 89 year old Mother and my 92 year old Aunt reside at Huron Lodge and I am writing to you as

well as other Council members on their behalf. 1 visit Huron Lodge daily and see the staff who are employed as

Caretaker/CustodiaL They are kind and respect my family members. The inter-action they provide is invaluable you cannot

put a price tag on the pride and commitment they take in their work, along with contributing to the quality of care specializing

in cleaning, making Huron Lodge one of the best long term care facilities.

How on earth is going after our poor old seniors Justifiable? It seems as if City Council does not care if our seniors have to

tolerate a constant stream of different people coming and going which will destroy this delicate balance of quality of care. As

a resident of the City of Windsor, as a family member who has family living at Huron Lodge, I care and so do others. I

appreciate your support in opposing this contracting out proposal. Every member of Council should care also.

Many other family members 1 spoke with did not know about this possible contracting out proposal to a low bid for profit

company. To top ft off, an American company with a less than stellar reputation. Asa concerned family member and as a city

taxpayer 1 intend to get as many people as possible together to oppose the how insultingty said, "no bones about it" decision

tooutsource.

Further if council is so concerned about saving money they can look to the many layers of middle management within the city

ranks rather than eliminate front line staff who are essential to providing good quality services to the residents and the public

directly.

Everyone has their own ideas as to how to cut costs and save money. However, please realize in their independence residents

at Huron Lodge have raised their families, purchased homes, supported local businesses and paid their taxes; in short- they

have contributed to the success of the City of Windsor. I wou Id suggest that cutting comers with residents of Huron Lodge by

contracting out caretaking services should not be the place to start

Thank you Mr. Bortolin, from our family on not supporting outsourcing maintenance at Huron Lodge. I pray for Council

members to oppose this contracting out proposal.
