The CoU11cil discussed a number of matters relating to external aspects of fisheries policy and tooJ1: note of

- the Commission recommendation on the signing of a fisheries

a13reement between Norway and the EEC;

-a Commission statement on fishery relations with certain third co1.mtri es, viz. Yuc;oslavia, Senegal, r.'iauri tania,

Guinea-Bissau, Canada, Spain, Portu~al and various Eastern

Europeru1 countries~

- the proposed regulations on the fishing activities of

vessels flyine; the flags of the Faroe Islands, Norway and. Sweden in the Communi t;:,r fishing zon.e in 1978.

·rhe Council agreed to extend the interim arrangements

for fishinG by the fishing vesse:i.s of the Faroe Islands,

Norvvay and Sweden (due to e:-:pire on 15 April 1978) until

30 April 1978.

It also asreed to undertake an overall examination of

both the internal and external aspects of future fisheries

policy at its next meetinJ; on 24 April.

OVERALL APPRAISAL OF THE COMMUNITY'S BUDGETARY PROBLEMS . _.,. __ In accordance with the wishes expressed by the

European Council in December 1975, the Council made an overall appraisal of the Community's budgetary problems on

the basis of a Commission coMrrunication, the aim being,

without prejudice to the budgetary procedure, to issue

political guidelines to the Commission which would ap~:Jly both

to the establishment of the 1979 budget and to medium-term

multiannual plannin3.

The discussion enabled the hlember States to state their views on the policies to be followed in the various areas of Community activity, ·the resulting priorities to be established

and the efforts to be made to ensure greater consistency between the major lines 'of general policy and the way they

are reflected in the budget.

GREEK ACCESSION

The Council prepared the COl'Irr,:on :position of the Coramuni t;sr

for the 6th ministerial session of the Conference with Greece

which V":as held in Luxembourg on 3 April 1978.

It expressed satisfaction at the progress made since the

opening of the negotiations propel~ at the beginning of the yearo

PREPARATION FOR THE EURO?EAN COUNCIL

In preparation for the proceedings of the European Council

on matters falling within the competence of the Co;;muni ty

(Copenhagen on 7 and 8 A~oril), the Council finalized the

do3siers '.Yhich are to be used as a basis for the discussions.

:0URATO~~ ·· UNITED STATES RBLA1'IONS

The Council held an exchange of view;:; on ;;1atters arising

in connection ;'vi th relations between Eurato;:n and the

United States.

OIL POLLUTION -------------Following the disaster which recently struck the;

coastline of Britanny as a result of the wreck of the oil

tanker JIJI'IOCO CADIZ! the I'resident of the Council raised the

problem of the pollution of the sea and coastlines of the

Member States by oi1. He called upon the ~:Iember S-'cates of

the Comrm.A..J."li ty to act together in .sm effort to minimize the

risk of further disasters of the same type.

The French delegation having in its turn put forward

far-reaching suggestions for stepping up measur'es to comb.:.1t

the pollution of the seas 3.11d of the coastlines of the I;Iember

States, the Council agreed unanimously to ensure that

Community measures would be taken as soon as possible to

establish a common position on t}Je steps to be taken at

international leve1.

It took note of the fact that, in the light of the recent

tragic events, the Commission would consic.er the desirability

of m .. tbmitting proposals in addition to those it had al_ready

forvvarded to the Council in this matter and instructed the

Penne.nent Rer1resentati ves Committee to undertake prcpar:rcory

work as soon as :;JOssible, te.king particular account of the

French communication.

GATT - mULTILATERAL TRADE :NEGOTIATIONS

The Council considered progress to date in the

multilateral trao.e negotiations. Having evaluated the

tariff offers of its principal negotiating pRrtners, the Council agreed that the Commission should mru(e requests

to those partners to improve their offers. Should these

requests not be met the Council agreed that the Comwission

might make use of a list of lJossible withdrawals, to be

finalized and used in close consultation with the Member States.

ECONOMIC COI'ill'ili SSION FOR EUROPE

As part of its preparation for the 33rd session of the Economic Commission for Europe which is to begin in Geneva

on 11 April, the Cou...11cil defined common guidelines for use

by the Community delegation attending the session.

IRON AND STEEL ?~OBLE~S

The Council heard an oral report from Mr DAVIGNON, lVlember

of the C01mnissim, on the implementation of the anti-crisis

plan decided on by the Council at its meeting on 19 and

20 December 197;.

As regard~ the external aspects of the plan, the Council reviewed the sLtuation in relation to negotiations with certain steel-supplying third countries; it approved the results of thenegotiations witb Japan and South Africa and

expressed a fav.Jurable opinion on the broad outline of the

arrane;ements to be conclucled with Spain and Czechoslovalda.

The Council also took note of a Commission comnnmi.cation on the"applicaticn of certain internal measures and on the

restructurllig of the Community steel industry.

RELATIONS WITH JAPAL'f

The co.tmcil took note of an oral report from

Vice-President HAFERK.Al\'IP on the conduct and outcome of the consultations with Japan which were entered into by the

Commission as a result of the conclusions reached by the

Council on 7 February and resulted in the joint communique

published in Tokyo on 24 March 1978.

In preparation for the proceedings of the European·

Council, the Council held an exchange of views in the course

of which the delegations were able to make certain cormnents.

It subsequently adopted certain conclusions.

FELATIONS WITH CxPRUS

~1 the basis of a proposal from the Commission, the Council agreed in principle (subject to formal approval to

be given as soon as possible) to the autonomous measures in

the agricultural sector to be applied to Cyprus until the

Protocols negotiateo. with it enter into force or until

30 June 1978, whichever is the earlier.

AffiANGEEENT ON GUIDELINES FOR OFFICIAJ,IJY SUPPORTED EXPORT ---------------------:--------------------------------~---

CRDITS

The Council adopted a decision whereby from 1 April 1978

th~ Community will apply the guidelines in the Arrangement

wh:ch was the subject of exploratory talks from October to

Thoember 1977 and of negotiations in Paris with the main

export credit-giving countries in January and February 1978,.

It will be remembered that the Council adopted a decision

m the position to be adopted by the Community in these

n:gotiations at its meeting on 5 December 1977 ( 1).

The p~trpose of this Arrangement is to strengthen

di3cipline in the area of officially supported export credits

wh~re the repayment term is over two years. Like the

gu:;.delines previously a·yplied by most credit-giving countries,

it concerns the fi~~ins of minimum cash payments, maximum

:-epayment terrus and minimum interest rates~ in addition, it

t..lso inclu0.es gu.iC.e:ines on local costs.

Another feature of the guidelines is that they clarify and consolidate the procedures to be applied by participants for the prior or prompt notification, as the case may be,

for certain categories of transactions. A series of technical definitions, the importance of which to the -proper application of the gu.idelines cw..not be over-estimated, has been similarl~,r clarified. These definitions will be ~eTiodically reviewed by the participants, the first review being scheduled for October 1978.

The Council authorized the Commi8sion to participate en

behalf of the Co:11munity in the United Nations C::mference on

the rene~:7al for one year of the existing Internatirmal Olive

Oil P.gree;nent. The Conference is to be held in Geneva on

5, 6 and 7 April.

The Council adopted the Directive on aid to shipbuilding

j.n the official langaages of the Communi ties ( 1 ).

On a proposal from the Italian Government, the Council

appointed Mr Matteo CASADIO a member of the Economic and

Social Committee to replace Mr Ugo LUCIANI, who has resigned,

for the remainder of the latter's term of office 9 i.e. until

16 September 1978.

On a proposal from the Netherlands Government 9 the

Cmmcil also app')i.nted mr DoE. CNOSSEI\f 9 Algemeen Sekretaris

N aC "W., a member of· the Advisory Committee on Freedom of

~:.to·vement for Worke:cs to replace Mr B.ra.J u PAUW, who has

POTATOES

In the context of an as ;sret U..YJ.concluded discussion of

the Corrununi ty' s or.:-;a..11iza~ion of the market in potatoes, the

Council held an excllant;e of views on the autonomous arrange

ments to be applied to Cyprus in the agricultural sector as

fr0m 1 April 1978, and in particular on the concessions under

consideration fer new potatoes.

1978/1979 AGRICULTURAL PRICES

The Council carried out a detailed examination of the proposals on fixing agricultural prices for the 1978/1979 marketing yeaJ.~ and on related measures. Thi::: exawination

e_nabled delegations to express their views 1 firs~ly, on

progress achieved in the proceedings connected with milk and 1nilk products, beef and veal, sugar and isoglucose, cereals

and rice, starch products, and pigrneat, and secondly, on various important agri-i·aonetary questions, including the

effects of monetary compensatory awounts.

After concluding its discussions, the Council instructed

the Special Committee on Agriculture to make a detailed study of the technical questions 'Nhich arose during the examination, in order to prepare the ground for the Council 9 s future discussions on the matter.

MEDITERRANEAN REGIONS

The Counc;il held a general discussion on the Commission

proposals on c,uidelines concerning the development of the

Nlediterrallean regions of the Community, together with

proposals relating to agriculture.

It took note of progress made in the olive oil 1 fruit

and vegetables, wine, and peas, broad beans and field beans

sectors a..'1d as regards the various structural measures under consideration. These include measures- to improve the conditions under which agricultural products are processed

and marketed in the Ivlezzogiorno and in Languedoc-Roussillon, the programn1e to accelerate the restructuring and conversion of vL1eyards in the LanguE:doc-Roussillon region, the programme for the acceleration and qualitative guidance of collective

group irrigation works in the lVlezzogiornc:> and a common

measure to improve infrastructures in c2rtain rural areas.

The discussions wi_ll enable further progress to be made, both

as regards measures connected with market organization and

as rega:cds structural measures, particularly those relating

to financing and geographical scope.

The C0uncil ae.:reecl, in conclusion, to instruct the Special

Cormni ttee on Agrlcnl ture to speed up its work on all these

proposals to enable it to discuss the matter further at its

next meeting.

AGRI-mONETJillY QUESTIONS

In the context of a discussj.on of agri-monetary questions,

the Council took note of the conclusions reached in the Commission report on the reference period to be used for

fixing monetary compensatory amounts, to the effect that

since the rationale of· the 3-week reference perio·d """ recently

used on a trial basis - no longer seemed to be valid, the usual reference period of only one week should be that used

in future~

r.IILK MARKETING BOARDS

Following an exchange of views, the Council took note

of the progress which had been achieved in the discussions

on the United Kingdom 1 s I.Ulk Marketing Boards and instructed the Sp2cial Committee on Agriculture to examine

this topic with care, taking into account the desire shoV'm.

HOPS

The Cour1cil took note of the Commission report on the situation regarding the production and marketing of hops

(1977 harvest) and was in principle in favour of granting production aid for hops harvested that year (except for areas in the first or second production year)~ It proposed to

decide on this Regulation after receiving the Opinion of the European Pa.rliament~

European COI:'hnuni ties, tile Regulation laying dorm the list of regions·in which the prnduction aid for hops is only granted to :producer groups as from the 1978 harvest.

~'IAIZE GROATS AND imAL 2 AND QUELL:·1EHL

Following an exchange of view·s on the situation of the

market in these products P and in vievv of the judg:nents

delivered by the Court of Justice in October 1977 7 the Council considered the possibility of temporarily reintroducing production refunds for maize groats and meal and broken rice intended for brewing, and also for quelli':1ehl intended for

bread making. The Council instructed the Special Cortmi ttee on

Agriculture to finalize a text in preparation for its future

decision on this matter.

PRODUCER GROUPS

After a discussion of the a!1,ended proposal for a Regulation concerning producer groups and associations

thereof, which concentrated upon the geographical scope of

the regulation~ the Council instructed the Special Committee on Agriculture to exa:1ine these matters in further detail and to seek an overall co1npromise to cover the remaining probleias

in this connection, with a view to suh:nitting a report to the

next Council :r,eeting.

NIUTTON AND LAMB

The Council took note of a communication from the Commission on its recent proposal for a Regulation on the common organization of the market in mutton and lamb.

The Council agreed that after requesting the Opinions of the European Parliament and the Economic and Social

Committee, it Would return to this topic at a future meeting in the light of the ]reliminary technical examination to be carried out in the meantime by the Special Committee

on Agriculture.

The Council held an exchange of views on the follovi-up

to the discussions which had taken place in the European

Council on 7 and 8 April 1978 regarding the economic situation

in the Cornraunity and its 1~:e:mber States. 1.'he discussion

for devising~ on the basis of the guidelines set forth by the

INSURANCE

The Council recorded its agre8i;1ent on the Directive on

the co-ordination of the laws, regulations and administrative

provisions relating to co-i~surance. This Directive governs

the conditions under which co-insurance operations ;;mst be carried out by Co:·nmuni ty undertakings in respect of risks

situated v1i thin the Co;nmuni ty. It constitutes a step towards the co-ordination of all insurance operations which may be

carried out by virtue of freedo:-a to provide services.

sectors, with particular reference to the proposal for a first

Directive on life assurance and the proposal for a second Directive on the co-"ordina tion of the laws, regulations and

Communities, the Decision adopting a multi-annual research and

development ~rogramme (1978-1980) for the European Economic

Community in the field of pa.per and pa,lerboard recycling

(indirect action).

The Council gave its assent, 9ursuant to Article 55(2)(c)

of the ECSC Treaty, to two Community coal research programmes

in the fields of mining engineering and !)roduct benefication -

and to the establj_sbment of a research -programme on "Industrial Hygiene in rllines".

FISHERIES QUESTIONS

The Council took note of a statement by

Vice--PresidenT. GUNDELACH covering all the :problems involved in the preparation of a cornnon fisheries policy. He stated that in the coming weeks he planned to be actively engaged

in continuing his consultations with all the delegations concerned, with a view to reaching a definitive solution on

the matters still outstanding. All the delegations stressed

the i~portance they attached to r~pid settlement of these

matters.

After noting that the consultations with the authorities

of the Faroe Islands, Norwc.y and Sweden had been concluded 1

the Council agreed to e:ctend until 31 ';:,~ay 1978 the interim

arrange!Jents, due to expire on 30 April 1978, affecting the activities of the fishing vessels of those three countries

in the Co!nmuni ty fishing zone o

~·he Council also took note of the progress of the negotiations v;i th certain third countries, including

Senegal, Canada, Spain and Yugoslavia.

Finally, the Council agreed to cor,1e back to the

fisheries issues as a whole at its meeting scheduled for

22 Hnd 23 Lay.

AGRICULTURAL DECISIONS

The Council. conr:lucted a ge:1cr3l d.iscussion on the

various -proposals on the fixing of agricul t"L~ral prices for

1978/1979 and on related measures, including qgri-monetary

questions, and on the proposals on the develonment of the

l'iledi terranean regions.

Despite the substal':'.tial meas:1re of prcgres::; achieved

on these subjects, the Council decided, in view of the

com')lex nature of the :problems i·volved, to resume its

discussions' on this matter with a view to reaching

agreement at its next meeting scheduled for 8 and 9 May

in Brussels.

-In the meantime it agreed to e:;.::tend the mille year and

the marketing year for beef and veal until 21 l\1ay

inclusive and to fix the basic price a'1r'l the bvying-in

FINANCIAL AND TECHNICAL AID TO NON-ASSOCIATED DEVELOPING COUNTRIES

At its last meeting~ held in November 1977, the

Development Co-operation Council agreed on the principle of the preparation of a basic framework regulation for

the il<tplementation of financial and technical aid to non

associated developing countries.

At this meeting the Council finalized the content

of this Regulationp the purpose of which is to define

th~ measures to be taken, the objectives to be achieved

and the detailed arrangements for the adr:.1inistration of

the aida It will be recalled that the amount of the aid is fixed every year when the Com.suni ty budget is

adopted.

It will be seen, in particularp that this aid will

as a general rule be made available to the poorest

developing countries; in applying this principle, the

Community will seek a reasonable geographical balance amongst the world 9 s major developing regions.

The aid 1Nill be intended essentially to contribute

to an improve"1ent in the living conditions of the most

needy sections of the population. Rural development and the improve,;1ent of food production assw:1e special importance; participation in regional projects may be

conzidered~ there is provision for a reserve to cover

exceptional situations (disasters).

The Council 1 s conclusions took the fonn of joint positions which ·,vill be communicated to the European

Parliament in the framework of the conciliation procedure betv1een that Institution and the Council which applies

to this Regulation and which may be opened when the Council

diverges from. the Parliament 1 s Opinion. This is the case

specifically as regards the detailed rules for adJninistering

the aid in respect of which the Council did not support the European Parliament's Opinion and the original

proposal of the Commission, \rhich upheld its proposal.

On the basis of suggestions from the Cohm1ission, the Council evolved the general guidelines for the

iwplementation of the 1978_ financial and technical aid

programme for non-associated developing countries. An amount of 70 million UA is entered in the budget for

this progra~ue. On the basis of these guidelines the Co~nission may begin to examine the projects to be financed.

CO-ORDINATION AND HARMONIZATION OF DEVELOPlllENT CO-OPERATION - -POLICIES

As part of the co-ordination and harmonization of the

co-operation policies of the Community and the Member States, the Council held a broad exchange of views focussing on the

volume and Geographical pattern of official development aid.

FOOD AID

In the field of food aid the Council agreed in

principle to the Community~s contributing to the

implementation of the FLOOD II operation in India.

This is an enormous multi-annual rural development

project intended to improve the living conditions of

10 million milk-producing families by creating an efficient dairy industry together with the necessary infrastructure. The distribution network to be set up involves more than 100 large towns with a total population

of 150 million people.

FLOOD II will be carried out not only with the assistance of the Indian government but also on the basis of a financial contribution from the World Bank - whose formal decision is

expected in June - and a large Community food aid

contributionconsisting of 31,000 tonnes of skimmed-milk

powder and 12,700 tonnes of butteroil. The effect of the

Conwunity's contribution in kind will be accentuated by the creation of counterpart funds in local currency obtained

from the sale of the products in question for use as an additional source of finance.

As regards 1978, the Community has already agreed on the supply of 6,000 tonnes of ski~ned-milk powder and 3,500 tonnes of butteroil as a first instalment. The

formal adoption of the Regulations necessary for the

supply of the additional quantities for this year

(25,000 tonneB of skir~1ed-milk powder and 9,200 tonnes of butteroil) will take place once the World Ban~ has iteelf taken a positive decision on the operation.

As regards future years, the Council stressed the desirability of ensuring that the whole operation had the continuity necessary for the attairunent of the relevant

objectives. i\lith this in mind? it agreed to give favourable consideration to the annual renewal of the Community's contribution to the operation throughout its duration, on the basis of food aid possibilities existing at the time. However, the continuation of participation by the CoJ.llilunity beyond three years might depend on continued participation by the 'Norld Bank in the second phase of the operation.

The importance of the Com.uunity 1 s food aid contribution

to the execution of this project lies not only in the

·substantial amounts made available to India, but also, and perhaps above all 1 in its novelty. In ~he context of Operation FLOOD II, food aid no longer represents solely a way of helping the developing countries to cope with their immediate food requirements, but also of directly promoting rural development in the longer term. It is as such a complete development co--operation instrument.

The Council a~reed on the skimmed milk powder and butteroil food aid programmes for 1978.

The t;)tal volume of milk powder to be granted as aid will

be 125,000 torilles plus a quantity of 25,000 tonnes allocated to India as part of the FLOOD II operation, in addition to

the 6,000 to:anes already allocated. This total volume accords

with the gu.ideline ado}Jted b~r the Council on 7 February 197Bo

The imi'lementation plar1 for the milk powder aid programme is set

out in the Annex.

The total volume of butteroil to be granted as aid will

be 35,800 to~~es plus a quantity of 9,200 tonnes allocated to

India as part of the FLOOD II operation, in addition to the

3,500 tonnes already allocated; the implementation plan for this is also set out in the ~~ex.

At the same time the Council decided to allocate 9,600 tonnes of skimmed oilk powder to the Socialist Republic of

Vietnam and 3,000 toYh~es to the Republic of Sri Lanka from

the 1977 reserve of 12,600 tom1es, and to allocate the 1977 reserve of 1,960 tonnes of butteroil to the Arab Republic of

Egypt.
