Junior Officer Award - LCDR Freiberg, Senior Officer Award – CDR Goodwin, Leadership Award – LCDR Dodson Frank, and the winner of the Annie Dodge Wauneka Award.2. Guest caller in March. Spoke on CDC initiative for tribal support that help Native Americans and Alaskan Natives communities that receive public health service that keep them safe in certain medication/drugs. There will be a Tribal Advisory Committee meeting in August. I wasn’t sure if

CDC/ATSDR Tribal Advisory Committee Meeting and 17th Biannual Tribal Consultation Session. I haven’t been to this meeting. Any Pharmacist or any OK area Officer is interested in attending, a good opportunity and a representation from AI/ANCOAC would be great. I believe they are looking for posters, please check out the website if interested. Perhaps can submit for a poster from our Communications or Cultural subcommittee. Please touch base with me.

NEW BUSINESS:1. Give Thanks to all the Awardees and to all those who attended the MOLC Awards ceremony. I like to Thank all those who planned on it, LT Stearns, LCDR Karsten Smith, CAPT Taylor and others who I’m leaving out. This year’s ceremony was a lot better due to food and space. Acting SG stayed the whole ceremony. Thanks to attended and any poster presentation, If I missed it…I apologize. Great job on your part.C. Treasurer: CDR Henson

Balance currently is $1,353. 24 in our account. Still need to deposit $75.00 and will bring total to $1,428.24.D. Secretary: LCDR Hayes

1. AI/ANCOAC Roster list has been finalized and submitted to the Leadership Team.

Comment (CDR Warner): We will review and will submit to LCDR Tran. AIANCOAC website still has rosters from many years ago. LCDR working on this issue.

III. Officer SpotlightLCDR Shannon Saltclah

I’m LCDR Shannon Saltclah. I'm Navajo from Teec Nos Post, Arizona. I am of the Red House people born for the Black Steak Wood people. I'm a Pharmacist at Tsehootsooi Medical Center (TMC) in Fort Defiance, AZ. I've been here since 2012. I've interned at a variety of duty stations throughout pharmacy school. I was a JRCOSTEP at Santo Domingo Health clinic in New Mexico, interned at PIMC in Phoenix and the Haskell Health Center in Lawrence, KS with the IHS externship program. I also worked as an Intern at the ABQ IHS throughout pharmacy school. Currently, I am the Acting Diabetes Clinic Manager and Adult Immunization Clinic Manager at TMC Pharmacy. We have a variety of pharmacy run clinics such as diabetes, asthma, Coumadin, and tobacco cessation. If anyone has any questions about the Fort Defiance pharmacy or duty station, feel free to email me.

1. Promotions results have been signed. Will be released very soon and even this week.2. Enjoyed COF symposium. MOLC ceremony went extremely well. Grateful for AI/ANCOAC participation and involvement in that program. Congratulations to each of the Awardees. Wonderful representation from the CMAG and grateful for everyone’s diligence.3. Request to complete a survey by MOLC. I hope everyone takes the time to complete. AI/ANCOAC has by far the most participation in completing this survey and still a few of us still need to do so. Info provided will be critical to MOLC and be used to strategize and develop a strategic plan and will help how best to counsel the Office of the SG.

Comment (CDR Warner): Promotion results are coming out this week. There’s usually something not spoken about and that’s EPP. Is there a possibility next month in July we can get a discussion on EPP. For those Officers looking for or wish to attempt a EPP. What would be required and recommendations for them. EPP is Exceptional Promotion Program. It’s something that will get you promoted faster and provided you are in a higher graded billet. Doing an outstanding job and supported by your Agency.Response (CAPT Taylor): Yes. Happy to give a brief presentation and guidance.B. COA Update: CAPT Wilkins

1. Recognize all our Awardees from last week. Also our very own CAPT Taylor rec’d the Vice Admiral Camona Leadership Award on Friday. It was very well deserved.2. COA Symposium update. Over 1,000 Officers in attendance. Had 800 preregistered. Very pleased with attendance.3. Symposium planned for Dallas TX next year and it will be the month of June. Dates not confirmed.4. Specific Category Day at Symposium. Some discussion that Category Day needs to be different. Category day needs to be more interactive and less lectures. Not sure how Category days went this time around.5. The Corps is going to start enforcing Height and Weight measurements. 18 mos window of opportunity before this happens. Our HT/WT is based on the Navy standards.6. Therapist brought up to COA. Commissioning Chiropractors into the Corps.7. JOAG/COF Speaker Series. Next speaker services will be in Phoenix. Focus will be overweight/obesity among American Indian populations.8. Promote/Advocate for the next SG. Urging them to advise President Trump to select the SG from the rank of the Corps.9. COA is now a full member of the Veteran’s Day, National committee. COA just became a charter member just last year and now became a full member.10. Meeting with VA to discuss Public Health Officers are having issues at BOP. Met with the union that represent BOP and VA. Meeting went well.11. COA drafted letters to Chief of Staff of the USAF and Commanders of the Marine Corps to change their regulations to provide proper military courtesies to hand salute to USPHS Officers

The letter resorted out of an incident that happened at McGuire AFB in New Jersey when one of our own went on base and the Airman at the gate refused to render a salute. This was brought up to the OSG and SG Murphy before he stepped down. The OSG declined to take any action on the issue. COA took it upon themselves to reach out to the AF and the Marine Corps.

Question (CDR Warner): How long ago was that story on AF incident?Comment (CAPT Wilkens): Not sure….a couple of months ago. I don’t know when COA brought this to the attention of former SG Murphy.

V. MOLC UPDATESA. Report: LT Adele Davis

Comment (CAPT Taylor): Chattanooga RAM event. Lead by CAPT Holly Williams. Huge success with 115 Officers participated. 190 Officers applied to participate. Saw over 700 patients over the 2-day period. Provided over $250,000 free medical care. Will likely to continue throughout the years. A RAM event scheduled for Idabel, OK the first weekend of August. More information will likely be disseminated soliciting for help. Additional RAM event the very next weekend in Pine Ridge, SD.

Question (CDR Warner): What month is Officer spotlight for AI/ANCOAC? Is it rotating…like every fourth month? How are they operating that?Response (LT Davis): To my knowledge they just stared with the Hispanic Officer Association. There is no formal rotation. I can suggest that. Right now, it’s just who volunteers.Comment (CDR Warner): On that note. MOLC, we get two Officers who are on the board every year. This year we have Secretary’s. It rotates every year. I believe it will be the Vice Chair. If you are interested in MOLC, listen in to a MOLC meeting and be a Officer Spotlight. This coming December we will need to assign or select 2 of our members to be our MOLC Liaison.

Awards in general were just plaques. We took it upon ourselves and emulated what OK Area was doing here. I, LCDR Saltclah, CDR Nichols and

I matted them personally and the it looked great. They are unique. We are saving our group money. These are done by Native American artist and they too are getting recognition.B. 1. We didn’t have any meetings this month.2. We are still waiting from the OSG for official response on the Bylaws/Charters we submitted.C. Communication Chair: LCDR Frank for LCDR Tran

1. Reached out to LCDR Tran to get the newsletter up on the website but need to be 501c3 compliant.2. We took the newsletter to the COF ceremony and LCDR Saltclah and I presented it. We are doing biannually and eventually quarterly.

Question (CDR Warner): Are we pushing for a summer edition or fall/winter edition?Comment (LCDR Saltclah): Based on number of articles for this spring one, we would wait for the OCT/NOV edition. I’m looking for editors for the next issue. Please reach out to me.Comment (CDR Warner): Put me down for a Chair comment on the newsletter.D. Cultural Chair: LCDR Tveit

1. I want to Thank everyone who completed the membership survey that sent out shortly after last month’s meeting. We got a great response and I’m in the process of analyzing that data. I will get that to the Secretary to show what responses we received.2. A reminder to everybody to email me or the Leadership Team of any local events coming up. It can me short term events or future events. We can put these on our website.3. I saw lots of pictures on Facebook from the symposium. I will collect some of these and put them on our website to share. Email pictures to me or put on Facebook and I can download.

Comment (LCDR Frank): Pictures. To help us with a collection, we can set up a max.gov account for AI/ANCOAC. This will be the easiest to upload and not using up space. Fundraising, Endowment & Visibility Chair: LCDR Frank

1. Have some ideas and COF Symposium taking place in Dallas, TX next year. Redesign some coins.2. Redesign the shirts.3. Have Native Americans items/crafts on sale. We can set up the website and solicit thru there. Use the fundraising to host one Junior Officer to attend COF symposium.4. Speak to Native American schools and maybe get hand me outs like towels or water bottles.

1. Please continue to help spread the word about our upcoming August 4, 2017 membership deadline. The self-nomination form has been posted on our website, and shared with the AIANCOAC Listserv, PAC Chairs, IHS Liaisons, and CMAG Chairs. Continue to get the word out to whomever you deem necessary. We have not received many applications thus far.2. We have 3 Voting Members whose terms will be expiring at the end of this year. One of those members, is eligible for an additional term, so may reapply should they choose to do so. We also have 3 Advocates whose terms will be expiring. There is not a limit on the number of terms Advocates can serve, so those members are encouraged to reapply to continue their support. The same form can be used by checking the “Advocate Only” box. Advocates do not need Supervisor endorsement or a CV with their application. 3. I have distributed the Surgeon General’s Advisory Group: Voting and New Member Package Completion/Submission Standard Operating Procedures to my committee and asked that they be familiar with them. This will help things go as smoothly as possible once we start preparing all necessary material in late August.4. Reminder - Every voting member will be asked to review and score our applicants once the Membership Committee compiles and distributes the packets after the due date. I am hoping to have them out to you for scoring the week of August 7-11, and will allow you a couple weeks to complete them. Depending on the number of applicants we get, this could take some time. Please be mindful of this as you look ahead at your schedules. Thank you in advance for taking the time to do this.G. Mentoring and Career Development Chair: CDR Velliyah Beauvais

VII. General Announcements1. LCDR Frank – joined a book club. 4-5 week course. Read a book and share questions among each other. Required to attend 80% of the meetings. Usually do it over lunch. I got the ok from CAPT Lau to do this.

AISES National Conference Call for Session Proposals: The 2017 AISES National Conference is a one-of-kind, three-day event focusing on educational, professional, and workforce development! Attendees include American Indian high school and college students, educators, professionals, tribal nations and tribal enterprises, universities, corporations, and government agencies. 

The 2017 National Conference will be in Denver, Colorado from September 21-23 with pre-conference activities beginning on the 20th.

AISES has opened the call for session proposals and encourages a diverse array of session presenters! If you have never presented at an AISES conference, we encourage you to do so! 

This year AISES is excited to announce the addition of an "Educator" track! All sessions must fall into one of the following tracks:*Pre-College: target audience includes high school juniors and seniors*College: target audience includes undergraduate and graduate students*Professional: target audience includes professionals and AISES partners*Educator: target audience includes K-12 educators*STEM & Business: target audience includes students and professionals*Research: to submit a research presentation please visit: AISES agenda/research

II. Abbreviated Reports1. Combined Commissioned Corps Leadership Meeting: CAPT Brandon Taylor (IHS)

CAPT Taylor was unavailable for MOLC meeting, no report provided today.2. DCCPR/RedDOG Readiness/AMSUS Update: CAPT Lau (DHS)

Current missionso Zika Virus: No officers currently, but sending more soon. The Corps continues to

support the Zika response in Puerto Rico.o NIH Ebola Vaccine Trial Liberia: Two officers, RedDOG vetting two new officers.o Peace Officers Memorial (15 May 2017): 23 officers rostered.

Upcoming missions:o Independence Day (4 July 2017): RedDOG has received the initial requirements for

health and medical task forces and is currently identifying officers to support. Additional requests for support are pending.

o DOD/NORTHCOM Disaster Behavioral Health Mission, Mexico: The final rotation of this mission is on HOLD until new dates are set by DOD/NORTCHCOM. RedDOG will reengage officers originally scheduled for the final rotation once dates are confirmed.

Training and Field Exerciseso Remote Area Medical (RAM) Chattanooga – Planning continues for the RAM event

in Chattanooga the weekend prior to the COF Scientific and Training Symposium. RedDOG is working on a mechanism to issue no-cost travel orders for officers supporting this event. CAPT Holly Williams (RDF 3 Team Commander) is the primary POC for programming and rostering and CDR Robert Horsch is the POC for USPHS and RedDOG matters.

Readiness:o Officers can now see their PROJECTED readiness status for 1 July 2017. This lets

officers know which readiness items will expire between 1 April and 30 June 2017. Officers will have until 30 June to correct deficiencies in their projected readiness status. Ensure that issues are dealt with beforehand.

o Service awards sent forward for inclusion.o 2017 Responder of the Year award has been selected and will be announced at

COF.

Appointment to the Advisory Committee on Minority Veterans ACTION: Notice. SUMMARY: The Department of Veterans Affairs (VA), Center for Minority

o Veterans (CMV), is seeking nominations of qualified candidates to be considered for appointment as a member of the Advisory Committee on Minority Veterans (``the Committee''). The Committee advises the Secretary on the administration of VA benefits and services to minority Veterans; assesses the needs of minority Veterans with respect to such benefits; and evaluates whether VA compensation, medical and rehabilitation services, outreach, and other programs are meeting those needs. The Committee makes recommendations to the Secretary regarding such activities. Nominations of qualified candidates are being sought to fill upcoming vacancies on the Committee.

o Authority: The Committee was established in accordance with 38 U.S.C. 544 (Public Law 103-446, Sec. 510).

o DATES: Nominations for membership on the Committee must be received no later than 5:00 p.m. EST on May 26, 2017.

4. AIANCOAC: LT Adele Davis (IHS) Spring 2017 Newsletter disseminated: part of a new biannual newsletter for

AIANCOAC. Editor in Chief is LCDR Shannon Saltclah. AIANCOAC 2017 Awardees: AIANCOAC has procured paintings and/or prints that will

be presented to each awardee with their names for the MOLC awards ceremony.

money on awards for this year. The award also serves as cultural memorabilia for awardees.

Charter and by-laws submitted to OSG for approval. Working on new AIANCOAC brochure and powerpoint presentation for recruitment

and retention.5. APAOC (CAPT Lau):

Retirement ceremony participation 26 May 2017. APAOC holding social 0800 6 June 2017 (Tues). Book signing 7 June 2017 right before symposium Anchor and Cadeuses dinner.

6. BCOAG (CDR Samantha Fontanelle): Issued call for voting members 14 July 2017 deadline. Public service loan forgiveness program presentation. The BCOAG Hometown Mission Initiative is tentatively planning for six missions this

calendar year in the following areas: Columbus, GA; DMV area; Atlanta, GA; New Orleans, LA; Los Angeles, CA; and potentially one international mission.

7. HOAC (LCDR Adriana Restrepo spoke at meeting and formal report provided by LCDR Leslie Rivera Rosado): Made significant progress toward identification of a senior advisor. Four awardees confirmed. HOAC updated and modified mission and objectives in brochure. 9 June 2017 deadline for new voting membership applications. HOAC convened most recently on May 18, 2017 (1200-1300 EST). Significant Activities:

o Education and Outreach: DC Bilingual Charter School- La feria de Ciencias- (Lead: LCDR Cristina Dar) will take place on Friday May 27, 2017 from 0830-1115. They need Officers to volunteer for this event who speak Spanish. If you are interested, please email Cristina at [email protected].

o Deployment and Readiness: An email was sent out recruiting new officers to be added to the HOAC deployment roster. This year, we are asking information about country of origin and also inquiring about the officer’s willingness to be interviewed. The plan for the interview process is still on the works but we wanted to start getting information from officers to see if they would be ok with being interviewed. Subcommittee is currently working on an outline for a Zika after action report.

o Awards and Recognition: We have our 4 award winners, we are working on getting their plaques made and sent so they can be presented at COA symposium in Chattanooga.

o Charter and Bylaws: A HOAC Senior Advisor has been selected which is currently pending final approval from MOLC and OSG.

subcommittee is looking for volunteers to write articles for our HOAC Summer Newsletter: If you attend/participate on a Hispanic/Latino event. To talk about their experience about attending the USPHS Symposium this

summer in June. 1 voting member and 1 non-voting member to write article about them for the

“getting to know you” section. HOAC Website: New HOAC Calendar sub-page

o Nomination and Membership: HOAC is currently recruiting new voting members for the 2018 – 2020 term. Nominations Deadline: Friday, June 9, 2017. The Hispanic Officers Advisory Committee (HOAC) is seeking motivated PHS Officers to serve a three-year voting membership term beginning in January 2018. There will be seven (7) positions, whose term will expire on 31 December 2017. HOAC Voting membership is an excellent opportunity to meeting category benchmarks of PHS Support Activities and Leadership Development. Established under the Minority Officers Liaison Council (MOLC) in 1990, HOAC provides advice and consultation to the Office of the Surgeon General (OSG) and MOLC on issues relating to the professional practice and the personnel activities of civil service and commissioned personnel. HOAC provides similar advisory assistance, upon request, to Agency and/or Program Heads of the USPHS and to non-USPHS programs that routinely use USPHS personnel. As a HOAC voting member, officers have the privilege of chairing subcommittees as well as voting on any motions presented pertaining to the organization. Selected members must be available and willing to participate on monthly general meetings and other meetings as requested. HOAC 3 Who can be nominated? Officers who are on active-duty, meet basic readiness standards, and have a desire to help our organization achieve its goals of serving the Hispanic/Latino community should consider applying. Officers can self-nominate. Attached you will find the Nomination/Application Form. You will need your supervisor’s approval and you must submit your CV with your form. Nominations are due no later than COB June 9, 2017 to allow a window for scoring the nominations and selecting members. HOAC will recommend selected candidates
