ITEMS

1. Announcements:

The Low Stress Networks APBP Webinars took place Jan 18. Walter and Robb gave an overview to the group on the webinar. The webinar rated roads on a friendly and non-friendly manner based on speed limit as gauge, and road right of way and cross traffic (intersections).

February’s APBP webinar topic is “Growing the Movement – University curriculum for pedestrian and bicycle professionals”.

The Simcoe Muskoka District Health Unit created a School Travel Planning flyer. The flyer is available in City of Barrie Recreation Guide electronically and hard copy.

2017 Traffic Bicycle Facility Projects update – Met with Traffic Department. Jeff Sharpe will be the lead for our committee from the Traffic Department. We need to provide them with support and give them background data to support their commitments when they receive resident inquiries and/or negative feedback from residents. Transportation Department will be reviewing existing capital projects:

o Blake Street o Mapleton Avenue o Sunnidale Road o Tiffin Street (Essa Road to Ferndale Drive) o Ferndale Drive (Tiffin Street to Summerset)

STRAVA data will be input into our GIS mapping system. STRAVA data was 2500 unique users for 2014; 5000 unique users for 2015 and 10,000 unique users for 2016, with 200,000 unique activations. We should promote this app, to cyclists and pedestrians to use.

TCAT (Toronto Center for Active Transportation) Survey update – Data was compiled from Hurst Drive (from Big Bay Point Drive to Cox Mill Road) road improvement:

o reduction in speeds by 10 km by 85% of vehicles (meaning speed limit is posted at 50 km, average speed prior to road improvement was 65 km and after road improvements it was reduced to approx. 56 km)

o reduction in average annual daily traffic of 500 vehicles

School Travel Planning (STP) - ATB met with School Board (SB). The day/time of ATB meetings is an issue for SB. STP isn’t part of anyone’s portfolio at the SB; they will assess their ability to move forward with the project. It would be helpful for Superintendent of Facilities or Principals to have a City of Barrie contact person for issues like parking, traffic concerns, etc.

o ACTION: Sheila to send out survey to ATB working group members for best proposed day/time for ATB meetings. Note to include Tom Hanrahan and Jeff Sharpe.

Received an extension on date for comments.

Network consists of Essa Road route and Yonge Street route and they both connect at waterfront trail and go around the lake and connect to rail trail and go on toward Oro-Medonte.

City’s Infrastructure Planning group had 2 comments regarding the network: 1) Essa Road is not feasible for AT, at the moment. 2) Would prefer to show the route on the road as opposed to on the recreational trail, to give both options.

There is no connection going north of Barrie.

Traffic Demand Management – by Jennifer Juste

Jennifer Juste made a presentation on TDM (Transportation Demand Management). She is the TDM Coordinator at the City of Guelph. Some statistics for Guelph are; population 130,000 (approx.); 80 km square in size, most development/infrastructure is circa 1990; university population boosts the population by 40,000 from Sept to May; mostly middle class - well educated. TDM is programs, policies and projects meant to help reduce the number of trips that are generated, shift the time trips that are taken, encourage behaviour change in types of modes people are taking and provide better infrastructure.

The TDM program was initiated by Jennifer when she was a co-op student who has an interest in climate change and sustainability and saw the need for change in her community and it peaked her interest in getting involved in municipal government as a local participant. At the time, one of the recommendations from the Transportation Master Plan was to launch a TDM program. The Bicycle Friendly Guelph initiative was the start of Active Transportation in Guelph, which led to the Cycling Master Plan. TDM staff has grown from one to two staff in 2017. The program is part of the Engineering Department. Relationship building and recognition from Share The Road coalition was helpful in influencing staff, council and the community to get on board with TDM initiatives.

The Coordinator job description includes; implementation of existing plans and policies; development application review; education outreach and public facing. Education outreach is ramping up, partnering with agencies (Health Unit, Police, Transportation Services staff) to coordinate messaging. Coordinating messaging around Highway Traffic Act including; cross ride; how do pedestrians, cyclist and motorist treat a cross ride; multi-use pads; crossing guard rules; and cross walk rules. Coordinating efforts by pooling resources and funding with other agencies and staff.

Jennifer’s position as Program Manager is a more strategic role. Will be co-project lead on the Transportation Master Plan Update and project managing a TDM strategic plan. Also responsible for media relations and long term strategic planning.

Have strong community support. Commuters are the group that they see opposition from. Demographics are similar across all age groups; seeing an increase in baby boomer support.

They are organized as an advocacy group rather than an advisory committee, as an advisory committee would have to be more structured. Students are on advocacy group.

TAC is extremely conservative in terms of their standards. Are challenging the TAC standards; Guelph is now narrowing travel lanes to give space for bike lane; getting first buffered bike lane now. Have identified a core commuter corridor for off-road trails with a north/south loop and connecting with east/west; trying to keep off road except for connecting road segments; trails will be widened, maintained year round; site lines improved; surface materials improved; boardwalks used in environmentally sensitive areas.

Have changed terminology from “street diets” to “complete streets” and “shared road”, which seems to have given them more community support.

Achievements: Have achieved Bicycle Friendly Network Silver award. Also approved the Cycling Needs Assessment; sidewalk infill.

Active Transportation Study will be presented to Guelph Council July 4; budget is 12.3 million with recommendations to support year round winter maintenance; on-road connections; multi-use boulevard paths; signal light pedestrian crossing; widening trails; paving trails; and remediation.

Growth in cycling and community events with a cycling theme; Tour de Guelph (800 riders); Love your Bike Festival; Magnolia Ride; Tweed Rides, etc.

Policy contacts: Official Plan, Transportation Master Plan (TMP), Trails Master Plan, Cycling Master Plan (CMP). TMP has 10% mode share target for transit. CMP has a mode share target of 3%. 3% of daily trips will be by bicycle by the year 2022. Have purchased count equipment and are developed base line information.

Promoting bikemaps.org, for the public to electronically indicate areas where bicycle incidents like near misses; hazards or bike theft take place. Helps you to see where hot spots of incidents are, in order to make improvements like paint, signage and public education. It is linked to police reports. Only 30% of collisions are reported. Other communities using bikemaps.org are Edmonton, Vancouver and St. Johns, NF.

Have a Community Energy Plan; within Transportation division they have a plan to reduce greenhouse gas emissions, localizing investments into energy in keep $ in Guelph.

TDM Strategy Plan is focused on development and business and employer planning. Intends to focus on employer initiative for bicycle friendly ideas like giving points to business who have sheltered bike racks, change facilities at workplace, mileage for those who commute by bicycle, etc.

Plan on reviewing Zoning By-laws and parking requirements in order to make amendments to encourage new developments in the city to support active transportation.

Hoping to create a co-op placement position to help with public outreach and count program.

o ACTION: Sheila to circulate presentation via email to attendees.

6. New Business:

Nora Gavarre from Invest Barrie division is looking to ATB for suggestions regarding a bike share program. Would it be feasible for a bike share program at downtown and main Georgian campus? Bikes could be used by students and general public. This idea was brought forward by the City Centre Waterfront Committee. The ATB committee responded with the following comments:

It was suggested, that in concept, a bike share program could be useful.

Alternately, as part of the Multi-Modal Active Transportation Master Plan (MMATMP) we do have the route which runs under Hwy 400, down Duckworth Street to Penetang Road which brings people to the downtown core. As part of the MMATMP review Walter noted could these routes be reworked and use Grove Street as the connector route between Duckworth to Toronto and Maple Street area to link with the downtown campus. Therefore instead of using a bike share program, develop a cycling route.

From Andrew’s perspective as a Georgian student there is a need for bikes. Georgian is a bike friendly campus.

Most bicyclist have their own bike. Possible international students would find it useful. It was suggested to speak with International Student Campus Committee at Georgian.

Is there a need for students to travel between the campuses?

Noted that you can get more people using bikes by putting paint on the ground rather than implementing a bike share program.

Noted that campuses do not provide bike parking. Zoning By-law needs to be amended regarding bike parking.

ITEMS

Minutes reviewed and accepted as provided.

Announcements:

September webinar - Green Design: Minimizing Environmental Impact in Public Right of Ways – September 20. R. Meier and A. McNair summarized their findings from the webinar; St. Paul, Minneapolis has comparable climate to Barrie; used a raised median to separate bikes from cars; snow removal was not discussed.

October webinar – Designing Transit to Support Active Transportation and Vice Versa – October 18 – Sir Robert Barrie boardroom

Scott Lamantia received a complaint that cyclist are riding on wrong side of the road (in the same direction as vehicles) where the new cycle lane is implemented at Hwy 400 / Duckworth Street / Cundles Road area. This issue was discussed and it was determined that the reason for this is cyclist do not feel safe cycling in same direction as the traffic on this route, also, there is no safe way to get onto Georgian Drive when cycling southbound on Duckworth Street. Georgian Drive should provide bike lanes, if this hasn’t already been requested.

Engineering:

OP Review Update – Official Plan Review has been deferred as per direction from Planning Department. A Memo to Council was presented Sept. 25th to General Committee and read (in part) as follows:

“As such, the current Official Plan Review being undertaken in-house by Planning staff has been stopped. We will consolidate all material and input to date and use it going forward. Expression of Interest for a Comprehensive Official Plan Review will be prepared with the intent of securing Proposals from a short list of qualified consultants to assist staff with preparing a new Official Plan. The proposed timeline will be to have the Expression of Interest circulated in October with full proposals from a short list of consultants ready for review by the end of the year. The Official Plan project is intended to run from early 2018 through to mid-2019.

A comprehensive Zoning By-law Update will also need to take place. Assessments

are being done now to determine if the two processes can be integrated and

expedited so the City has fully updated and aligned Planning documents by early

2020.’’

Multi-Modal Active Transportation Master Plan (MMATMP) Update –

o An update on the MMATMP was presented by Tom Reeve.

o The MMATMP committee met with consultants to talk about current issues and to target modal split. The modal split is still under review; MMATMP currently targeted 6%; the current projection under discussion for 2041 might be 16%.

o In reference to the 2017 Bicycle Network map, roads marked in yellow indicate were sharrows could be painted and roads marked in red indicate where bike lanes could be painted, if parking were removed.

o Tom would like input from ATB committee on priority routes and/or routes that could be improved.

o Urban shoulder can be implemented on roads where there is enough space for a bike lane and a paved shoulder; it is a solid line painted on road, coupled with restricted parking times; this is used as a gateway to bike lanes.

o In downtown Newmarket the sharrow symbol is painted in a green box and is recognized as a different element on the road giving it more awareness.

o Need to give consultant examples of AT ideas that work in other communities.

o ATB needs to identify long term (ultimate) goals as a transition from sharrows.
