1 Opening and Introduction.

The meeting was officially opened at 10:06hrs and thereafter members introduced themselves.

2. Adoption of the agenda

The agenda was adopted and the meeting continued.

3. Approval of previous minutes

Minutes of the previous meeting were approved and the Secretariat was asked to proceed to the next agenda item.

4. Actions arising from previous meeting, briefing on pending issues, reports and dialogue meetings.

4.1 Matters arising from the 13th Sanitation meeting were:

1. Kaposo of WSP to do a further analysis and present options, scenarios, on the way forward with the Sanitation & Hygiene’s institutional framework.

4.2 Status of the above items was reported as below;

1. Analysis and options, scenarios, on the way forward with the Sanitation & Hygiene’s institutional framework. Presentation will be done in today’s meeting.

4.3 Dialogue Calendar;

Secretariat presented the 2015 revised dialogue calendar (embedded below) and highlighted on dialogue events planned for the third quarter (January – March 2015).

Discussion:Based on the dialogue events presented on the dialogue, members requested that the dialogue calendar also includes key national events for information and to avoid conflicting events. Secretariat informed DPs that an Events Calendar will contain such information and will be presented for adoption in the 85th DPG Water meeting later that day.

5. Sanitation & Hygiene institutional framework Presentation

The presentation was done by WSP. According to the presentation things that need to be done in order for the Institutional framework to work are to streamline WSDP SC and the NSH SC dialogue structures, provide a platform for addressing S&H commitments , establish a balance between technical and administrative oversight and lastly to enhance the sector strategic advantage to harness emerging opportunities

Discussion:

The agenda follows-up previous discussions following concerns that the institutional arrangement, funding streams and programming of the current Sanitation campaign is limiting progress of sanitation improvement. According to the presentation it was clear that roles and responsibilities of the Ministries are specified but are not being carried out. Stipulated institutional roles and responsibilities appear not to be aligned well while some roles aren’t very clear.

With regards to proposing institutional arrangement discussions with GoT, members were urged to be strategic on how they will present the agenda for discussions in TWG4 meetings.

6. International Commitments

Discussion.Members agreed to merge the AfricaSan and AMCOW agendas together for discussion. Better co-ordination for Tanzania in these conferences is important. It was agreed that GIZ should co-ordinate DPs participation and liaise provide feedback in Sub group meetings.

8. AOB 8.1 A presentation on cholera outbreak in Kigoma was done. At the end of the presentation, members were notified that the best solution for treating cholera is by WASH and not drugs.

8.2 iWASH notified members that there could be a presentation on simple kits for testing water quality.

8.3 WSSCC notified DPs on its upcoming SEP (Strategic Engagement Plan).

8.4 ClosureThe Chair thanked all members for attending and closed the meeting at 12:30hrs. Date for the 15th

Sanitation sub-group meeting will be on the 4th of March.
