The procedures to follow if you address the Council are: Council requests that you express your ideas in fiveminutes or less and refrain from any personal attacks or derogatory statements about any City employee, a fellowcitizen, or anyone else, whether in the audience or not. The Mayor will limit discussion whenever he deems suchan action appropriate to the proper conduct of the meeting. At the conclusion of an open call to the public,individual members of the Council may respond to criticism made by those who have addressed the Council, mayask Staff to review a matter, or may ask that a matter be put on a future agenda. However, members of the

Council shall not discuss or take legal action on any matters during an open call to the public unless the mattersare properly noticed for discussion and legal action.

8.1 Grants Policy. The Mayor and City Council shall discuss and possibly take action on a request byGrants Manager Mary Witkofski to adopt the amended Grants Acquisition and Administration Policy.Discussion and Action.

8.2 Memorandum of Understanding. The Mayor and City Council shall discuss and possibly takeaction on approving a request by Grants Manager Mary Witkofski to enter into a Memorandum of

Understanding with U.S. Immigration and Customs Enforcement for overtime reimbursement of jointoperation expenses in an amount not to exceed $120,000 to be paid from the Grants Fund, PoliceAdministration, Salaries (22022121-51100). Discussion and Action.

8.3 Resolution 10-52. A Resolution of the Mayor and City Council of the City of Maricopa, Arizona,accepting public improvements and maintenance responsibility for Porter Road half streetimprovements between Smith-Enke Road and Honeycutt Road adjacent to the Homesteaddevelopment. Discussion and Action.

9.1 Youth Council Nominations. The Mayor and City Council shall discuss and possibly take action onapproving a request by Youth Coordinator Rocky Brown to appoint members to the Maricopa YouthCouncil. Discussion and Action.

9.2 Intergovernmental Agreement. The Mayor and City Council shall discuss and possibly take actionon approving a request by Development Services Director Brent Billingsley to approve anIntergovernmental Agreement (IGA) between the City of Maricopa and the City of Eloy for the lease ofPublic Works equipment and services. Discussion and Action.

9.3 Green Business Program. The Mayor and City Council shall discuss and possibly take action onapproving a request by Planner Rodolfo Lopez to approve an amendment to the Green BusinessProgram regarding the addition of the transit ride voucher program. Discussion and Action.

9.4 Fare Moratorium. The Mayor and City Council shall discuss and possibly take action on approving arequest by Transportation Manager Chris Salas to declare a fare moratorium for the local and regionaltransit service until January 1, 2011 and approve a budgetary transfer in the amount of $25,000 from

Grants, Transportation, Technical Services 922044416-53340) to Local Transportation AssistanceFund, Transportation, Technical Services (21044146-533340). Discussion and Action.

9.5 Bus Fare Establishment. The Mayor and City Council shall discuss and possibly take action onapproving a request by Transportation Manager Chris Salas to establish an all-day bus fare for theMaricopa COMET at a cost of $1.00 per fare. Discussion and Action.

9.6 November 2, 2010 Council Meeting. The Mayor and City Council shall discuss and possibly takeaction on canceling or rescheduling the November 2, 2010 City Council meeting due to the GeneralElection being held on the same day. Discussion and Action.

10.0 Executive Session10.1 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from the

Citys Attorney on any of the above agenda items pursuant to A.R.S. 38-431.03 (A)(3).

10.2 The Maricopa City Council may go into executive session for purpose of obtaining legal advice from theCitys attorney and to consider its position and instruct representatives regarding negotiations for thepurchase, sale or lease of real property pursuant to A.R.S. 38-431.03 (A)(3) and (A)(7).
